• The Technology Transfer Accelerator Turkey (TTA Turkey) - an initiative managed by European Investment Fund (EIF) - aims to commercialise applied research from universities and scale up the technology transfer market in Turkey, with a particular focus on spill-overs to the country’s less developed regions.

• Launched in 2014, TTA Turkey was designed by EIF in cooperation with the Ministry of Science, Industry and Technology (MoSIT), the Scientific and Research Council of Turkey (TÜBITAK), the Delegation of the European Union to Turkey and the DG Regional Policy of the European Commission.

• TTA Turkey Project is co-financed by the EU and the Republic of Turkey under the Instrument for Pre-Accession Assistance funds and managed by EIF on behalf of the Ministry.

• Establish two independently managed TTA Turkey Funds that invest in commercialization of technology intensive research coming out of universities and research centers in Turkey; and

• Improve the R&D commercialization capacities of TTOs in Turkey so that they can play a successful interface role between industry and universities.

• TTA Turkey Advisory Services & Networking is a two year Project (Dec 2015 – Dec 2017)

• The Project is aiming to; – improve the capacity of Technology Transfer

Offices - TTOs including the ones in the 12 NUTS II Regions,

– advance TÜBİTAK’s capacity on commercialization of R&D and

– increase the deal flow source of TTA Turkey Funds.

CAPACITY IMPROVEMENT - TECHNOLOGY TRANSFER OFFICES

• Selection of TTOs for capacity development through opening a Call • Needs assessment with survey, workshops and interviews • Customized strategic guidance and active mentoring for

development of the strategic plan through workshops, TTO visits and reporting

• An intensive business development hands on training activity - Venture Pipeline Development Program (VPDP 1.0 and VPDP 2.0) for 20 teams from 20 TTOs with a duration of 8 weeks

• Pairing of 10 TTOs with either US or FR TTOs • Mentoring activities by paired TTOs • Staff exchange of TTOs at their paired TTO for 2 weeks • Staff-exchange visit experience sharing day • 1 week study tour of TTOs to US • Webinars on selected TT topics by FR and US partners • Training Programs on Pitch Training and Business Valuation

Needs Assessment - Observations in General

• There is lack of focus and specialization. • A critical mass of individuals who understand TT from a

practical perspective is missing. • Rotation of the staff is a problem. • Faculty engagement efforts for TTOs are generally weak. • Portfolios of actionable IP for TTOs are small, low TRLs • Interaction between TTA funds and TTOs are not sufficient. • PoC or Maturation Funding is missing. • TTOs need to develop more sustainable revenue capture

from start up efforts.

– Plans were used when reporting to TÜBİTAK

– Strategy development process helped to see the general picture

– Discussing with stakeholders was very productive

– It created awareness for the need of a strategy plan

• Customer interviews, value propositions were very much useful and good practice experience.

• Interactive lectures, f2f office hours, and challenging were the most valuable parts. • Office hours were fantastic for more learning activities. Lectures are not only

'lecture‘. • My perspective changed. I learned who real customer is and how I can improve my

business. • Real life broad interviews are a unique feature of the programme compared to

other trainings. • One to one interviews with the potential customers were very beneficial.

Especially, we had the chance to talk with real people to learn our potential customers' and end users' needs.

• Getting introduced to a new method to put together a business thesis and more importantly having the chance to sketch a new business canvas for our project is the most valuable activity for our team.

• We learned that getting out of the building can change our project totally.
