Solid Waste Management

• Highlights of Solid Waste Management Rules, 2016

– Duties of Waste Generators:

• Segregate and store bio-degradable, non bio-degradable & domestic Hazardous waste in three separate bins

• Generators should not throw, burn or burry the solid waste generated them

• All Bulk Waste Generators, like gated communities, institutions, commercial establishments etc., generating waste more than 100kg/day, should have separate waste treatment facility of their own

Solid Waste Management

– Duties and responsibilities of local authorities and village Panchayats of census towns & urban agglomerations:

• Prepare own solid waste management (SWM) Plan in line with State Policy and Strategy on SWM

• Arrange door-to-door collection of segregated waste

• Establish a system to recognise organisations of waste/rag pickers or informal waste collectors

• Facilitate formation of Self-Help Group, who will encourage integration in SWM including d to d collection of waste

Solid Waste Management

• Direct waste generators not to litter streets, open public places by throwing papers, water bottles, fruit peel, wrappers etc.

• Transport segregated bio-degradable waste to the processing facilities like compost plant, bio-methanation plant etc.

• Transport non bio-degradable waste to the respective processing facility or secondary storage facility

• Phase out the use of chemical fertilizer and promote the use of compost/manure

• Educate workers including contract workers & supervisors

• Create Public Awareness through IEC campaign

Solid Waste Management

• State Government has already published the State Policy and Strategy on Solid West Management for the Urban West Bengal abiding by the Solid Waste Management Rules 2016, where a clear intension of the State Government for covering all the cities by 2025 has been explained.

• Total 186 Movable & 22 Stationary Compactors with 18 Hookloaders have been procured and provided to 123 ULBs with a total expenditure of Rs.125.09 Crore for transportation of Garbage to Dumping Ground. Separately, Rs. 15 Crore and Rs. 3 Crore have been provided to Kolkata Municipal Corporation and Howrah Municipal Corporation for procurement of Compactors.

Solid Waste Management

• Battery Operated Hydraulic Tipper for collection of garbage from narrow lanes provided to 5 ULBs – Dum Dum, North Dum Dum, South Dum Dum, Baranagar and Kamarhati with a total expenditure of Rs. 56 Lakh.

• Providing Rs. 84.13 Lakh for purchasing garbage disposal

equipments to Raiganj Municipality.

Main Components of Processing of Solid Waste

• Compost Plant/Bio-gas Plant (Bio-methanation)/Vermi Culture for processing the wet part (compostable) of waste

• Sanitary Landfill for dumping the dry part (after picking up of recyclable wastes)

Per capita waste generationas per CPHEEO, 2016 Guidelines

• As per National Environmental Engineering Research Institute (NEERI)

– Quantum of Waste Generation varies from 0.2 to 0.4kg/capita/day in the urban centres, whereas it may go up to 0.5kg/capita/day in metro cities

• As per study conducted by Central Pollution Control Board

– Waste generation rate in Class I cities was approximately 0.34 kg/capita/day, while Class II towns it was found to be 0.14 kg/capita/day

– Average rate of waste generation in India is 0.11 kg/capita/day

• Per Capita waste generation is increasing by approx. 1.3% per year
