REQUEST FOR BIDS MINUTES OF REGULAR MEETING LEEDS CITY COUNCIL December 5, 2018 A regular meeting of the Leeds City Council was called to order by Mayor Nick Parslow on Wednesday, Dec. 5, 2018 at 6 p.m. at Leeds City Hall. Present were council members Rob Nelsen, Patrick Streyle, Kyle Nelsen and Kris Larson. Also present were Sheriff Rohrer and city employees Edythe Nelsen, Justin Nelsen, Nicky Ritterman and Kari Follman. Harold Rotunda, CPA for the city, presented to the council a yearly report. Moore Engineering -- A corrections punch list was reviewed for repair work that was completed on Central Ave. N. There is a one- year warranty on the work. Public Works -- Rate to charge for sanding lots in town was reviewed. Regular rate will be charged for personnel and equipment use, in addition to the sand. A quote of $6,600 was received for a new plow for the pickup, installed, old one to be sold with a with minimum bid. A motion was made by Rob Nelsen, seconded by Kyle Nelsen, to advertise the old plow from the city pickup. All were in favor; the motion carried. Ad will read “2014 VXT 8-ft. 2-inch with extensions and brackets for Superduty, accessories, minimum bid of $4,000,” to be published in the Benson County Farmers Press, Bisman and Facebook. New plow will not be ordered until bids are opened for the one for sale, due by noon on the 21st of December. The auditors are to send council members a reminder if bids are received and there will be a special meeting via conference call on the 21st of December. Notification letters will be sent out to residents that need a new curb box installed in the spring of 2019. Mayor Nick Parslow talked with Scott Todahl about getting “slow” signs for near the school. There may be funding available, but it’s a slow process. Councilman Kyle Nelsen will contact Mr. Toby Hoyer again regarding signed contract that still needs to be returned to the city office regarding property purchase from the city. New Business -- Meeting dates for January and February 2019 will be Wednesday, Jan. 9 and Wednesday, Feb. 6, 2019. A complaint was received from a resident. A branch pile of the neighbor’s is causing rodents in his detached garage. Councilman Streyle will call the resident and talk to him about the complaint that was submitted. The public works supervisor will contact Plunketts or Mike Kuntz to come exterminate for mice at the water plant, shop and well house. Councilman Streyle will talk to Al’s Body Shop about cleaning up the oil and vehicles in front of the shop on the street. Employee reviews will be held Jan. 7, 2019. Present on the conference call were Mayor Nick Parslow and council members Rob Nelsen and Kyle Nelsen. Present in the city office were councilman Patrick Streyle, City Auditor Kari Follman and Public Works Director Justin Nelsen, and Jacob Eback. No bids were received to purchase the 2014 Boss snow plow. Rob Nelsen made a motion to mount this snow plow onto the new pickup. The motion was seconded by Kyle Nelsen and carried unanimously. A motion was made by Rob Nelsen, seconded by Patrick Streyle, to pay in full the existing pickup loan. The motion carried unanimously. Kyle Nelsen made a motion to obtain financing for the balance due on the purchase of the 2019 Ford F-250 pickup. Mayor Nick Parslow and Auditor Kari Follman were designated to sign documents. The motion was seconded by Rob Nelsen. Patrick Streyle abstained; all other members voted yes. The motion carried. Kyle Nelsen made a motion to hire Plunket’s for rodent control at the city shop, water plant and well pump house. The motion was seconded by Rob Nelsen and carried unanimously. A motion to adjourn was made by Kyle Nelsen, seconded by Rob Nelsen. MINUTES OFREGULAR MEETING

LEEDS CITY COUNCILDecember 5, 2018

A regular meeting of the Leeds City Council was called to order by Mayor Nick Parslow on Wednesday, Dec. 5, 2018 at 6 p.m. at Leeds City Hall. Present were council members Rob Nelsen, Patrick Streyle, Kyle Nelsen and Kris Larson. Also present were Sheriff Rohrer and city employees Edythe Nelsen, Justin Nelsen, Nicky Ritterman and Kari Follman.

