Foreword
Entitlements are rights as benefits to which individuals who meet certain eligibility criteria
are beneficiaries. These criteria are specified in the laws that authorise these programmes.
Beneficiaries of entitlement schemes and programmes are usually citizens of a State,
however, under domestic law or international law and norms non-residents/foreigners and
organisations (businesses, political parties, local governance bodies etc.) are eligible for
specific entitlements. Entitlements may also be legal right mandated by the legislature and
enforceable by judiciary. Entitlements or public benefits include many programmes and
schemes, for example, social welfare (social security, pension, unemployment benefits, food
security etc.), health related or medical, education, livelihood, sanitation, labour rights,
housing or agriculture related schemes.
The human rights-based approach to development has found recent support from State,
intergovernmental organisations and non-governmental stakeholders. The human rights
approach to development enables the rights holder by making them aware of entitlements as
rights. It focuses on awareness, capacity building, advocacy and use of legal instruments to
empower marginalised individuals and groups. Central human rights principles that play an
important role in the implementation of human rights based approach to benefits and
entitlements are:
(i) participation and inclusion
(ii) non-discrimination and equality
(iii) accountability
One of the primary challenges to operationalising a human rights based approach to
development has been efficient implementation of public delivery mechanisms and
government services on public goods. This gap cannot be addressed just by raising awareness
on rights/entitlements or by campaign based mobilisation of civilians. This gap can only be
improved by successful advocacy (based on the awareness and public mobilisation) by social
entrepreneurs and activists. Advocacy to improve the implementation of human rights based
development model includes two things. First, it focuses on creating State sponsored systems
and mechanisms that can help deliver rights and entitlements. Second, it focuses on

improving access of public to State organs like Courts, Police, District Legal Services
Authorities, Block level offices, District level offices etc.
This manual is a compilation of the various programmes and schemes that make up the
portfolio of entitlements that individuals enjoy under various domains, viz. Education,
Health, Social Security and Livelihoods, mostly those enacted by the Central Government.
The purpose of this compendium is to help practitioners – grassroots activists and mobilisers;
local intermediaries; NGO functionaries and indeed citizens and beneficiaries - to use as a
ready reckoner and guide to educate community members and successfully advocate for
accessing schemes and claiming rights that individuals are entitled to.

Chapter I
Education Related Schemes
Introduction
Education, closely related with literacy in the policy formations of Indian administrators, has
often proved to be a tool by which historically oppressed and marginalised communities have
been able to gain social mobility. Education is the process of facilitating learning, or the
acquisition of knowledge, skills, values, beliefs, and habits. Literacy is narrowly understood
as the ability to read and write, or more expansively as competence or knowledge in a
specified area. Both these components are vital to provide citizens with a sense of self-worth
and dignity in addition to being crucial in gaining employment and achieving social mobility.
Therefore, education is required to be seen as a right which the state provides for through
universal basic schooling and higher educational opportunities.
Multiple struggles have been waged by Peoples' Movements in order to make education
accessible for all. In the past decade, 'Right of Children to Free and Compulsory Education
Act' (known commonly as the Right to Education Act), was passed in 2009 after a long
campaign by civil rights groups involving educationists, policy makers and activists involved
with critical literacy. The campaign and the outcome in the form of the RTE Act was a step in
the direction towards making education not simply accessible to all and focused on literacy,
but rather to make it student-centric and introduce critical thinking within school curriculums.
A few decades earlier in the 1970s, the Hoshangabad Science Training Programme (HSTP)
created new pathways by which teaching science was made to break out of the moulds of
bookish knowledge and included experiences the students had with the world around them.
The HSTP was initiated by educationists and scientists working in laboratories across India,
who focused their efforts in primary government schools in the state of Madhya Pradesh. In
doing so, the participants of the HSTP prioritized providing alternative education to students
of government schools, not limiting it to expensive institutes in urban centres.
At the time of Independence and during the nation-building exercise, constitution assembly
debates reveal much about the focus that education had for certain leaders of India. Dr.
Ambedkar ensured that reservations within public institutions, including those of education,

would be provided as a matter of rights to the communities that hitherto had remained
excluded from such entitlements. This followed in the lineage of radical leaders Savitribai
Phule and Jyotiba Phule who sought to make education available to women and those from
the marginalised castes. In 1990, India saw a struggle to implement the Mandal Commission
Report's (submitted in 1980) recommendations which included setting reservations for those
from OBC communities. Measures like reservations, which have emerged out of long
struggles only go on to point out that education should be provided as a right, and especially
more so for those from communities that have and continue to face discrimination.
In India, however, there is a long way to go in achieving proportional representation in the
area of education. The All India Survey on Higher Education (AISHE) 2017-18, shows that
14.41% of students enrolled in higher education belong to SC communities as compared to
their proportion of 16.2% in the total population of India. 5.22% of students enrolled in
higher education belong to ST communities as compared to their proportion of 8.2% in the
total population of India. 5% of students enrolled in higher education come from the Muslim
community, compared to their share of the population being 14.23%. The skewed statistics
show that educational progression for these communities require further efforts and the
entitlements offered by the government are a step in this direction.

A. Scholarships and Schemes for Students from Minority
1. Pre-Matric Scholarships Scheme for Minorities
The scholarship at pre-matric level will encourage parents from minority communities to
send their school going children to school, lighten their financial burden on school education
and sustain their efforts to support their children to complete school education. The scheme
will form the foundation for their educational attainment and provide a level playing field in
the competitive employment arena. Empowerment through education, which is one of the
objectives of this scheme, has the potential to lead to upliftment of the socio economic
conditions of the minority communities.
Eligibility:
Students from minority communities who are studying between classes I to class X, in
government schools or in eligible private schools as notified by the State government.
Annual family income should not exceed Rs. 1 lakh
Benefits:
Amount of scholarship money provided varies depending on the class in which the
student is enrolled, ranging from Rs. 350 to Rs. 500 per annum.
Maintenance allowance ranging from Rs. 100 to Rs. 600 per month. Maintenance
allowance is provided for 10 months in an academic year.
Procedure for application:
The scheme is implemented through the National Scholarship Portal (NSP). It is
mandatory for all students to apply online on the website i.e.
www.scholarships.gov.in.
The scheme will be announced through different media outlets. Interested applicants
should regularly look for updates on www.scholarships.gov.in.
Documents required:
An Income Certificate, issued from a competent authority in the State/UT
governments is required in respect of parent/guardian of the student.

A Self-Certified Community Certificate is required from the student who has attained
18 years of age. For others the Community Certificate certified by the parent/guardian
of the student is required.
Bank details are to be provided as scholarship amount will be credited to the student's
bank account directly under Direct Benefit Transfer (DBT) mode.
Aadhaar card details are to be provided, and if not available then documents as
notified by the scholarship portal are to be provided.
Institution Verification form.
Previous marksheets.
Fee receipt of current course year.
Residential/domicile certificate.
Other Features:
30% of scholarships are earmarked for girl students of each minority community in a
State/UT.
For those applicants who are renewing their scholarships, the continuance of award
will be subject to securing 50% marks in the previous year's examination.
2. Post-Matric Scholarships Scheme for Minorities
The objective of the scheme is to award scholarships to meritorious students belonging to
economically weaker sections of minority community so as to provide them better
opportunities for higher education, increase their rate of attainment in higher education and
enhance their employability.
Eligibility:
Students from minority communities who have secured not less than 50% marks or
equivalent grade in the previous final examination.
Annual family income should not exceed Rs. 2 lakh.

Benefits:
Scholarship ranging from Rs. 3,000 to Rs. 10,000 per annum depending on course
enrolled in.
Maintenance allowance ranging from Rs. 230 to Rs. 1200 per month. Maintenance
allowance is provided for 10 months in an academic year.
Procedure for application:
The scheme is implemented through the National Scholarship Portal (NSP). It is
mandatory for all students to apply online on the website i.e.
www.scholarships.gov.in.
The scheme will be announced through different media outlets. Interested applicants
should regularly look for updates on www.scholarships.gov.in.
Documents required:

3. Merit cum Means Scholarship for Professional and Technical Courses
The objective of the Scheme is to provide financial assistance to the poor and meritorious
students belonging to minority communities to enable them to pursue professional and
technical courses.
Eligibility:
Students from minority communities who are registered in technical or professional
courses.
They should have secured not less than 50% marks or equivalent grade in the previous
final examination.
Annual family income should not exceed Rs. 2.5 lakh
Benefits:
Scholarship amount of Rs. 20,000 per annum.
Maintenance allowance of Rs. 500 to Rs. 1000 per month. Maintenance allowance is
provided for 10 months in an academic year.
There is a list of 85 Reputed Premier Institutes, covered under the scheme, for which
a student is eligible for full Course Fee reimbursement as scholarship during an
academic year. A list of such Institutes is available here:

4. Naya Savera: Free Coaching and allied Scheme for Minority Communities Students
The scheme aims to empower the students belonging to minority communities and prepare
them for competitive examinations, so that their participation in government and private jobs
improves. The scheme provides financial support for free coaching to notified minority
students in selected coaching institutions. The courses for which coaching will be imparted
ranges from competitive examinations conducted by the UPSC, SPSC, etc. to entrance
examinations for admission in engineering/medical courses and other professional courses.

Eligibility:
Candidates belonging to the notified minority communities, and who have secured
the requisite marks in the qualifying examination prescribed for admission into the
desired courses/recruitment examinations.

Total family income from all sources should not exceed Rs.6.00 lakh per annum,
Benefits:
Free coaching through government coaching centres/universities or registered private
institutions/NGOs towards competitive exams, entrance exams, and public sector
jobs. Stipend of Rs. 2500 is also provided per month.
Procedure for application:

5. Maulana Azad National Fellowship for Minority Students
The objective of the scheme is to provide integrated five year fellowships in the form of
financial assistance to students from minority communities, as notified by the Central
Government to pursue higher studies such as M.Phil. and Ph.D. at Indian
Universities/Institutions/Colleges
Eligibility:
Candidate should belong to one of the minority communities – Muslim, Christian,
Sikh, Buddhist, Parsi & Jain notified under Section 2 (c) of the National Commission
for Minorities Act, 1992.
Candidate should submit the minority community certificate on an actionable and
legally valid affidavit, until the State Government/Union Territory administration
starts to issue the minority community certificate.
Candidate should be registered for regular and full time M.Phil/Ph.D courses in
University/Academic Institution by fulfilling conditions of admission of that
University/Institution.
The annual income of the beneficiary/parents or guardian of the beneficiary should
not exceed Rs. 2.5 lakh from all sources. Candidate should submit his/her income or
his/her parent’s/guardian’s income certificate issued by the appropriate Authority.
The candidate should have secured a minimum score of 50% at Post Graduate level.

Transgender candidates are eligible to apply under the scheme. The reservation shall
be followed as per Government of India norms.
Benefits:
Fellowship amount similar to that of JRF and SRF released by the UGC. Additional
contingency funds and assistance funds are provided.
Procedure for application:
The University Grants Commission [UGC] is the nodal body to provide the
fellowship. Applications are to be done online. Applicants may regularly check the

Verification certificate to be uploaded at the designated place after getting it signed
and attested by the Competent Authority. Applications attested by officers other than
Registrar of University, Director of Institute or Principal of the College shall be
treated as incomplete and will not be considered for award of fellowship.

6. Padho Pardesh: Scheme of Interest Subsidy on Educational Loans for Overseas
Studies
The objective of the scheme is to award interest subsidy to meritorious students belonging to
economically weaker sections of notified minority communities so as to provide them better
opportunities for higher education abroad and enhance their employability.
Eligibility:
Students belonging to minority communities who are admitted to Master's level
course, MPhil or PhD in universities abroad.
Annual family income should not be more than Rs. 6 lakh.
Benefits:
Interest for the loan will be borne by Government of India, for the moratorium period.
Procedure for application:
Application to be done through online portal as set up by the Ministry of Minority
Affairs. Interested applicants should regularly check the website of the Ministry of
Minority Affairs: http://www.minorityaffairs.gov.in/
Other notes:
The student should have availed loan from a scheduled bank under the Education
Loan Scheme of the Indian Banks Association (IBA) for the purpose.
Students should apply for the benefits under the scheme during 1st year itself of the
course. Fresh applications received during 2nd year or subsequent years will not be
accepted in any case.

7. Nai Udaan
The objective of the scheme is to provide financial support to the minority candidates
clearing prelims conducted by Union Public Service Commission, Staff Selection
Commission and State Public Service Commissions to adequately equip them to compete for
appointment to Civil Services in the Union and the State Governments and to increase the
representation of the minority in the Civil Services by giving direct financial support to
candidates clearing Preliminary Examination conducted by Union Public Service
Commission (UPSC); State Public Service Commission’s (SPSCs) for Group A and B
(Gazetted Post) and Staff Selection Commission (Combined Graduate Level) for Group
‘B’(Non Gazetted posts).
Eligibility:
The candidate should belong to one of the minority communities.
The candidate should have passed the Civil Services Prelims Examination conducted
by UPSC, or SPSCs, or SSCs.
Total family income of the candidates from all sources should not exceed Rs. 6.0 lakh
per annum.
The financial support can be availed by a candidate only once. The candidate will not
be eligible to benefit from any other similar Scheme of the Central or State
Governments /UT Administrations.
Benefits:
Maximum assistance of Rs. 1 lakh for clearing preliminary exam conducted by UPSC,
Rs. 50000 for clearing preliminary exam conducted by SPSC, and Rs. 25000 for
clearing preliminary exam conducted by Staff Selection Commissions-Combined

8. Pre-Matric Scholarship for Students with Disabilities
The scheme was created to support students with disabilities to study further in order to
prepare themselves to earn their livelihood and to find a dignified place for themselves in
society as they face several barriers – physical, financial, psychological, mental – in pursuing
studies and living with dignity.
Eligibility:
PwD student who is enrolled in class IX or X in a government school or government
recognised school under central/state board of secondary education.
Benefits:
Scholarship of Rs. 500 to day scholars and Rs. 1000 to hostellers, per month.
Additional book grant of Rs. 1000 per annum and disability allowance ranging from
Rs. 2000 to Rs. 4000 depending on the type of disability.

