This is my final communication to you as Commander of our squadron for the year 2011’. We have had another great year filled with excitement and fun activities both on and around the water. While doing so, both our squadron and I have gained new friends and had the opportunity to enjoy new experi-ences such as the joint frost bite with the Detroit Yacht Club; meetings at Allen’s River house; cruising down the Clinton river from Captain’s restaurant into Lake St. Clair and more. I thank our sister squadrons, their Commanders and the De-troit Yacht Club for sharing good times and camaraderie with us this year.

For those of you who have not considered taking an active position within our squadron; I suggest giving it a chance. It will give you the opportunity to understand what makes our Detroit Power Squadron and the USPS® work. It will also allow you to be part of shaping our squadron’s future. The world is changing at a rapid pace and we must keep up with the times to survive. We are currently in progress of doing just that. Together, we can and will continue to make that happen and have a lot of fun along the way. Remember that this is YOUR squadron. Seize the opportunities at hand.

When I became a member of the DPS six years or so ago, my immedi-ate interest was to become educated in boating. We didn’t own a boat at the time, but expected to own one soon. I had no idea what was about to occur in my life. Boating became a lifestyle instead of just a hobby. The knowledge I’ve attained from our squadron educators and experienced membership has served me well. Before joining DPS, I was afraid of speaking before any group of peo-ple. I guess being on the bridge for five of my six years of membership changed all of that. Now I find myself teaching classes and speaking before groups of people both within and outside of the DPS. Look at the monster you’ve cre-ated!!! (smile). Seriously though, I have no regrets. I am very grateful for what DPS and USPS has done for me and I only hope that I have served you well in kind. The voyage for 2011’ was successful; our course was maintained and the sails are full. Most importantly, there was no mutiny. My last command is “Full Speed Ahead”.

Well, it's that time of year for a change. Every day the cruise changes. The past three years as Educational Officer for DPS has been rewarding and in-vigorating. Now that Margi Schneider is taking over the office of Education Of-ficer, I hope all of you give her the same support as you gave me these past three years.

I want to thank everyone in the Education Department for their support when I had wacky ideas and their backing when they did or didn't work. We are a great team and as a great team, you all made my job easier. I hope I have everyone who worked in the Education Department below. If not, I do apologize. I want to say a special thanks to everyone who stepped up for me when I became ill this past summer. You are all great people. Thank you so very much.

WANT TO KNOW A GOOD WAY TO EARN A MERIT MARK?

I am soon to become your new Safety Officer and Vessel Safety Check (VSC) chairman. As such, I’ll be available to provide you with an easy way to earn a merit mark each year and you will be promoting safe boating at the same time.

First, you must earn the right to be a VE (Vessel Examiner). I just happen to teach that course and I can get you certified if you attend the class and pass the written test. You have 3 hrs to complete the open book test and must score 90% to pass it. Fol-lowing that, you and I (or you and any other current VE in the Detroit Power Squadron) can board boats and start VSCs. Unfortunately, there’s a hitch; for you that is. You must accompany me or any other registered VE on your first 5 examinations. The “unfortunately” part of it is, you don’t get credit for those 5 examinations, but I do. Or at least another registered VE of your choice does. After that, you’re all set to go out on your own.

Oh yeah, I promised you an easy merit mark didn’t I? Well, don’t fret, all you need to do is turn in ten completed copies of the VSC form to me, and voila, you get a merit mark, even if you do nothing else for the squadron for the rest of the year. How easy can that be?? And, you get credit for the examination even if the boat owner doesn’t rate a decal. After all, you aren’t doing all this work for nothing. You just don’t get paid any money.

Hopefully, you’re already reading the Dumping Grounds each and every issue. Starting with the Feb/Mar issue, I will provide the date of the first scheduled VE training session and location. (this will also be posted on our webisite) BUT, I first want to es-tablish a list of names with phone numbers of anyone interested in becoming a VE as soon as possible. If you’re a snowbird and are already a registered VE, you are actually eligible to perform examinations and still get full credit even while temporarily residing in that weird state. But since you’re not registered yet, we’ll just wait until about April to get you ready for when real Michiganders go boating.

Mitch has been scheduling mass VSCs in early May at Detroit Yacht Club, MacRay Harbor and other similar locations in the past. I don’t see any reason to alter that routine. We will have group examinations scheduled as in the past. That should not limit your VSCs to group participation. I think it was the first year USPS® joined the Coast Guard Auxiliary in their vessel safety inspecting program and some guy in California made over 1000 VSCs. He inspected boats on trailers parked at large shop-ping malls while his wife went shopping in the stores. Diane Dawes works alone and she has had well over 100 each year since she started.