Harold Rotunda, CPA for the city, presented to the council a yearly report.

Moore Eng ineer ing - - A corrections punch list was reviewed for repair work that was completed on Central Ave. N. There is a one-year warranty on the work.

Publ ic Works - - Rate to charge for sanding lots in town was reviewed. Regular rate will be charged for personnel and equipment use, in addition to the sand.

A quote of $6,600 was received for a new plow for the pickup, installed, old one to be sold with a with minimum bid.

A motion was made by Rob Nelsen, seconded by Kyle Nelsen, to advertise the old plow from the city pickup. All were in favor; the motion carried. Ad will read “2014 VXT 8-ft. 2-inch with extensions and brackets for Superduty, accessories, minimum bid of $4,000,” to be published in the Benson County Farmers Press, Bisman and Facebook. New plow will not be ordered until bids are opened for the one for sale, due by noon on the 21st of December.

The auditors are to send council members a reminder if bids are received and there will be a special meeting via conference call on the 21st of December.

Notification letters will be sent out to residents that need a new curb box installed in the spring of 2019.

Mayor Nick Parslow talked with Scott Todahl about getting “slow” signs for near the school. There may be funding available, but it’s a slow process.

Auditor/Financial -- A motion was made by Kr is Larson, seconded by Rob Nelsen, to approve the November minutes. All were in favor. The mtion carried.

Kyle Nelsen made a motion, seconded by Rob Nelsen, to approve the auditor’s report. All were in favor. The motion carried.

Old Business -- A motion was made by Larson,

seconded by Streyle, to table the second reading of Ordinance Chapter 11. All were in favor. The motion carried.

Councilman Kyle Nelsen will contact Mr. Toby Hoyer again regarding signed contract that still needs to be returned to the city office regarding property purchase from the city.

New Business -- Meeting dates for January and

February 2019 will be Wednesday, Jan. 9 and Wednesday, Feb. 6, 2019.

A complaint was received from a resident. A branch pile of the neighbor’s is causing rodents in his detached garage. Councilman Streyle will call the resident and talk to him about the complaint that was submitted.

The public works supervisor will contact Plunketts or Mike Kuntz to come exterminate for mice at the water plant, shop and well house.

Councilman Streyle will talk to Al’s Body Shop about cleaning up the oil and vehicles in front of the shop on the street.

Jan. 7, 2019. The human resources committee will meet 6 pm.

MINUTES OFSPECIAL MEETING

LEEDS CITY COUNCILDecember 21, 2018

A special meeting of the Leeds City Council was held on Friday, Dec. 21, 2018 at 1:30 p.m. at Leeds City Hall via teleconference. Present on the conference call were Mayor Nick Parslow and council members Rob Nelsen and Kyle Nelsen. Present in the city office were councilman Patrick Streyle, City Auditor Kari Follman and Public Works Director Justin Nelsen, and Jacob Eback.

No bids were received to purchase the 2014 Boss snow plow. Rob Nelsen made a motion to mount this snow plow onto the new pickup. The motion was seconded by Kyle Nelsen and carried unanimously.

A motion was made by Rob Nelsen, seconded by Patr ick Streyle, to pay in full the existing pickup loan. The motion carried unanimously.

Kyle Nelsen made a motion to obtain financing for the balance due on the purchase of the 2019 Ford F-250 pickup. Mayor Nick Parslow and Auditor Kari Follman were designated to sign documents. The motion was seconded by Rob Nelsen. Patrick Streyle abstained; all other members voted yes. The motion carried.

Kyle Nelsen made a motion to hire Plunket’s for rodent control at the city shop, water plant and well pump house. The motion was seconded by Rob Nelsen and carried unanimously.

A motion to adjourn was made by Kyle Nelsen, seconded by Rob Nelsen. The motion carried and the meeting adjourned at 1:50 p.m.
