    Association Representative Dan Zembryzcki of Greater Sudbury Police Servicewelcomed members to the OPHSA September meeting at the Lionel E. LalondeCenter in Azilda.

    Both Todd and Dan expressed the need for local health and safety diligence andthe value of OPHSA in learning and educating health and safety issues to ourPolice Services.

    11:00 Review of Meeting Minutes from Peel Regional Police - June 3rd 2010 comments questions concerns. Minutes approved without amendments.

    As per the OPHSA Constitution, a discussion was held regardinginvitations to outside Police Service Agencies to become members of OPHSA.Public Services Health and Safety Association (Joe Watkins) and Ontario

    Association of Police Services Boards (Nick Dzudz) will continue with theirObserver status with OPHSA. We continue to welcome their assistance in mutualHealth and Safety concerns.

    Discussed was the pending retirement of OPHSA Treasurer Lori Taylor.

    As per the OPHSA Constitution, elections will be held the first meeting of thecalendar year. Please consider volunteering your time to assist OPHSA.

    OPHSA Secretary Mark Ballantine advised of a pending OPHSAConstitution change (Vote at the December Meeting) Article X Minutes ofMembership Meetings our minutes are forwarded to Organizations includingOntario Senior Officers Police Association (OSOPA Peter Pennlington), PoliceAssociation of Ontario (PAO Doug Allan), Ontario Association of Chiefs ofPolice (OACP Peterborough Lakefield Police Chief Murray Rodd) and currentlyworded Municipal Health and Safety Association (MHSA Joe Watkins). MHSAhas changed their name to Public Services Health and Safety Association

    (PSHSA). A Constitution change is requested to reflect the name change.

    A discussion was held regarding membership fees and it was agreed tokeep the fees at $100 per Police Service annually as well as a standard $20 aperson meeting fee.

    11:20 Section 21 Committee UpdateDoug Allan (PAO) spoke regarding the previous Section 21 Meeting May

    14th. Those that attend the Section 21 Meeting whom also attend OPHSAMeetings are George Borbley (OPP), Doug Lewis (OPPA), Darwin Trojan(OPHSA), Doug Allan (PAO), Nick Dzudz (Ontario Association of Police ServicesBoards) and Peter Pennlington (Ontario Senior Officers Association).

    An advisory note regarding MDTs in Cruisers will be spoken to attomorrows Section 21 Meeting (September 10th 2010).

    A Safety Officer is being discussed at scenes to relieve an IncidentCommander from these duties. A Safety Officer will ensure a major scene is safefor everyone involved.

    Supervisor training in Health and Safety is being discussed, as most arenot given it as part of their supervisor training. This is a personal liability for aSupervisor in the Act for the safety of an Officer. A firefighter death in PointEdward resulted in charges laid with the Fire Chief as Supervisor.     John Gauthier was welcomed to OPHSA Timmins has always been amember but distance to meetings has been an issue John intends to attend toassist his Service with Health and Safety issues.

    Ontario Provincial Police / Ontario Provincial Police AssociationInfection Control is a beneficial presentation. Training was requested to

    the Commissioner around sickness issues.N95 Mask issue one member complained to the Ministry of Labour that

    they were not fit tested then they all were.Section 21 Auxiliary Unit matter are they covered by WSIB? Doug Allan(PAO) advised all salaried employees are. They pay into a legal assistanceprogram. Our members need to know that they supervise an auxiliary officer.

    Waterloo Police ServiceBoots trying a non insulated boot Terra and Rocky make non-insulated

    work boots.Radio issues have been resolved. No squelching with new stereo

    headsets.Health and Safety training is being conducted for all members. A new

    procedure has been developed to have a worker from the area where an injuryoccurs speaks at the Health and Safety meeting (for a best explanation from thework group).

    Vests Moly weave with snaps Patrol gets vests now with handcuffpouch and radio pouch cresta are on the vests with Waterloo Regional Police

    Auxiliary Police vests are labelled for easy identification every Officer isissued a plain clothes holster

    Chicago last week introduced the Interceptor Sedan Utility Vehicle not aTaurus or Explorer an All Wheel Drive the Caprice will be sold in Canada asof three weeks ago the stick is on the floor to engage drive the seat of theInterceptor is redesigned will be in Michigan next week for trials.

    Peterborough Lakefield Community Police ServiceA drowning oiccurred in July where an issue arose regarding rescue and

    recovery Officers were in the water searching for the victim no injuriesoccurred to Officers, however a concern should a similar situation arise again.

    Suggestions were to obtain debriefing notes request from employer

    Health and Safety can then concur with the directions from the debriefing if nonotes are availabnle, then the Incident Commander can be invited to the Healthand Safety meeting and notes can be made from there ultimately, the sceneneeded to be turned over to the Fire Department as they are recovery for allwater issues.