In 2007 the 5 top fatal boating accidents involved: open motor boats 334, PWCs 67, canoe 71, cabin motor boats 53, and kayaks 36, so now you know the boaters to focus on. I thought I had a more up to date report, but through the years, this trend has unfortunately remained fairly steady. The little guys are really the ones that need the help. Not because their boats may or may not pass the safety test, but because of the safety information that gets passed on to them in the process of the inspection. Encourage the kids to be a part of the inspection toos. ...JER

ANNUAL FROSTBITE 06-09 OCTOBER 2011

This year is the “Frostbite that DPS joined in with DYC/JYC for the Annual Frostbite at Metro Beach. It turned out to be a great time for all that attended. Saturday included many events, including a Halloween dog costume contest, a turkey dinner under the DYC tent, trick or treating for the kids and a display of all the many boats in the marina that were well decorated with lights, including some really unique displays. It was fun to walk the marina and view the decorations. Some of us gathered on Jerry Luck’s boat (the Mahi Mahi), some sat around the fire or the DYC tent or just enjoyed strolling the marina admiring the displays. The great weather added to the event. It was like a midsummer’s night. As I write this mes-sage, it is the 26th of October and in our part of town we have not yet seen a frost.

A MESSAGE FROM YOUR SAFETY COMMITTEE

Boating Deaths Hit Record Low Motorboat fatalities remain constant for the past five years

RECREATIONAL BOATING FATALITIES FELL to the lowest number ever recorded in 2010 with 672 deaths in all types of water-craft, according to the U.S. Coast Guard’s annual Boating Statistical Report issued in June. Even as boating participation continued to increase—over 82 million people went boating last year—fatalities in the largest category were open motor boats, have returned relatively constant over the past five years, aver-aging 49% of all deaths. By contrast, the number of canoeing and kayaking fatalities has risen steadily in that time, from 14% in 2005 to 21% last year. The overall number, 672 deaths, is a drop of nearly 9% over 2009 and just under the last record low of 676, set in 2004. Alcohol use again ranked as the top contributing factor in fatal boating accidents, implicated in 19% of the deaths. Other factors include operator inattention, improper lookout, operator inexperience, and excessive speed.

Per the data published in this article boating deaths hit a record low; how-ever canoeing and kayaking fatalities has risen from 14 percent to 21 percent. I believe the decrease in boating fatalities is mainly due to boater education. Conversely the increase in canoeing and kayaking fatalities is due to lack of education coupled with the increased sales of small non-powered boats. Small non-powered boats do not need to be registered and the only require-ment is to have a PFD aboard; you don't even need to be wearing it. I am an approved vessel examiner performing VSC’s for eight years and I have never looked at a canoe or a kayak because they do not have a registration num-ber. We have no way to report the exam info. I believe as a squadron we should talk to small non-powered boat owners at least to introduce them to safety equipment that they should have, regardless if is not the law.

HEART SMART COOKING Shirley Allen

ITALIAN WEDDING SOUP

1 (32 oz.) container fat-free, less-sodium beef broth 1 1/2 cups water 1/2 tsp. salt, divided 8 oz. lean ground beef 2 Tbls. Italian-seasoned panko (Japanese breadcrumbs) 1/2 tsp. garlic powder 1/4 tsp. black pepper 1 large egg 3 cups chopped kale or spinach 1 cup uncooked orzo (rice shaped pasta) 5 Tbls. shredded fresh Parmigiano-Reggiano cheese

1. Combine broth, 1 1/2 cups water, and 1/4 tsp. salt in a large saucepan. Bring to a boil. 2. While broth mixture comes to a boil, combine remaining 1/4 tsp. salt, beef, and next 4 ingredients in a bowl. Shape mixture into 32 (3/4 inch) balls. Add meatballs, kale or spinach and orzo to boiling broth; reduce heat and simmer, uncovered 9 minutes or until orzo is tender. Ladle soup into 5 bowls; sprinkle evenly with cheese.Yields: 5 servings 264 Cal. per serving 6.8g Fat Source: Weight Watchers 2011 Annual Recipes for Success

THE HISTORY OF A "WEDDING" The name of this soup doesn't come from a long-standing tradition of the dish Ital-ians serve at weddings. Instead, the "wedding" portion of the title refers to how de-liciously the meats and greens go together within the soup. "Minestra maritata" was the original name for the soup, but through a mistranslation, the title changed. On top of this, most food historians believe the soup came from Spain, not Italy.

George Flees is recuperating from cancer surgery and is doing well. Please re-member him in your prayers. Bob Sobieski, one of our long time standing members passed away in October. Bob donated the rifles to the DPS color guard. He has lived in Florida for a number of years now and his funeral arrangements are taking place in Florida. Our sympa-thy is extended to his family members.