9. Post-Matric Scholarship for Students with Disabilities
The scheme was created to support students with disabilities to study further in order to

Book allowance of Rs. 1500 per annum.

10. Scholarships for Top Class Education for Students with Disabilities
This scheme aims at recognizing and promoting quality education among students with
disabilities by providing full financial support. It covers students with disabilities for
pursuing studies at the level of graduate or post-graduate degree or diploma in notified
institutes of excellence identified by the Department of Empowerment of Persons with
Disabilities.
Eligibility:
PwD students enrolled for graduate or post-graduate degree/diploma in notified
institute of excellence in education.
Benefits:
Reimbursement of tuition fees upto Rs. 2 lakh per annum.
Maintenance allowance ranging from Rs. 1500 to Rs. 3000 per month depending on
hostel facility.
Special allowances related to disability amounting to Rs. 2000 per month.
Amount of Rs. 5000 per annum for books and stationary.
Additional Reimbursement of expenses related to aids and technology amounting to
Rs. 60,000 as a one-time expense.

11. National Fellowship for PwDs
The scheme caters to a total of 200 fellowships per year to students with disabilities. The
scheme covers all universities and institutions recognized by the UGC. It is intended to
provide financial assistance to students with disabilities for pursuing higher education leading
to degrees such as MPhil or PhD in India. Additionally, it is intended to enable PwDs to be
eligible for employment to the posts of lecturers in various colleges and universities.
Eligibility:
Any PwD student registered in an MPhil/ PhD course in an institution in India.
Benefits:
Fellowship amount similar to that of JRF and SRF released by the UGC.
Additional contingency funds depending on stream of study being pursued is provided
and ranges from Rs. 10,000 to 12,000 for the initial two years and Rs. 20,500 to Rs.
25,000 for the remaining tenure.
Assistance funds are provided.
Procedure for application:
The University Grants Commission [UGC] is the nodal body to provide the
fellowship. Applications are to be done online. Applicants may regularly check the

12. National Overseas Fellowship for Students with Disabilities
The scheme is intended to provide financial assistance to students with disabilities who are
selected for Master’s level course and PhD abroad. Twenty scholarships are awarded every
year.
Eligibility:
PwD student with necessary qualification who have been granted admission to MA or
PhD course overseas.
Family income cap of Rs. 6 lakh.
Benefits:
Tuition fees covered along with other costs.
Various amounts of assistance provided depending on the country where higher
education is being pursued.
Various contingencies and financial awards. This includes travel costs, visa
applications, etc.
Procedure for application:
Candidates shall apply through the notifications given at the website

Candidates shall be selected through a screening committee that is formed through the
Department of Empowerment of Persons with Disabilities.
Other Requirements:
Candidates in employment should provide a ‘No Objection Certificate’ by the
employer.
Candidates are required to make applications with three years of being admitted to the
course of study abroad.

13. Free Coaching for Students with Disabilities
The scheme intents to provide coaching for economically disadvantaged students with
disabilities, to enable them to appear in competitive examinations and succeed in obtaining an
appropriate job. Free coaching shall be provided at selected institutes.
Eligibility:
PwDs with family income cap of Rs. 6 lakh.
Benefits:
Free coaching through government coaching centres/ universities or registered private
institutions/NGOs towards competitive exams, entrance exams, and public sector
jobs. Stipend ranging from Rs. 4500 to Rs. 7000 is also provided per month.
Courses for coaching:
Recruitment examinations conducted by the UPSC, Staff Selection Commission
(SSC)
Recruitment examinations conducted by the State Public Service Commissions in
respective states.
Recruitment examinations conducted for various Public Sector Undertakings (PSUs)
and banking posts.
Entrance examinations for admission to various professional courses.
Procedure for application and selection:
Candidates should apply to and will be selected by certain coaching institutions as
approved by the Department of Empowerment of Persons with Disabilities.

14. Saksham Scholarship Scheme for Differently-abled Students (Diploma/Degree) for
Technical Education
Saksham is a MHRD Scheme being implemented by of AICTE aimed at providing
encouragement and support to students with disabilities to pursue Technical Education. This
is an attempt to give every young student, who is otherwise differently-abled, the opportunity
to study further and prepare for a successful future.
Eligibility:
Students with disabilities admitted to 1st year of diploma/degree course in AICTE
approved institutions.
Income cap of Rs. 8 lakh per annum.
Benefits:
Fee waiver/tuition fee reimbursement of Rs. 30,000.
In case of candidate applying for fee waiver, an amount of Rs. 30,000 may be
reimbursed to the candidates selected for this scheme for the purchase of Books/
Equipment/ Software’s/ Laptops/Desktop/ Vehicle/ Fee paid towards competitive
examination applications forms/exam fee for all examinations related to higher
education/employment.
Additional allowance of Rs. 2000 per month every year.

15. Pre-matric Scholarship for SC Students
This scheme is a Centrally Sponsored Scheme and implemented through State Government
and UT administration. The objectives of the scheme are to support parents of SC children for
education of their wards studying in classes IX and X so that the incidence of drop-out,
especially in the transition from the elementary to the secondary stage is minimized, and to
improve participation of SC children in classes IX and X of the pre-matric stage, so that they
perform better and have a better chance of progressing to the post-matric stage of education.
Eligibility:
Student should belong to a SC communities
She/he should be a regular, full time student studying in a Government School or in a
School recognized by Govt. or a Central/State Board of Secondary Education, and
studying in class IX and X.
Annual family income should not exceed Rs. 2.5 lakh.
Benefits:
Scholarship of Rs. 225 to day scholars and Rs. 525 to hostellers, per month.
Additional grant of Rs. 1000 per annum for hostellers and Rs. 750 for day scholars.
Procedure for application:
The Scheme will be implemented through State Governments/U.T. Administrations.
All the State Governments/UT Administrations will, at the appropriate time, suitably
publicise the Scheme and invite applications by issuing an advertisement in local

16. Pre-Matric Scholarship for Students whose parents are engaged in occupations
involving cleaning and prone to health hazards
The objective of the scheme is to provide financial assistance to children of whose
parents/guardians belong to one of the following categories, to pursue Pre-matric education:-
Persons who are Manual Scavengers, Tanners & Flayers, Waste pickers and Persons engaged
in hazardous cleaning.
Eligibility:
Students whose parents occupations fall under the categories as notified by the GoI
and are enrolled between classes I and X.
Benefits:
Scholarship of Rs. 225per month to day scholars and Rs. 700per month to hostellers,.
Additional grant of Rs. 1000 per annum for hostellers and Rs. 750 for day scholars.
Procedure for application:
The concerned Department of the State Government/Union Territory administration
will supply the application forms, which should be received back by that department
along with prescribed certificate, by the last date.

17. Post-Matric Scholarship for Schedule Caste Students
Post Matric Scholarship scheme is a Centrally Sponsored Scheme and implemented through
State Government and UT administration. The Scheme provides financial assistance to the
Scheduled Caste students studying at post matriculation or post-secondary stage to enable
them to complete their education. These scholarships are available for studies in India only
and are awarded by the government of the State/Union Territory to which the applicant
actually belongs i.e. permanently settled.

Eligibility:
Students belonging to SC communities studying in post-matriculation stages.
Annual family income should not exceed Rs. 2.5 lakh.
Benefits:
Maintenance allowance amounting to Rs.380/- to 1200/- per month for hostellers and
Rs. 230/- to Rs. 550/- per month for day scholars, dependent on level of study.
Additional allowances for various costs incurred while in programme of study are
provided.
Procedure for application:
All the State Governments/UT Administrations will announce in May-June, the
details of the scheme and invite applications by issuing an advertisement in the
leading newspapers of the State and through their respective websites and other media
outfits. All requests for application forms and other particulars should be addressed to
the Government of State/Union Territory Administration to which the scholars
actually belong. The applicant should submit the completed application to the
prescribed authority before the last date prescribed for receipt of applications.
18. Scheme of Upgradation of Merit of SC Students
The objective of the Scheme is to upgrade the merit of SC students by providing them
remedial and special coaching in classes IX to XII. While the remedial coaching aims at
removing deficiencies in various subjects, the special coaching is provided with a view to
prepare the students for competitive examinations for seeking entry into professional courses
like engineering and medical disciplines.
Eligibility:
Students belonging to SC and ST communities studying between classes IX and XII
in schools selected by the state government.
Family income does not exceed Rs. 3 lakh.

Benefits:
Financial assistance of Rs. 15,000 per year (inclusive of hostellers charges).
Additional amounts in the case of student being a PwD.
Procedure for application:
While the scheme is a 100% centrally sponsored scheme, selection of schools and
students are done by the state government.
19. Central Sector Scholarship of Top Class education for SC students
This scheme aims at recognising and promoting quality education among students belonging
to SCs, by providing full financial support. The scheme will cover SC students for pursuing
studies beyond Class XII, and will operate in all institutions notified by the Ministry of Social
Justice and Empowerment.
Eligibility:
Students belonging to SC communities
Candidates should have been admitted to a full time course in any of the notified
institutions.
Total family income cap of Rs. 6 lakh per annum.
Benefits:
Full tuition fee reimbursement (ceiling of Rs. 2 lakh).
Allowances of Rs. 2200 per month and grant of Rs. 3000 per annum for books and
stationary.
A computer (cost of maximum Rs. 45000) will be provided to the student. The
Ministry will release funds directly to the concerned institutions in a single
installment on a yearly basis.

This scheme provides financial assistance to the finally selected candidates for pursuing
Master level courses and PhD abroad in the accredited Institutions/University by an
authorized body of that country, under the Scheme in following specified fields of study:
Engineering and Management; Pure Sciences & Applied Sciences; Agricultural Sciences and
Medicine; Commerce, Accounting & Finance; and Humanities & Social Science.
One hundred awards, subject to availability of funds, per year are available under the
Scheme.
Eligibility:
Students belonging to SC, NT and DNT communities or from families of landless
agricultural labourers and traditional artisans.
Total family income cap of Rs. 6 lakh.
Minimum of 55% marks or equivalent grade in relevant Master's degree for those
candidates applying for PhD programme, and a minimum of 55% marks or equivalent
grade in relevant Bachelor's degree for those candidates applying for Master's
programme.

Candidates are to already have taken admission in an accredited foreign institution.
However, if they have already left the country before the issuance of the notification
for applications, they will not be eligible.
Benefits:
Annual maintenance allowance of USD 15400 (if enrolled in a university in USA or
other country), or GBP 9900 (if enrolled in the UK).
Tuition fees will be paid by the Ministry.
Additional allowances such as visa charges, air passage charges medical insurance
premiums, etc. are also granted.

21. Rajiv Gandhi National Fellowship for Scheduled Caste Students
The scheme caters the requirements of the Scheduled Caste students for pursuing research
degree in universities, research institutions and scientific institutions. This will not only
enable them to be eligible for employment to the posts of Lecturers lying vacant in various
colleges and universities but will equip them to effectively take advantage of the growing
opportunities at the national and international level in the context of the new economic order.
The scheme caters to a total number of 2000 Fellowships (Junior Research Fellows) per year
to Scheduled Caste students.
Eligibility:
Candidates belonging to SC communities who are enrolled in MPhil or PhD courses
in a university or institution, subject to completing the formalities required for
admission at the particular institution.
Benefits:
Fellowship amount similar to that of JRF and SRF released by the UGC.

Varying scholarship amounts depending on level of study, and if hosteller or not.
Amount ranges from Rs. 230 to Rs. 1200 per month.
Certain allowances related to registration, and other costs are also released.
Further allowances released to PwD students.
Procedure for application:
The Scheme will be implemented through State Governments/U.T. Administrations.

Applicants should have scored 55% of marks or equivalent grade in the previous
qualifying degree.
Applicants should be below the age of 35 years, as on the first day of July of the
relevant year of award.
Benefits:
Annual maintenance allowance of USD 15400 (if enrolled in a university in USA or
other country), or GBP 9900 (if enrolled in the UK).
Tuition fees will also be paid by the ministry.
Additional allowances such as contingency grants, visa costs, air passage costs,
medical insurance premium, etc. are also granted.
Procedure for application:
The scheme will be announced through employment news and the website of the
ministry every year: https://tribal.nic.in/. The candidates should apply to the ministry
within last date of applying for the same.

26. National Fellowship and Scholarship for Higher Education of ST students
The objective of the fellowship component of the scheme is to encourage the ST students, a
section of society with the lowest literacy levels in the country, to acquire higher education in
the form of fellowships to pursue M. Phil and Ph. D. Courses, with a view to create qualified
professionals to hold posts of teachers /professionals and other higher stages of employment.
Additionally, the scholarship component of the scheme is also meant to encourage
meritorious ST students to pursue courses at Graduate/Post Graduate level in identified
Institutions of excellence, Government and Private, in professional fields such as
Management, Medicine, Engineering, Information Technology, Law etc.

