Urgent need for automatedsafety systems to preventnuclear power plant disastersby Jennifer Infantino

Research Triangle Park, NC (5 December 2013) -ISA announces thatit has published a new book that declares that another Chernobyl- orFukushima-like catastrophe is inevitable unless nuclear power plantsacross the world adopt fully automated safety systems.

Automation Can Prevent the Next Fukushima by Béla G. Lipták,P.E., a well-known automation, optimization and safety control consultantwith more than 50 years in safety control system design experience, explains that while the automation technology exists to prevent the vastmajority of nuclear reactor disasters, the world’s nuclear energy facilitiescontinue to rely on human operators to monitor plant conditions andmanually take corrective safety measures.

“It’s not a question of if, but only of when the next major nuclearpower plant disaster will occur,” insists Lipták who, as president of LiptákAssociates, advises energy firms and other companies on critical safety, pollution and environmental issues. “The seriousness of this ominousforecast could be much reduced if the nuclear power industry fullyembraced automation safety. The safety controls of the 438 nuclear powerplants that operate around the world today are outdated. Their designs arebased primarily on manual operation. These plants need to be updated withsafety systems that are fully automated.”

The possible consequences of severe nuclear reactor failures-explosions and the release of radioactive gases and materials into theenvironment-are so dire that fully automated systems are a must, Liptákemphasizes.

“In these plants, serious safety responses must be immediate and fullyautomatic,” he says. “Automatic safety systems are like air bags in cars.Their actuation must not be left up to human judgment. They mustinstantly detect the evolving dangers and must immediately respond toinhibit or mitigate adverse consequences.”

Lipták claims that automated safety systems would have preventedthe Three Mile Island, Chernobyl and Fukushima disasters. He notes thateven less sweeping improvements-such as redundant or self-diagnosingsensors and control panels with graphic displays-might have averted theseincidents.

In his book, Lipták recommends that operating licenses or licenseextensions for nuclear power plants be approved only if the facilities meetcertain design and automation requirements.

ISA to develop a newcertification program forcareers in “Mission CriticalOperations”by Jennifer Infantino

Research Triangle Park, North Carolina, USA (10 December 2013)— The International Society of Automation (ISA) announces today that itwill begin developing a new certification program as part of a recentlyannounced $23 million federal grant to fund two-year degree programs in“Mission Critical Operations” at five North Carolina colleges.

The grant, administered through the US Department of Labor, isdesigned to prepare tomorrow’s workforce to compete for increasingly

demanding, high-wage and high-skill jobs in industrial operations andinformation technology, particularly those defined as mission critical—“operations requiring round-the-clock supervision of systems” and those“aimed at combating the evolving threat of critical infrastructureoperations failure.”

ISA’s new Certified Mission-Critical Professional (CMCP)certification program will test graduates based on the skills and body ofknowledge taught through new Mission Critical Operations curriculumand degree programs to be established at Cleveland Community College,Wake Technical Community College, the University of North Carolina atCharlotte, Nash Community College and Moultrie Technical College.

While Mission Critical Operations encompasses a broad spectrumof career areas—including infrastructure maintenance, communicationsand emergency operations—ISA’s new CMCP certification program willfocus on industrial operations, such as automation engineeringtechnology, advanced manufacturing, and cybersecurity of industrialcontrol networks.

More than half of the $23 million grant is allocated to ClevelandCommunity College, the grant consortium leader in North Carolina and along-time workforce development partner of ISA and ISA’s sisterorganization, the Automation Federation. Nearly $1.5 million of theremaining amount will finance ISA’s development of the CMCPcertification program.

The recently announced grant to the five North Carolina colleges ispart of the third round of funding under the US Labor Department’sTrade Adjustment Assistance Community College and Career Training(TAACCCT) program, a multi-year, nearly $2 billion training initiative.

ISA announces FDT Group asPromotional Partner

RTP, North Carolina (January 23, 2014) – ISA has announced thatFDT Group, an independent association of international companies activein process & factory automation as a Promotional Partner.

This new relationship extends previous efforts between the twoorganizations. FDT Technology, which is also known as IEC 62453,ANSI/ISA103 and China GB/T 29618, began ISA committee activities in2006 with approval of the ISA 103 standard by the ISA membership in2011. As an ISA Promotional Partner, the FDT Group will provide theISA community access to device maintenance and management strategiesthrough a range of ISA media and direct marketing opportunities.

The primary objective of the FDT Group is to provide an open, non-proprietary interface for integrating networks and field devices withengineering, automation and asset management systems. FDTTechnology, with its well-known Device Type Managers (DTMs), enablefield devices to be configured, operated and maintained through thestandardized user interface—regardless of supplier, device type orcommunication protocol.

“ISA welcomes the FDT Group as an ISA Promotional Partner,”states Jennifer Infantino, ISA’s Manager of Marketing, Communications, and Corporate Partnerships. “ISA members and the automation andcontrol community at large will be able to learn more about the value andbenefits of FDT Technology.