Students belonging to ST communities and who have been admitted to MPhil/PhD
courses in recognised institutions.
Eligibility for scholarship:
Students belonging to ST communities who are admitted to graduate/post-graduate
courses in institutions that are notified by the Ministry of Tribal Affairs.
Family income cap of Rs. 6 lakh
Benefits:
Fellowship amount similar to that of JRF and SRF released by the UGC. Additional
contingency funds and assistance funds are provided.
Under the scholarship scheme, there will be a reimbursement of complete tuition fees
and non-refundable dues subject to a ceiling of Rs. 2.5 lakh. Stipend of Rs.
2200/month, and allowance for books and stationeries of Rs. 3000/annum is also
provided. One time assistance of Rs. 45000 for purchase of computer and other
accessories.

For fellowship, the Ministry of Tribal Affairs will provide notifications and invite
applications before a last date that is decided.

Doctoral candidates with published work, from SC/ST communities.

29. Pre-Matric Scholarship for OBC Students
Experience shows that children of OBCs of the poorer sections do not go to schools as they
often have to provide a helping hand to their parents in traditional occupation or otherwise
supplement the family income. It is considered that a scheme of pre-matric scholarship would
be helpful in spreading education amongst such children especially amongst the girl children
of weaker sections. A scheme of pre-matric scholarship for the benefit of children belonging
to the weaker section of the OBCs has been formulated with this objective in mind.
Eligibility:
Students belonging to the OBC community
The scholarships may be given to the students enrolled in class I or any subsequent
class of pre-matric stage in the case of day scholars, or class III and any subsequent
class of pre-matric stage for hostellers. The scholarship will terminate at the end of
class X and will be awarded for 10 months of the year.
Annual family income cap of Rs. 2.5 lakh.
Benefits:
Scholarship of Rs.500 per month for hosteller, and Rs. 100 per month for day
scholars.
All registration fees, tuition fees and other academic charges will also be paid.
Ad-hoc grant of Rs. 500 per annum is also provided to all students.
Procedure for application:
The Scheme will be implemented through State Governments/U.T. Administrations.
All the State Governments/UT Administrations will, at the appropriate time, suitably
publicise the Scheme and invite applications by issuing an advertisement in local
language, in the leading newspapers of the State and through their respective websites

30. Post-Matric Scholarship for OBC Students
The objective of the scheme is to provide financial assistance to the OBC students studying at
post-matriculation or post-secondary stage to enable them to complete their education.
Eligibility:
Students belonging to the OBC community
Annual family income cap of Rs. 1.5 lakh.
Benefits:
Scholarship ranging from Rs. 160 to Rs. 750 per month depending on level of course
enrolled in and whether the student is a day scholar or hosteller .
All registration fees, tuition fees and other academic charges will also be paid.
Additional grants allowed to blind scholars.
Procedure for application:
The Scheme will be implemented through State Governments/U.T. Administrations.
All the State Governments/UT Administrations will announce in the month of May-
June and suitably publicise the Scheme and invite applications by issuing an
advertisement in local language, in the leading newspapers of the State and through

31. National Fellowship for OBC candidates
The scheme aims at providing financial assistance to the OBC students in obtaining quality
higher education leading to degrees such as MPhil and PhD in universities, research
institutions and scientific institutions. This will only enable them to be eligible for
employment to the posts of Lecturers lying vacant various colleges and universities, but will
also equip them to effectively take advantage of the growing opportunities at the national and
international level in the context of the new economic order.
Eligibility:
Students from OBC communities who are enrolled in research at MPhil/PhD levels.
Income cap of Rs. 6 lakh per annum.
Benefits:
Fellowship tenure is of five years. Fellowship of Rs. 25000 per month for the first two
years, and Rs. 28,000 per month for the remaining tenure. This is similar to the JRF
and SRF amounts.
Contingency grant awarded annually and escort reader assistance also provided.
HRA will also be granted if the institution does not provide hostel accommodation.

32. National Scheme of Incentive to Girls for Secondary Education [NSIGSE]
The objective of the scheme is to establish an enabling environment to reduce the drop-outs
and to promote the enrolment of girl children, mainly belonging to SC/ST communities, in
secondary schools. The scheme is a central government scheme from the Department of
School Education and Literacy.
Eligibility:
All SC/ST girl students who enroll for class IX in State Government, Government-
aided and Local Body schools.
All girls who pass VIII examination from Kasturba Gandhi Balika Vidyalayas
(irrespective of whether they belong to SC/ST).
Applicants should be below 16 years of age on joining class IX.
Benefits:
Fixed Deposit of Rs. 3000/- is deposited in the name of the eligible student. Following
her passing from the Xth Standard, she can withdraw the money including deposit.

Pragati is a MHRD Scheme being implemented by of AICTE aimed at providing assistance
for Advancement of Girls pursuing Technical Education. Education is one of the most

necessary to participate fully in the development process. This is an attempt to give young
Women the opportunity to further her education and prepare for a successful future by
“Empowering Women through Technical Education”

Women students admitted to the first year of Diploma or UG level courses in AICTE

Income cap of Rs. 8 lakh per annum.

36. Balika Samridhi Yojana
The scheme of Balika Samridhi Yojana was launched by Government of India with the
following objectives: to change negative family and community attitudes towards the girl
child at birth and towards her mother, to improve enrolment and retention of girl children in
schools, to raise the age at marriage of girls and to assist the girl to undertake income
generating activities.
Eligibility:
Girl children born into BPL households.
Benefits:
Varying amount of scholarship is debited into an account of the girl student, following
the successful completion of a school year. Amount ranges from Rs. 300 per annum to
Rs. 1000 per annum depending on the class that the student completes.

On reaching 18 years of age, she is eligible to access the account, the money and the
interest accrued on it.
Procedure for application/obtaining benefits:
This scheme is being implemented through ICDS infrastructure in rural areas and
through functionaries of Health Department in urban areas. The application forms are
available with Anganwadi Workers in the villages and with Health functionaries in
urban areas. The beneficiaries are required to submit the filled in applications to these
functionaries.
On the girl child attaining 18 years of age and on production of a certificate from the
Gram Panchayat /Municipality that she is unmarried on her eighteenth birthday, the
implementing agency would authorise the bank or the post office authorities
concerned to allow her to withdraw the amount standing in her name in the interest
bearing account.
Other notes:
In the event of the girl getting married before attaining the age of 18 years, she shall
forgo the benefit of the amount of annual scholarships and the interest accrued
thereon and shall stand entitled only to the Post Birth Grant amount of Rs.500/- and
the interest accrued thereon. In the eventuality of the death of the girl child before
attaining the age of 18 years, the accumulated amount in her account would be
withdrawn.
37. Post-Doctoral Fellowship to Women Candidates
The objective of this award is to provide an opportunity to carry out the advanced studies and
research in science, engineering and technology, humanities and social sciences in Indian
Universities and Colleges recognized under Section 2 (f) and fit to receive assistance under
section 12(B)of the UGC Act 1956/Institutes of National Importance established by the
Central/State Government.
Eligibility:
Women doctoral candidates with published work.

38. Udaan Programme for Girl Students
Udaan is a project launched by Central Board of Secondary Education (CBSE) under the
guidance of Ministry of Human Resource Development, Government of India, to address the
low enrollment of girl students in prestigious engineering institutions and the teaching gap
between the school education and engineering entrance examination. The effort is to enrich
the teaching and learning of Science and Mathematics at school level by addressing the three
dimensions of education- curriculum design, transaction and assessments
Eligibility:
All girl students studying in class XI in any government school and CBSE affiliated
private school, who are enrolled in Physics Chemistry, Mathematics (PCM) stream.
Minimum 70% marks in Class X overall and 80% marks in Science and
Mathematics;for Boards which follow CGPA, a minimum CGPA of 8 and a GPA of 9
in Science and Mathematics.

39. Scheme for Award of Financial Assistance for Education (Scholarship) to the
children of Beedi/Cine/IOMC/LSDM Workers
This scheme is meant to provide financial assistance to the wards of beedi workers, cine
workers, iron ore, manganese ore, chrome ore, limestone and dolomite mine workers. It is
seen as a scheme which provides for the social security of these different categories of
workers and is envisaged by the Ministry of Labour and Employment.
Eligibility:
Children of Beedi/Cine/IOMC/LSDM Workers, who are enrolled in various levels of
education.
Either of the parents should have at least a six month service record in the respective
specified industries.
Income cap differs for various categories of workers and is specified by the Ministry.
Benefits:
Financial assistance varies according to level of education being pursued and ranges
from Rs. 250 per month to Rs. 1840 per month for pre-matriculation years of study.
For post-matriculation study, the financial assistance ranges from Rs. 2000 per month
to Rs. 15000 per month depending on the course of study.

The benefits are a component of the scheme provided to rural agricultural labourers in

41. Prime Minister's Scholarship Scheme For Central Armed Police Forces And Assam
Rifles
Prime Minister’s Scholarship Scheme (PMSS) under the aegis of the National Defence Fund,
was introduced from the academic year 2006-07 to encourage higher technical & professional
education for the dependent wards & widows of Central Armed Police Forces & Assam
Rifles (CAPFs & AR) Personnel.

weaker section of the NE region, the UGC has decided to launch “Ishan Uday” Special
Scholarship Scheme for North Eastern Region from academic session 2014-15
Eligibility:
Students with domicile of North Eastern Region (NER) who are admitted to the first
year of an UG course.
Annual family income should not exceed Rs. 4.5 lakh per annum.

44. Prime Minister's Special Scholarship Scheme [PMSSS] for Jammu & Kashmir
students.
This scheme was introduced in the context of enhancing employment opportunities among youths
of Jammu & Kashmir and to formulate job plan involving public and private sectors. Every year
fresh scholarships were given to J&K Students to pursue undergraduate studies outside the State
of Jammu and Kashmir for improving their skills by providing access to education.
Eligibility:
Students having domicile of Jammu and Kashmir who are pursuing undergraduate
courses outside the state of J&K.
Students should have passed 10+2 from J&K board, or from a CBSE affiliated
schools located in J&K state, or passed 10+3 diploma from J&K State Polytechnics.
Annual family income cap of Rs. 8 lakh per annum.
Applicant should be registered through online counselling on the AICTE website.
Benefits:
Scholarship towards academic fee is reimbursed to instituition directly, based on
certain limits as set by the government which varies according to course undertaken.

45. Scholarship Scheme for Children of Workers in Jute Industry
National Jute Board Act, 2008 provides to “secure better working conditions and provisions
and improvement of amenities and incentives for workers engaged in the jute industry” under
Section, 5(2), (xxii) for the welfare of workers in jute-producing units. In line with the same,
NJB extends support to the workers’ family for education of their children, a scholarship
scheme as Workers’ Welfare measures.
Eligibility:
Girl child or wife of a jute worker (definition according to guidelines provided by
government).
Limit of two children per family.
Benefits:
Scholarship to the girl children on Passing out the Examination in 2018 will be
Rs.5,000/- for Secondary Education examination and Rs.10,000/- for Higher
Secondary Education examination.
Procedure for application:
Applications should be submitted to the nodal officer assigned in a mill unit, and will
thereafter be forwarded to the National Jute Board for consideration.

46. Cultural Talent Search Scholarship Scheme
The Cultural Talent Search Scholarship Scheme aims at providing facilities to outstanding
young children to develop their talents in various cultural fields such as traditional forms of
music, dance, drama as well as painting, sculpture, crafts and literary activities. .
Eligibility:
Children belong to traditional artisans family or
Children who are studying in recognized schools, between the age of 10 to 14 years.
Benefits:
Scholarship amount of Rs. 3600 per year
Additional reimbursement of fees paid to the guru/teacher upto ceiling of Rs. 9000 per
year.

650 new scholarships are awarded every year, of which 100 are reserved for Tribal
Culture (ST candidates), 125 for the children of families practicing traditional arts, 20
for Differently Abled children and 30 for the students applying in the field of Creative
Writing/literary Arts.

48. UNNATI - A Scholarship Scheme under National Children's Fund for Academic
Excellence of Children
The objective of the scheme are to improve the academic performance of children living in
Child Care Institutions(CCI) run as per the Juvenile Justice Act, 2015, enable children to
inculcate a sense of self-dependence and confidence in their innate ability and capacities to
take on the challenges, the future would hold before them, and to create an enabling
atmosphere by providing equitable opportunities and further the pursuit of excellence in life.
Eligibility:
Children sheltered within Child Care Institutions (CCIs), largely catering to children
in conflict with the law. Children can be enrolled from Class IX to Class XII.
Benefits:
Scholarship of Rs. 700 per month for students enrolled in Class IX and X (child will
receive Rs 16800 on completing Class X).
Scholarship of Rs. 800 per month for students enrolled in Class XI and XII (child
will receive Rs 16800 on completing Class XII).
Scholarship amount will be released to a fixed deposit amount in the student's name.

The scholarship scheme will be published on the official website of Ministry of
Women and Child Development and NIPCCD in the month of April-June and the last
date for receiving application from CCIs will be 15th July every year.
Every year the Managing Committee of the CCI will identify the beneficiaries and
their eligibility and send the applications to NCF.
On receipt of the applications the NCF Secretariat will prepare a list of eligible
beneficiaries whose names have been sent by various CCIs.

H. Other Scholarships and Schemes
49. National Means Cum Merit Scholarship
The objective of the scheme is to award scholarships to meritorious students of economically
weaker sections to arrest their drop out at class VIII and encourage them to continue the study
at secondary stage. The scheme is a central government scheme from the Department of
School Education and Literacy.
Eligibility:
Students from class IX to class XII are eligible to apply for the scholarship.
Students are selected through an examination conducted by the State governments.
The student should have scored a minimum of 55% in the in class VII to appear for
the selection examination and at the time of award of scholarship the student should
have scored a minimum of 55% in the class VIII (to be relaxed by 5% for SC/ST
candidates).
For continuing the scholarship through the classes, student should be promoted with a
minimum of 55% of marks in class IX and class XI and 60% in class X to be relaxed
by 5% for SC/ST candidates).
Annual family income of the applicant should not be more than Rs 1.5 lakh.
Benefits:
Scholarship of Rs. 500 per month awarded to meritorious students of economically
weaker sections, amounting to Rs. 6000 per annum.

50. Central Sector Scheme for Scholarships for College and University Students
The objective of this scheme is to provide financial assistance to meritorious students from
low income families to meet a part of their day-to-day expenses while pursuing higher
studies.
Eligibility:
Students above the 80th percentile mark of their respective class XII board exams.
Only students who have passed out of class XII in the current academic year are
eligible to apply.
Students should be pursuing regular courses (not correspondence or distance mode)
from recognised institutions.
In order for the scholarship to be renewed, the applicant should have secured 60% in
the previous examination and have a attendance record of at least 75%.
Annual family income should not be more than Rs. 8 lakh.
Benefits:
Scholarship of Rs. 10000 per annum at graduation level, and Rs. 20000 per annum at
post-graduation level.

51. PG Scholarship for University Rank Holders
To emerge as a powerful nation, there is an urgent need to bring in talented boys and girls in
the field of Post-Graduate education by way of providing them good incentives in the form of
scholarships. The UGC, therefore, introduced a Post-Graduate Merit Scholarship Scheme for
University undergraduate rank holders. The purpose of this scheme is to attract talent for
pursuing post graduate studies besides strengthening the basic subjects at Undergraduate
level. The awardees, under this scheme, can pursue their Postgraduate programme in any area
of specialization in any institution of higher learning in the country.
Eligibility:
First and second rank holders at the UG level, who are admitted in any PG course.
Age limit of 30 years.
Scholarship available for first PG course only.
Benefits:
The student shall receive per Rs. 3100 per month for a period of two years.

Engineering, Master of Technology, Master of Architecture and Master of Pharmacy courses
in AICTE approved Institutions and AICTE approved University Departments.

The objective of this scheme are to promote research culture in AICTE approved institutions
by admitting full time meritorious research scholars by providing research fellowship who
wants to seek admission to Ph.D. in AICTE approved Technical Institutes/University
Departments for carrying out research in thrust areas. Further, the objective is to nurture
talents for technical research and to promote collaborative research between Institute and

54. Central Sector Interest Subsidy Scheme
CSIS is a unique scheme which pivots around the vision that no student desiring to pursue
higher education is denied of the opportunity if he/ she is financially poor. This scheme
benefits all categories of economically weaker students for pursuing professional/ technical
courses in lndia only, and intends to provide affordable higher education. The Scheme,
envisages uplifting the students from the grassroots level and increasing the number of
qualified technicians and professionals in the nation. CSIS aims to check the existing
geographical imbalance with regard to Gross Enrolment Ratio (GER) in Higher Educational
institutions.
Eligibility:
Student of an undergraduate degree/postgraduate course (diploma/degree) pursuing a
professional/technical course.

institutions or professional/ technical programmes accredited by NBA or institutions
of National importance or Central Funded Technical institutions (CFTls).

55. Kishore Vaigyanik Protsahan Yojana
The Kishore Vaigyanik Protsahan Yojana (KVPY) is an on-going National Program of
Fellowship in Basic Sciences, initiated and funded by the Department of Science and
Technology, Government of India, to attract exceptionally highly motivated students for
pursuing basic science courses and research career in science. The objective of the program is
to identify students with talent and aptitude for research; help them realize their academic
potential; encourage them to take up research careers in Science, and ensure the growth of the
best scientific minds for research and development in the country.
Eligibility:
Students studying between class XI and 1st year of any undergraduate Program in
Basic Sciences namely B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./M.S. in Mathematics,
Physics, Chemistry and Biology.
Students are selected on the basis of an aptitude test and an interview.
Benefits:
Monthly fellowship ranging from Rs. 5000 at UG level and Rs. 7000 at PG level.

56. National Talent Search Scheme
National Talent Search Scheme is a flagship activity of the NCERT started in the year 1963.
The purpose of the scheme was to identify talented students and nurture their talent. Talent
refers to the potentiality that manifests itself in a high level of performance in one or more
specialized areas. The scheme, therefore, covers areas like Sciences, Social Sciences,
Engineering, Medicine, Management and Law. It honours and helps talented students by
providing financial assistance in the form of a monthly scholarship. For the courses in Basic
Sciences, Social Sciences and Commerce, this assistance is provided up to Ph.D. level. For
professional courses like Engineering, Medicine, Management and Law this assistance is
given only up to Post Graduation. The NCERT conducts the National Talent Search
Examination for students studying in Class X only.
There will be two-stage selection process for award of scholarship. For Stage-I, selection will
be done by States/UTs through a written examination. Students who qualify Stage I will be
eligible to appear for Stage II examination conducted by NCERT. The written test is followed
by an interview. Candidates qualifying the written examination at the national level are
invited for an interview. The final award is made on the basis of combined scores of the
exams and the interview.
Eligibility:
Students of class X who have secured 60% marks in class IX for general and OBC
categories, and 55% marks for other categories.

state in which she/he resides and the second conducted by the NCERT.

Chapter II
Health Related Schemes
Introduction
A primary responsibility of the state is to ensure the well-being of its citizens. Health can be
broadly defined as the complete well-being of the physical, mental and social aspect of both
the individual and the community. In such broad understandings, health need not be restricted
to a relation with disease or dis/ability. Rather, it is to be connected with medical facilities,
but also with the provision of suitable housing, nutrition, potable water, cultural identity, and
a relatively peaceful environment for work and leisure.
While these are the aspects which concern a broad understanding of health and well-being, in
a developing nation like India, certain aspects are prioritised. With a large part of the
population unable to meet nutritional requirements and susceptible to natural calamities and
changes, focus is given to the provision of medical facilities, health infrastructure and
adequate nutrition to infants, children, women and other vulnerable populations.
As such, the Indian government (along with the state governments) accords 1.4% of its GDP
on health. The low spending has facilitated the rise of private medical institutions, but with a
population that exceedingly cannot afford private medical care, the government is
necessitated to provide a wide public network of health facilities in the form of primary,
secondary and tertiary (specialised) healthcare which reduces the out-of-pocket expenditure
on citizens. Currently, the out-of-pocket expenditure is pegged at Rs. 2394 per capita,
according to the National Health Accounts Estimate for India, 2017.
In efforts to reduce out-of-pocket expenditure and to provide affordable, quality healthcare
for citizens, the government has established multiple schemes. One aspect of these schemes
involve targeting infants, children, mothers, adolescents, women and other vulnerable
demographics in order to alleviate their physical well-being. The other main aspect of these
schemes is to provide health insurance to demographics which may not have the financial
capability to otherwise enroll for a insurance scheme.

The following module covers both categories of schemes in the hope that a larger section of
the population may be able to access their entitlements which should ideally provide them
with a higher quality of life.

A. Schemes Relating to Maternity and Infants
1. Pradhan Mantri Matru Vandana Yojana [PMMVY]
Under-nutrition continues to adversely affect majority of women in India. In India, every
third woman is undernourished and every second woman is anaemic. An undernourished
mother almost inevitably gives birth to a low birth weight baby. When poor nutrition starts
in-utero, it extends throughout the life cycle since the changes are largely irreversible. Owing
to economic and social distress many women continue to work to earn a living for their
family right up to the last days of their pregnancy. Furthermore, they resume working soon
after childbirth, even though their bodies might not permit it, thus preventing their bodies
from fully recovering on one hand, and also impeding their ability to exclusively breastfeed
their young infant in the first six months.
This scheme therefore aims to provide partial compensation for the wage loss in terms of
cash incentives so that the woman can take adequate rest before and after delivery of the first
living child and provide a cash incentive would lead to improved health seeking behaviour
amongst the Pregnant Women and Lactating Mothers (PW&LM).
Eligibility:
All Pregnant Women and Lactating Mothers, excluding PW&LM who are in regular
employment with the Central Government or the State Governments or PSUs or those
who are in receipt of similar benefits under any law for the time being in force.
For First Live Births only
Benefits:
Cash incentives in three installments i.e. first installment of ` 1000/- on early
registration of pregnancy at the Anganwadi Centre (AWC)/ approved Health facility
as may be identified by the respective administering State/ UT, second installment of
2000/- after six months of pregnancy on receiving atleast one ante-natal check-up
(ANC) and third installment of ` 2000/- after child birth is registered and the child has
received the first cycle of BCG, OPV, DPT and Hepatitis-B, or its equivalent/
substitute.

The eligible beneficiaries would receive the incentive given under the Janani
Suraksha Yojana (JSY) for Institutional delivery and the incentive received under
JSY would be accounted towards maternity benefits so that on an average a woman
gets 6000/-.
Payments will be made through Direct Bank Transfer (DBT).
Procedure for obtaining benefits:
The eligible women desirous of availing maternity benefits are required to register
under the scheme at the Anganwadi Centre (AWC)/ approved Health facility
depending upon the implementing department for that particular State/UT.
For registration, the beneficiary shall submit the prescribed application form,
complete in all respects, along with the relevant documents and undertaking/consent
duly signed by her and her husband, at the AWC/ approved Health facility. The
prescribed form(s) can be obtained from the AWC/ approved Health facility free of
cost
While submitting the form, the beneficiary will be required to submit her and her
husband’s Aadhaar details with their written consents, her/husband/family member’s
Mobile Number and her Bank/Post Office account details.

2. Janani Suraksha Yojana [JSY]
Janani Suraksha Yojana (JSY) is a safe motherhood intervention under the National Rural
Health Mission (NRHM) being implemented with the objective of reducing maternal and
neo-natal mortality by promoting institutional delivery among the poor pregnant women. The
scheme launched is being implemented in all states and UTs with special focus on low
performing states. JSY is a centrally sponsored scheme, which integrates cash assistance with
delivery and post-delivery care. The Yojana has identified Accredited Social Health Activist
(ASHA) as an effective link between the government and pregnant women.
Eligibility:
In low performing states (LPS) where the rate of institutional delivery is low, All
pregnant women delivering in government health centres, such as Sub Centers
(SCs)/Primary Health Centers (PHCs)/Community Health Centers (CHCs)/First
Referral Units (FRUs)/general wards of district or state hospitals
In high performing states (HPS) where the rate of institutional delivery is better off,
all BPL/Scheduled Caste/Scheduled Tribe (SC/ST) women delivering in a
government health centre, such as SC/PHC/CHC/FRU/general wards of district or
state hospital.
BPL cardholders eligible for cash incentive even on occasion of at-home delivery or
delivery in private institutions, Order of births not applicable
Benefits:
Cash entitlement differs in rural and urban areas, and LPS and HPS identified states.
It ranges from Rs. 1400 to Rs. 600.
Procedure for obtaining benefits:
As the cash assistance to the mother is mainly to meet the cost of delivery, it should
be disbursed effectively at the institution itself.
Documents required:
Pregnant women should be registered with ASHA workers, AWW or other similar
worker authorized by concerned state governments for this purpose.

Each beneficiary registered under this scheme should have a JSY card along with a
MCH card, which should be present at the time of admission to the health facility for
birth.
In HPS, BPL certification is required.
3. Janani Shishu Suraksha Karyakram
The scheme is estimated to benefit more than 12 million pregnant women who access
Government health facilities for their delivery. Moreover it will motivate those who still
choose to deliver at their homes to opt for institutional deliveries. . It is an initiative with a
hope that states would come forward and ensure that benefits under JSSK would reach every
needy pregnant woman coming to government institutional facility. All the States and UTs
have initiated implementation of the scheme.
Essential care is provided to the mother and her neonate within 48 hours. This postnatal
period is critical for identification and management of complication of post-delivery. In case
of institutional delivery, accessing availing this care is a little easier. Reasons like high out of
pocket expenditure on diagnostics/investigations, blood, drugs, food and user charges deter
many pregnant women from institutional delivery. JSSK was launched to eliminate out-of-
pocket expenses for institutional delivery of pregnant women and treatment of sick infants.

4. Pradhan Mantri Surakshit Matritva Abhiyan [PMSMA]
The Pradhan Mantri Surakshit Matritva Abhiyan has been launched by the Ministry of Health
& Family Welfare (MoHFW), Government of India. The program aims to provide assured,
comprehensive and quality antenatal care, free of cost, universally to all pregnant women on
the 9th of every month.
Pradhan Mantri Surakshit Matritva Abhiyan envisages to improve the quality and coverage of
Antenatal Care (ANC) including diagnostics and counselling services as part of the
Reproductive Maternal Neonatal Child and Adolescent Health (RMNCH+A) Strategy.
Eligibility:
All Pregnant Women
Benefits:
At least one antenatal checkup for pregnant women by OBGY specialist at
government health facilities.
Currently scheduled for the 9th of every month.
Procedure for obtaining benefits:
All pregnant women may receive an appointment at government designated health
facilities on the 9th of every month.

This scheme is dependent on the voluntary efforts of doctors and institutions, and
therefore it is unclear if it has been realised in all regions.
5. Mission Indhradhanush (Immunization Programme)
The ultimate goal of Mission Indradhanush is to ensure full immunization with all available
vaccines for children up to two years of age and pregnant women. The Government has
identified 201 high focus districts across 28 states in the country that have the highest number
of partially immunized and unimmunized children.
To further intensify the immunization programme, an Intensified Mission Indradhanush was
launched. Through this programme, Government of India aims to reach each and every child
up to two years of age and all those pregnant women who have been left uncovered under the
routine immunisation programme/UIP. The special drive will focus on improving
immunisation coverage in select districts and cities to ensure full immunisation to more than
90%

All infants and children
Pregnant mothers receive anti-tetanus toxoids.
Benefits:
Free vaccinations against twelve diseases
Procedure for obtaining benefits:
The immunization drives will be conducted in all district by appointed health workers

6. National Deworming Day
In 2015, the Ministry of Health and Family Welfare, launched the National Deworming Day
(NDD) as part of the National Health Mission. The NDD has emerged as the world's largest
public health campaign for treatment of intestinal parasitic worms.
The objective of the NDD is to deworm all preschool and school-age children between the
ages of 1-19 years through the platform of schools and anganwadi centres in order to improve
their overall health, nutritional status, access to education and quality of life.
Eligibility:
Children between the age group of 1 - 19,
The drug is administered at Anganwadi Centres and schools (both government and
private) .
Benefits:
Free de-worming medication provided to children
Procedure for obtaining benefits:
The drives will be conducted on notified dates in coordination with health workers
and schools and anganwadi centres, thereby attempting to achieve maximum
coverage.
7. Rashtriya Bal Swasthya Karyakram
Under National Rural Health Mission, significant progress has been made in reducing

Bal Swasthya Karyakram (RBSK) is an important initiative aiming at early identification and
early intervention for children from birth to 18 years to cover 4 ‘D’s viz. Defects at birth,
Deficiencies, Diseases, Development delays including disability.

8. Rashtriya Kishor Swasthya Karyakram
The strategy of this scheme envisions that all adolescents in India are able to realise their full
potential by making informed and responsible decisions related to their health and well-
being. The implementation of this vision requires a concerted effort by all stakeholder
ministries and institutions, including health, education, women and child development, and
labour as well as the adolescents’ own families and communities.
To deliver these interventions, the Ministry of Health and Family Welfare has launched a
new adolescent health programme – Rashtriya Kishor Swasthya Karyakram. The programme
envisages strengthening of the health system for effective communication, capacity building
and monitoring and evaluation. Further, RKSK underscores the need for several
constituencies to converge effectively and harness their collective strength to respond to
adolescent health and development needs.

9. Health Minister's Discretionary Grant [HMDG]
Financial assistance is provided under this scheme to the poor patients with family income
less than Rs.1,00,000/- annually and suffering from major illness and undergoing treatment in
Government Hospitals/Institutions, so that a part of the expenditure on
hospitalization/treatment is subsidized, in cases where free medical facilities are not
available.
Eligibility:
Patients with annual family income below Rs. 1,25,000 receiving treatment in
government institutions where free medical facilities are not available.
Benefits:
Financial Assistance towards hospitalisation/treatment charges are released to the
institution where treatment is being undergone.
Financial assistance limits are as follows: a)Rs.50, 000/- if the estimated cost of
treatment is up to Rs. 1, 00,000/- ; b)Rs. 75,000/- if the estimated cost of treatment is
above Rs. 1,00,000/- & up to Rs. 1,50,000/-; c)and Rs.1, 00,000/- if the estimated
cost of treatment is above Rs.1, 50,000/-.
Procedure for obtaining benefits:
A copy of the prescribed proforma application duly filled in by the treating
Doctor/HOD and duly countersigned by the Medical Superintendent of the Hospital
from where the patient is receiving the treatment, to be submitted to the Ministry of
Health & Family Welfare.
A Certificate in original from the BDO/ Tehsildar/Collector /SDM(quoting full name,
designation, telephone number and complete official address of the certificate issuing
authority) regarding occupation and monthly/yearly income of the applicant and
his/her family members from all sources, may be furnished along with the application
form.

10. Rashtriya Arogya Nidhi [RAN]
The scheme provides for financial assistance to patients, living below poverty line who are
suffering from major life threatening diseases as specified by the government, to receive
medical treatment at any of the super specialty government hospitals/institutes or other
government hospitals. The financial assistance to such patients is released in the form of ‘one
time grant’ to the Medical Superintendent/Director of the hospital in which the treatment is
being received.

Patients belonging to BPL households being treated for life-threatening diseases at
certain government institutions
Benefits:
Financial Assistance towards hospitalisation/treatment charges is released to the
institution where treatment is being undergone.
Procedure for obtaining benefits:
Patients who are eligible for availing benefits of this scheme are provided assistance
at the recommendation of the doctor and discretion of Director of the concerned
hospital/institution.

The Health Minister’s Cancer Patient Fund (HMCPF) within the Rashtriya Arogya Nidhi
(RAN)” has been set up. In order to utilize the Health Minister’s Cancer Patient Fund, the
Revolving Fund as under RAN, has been established in 27 Regional Cancer Centres (RCCs).
Such step would ensure and speed up financial assistance to needy patients and help fulfill
the objective of HMCPF under RAN.

12. Pradhan Mantri National Dialysis Program
Every year about 2.2 Lakh new patients of End Stage Renal Disease (ESRD) get added in
India resulting in additional demand for 3.4 crore dialysis every year. With approximately
4950 dialysis centres, largely in the private sector in India, the demand is less than half met
with existing infrastructure. Since every Dialysis has an additional expenditure tag of about
Rs.2000, it results in a monthly expenditure for patients to the tune of Rs. 3-4 lakhs annually.
Besides, most families have to undertake frequent trips, and often over long distances to
access dialysis services incurring heavy travel costs and loss of wages for the patient and
family members accompanying the patient. This therefore leads to financial catastrophe for
practically all families with such patients. With substantial gain in quality of life and
extension of progression free survival for patients, families continue to stretch financially to
make large out of pocket spends. It has been felt that both in terms of provision of this
important life saving procedure and also for reducing impoverishment on account of out of
pocket expenditure for patients, a Dialysis program is required. It is in this regard that this
scheme is being implemented.
Eligibility:
Patients belonging to BPL households. Non-BPL patients can also avail of the
dialysis facility on paying the same rates as paid by the government for the BPL
patient.
Benefits:
Financial Assistance (100% of charges) towards dialysis treatment charges is released
to the private partner who is providing treatment within government district hospitals.
Procedure for obtaining benefits:
Patients from BPL households can avail of the benefits at the government district
hospitals.

13. Affordable Medicines and Reliable Implants for Treatment [AMRIT]
With the aim to reduce the expenditure incurred by patients on treatment of cancer and heart
diseases, the Ministry for Health & Family Welfare, has launched the Affordable Medicines
and Reliable Implants for Treatment (AMRIT) programme.
Eligibility:
Cancer patients and patients suffering from cardio-vascular conditions
Benefits:
Subsidized medications and implants provided at AMRIT retail centres.
Procedure for obtaining benefits:
The AMRIT pharmacy would be selling cancer and cardio-vascular drugs, and
cardiac implants at very affordable prices in AMRIT retail centres which the
government plans to set up in all central government hospitals.

C. Nutritional Programmes for Children
14. Integrated Child Development Services [ICDS]
The Integrated Child Development Services (ICDS) Scheme is one of the flagship
programmes of the Government of India and represents one of the world’s largest and
unique programmes for early childhood care and development. It is a response to the
challenge of providing pre-school non-formal education on one hand and breaking the
vicious cycle of malnutrition, morbidity, reduced learning capacity and mortality on the
other. The beneficiaries under the Scheme are children in the age group of 0-6 years,
pregnant women and lactating mothers. Objectives of the scheme are to improve the
nutritional and health status of children in the age-group 0-6 years, to lay the foundation
for proper psychological, physical and social development of the child, to reduce the
incidence of mortality, morbidity, malnutrition and school dropout, to achieve effective
co-ordination of policy and implementation amongst the various departments to promote
child development, and to enhance the capability of the mother to look after the normal
health and nutritional needs of the child through proper nutrition and health education.
Eligibility:
Children below 6 years, Pregnant and lactating women, Women in the age group of
15-44 years, and adolescent girls in selected blocks.

Supplementary Nutrition is provided to children below 6 years, and Pregnant &

The ICDS scheme is enacted through Anganwadi Workers, Anganwadi Helpers,
Supervisors, Child Development Project Officers (CDPOs) and District Programme
Officers (DPOs). Besides, the medical officers, Auxiliary Nurse Midwife (ANM) and
Accredited Social Health Activist (ASHA) form a team with the ICDS functionaries
to achieve convergence of different services.
15. Mid-Day Meal Programme
This scheme was launched with a view to enhancing enrolment, retention and attendance and
simultaneously improving nutritional levels among children. Mid Day Meal Scheme is a
scheme under which every child in every Government and Government aided primary school
was to be served a prepared Mid Day Meal with a minimum content of 450 calories of energy
and 12 gram protein per day for a minimum of 200 days. The Scheme was extended to cover
not only children studying in Government, Government aided and local body schools, but
also children studying in Education Guarantee Scheme (EGS) and Alternative & Innovative
Education (AIE) centres, and Madrasas and Maqtabs.
Eligibility:
Students upto upper primary classes in in Government, Local Body and Government-
aided primary and upper primary schools and the EGS/AIE centres including
Madrasa and Maqtabs.
Benefits:
The scheme is a nutritional programme for students providing them with a single
meal a day
Procedure for obtaining benefits:
Since this is a universal scheme, the schools will provide for the mid-day meals of all
children.

16. National Iron Plus Initiative
The National Family Health Survey data suggests that anaemia is widely prevalent among all
age groups, and is particularly high among the most vulnerable – nearly 58 per cent among
pregnant women, 50 per cent among non-pregnant non-lactating women, 56 per cent among
adolescent girls (15–19 years), 30 per cent among adolescent boys and around 80 per cent
among children under 3 years of age and 70% below 5 years of age. In young children, iron
deficiency is due to increased iron requirement during periods of rapid growth. In addition,
infant and toddler diets are often poor in bio-available iron, particularly post weaning.
Children who suffer from anaemia have delayed psychomotor development and impaired
performance; in addition they have 5–10 point deficits in intelligence quotient. Iron
deficiency can cause significant central nervous system (CNS) damage even in the absence of
anaemia. There seems to be a vulnerable period for these damages particularly between 9 and
18 months of age. To combat this health problem the National Iron Plus Initiative has been
operationalised.
Eligibility:
All infants, children, women of reproductive age, pregnant and lactating women.
Benefits:
Bi-weekly 20 mg elemental iron and 100 microgram (mcg) folic acid per ml of liquid
formulation and age appropriate de-worming for preschool children of 6-59 months.
Weekly supplementation of 45 mg elemental iron and 400 mcg folic acid per child
per day for children from 1st to 5th grade in Govt. & Govt. Aided schools, and at
AWC for out of school children (6 to 10 years).
Weekly dose of 100 mg elemental iron and 500 mcg folic acid with biannual de-
worming in adolescents (10–19 years)
Weekly supplementation for women in reproductive age, Pregnant and lactating
women
Procedure for obtaining benefits:
Iron and Folic Acid supplements provided through AWC, ANM, other health
workers.

D. Schemes Assisting the Elderly and Persons with Disabilities
17. National Programme for the Health Care of the Elderly [NPHCE]
The National Programme for Health Care for the Elderly (NPHCE) is a modest attempt by
the Ministry of Health and Family Welfare to address this issue by way of introducing a
comprehensive health care set up completely dedicated and tuned to the needs of the elderly.
The interventions are designed to capture the Preventive, Curative and rehabilitative aspects
in the geriatric field. The programme is largely meant to be a blueprint of creating the
required infrastructure for the elderly, but also provides some direct benefits to elderly
patients.
Eligibility:
All elderly people (above 60 years) in the country
Benefits:
Free, specialised health care facilities exclusively for the elderly people through the
State health delivery system.
The services will be provided through District Hospitals with Geriatric Clinic (OPD)
and Geriatric Ward, Regional Geriatric Centres, Bi-weekly Geriatric Clinic at
Community Health Centres, Weekly Geriatric Clinic at Public Health Centres;
Domiciliary visits to the elderly persons by ANM/Male Health Workers posted under
Sub-Centres, etc.
Procedure for obtaining benefits:
Each state is expected to bring out its own implementation plan and procedure, but all
facilities may be availed at the above mentioned medical institutions.

18. Assistance to Disabled Persons for Purchase/Fitting of Aids/Appliances
With the application of modern technology, a number of aids have emerged which can reduce
the effects of disabilities and enhance the economic potential of the disabled. However, a
large number of disabled persons are from the low income groups and are deprived of the
benefits of these appliances because of their inability to find funds to acquire them and
consequently of dignified independent living.
The main objective of the Scheme is to assist the needy disabled persons in procuring
durable, sophisticated and scientifically manufactured, modern, standard aids and appliances
to promote physical, social, psychological rehabilitation of Persons with Disabilities by
reducing the effects of disabilities and at the same time enhance their economic potential.
Assistive devices are given to PwDs with an aim to improve their independent functioning,
and to arrest the extent of disability and occurrence of secondary disability. The aids and
appliances supplied under the Scheme must have due certification.
Eligibility:
Any Indian citizen of any age.
She/he holds a 40% Disablement Certificate.
Her/his monthly income from all sources should not exceeding Rs. 20,000/- per
month.
In case of dependents, the income of parents/guardians should not exceed Rs. 20,000/-
per month.
She/he should not have received assistance during the last 3 years for the same
purpose from any source. However, for children below 12 years of age, this limit
would be one year.
Benefits:
Applicants are provided with aids and appliances with a cost of upto Rs. 10,000.
Aids and appliances will cover locomoter disabilities, visual and hearing disabilities,
mental disabilities, and others.
Assisting devices are provided to students with disabilities.
Cochlear implants are provided to children recommended by the government.

E. Health Insurance Schemes
19. Rashtriya Swasthya Bima Yojana [RSBY]
The workers in the unorganized sector constitute about 93% of the total work force in the
country. The Government has been implementing some social security measures for certain
occupational groups but the coverage is miniscule. Majority of the workers are still without
any social security coverage. One of the major insecurities for workers in the unorganized
sector is the frequent incidences of illness and need for medical care and hospitalization of
such workers and their family members. Despite the expansion in the health facilities, illness
remains one of the most prevalent causes of human deprivation in India.
It has been clearly recognized that health insurance is one way of providing protection to
poor households against the risk of health spending leading to poverty. The poor are unable
or unwilling to take up health insurance because of its cost, or lack of perceived benefits.
Organizing and administering health insurance, especially in rural areas, is also difficult.
Recognizing the need for providing social security to these workers, the Central Government
has introduced the Rashtriya Swasthya Bima Yojana (RSBY).
Eligibility:
Unorganized sector workers belonging to BPL category and their family members (a
family unit of five) shall be the beneficiaries under the scheme.
Benefits:
Health Insurance Cover of Rs. 30,000 per annum per family.
The beneficiary shall be eligible for such in-patient health care insurance benefits as
would be designed by the respective State Governments based on the requirement of
the people/ geographical area.
Hospitalization expenses, taking care of most common illnesses
All pre-existing diseases to be covered.
Transportation costs (actual with maximum limit of Rs. 100 per visit) within an
overall limit of Rs. 1000.

Procedure for obtaining benefits:
An electronic list of eligible BPL households is provided to the insurer, using a pre-
specified data format. An enrollment schedule for each village along with dates is
prepared by the insurance company with the help of the district level officials.
Eligible persons can register themselves at the enrollment centre at the village on the
dates given in the schedule.
Once the beneficiary and her/his family is registered with the insurance company
she/he will receive a smart card.
When the need arises for obtaining medical treatment, the patient is to provide the
card at the empanelled hospital so that she/he may receive treatment and can claim the
amount from the insurer.
In case of cashless service, the patient will not have to spend any amount for taking
the treatment and hospitalization. It is the job of hospital to claim from the insurer.

20. Ayushman Bharat - Pradhan Mantri Jan Arogya Abhiyan
Under the ambit of Ayushman Bharat, a Pradhan Mantri Jan Arogya Yojana (PM-JAY) to
reduce the financial burden on poor and vulnerable groups arising out of catastrophic hospital
episodes and ensure their access to quality health services was conceived. PM-JAY seeks to
accelerate India’s progress towards achievement of Universal Health Coverage (UHC).
Pradhan Mantri Jan Arogya Yojana (PM-JAY) aims to provide financial protection
(Swasthya Suraksha) to 10.74 crore poor, deprived rural families and identified occupational
categories of urban workers’ families as per the latest Socio-Economic Caste Census (SECC)
data (approx. 50 crore beneficiaries). It will have offer a benefit cover of Rs. 500,000 per
family per year (on a family floater basis).
To ensure that nobody is left out (especially girl child, women, children and elderly), there
will be no cap on family size and age in the Mission. The scheme will be cashless &

paperless at public hospitals and empanelled private hospitals. The beneficiaries will not be
required to pay any charges for the hospitalization expenses. The benefit also includes pre
and post-hospitalization expenses. The scheme is an entitlement based, the beneficiary is
decided on the basis of family being figured in Socio-Economic Caste Census database.
Eligibility:
Poor, deprived rural families and identified occupational category of urban workers'
families as per the latest Socio-Economic Caste Census (SECC) data covering both
rural and urban areas.
Benefits:
Government provides health insurance cover of up to Rs. 5,00,000 per family per
year.
Free treatment available at all public and empanelled private hospitals in times of
need.
Covers secondary and tertiary care hospitalization.
All pre-existing diseases covered. Hospitals cannot deny treatment.
Procedure for obtaining benefits: \
PM-JAY is an entitlement based mission. There is no enrolment process. Families
who are identified by the government on the basis of deprivation and occupational
criteria using the SECC database both in rural and urban areas are entitled for PM-
JAY.
A dedicated PM-JAY family identification number will be allotted to eligible
families. Additionally, an e-card will also be given to beneficiary at the time of
hospitalization.

21. Niramaya
Nirmaya is a insurance scheme for any person below the poverty line with the four
disabilities under the National Trust. The scheme envisages delivering comprehensive cover
which will have a single premium across age band, provide same coverage irrespective of the
type of disability covered under the National Trust Act, provide an insurance cover. All
persons with disabilities under the National Trust Act with valid disability certificate will be
eligible and included.
Eligibility:
All PwDs who have at least one of the disabilities under the National Trust Act, 1999
with valid disability certificate are eligible to apply for the scheme.
Benefits:
The insurance cover is up to Rs. 1 lakh for a range of health services.
Facility for OPD treatment including the medicines, pathology, diagnostic tests, etc,
Regular Medical checkup for non-ailing disabled, Dental Preventive Dentistry,
Surgery to prevent further aggravation of disability, Non- Surgical/ Hospitalization,
Corrective Surgeries for existing Disability including congenital disability, Ongoing
Therapies to reduce impact of disability and disability related complications,
Alternative Medicine.

Any eligible person can apply for enrolment under the Scheme in the prescribed
format given on the website and submit it to the nearest organization registered with
the National Trust or to any other agencies specially entrusted in this regard by the

Health ID No./ card will be issued to each beneficiary and then can print E-card
through the website.

Social Security Related Schemes
Introduction
In a welfare state, such as that of India, the government has the responsibility to provide for
certain needs and requirements of individuals and communities, since some form of
assistance may be required for the citizens to lead a relatively safe, secure and stable life.
Social security is to cover multiple aspects of life including health and education, the two
important aspects we covered in the previous modules. The Indian government offers many
more social security schemes some of which are targeted to benefit specific demographics
which have been excluded and discriminated against for most of history. These demographic
include the SC, ST, OBC and minority communities, apart from women in general and
persons with disabilities, among others.
The schemes are meant as an integration of all populations of Indian society as per the nation-
building vision set at a juncture of modernization. Therefore, these schemes provide for
financial exclusion, pension post-retirement, rehabilitation of vulnerable groups, and
incentives to break free from traditional, oppressive structures.
The following schemes are meant to be entitlements that those who have been disadvantaged
in society may avail to their benefit in hopes of upward social mobility.

1. Indira Gandhi National Old Age Pension Scheme (IGNOAPS)
National Old Age Pension Scheme is a broad based scheme meant to cover all BPL families.
All persons of 60 years or above belonging to a household below the poverty line (BPL). The
Central Assistance under IGNOAPS shall beat the rate of Rs. 200 per month per beneficiary.
States have been urged to give matching amounts. Some states are giving additional amounts.
The pension is to be credited, where possible, into a post office or public sector bank account
of the beneficiary. The States/ UTs are required to furnish a certificate that all eligible
persons have been covered under IGNOAPS. State Governments also give pension to
destitute and needy older people.
Eligibility:
The beneficiary should be 60 years of age or more
The beneficiary should be a destitute - that is, no means of subsistence through her
own means or through family members - or belong to a BPL household.
Benefits:
Rs. 200/month for those persons eligible upto the age of 79. For those of age 80 and
above pension provided is Rs. 500.This is the amount provided by the Central
government and State governments are also expected to contribute similar amounts.

2. National Family Benefit Scheme [NFBS]
The NFBS scheme is meant to provide assistance to those BPL families whose primary
breadwinner has passed away, thus enabling the family to pass through a transitory phase of
grief and financial instability.
Eligibility:
The primary breadwinner will be the member of the household whose earning
contributes substantially to the total household income.
Death of the primary breadwinner should have occurred between the ages of 18 to 59
years.
The household should qualify as one that is BPL.
Benefits:
Rs. 20,000/ - will be given as a lump sum assistance to the bereaved household in the
event of death of the breadwinner.
Procedure for application:

Gram panchayats/municipalities are to take a central role in identifying families

Verification will be done by an appointed authority at the block level.
Preferred mode of disbursement of the pension amount is through Bank or Post Office
accounts. However, if the eligible applicants do not have such a facility, then cash
disbursement will be provided in public meetings of the Gram Sabha in rural areas,
and Ward Committees in urban areas.

3. Indira Gandhi National Widow Pension Scheme [IGNWPS]
Indira Gandhi National Widow Pension Scheme (IGNWPS) was launched by the Central
Government in 1995 as a part of the National Social Assistance programme. The contribution
to this scheme is made by the Central Government, in association with the State Government.
It is expected to improve the livelihood of the widows residing in rural areas, and to ensure
the widows living below the poverty line gets financial allowances and benefits from the
government.
Eligibility:
Recipient should belong to a BPL household
Recipient should range between 40-79 years.
Benefits:
Recipient will be provided with Rs. 300 per month. This is the amount provided by
the Central government and State governments are also expected to contribute similar
amounts.

4. Atal Pension Yojana [APY]
Atal Pension Yojana (APY) addresses the old age income security of the working poor and
the longevity risks among the workers in unorganised sector. It encourages the workers in
unorganised sector to voluntarily save for their retirement. The Government had launched the
scheme to effect the replacement of the Swavalamban Yojana / NPS Lite scheme. The
scheme is mainly targeted at unorganised sector workers and provides them with pension
post-retirement.
Eligibility:
Atal Pension Yojana (APY) is open to all bank account holders who are not members
of any statutory social security scheme.
The minimum age of joining APY is 18 years and maximum age is 40 years.
Benefits:
Fixed pension for the subscribers ranging between Rs.1000 to Rs. 5000, if s/he joins
and contributes between the age of 18 years and 40 years. The contribution levels
would vary and would be low if subscriber joins early and increase if s/he joins late.
The same pension is payable to Spouse after death of Subscriber.
Return of indicative pension wealth to nominees after death of spouse.
Contributions to the Atal Pension Yojana (APY) is eligible for tax benefits similar to
the National Pension System (NPS).
Procedure for application:
Approach the bank branch/post office where individual’s savings bank account is held
or open a savings account if the subscriber doesn’t have one.
Provide the Bank A/c number/ Post office savings bank account number and with the
help of the Bank staff, fill up the APY registration form.
Provide Aadhaar / Mobile Number. This is not mandatory, but may be provided to
facilitate the communication regarding contribution.

5. Pradhan Mantri Jeevan Jyoti Yojana
PMJJBY will be an Insurance Scheme offering life insurance cover for death due to any
reason. It would be a one year cover, renewable from year to year. The scheme would be
offered / administered through LIC and other Life Insurance companies willing to offer the
product on similar terms with necessary approvals and tie ups with Banks for this purpose.
Eligibility:
Available to people in the age group of 18 to 50 and having a bank account.
People who join the scheme before completing 50 years can, however, continue to
have the risk of life cover up to the age of 55 years subject to payment of premium.
Benefits:
A risk coverage of Rs.2 Lakh in case of death for any reason.
Premium of Rs. 330 per annum is required to be paid.

6. Pradhan Mantri Suraksha Bima Yojana [PMSBY]
The scheme is a one year cover Personal Accident Insurance Scheme, renewable from year to
year, offering protection against death or disability due to accident. The premium will be
directly auto-debited by the bank from the subscribers account on or before 1st June of each
annual coverage period under the scheme.
Eligibility:
All individual (single or joint) bank account holders in the age 18 to 70 years in
participating banks will be entitled to join
Benefits:
In case of death of the applicant, Rs. 2 lakh will be provided to nominee.
In case of total and irrecoverable loss of both eyes or loss of use of both hands or feet
or loss of sight of one eye and loss of use of hand or foot, Rs. 2 lakh will be provided
to applicant.
In case of total and irrecoverable loss of sight of one eye or loss of use of one hand or
foot, Rs. 1 lakh will be provided to applicant.
Premium payable is Rs.12/- per annum per member.

7. Indira Gandhi Disability Pension Scheme [IGNDPS]
The objective of the scheme is to assure a respectful life financial assistance are provided to
severe and multi-disabled persons who are living below poverty line.
Eligibility:
The eligible age for the pensioner is 18 years and above.
The disability level has to be 80% at least.
Dwarfs will also be an eligible category for this pension.
Benefits:
Amount of pension is Rs. 300 per month.
After attaining the age of 80 years, the beneficiary will get Rs.500/- per month.
Above mentioned amounts are the amounts provided by the Central government and
State governments are also expected to contribute similar amounts.

8. Annapurna Scheme
The Annapurna scheme aims at providing food security to meet the requirement of those
senior citizens who, though eligible, have remained uncovered under the National Old Age
Pension Scheme. The Scheme is targeted to cover, 20% (13.762 lakh) of persons eligible to
receive pension under NOAPS.
Eligibility:
Old aged persons who have remained uncovered under the IGNOAPS.
Age of applicant should be above 65 years of age.
The applicant should fall under the category ‘destitute’, in that she must have little or
no regular means of sustenance from her/his source of income or from the financial
support of family members.
Benefits:
10 kgs of food grains (wheat or rice) is given per month per beneficiary, free of cost.
Procedure for application:

who may be eligible for the scheme and providing them the benefits.

9. Central Victim Compensation Fund
The central government has initiated the CVCF in order to address the vast disparity among
states in the compensation given to survivors and victims of certain crimes and incidents. The
CVCF covers survivors and victims of rape, acid attacks, human trafficking and women
killed or injured in the cross border firing and others. The scheme aims to support and
supplement the existing Victim Compensation Schemes notified by States/UT
Administrations, to reduce disparity in quantum of compensation amount notified by different
States/ UTs for victims of similar crimes and to encourage States/UTs to effectively
implement the Victim Compensation Schemes (VCS) notified by them under the provisions
of section 357A of Cr.P.C. and continue financial support to victims of various crimes
especially sexual offences including rape, acid attacks, crime against children, human
trafficking etc.
Eligibility:
Victim or dependent of victim to crimes mentioned in the CVCF.
The loss or injury sustained by the victim or his dependents should have caused
substantial loss to the income of the family making it difficult to make both ends to
meet without the financial aid or which requires such expenditure beyond his means
on medical treatment of such mental/physical injury to the victim
Benefits:
Compensation ranging from Rs. 50,000 to Rs. 3 lakh is provided on the basis of the
category of the crime.
Procedure for obtaining benefit:
The police station at which the complaint is registered is to forward the application of
the victim under section 357A of CrPC
State governments are required to set up web portals in order to facilitate applications.
Further, state governments are to set up empowered committees which are to approve
applications and provide the compensation.

10. Pradhan Mantri Ujjawala Yojana
In India, the poor have limited access to cooking gas (LPG). The spread of LPG cylinders has
been predominantly in the urban and semi-urban areas with the coverage mostly in middle
class and affluent households. But there are serious health hazards associated with cooking
based on fossil fuels. According to WHO estimates, about 5 lakh deaths in India alone due to
unclean cooking fuels. Most of these premature deaths were due to non-communicable
diseases such as heart disease, stroke, chronic obstructive pulmonary disease and lung cancer.
Indoor air pollution is also responsible for a significant number of acute respiratory illnesses
in young children.
Providing LPG connections to BPL households will ensure universal coverage of cooking gas
in the country. This scheme is expected to empower women and protect their health. It will
reduce drudgery and the time spent on cooking. It will also provide employment for rural
youth in the supply chain of cooking gas.
Eligibility:
A woman of the BPL household, may apply for a new LPG connection
Benefit:
New LPG connection is installed in BPL households.
Procedure for application:
Applicant is to submit application to the nearest LPG distributor.
While submitting the application form, the woman needs to submit detailed address,
Jan Dhan Bank Account and Aadhaar number of all members of the household.
In case the consumer opts for EMI, the EMI amount will be adjusted against the
subsidy amount due to the consumer on each refill.

11. Working Women’s Hostel
The objective of the scheme is to promote availability of safe and conveniently located
accommodation for working women, with day care facility for their children, wherever
possible, in urban, semi urban, or even rural areas where employment opportunity for women
exist. The scheme is assisting projects for construction of new hostel buildings, expansion of
existing hostel buildings and hostel buildings in rented premises. The working women’s
hostel projects being assisted under this scheme shall be made available to all working
women without any distinction with respect to caste, religion, marital status etc., subject to
norms prescribed under the scheme.
Eligibility:
Working women, who may be single, widowed, divorced, separated, married but
whose husband or immediate family does not reside in the same city/area.
Particular preference may be given to women from disadvantaged sections of the
society
There should be also provision for reservation of seats for physically challenged
beneficiaries
Working women are entitled to hostel facilities provided their gross income does not
exceed Rs. 50,000/- consolidated (gross) per month in metropolitan cities, or Rs
35,000/- consolidated (gross) per month, in any other place.
Benefits:
Accommodation provided at subsidised rates by either government run or social
organisation run hostels.
Procedure for application:
Applications are to be made directly to the hostel where the applicant desires
occupation.

12. Prerna Scheme
In order to help push up the age of marriage of girls and space the birth of children in the
interest of health of young mothers and infants, the government has launched PRERNA, a
Responsible Parenthood strategy in all districts of seven high focus states namely Bihar, Uttar
Pradesh, Madhya Pradesh, Chhattisgarh, Jharkhand, Odisha and Rajasthan.
The strategy has been to identify the couple and award couples who have broken the
stereotype of early marriage, early childbirth and repeated child birth and have helped change
the mindsets of the community.
Eligibility:
Couple must belong to BPL.
Year of marriage of women should not before year 2011.
The woman should have been married on or after 19 years.
First child birth occurs after at least 2 years of marriage.
Second Child birth occurs after at least 3 years of the birth of 1stchild.
Either parent voluntarily accepts permanent method of family planning within one
year of the birth of the 2ndchild.
Benefit:
If the couple fulfils all eligibility conditions then they are to receive and amount
ranging from Rs. 10000 to Rs 19000 based on the gender of the two children.
Procedure for application:
The filled in application along with documents must be submitted to Office of
CM&HO by applicant or NGO/CBO/other institution.
CM&HO will verify all the credentials of each application and recommended for
Prerna award.

13. One Stop Centre
In India, gender based violence has many manifestations; from the more universally prevalent
forms of domestic and sexual violence including rape, to harmful practices such as, dowry,
honour killings, acid attacks, witch-hunting, sexual harassment, child sexual abuse,
trafficking for commercial sexual exploitation, child marriage, sex selective abortion, Sati,
etc. Other than these, India is also grappling with violence due to inequities in social life,
displacement and communal incidents.
This scheme aims to facilitate access to an integrated range of services including medical aid,
police assistance, legal aid/case management, psychosocial counselling, and temporary
support services to women affected by violence. Under the scheme, it has been envisaged that
One Stop Centres would be set up across the country in phased manner. In the first phase, one
Centre was sanctioned per State/UT.
Eligibility:
All women in requirement of assistance of any kind, and especially related to gender
based violence.
Facilities provided:
Medical assistance in referral to hospital through helpline/Centre

14. Disha - Early Intervention and School Readiness Scheme
This is an early intervention and school readiness scheme for children in the age group of 0-
10 years with the four disabilities covered under the National Trust Act that aims at providing
training (specifically school readiness) and counselling to both children and parents.This
scheme aims at setting up Disha Centres for early intervention for Persons with Disability
(PwD) in 0-10 years of age covered under the National Trust Act, through therapies, trainings
and providing support to family members.
Eligibility:
PwD should be in the age group of 0-10 years
PwD should have one of the disabilities covered under the National Trust Act, 1999,
which are Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities
PwD should not be registered under Samarth scheme
Benefits/Facilities available at the Disha Centre:
Special Educator / Early Intervention Therapist will be available
Physiotherapist or Occupational Therapist will be available
Counsellor will be available
Other required infrastructural needs will also be provided to the day care centre.
Procedure for application:
PwD comes to the centre set up by a registered organisation (RO - registered with the
National Trust) with the required proof.

15. Vikaas Scheme
This scheme aims at setting up Vikaas Centres for welfare of PwDs. This is a Day care
scheme, primarily to expand the range of opportunities available to a person with disability
attaining the age of 10 years for enhancing interpersonal and vocational skills as they are on a
transition to higher age groups.The centre will also offer care giving support to Person with
Disability (PwD) during the time the PwD is in the Vikaas centre. In addition it also helps in
supporting family members of the PwDs with disabilities covered under the National Trust
Act to get some time during the day to fulfill other responsibilities.
The Vikaas Scheme is meant to target all those PwDs who are above the age of 10 years and
will not be eligible in Disha day care centres.

16. Samarth Scheme for Respite Care:
The objective of Samarth scheme is to provide respite home for orphans or abandoned PwDs,
families in crisis and also for Persons with Disabilities (PwD) from BPL & LIG families
including destitutes with at least one of the four disabilities covered under the National Trust
Act. It also aims at creating opportunities for family members to get respite time in order to
fulfil other responsibilities.
Eligibility:
PwD should have one of the disabilities under the National Trust Act, 1999, which are
Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities
PwD should not be enrolled under Disha, Vikaas scheme or Gharaunda Scheme
simultaneously
Benefits/Facilities available at the Samarth Centre:
Group home for the orphaned and abandoned PwDs.
Provision to take up age-specific vocational activities.
Special educators, Physiotherapist or Occupational Therapist, Caregivers and others
will be present in the centre.
Procedure for application:
PwD comes or is brought to the centre.
The Samarth centre conducts an Individual PwD Assessment Test with the help of a
Therapist or Counsellor to understand the specific needs of the PwD.
If PwD is orphan or abandoned or is from a family in crisis, the RO should approach
the competent district officials authorised by the State Government to certify the
same. Apart from the document for certifying the above, no more documents to be
produced for enrolling with the Samarth Centre. Also, the PwD is automatically

included in the BPL category. The PwD is enrolled for Niramaya along with
registration for Samarth.

18. Gahraunda - Group Home for Adults with Disabilities
This scheme aims at setting up Gharaunda Centres for life long shelter and care of Persons
with Disability (PwD) covered under the National Trust Act. The objective of Gharaunda
scheme is to provide an assured home and minimum quality of care services throughout the
life of the person with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities
and ensure that the Gharaunda Centres facilitate establishment of requisite infrastructure for
the assured care system throughout the country, encourage assisted living with independence
and dignity and provide care services on a sustainable basis.
Eligibility:
PwD should have one of the disabilities under the National Trust Act, 1999, which are
Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities
PwD should be more than 18 years of age

If PwD is orphan or abandoned or is from a family in crisis, the RO should approach
the competent district officials authorised by the State Government to certify the
same. Apart from the document for certifying the above, there are no more documents
to be produced for enrolling with the Gharaunda Centre. The PwD is automatically
included in the BPL category.
In case of successful verification of all the above furnished documents, the PwD is
enrolled at the Gharaunda centre – a confirmation Enrolment ID card or receipt is
handed over to the beneficiary parents or guardians (if any), along with a starter kit.

19. Dr. Ambedkar Scheme for Social Integration through Inter-Caste Marriages
Traditionally, marriage in Hindu society was a sacrament but after the passage of Hindu
Marriage Act, 1955 it can be treated as a contract. However, marriages still primarily take
place on the traditional grounds of caste and sub-caste. That means marriage is inextricably
linked to caste system with its roots in the religion. Inter-caste marriages can be one of the
significant steps to reduce the caste prejudices, abolish ‘untouchability’ and spread the values
of liberty, equality, fraternity etc in the society.

The objective of this scheme is to appreciate the socially bold step, of an inter-caste marriage,
taken by the newly married couple and to extend financial incentive to the couple to enable
them to settle down in the initial phase of their married life.
Eligibility:
An Inter-caste marriage, for the purpose of this Scheme means a marriage in which
one of the spouses belongs to Scheduled Caste and the other belongs to a Non-
Scheduled Caste.
The marriage should be valid as per the law and duly registered under the Hindu
Marriage Act, 1955. An affidavit of their being legally married and in matrimonial
alliance would be submitted by the couple.
Proposal would be treated as valid if submitted within one year of marriage
The total annual income of the newly married couple, both put together, should not be
more than Rs. 5.00 lakh.
Benefits:
The incentive for a legal inter-caste marriage shall be Rs.2.50 lakh per marriage.
Procedure for application:
The proposal to give incentive under the Scheme should be recommended either by
sitting Member of Parliament or Member of Legislative Assembly or the District
Collector/ Magistrate and submitted by the State/UT Government.
The couple may provide their details through a form provided at the Dr. Ambedkar
Foundation.
Documents required:
An affidavit of their being legally married and in matrimonial alliance would be
submitted by the couple.

Livelihood Related Schemes
Introduction
A phrase in the Hindustani vernacular often times associated with the term ‘livelihood’ is
‘rozee roti’. In some senses the phrase encapsulates the importance of what livelihood holds
in the lives of individuals, especially those who are vulnerable to the unstable conditions in
which they live in. ‘Rozee Roti’ roughly translates to ‘daily bread’, an indication of what the
consequences of livelihood are – the gaining of one’s means of existence at the very least.
As a nation in the Global South, India’s population serves as labour to both ventures within
and without the country. In fact, the International Labour Organisation (ILO) estimates that
81% of Indians employed serves as labour within the informal economy. As is only too
obvious, this leaves them exposed to the precarious nature of the market often unable to see
where there next source of employment comes from. In this context, the state while
recognizing the unpredictability of the market for many has provided a minimum
employment that should be available to all. This comes through multiple schemes aimed at
opening up entrepreneurial options, or skill training facilities for targeted groups like SC/ST,
women and minorities who have not been able to undertake gainful and dignified livelihoods.
Apart from these targeted schemes, it is important to note the presence of a scheme which
guarantees work for those in rural India – the Mahatma Gandhi National Rural Employment
Guarantee Act [MGNREGA]. It is not simply the benefits of the scheme which are to be
noted, but also the history of struggle and advocacy which multiple stakeholders engaged in,
in order for such a framework to be present in a nation struggling with resources.
The information on the schemes below in this section will hopefully be helpful in then
providing citizens with a dignified and non-exploitative occupation through which an
individual’s innate worth is recognized.

1. Mahila Coir Yojana
This scheme is intended to provide self employment to rural women artisans in regions
producing coir fibre. Over the last two decades, production of coir fibre has substantially
increased in India. Conversion of coir fibre into yarn on motorized ratts in rural households
provides scope for large scale employment, improvement in productivity and quality of coir
fibre, better working conditions and higher income, which ultimately leads to the
improvement of standard of living of rural woman artisans. The scheme envisages
distribution of motorized ratts/ motorized traditional ratts/electronic ratts for spinning coir
yarn to trained women artisans.
Eligibility:
Women artisans need to have successfully completed training programme in spinning
of coir yarn through any of the training centers of the Coir Board.
Not more than one artisan per household would be eligible to receive assistance under
the scheme.
Benefits:
Coir Board will provide 75% of the cost of equipment required for the women
artisans.
This subsidy will be subject to a maximum of Rs. 7500 for motorized ratt and Rs.
3200 for traditional ratts.

2. Credit Enhancement Guarantee Scheme for the Scheduled Castes
As per Census, 2011, the SC population is 20.13 crore, which constitutes 16.63% of the total
population, in India. While the Ministry of Social Justice and Empowerment has no reliable
data on SC Entrepreneurs, as per the rough estimates of various stake holders such as Dalit
Indian Chamber of Commerce and Industry (DICCI) there are around 1000 Dalit
entrepreneurs with combined turnover of Rupees Sixty thousand crore. There are around 50
companies with turnover of Rs. 10 crore or more. Hence, the Credit Enhancement Guarantee

Scheme has the potential not only to significantly uplift the businesses of the existing SC
entrepreneurs but also the first generation SC entrepreneurs, who aspire to be part of neo
middle class category.
Eligibility and other conditions:
Small and Medium Enterprises, projects/units being set up, promoted and run by
Scheduled castes in manufacturing and services sector ensuring asset creation out of
the funds deployed in the unit
Registered Companies and Societies having more than 75% shareholding by
Scheduled Caste entrepreneurs/promoters/members with management control for the
past 12 months
Registered Partnership Firms having more than 75% shareholding with Scheduled
Caste Partners for the past 12 months
Documentary proofs of being SC will have to be mandatorily submitted by the
entrepreneurs/promoters/partners/society members at the time of submitting the
proposals
The Scheduled Caste promoter(s)/Partners/Society members shall not dilute their
stake below 75% in the company/enterprise during the currency of the loan.
Individuals and sole proprietorship firms are not covered in the scheme.
Benefits:
The GoI ensures a guarantee cover of 80% of the sanctioned facility if the loan
amount is between Rs. 25 lakh and Rs. 2 crore, in the case of registered companies.
The GoI ensures a guarantee cover of 80% of the sanctioned facility if the loan
amount is between Rs. 2 crore and Rs. 5 crore, in the case of registered companies.
The GoI ensures a guarantee cover of 80% of the sanctioned facility if the loan

3. Venture Capital Fund for Scheduled Castes
The scheme is a social sector initiative to be implemented nationally in order to promote
entrepreneurship among the scheduled caste population in India. It aims to promote
entrepreneurship amongst the Scheduled Castes who are oriented towards innovation and
growth technologies. The scheme seeks to provide concessional finance to the scheduled
caste entrepreneurs, who will create wealth and value for society and at the same time will
promote profitable businesses, thereby increasing the financial inclusion of SC entrepreneurs
and motivating them to further the growth of SC communities.
Eligibility and other conditions:
Projects/units being set up in manufacturing and services sector ensuring asset
creation out of the funds deployed in the unit shall be considered
Companies having at least 60% stake holding by Scheduled Caste entrepreneurs for
the past 12 months with management control
Documentary proofs of being SC will have to be submitted by the entrepreneurs at the
time of submitting the proposals
While selecting the SC entrepreneurs, women SC entrepreneurs would be preferred

Financial assistance upto Rs. 5 crore - Investment under this category shall be funded
maximum upto 75% of the project cost and the balance 25% of the project cost will be
funded by the promoters.
Financial assistance above Rs. 5 crore - Investment under this category shall be
funded maximum upto 50% of the project cost. At least 25% of the project cost has to
be financed by bank/other institutions. Balance 25% of the project cost will be funded
by the promoters.
Procedure for application:
Proposals shall be invited by way of Advertisements/ publications through Print &
Electronic Media.
All the processes from the application stage to sanction stage would be online, and
proper tracking system of the application would be implemented by the IFCI.
The estimated time period required for an investment proposal to mature from
application stage to sanction stage would be approximately 3-4 months for equity
proposals and 2-3 months for equity linked debt proposals.
Post submitting the proposal, the proposals shall be put up before the screening
committee for approval.

4. New Swarnima Special Scheme for Women
The ‘New Swarnima Special Scheme for Women’ is a scheme coordinated by the National
Backward Classes Finance and Development Corporation. It allows for eligible women to
innovate and start their own entrepreneurial venture with the support of the money provided
by the chanelising agencies. For ventures upto Rs. 1 lakh, the women need not use any
money out of her own savings. The scheme therefore works on two fronts: it allows for
alleviation of backward classes, but importantly by focusing on the women in the
communities since it is the women who are often times doubly disadvantaged.
Eligibility:
The women belonging to Backward Classes as notified by the Central / State
Governments from time to time shall be eligible for loan under this scheme.
The annual family income of the applicant is fixed as Rs.3.00 lakh.
The banks are requested to release at least 50% of total funding to persons with
annual family income upto Rs.1.50 lakh.
Benefits:
Under this scheme, women belonging to backward classes living below double the
poverty line can obtain loan upto Rs.1,00,000/- @ 5% per annum
Procedure for application:
Prospective eligible beneficiaries should apply on prescribed form (available with the
State Channelising Agencies [SCA]) to District Office of SCA where she/he normally
resides.
The applicant should clearly mention his/her felt needs and choice of vocation and
training requirements, if any, in the application form.
Submit documents as a proof of the same such as Caste and Income Certificate issued
by Competent Authority like Tehsildar/Sub Divisional Magistrate/District Collector
etc.

5. Seekho aur Kamao
This scheme aims at upgrading the skills of the minority youths in various modern/traditional
vocations depending upon their educational qualification, present economic trends and the
market potential, which can earn them a suitable employment or make them suitably skilled
to go for self employment. As its objectives, the scheme aims to bring down the
unemployment rate among minorities, conserve and update traditional skills of minorities and
establish their linkages with market, improve employability of existing workers, school
dropouts etc. and ensure their placement, generate means of better livelihood for
marginalized minorities and bring them in the mainstream, and to provide opportunities for
minorities in the market.
Eligibility:
The trainee should belong to minority community.
The trainee should be between 14 and 45 years of age.
The minimum qualification of trainee should be at least class V
Benefits:
Placement linked ‘Skills Training Programme’ for Modern Trades which includes soft
skills training, basic IT training, basic English training and other skills, are provided
to the beneficiaries.
For traditional trades, training is provided to enhance skills and develop Self Help
Groups develop a market oriented production model.

Monthly stipend for non-residential trainees would be Rs. 2000/- per month, and
residential trainees will receive Rs. 1000/- per month.
Post Placement Support to all placed candidates will be Rs. 2000/- per month for two
months.

empanelled themselves with the Ministry of Minority Affairs, if the organization is
present within their locality.

6. Pradhan Mantri Mudra Yojana [PMMY]
PMMY is a scheme launched by for providing loans upto Rs. 10 lakh to the non-corporate,
non-farm small and micro enterprises. These loans are classified as MUDRA loans under
PMMY. These loans are given by Commercial Banks, RRBs, Small Finance Banks,
Cooperative Banks. Under the aegis of PMMY, MUDRA has created three products namely
'Shishu', 'Kishore' and 'Tarun' to signify the stage of growth and development, and funding
needs of the beneficiary micro unit/entrepreneur and also provide a reference point for the
next phase of growth.

By providing the necessary financial assistance the government hopes that the capital loaned
to the entrepreneur allows her/him to enlarge business opportunities, and also in turn
providing employment opportunities to others.
Eligibility:
Non–Corporate Small Business Segment (NCSB) comprising of small manufacturing
units, service sector units, shopkeepers, fruits/vegetable vendors, truck operators,
food-service units, repair shops, machine operators, small industries, artisans, food
processors and others, in rural and urban areas, are eligible for Mudra loans.
Applicant should not be defaulter of any Bank / Financial Institution
Benefits:
No processing fee
No collateral
Repayment period of loan is extended up to 5 years
‘Shishu’ loans of upto Rs. 50000, ‘Kishore’ loans of upto Rs. 5 lakh, and ‘Tarun’
loans of upto Rs. 10 lakh are provided to applicants based on their requirements,
experience and stage of growth of enterprise.

Following the above step, interested applicants may submit their loan application and
proposal at any bank. The procedure for loan sanction of the bank applies from here.
However, since the scheme allows for no collateral and refinancing help for the
financial institution involved, it is believed that the loans will be processed faster and
more easily through this scheme.

7. Mahatma Gandhi National Rural Employment Guarantee Act [MGNREGA]
The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), also known
as Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), was
enacted on August 25th, 2005. The MGNREGA provides a legal guarantee for one hundred
days of employment in every financial year to adult members of any rural household willing
to do public work-related unskilled manual work at the statutory minimum wage. Therefore,
MGNREGA results in the employment of a significant rural population, but also results in the
creation of productive assets of prescribed quality and durability. The MGNREGA
strengthens the livelihood resource base of the poor, and thereby ensures social inclusion and
also strengthens Panchayati Raj institutions since at least 50% works will be allotted to Gram
Panchayats for execution.
At the time of its introduction the MGNREGA was seen (and is still seen) as a substantial
shift in the way the state is to perceive the employment options of the poor. The MGNREGA
provides a statutory guarantee of wage employment through a a rights-based framework for
wage employment. Employment is dependent upon the worker exercising the choice to apply
for registration, obtain a Job Card, and seek employment for the time and duration that the
worker wants. To view employment as a right of a citizen that the state must provide for, was

in many ways a radical departure from the early wage employment programmes that were
allocation based.
The MGNREGA is therefore seen as a milestone for the nation, in leveraging the
employment needs of the poor.
Eligibility:
All adult members of rural households are eligible to apply for work. It is necessary to
apply as a household at the local Gram Panchayat. ‘Household’ will mean a nuclear
family comprising mother, father, and their children, and may include any person
wholly or substantially dependent on the head of the family. Household will also
mean a single-member family.
All adult members of the household are to be local residents: ‘Local’ implies residing
within the Gram Panchayat. This includes those that may have migrated some time
ago but may return.
They should be willing to do unskilled manual work.
Guaranteed Benefits and Rights:
MGNREGA guarantees hundred days of wage employment in a financial year, to a
rural household whose adult members volunteer to do unskilled manual work.
Individual beneficiary oriented works can be taken up on the cards of Scheduled
Castes and Scheduled Tribes, small or marginal farmers or beneficiaries of land
reforms.
Within 15 days of submitting the application or from the day work is demanded, wage
employment will be provided to the applicant.
Right to get unemployment allowance, in case employment is not provided within
fifteen days of submitting the application or from the date when work is sought.
Receipt of wages within fifteen days of work done.

Process to register household:
The application for registration may be given on plain paper to the local Gram
Panchayat. It should contain the names of those adult members of the household who
are willing to do unskilled manual work, and particulars such as age, sex and SC/ST
status.
An individual may appear personally and make an oral request for registration.
Verification of applications will be regarding local residence in the Gram Panchayat
concerned, the household as an entity, and the fact that applicants are adult members
of the household.
The process of verification shall be completed as early as possible, and in any case,
not later than a fortnight after the receipt of the application in the Gram Panchayat.
After verification, the Gram Panchayat will enter all particulars in the Registrations
Register in the Gram Panchayat.
The Gram Panchayat will issue Job Cards to every registered household. The timely
issue of well-designed Job Cards is essential; this is a critical legal document, which
also helps to ensure transparency and protect labourers against fraud.
Process for application to gain work:
Applications for work should generally be submitted to the Gram Panchayat.
Applications should be given in writing and should include the registration number of
the Job Card, the date from which employment is required, and the number of days of
employment required
A single application may be given for a number of days in different periods during the
year for which employment is required. ‘Joint applications’ may also be submitted by
several applicants. The applicant may present himself in the GP office to indicate
willingness for work. This will be recorded by Gram Rozgar Sahayak in the
prescribed application form and employment register. A worker having a job card
may apply for work on work-site.
A dated receipt for the application for work must be issued to the applicant.

The lack of formal application form should not be a ground for denying work. This
will encourage workers to get work without having to formally articulate their
demand for work.

OUR PROJECTS
MISAAL FELLOWSHIP: Misaal, with the support of many like-
minded organisations, launched the ‘Misaal Fellowship: Youth for Inclusive
Development’ programme in January 2015 to support a nation-wide network
of youth activists working with the poorest Muslim communities in the poorest
minority concentrated districts. Under the fellowship, we work towards
training, capacity building, networking and advocacy support for fellows and
the local communities.
MISAAL TALEEM: After more than one year of field engagement in
few states we realized through the baseline surveys, community meetings and
engagement with beneficiaries and volunteers, that, education level was
drastically low. Most of the children were either out of school or enrolled in
government schools, and not getting proper education. It came out that lack of
education was root for many other problems that communities are facing
including awareness, employment and ability to take informed decisions.
MISAAL ROZGAAR: Is an attempt to develop sustainable models of
livelihood generation for weaker sections who are stuck in the cycle of being
dependent on labour work. Under this project we have established Misaal
Rozgaar Resource Centres in Patna and Banda. The Patna centre is supported
thanks to the generosity of Midlands International Aid Trust and British
Association for People of Asian origin, both UK based charities. Banda centre is
supported Indian Muslim Welfare Association, Lucknow. Misaal Rozgaar aims to
provide skills training in crafts (tailoring, among others) as well as in enterprise
development for sustainable income generation, to older and young adult women
from weaker section of the society, namely poor Muslim and Dalit families.
