The Board was informed that the term of Visitor’s Nominees on the Board has expired on 24-05-2015

and new nominations are yet to be received from the Minisrty of Human Resourse Development,

Government of India. Because of some statutory requirements, the meeting was convened.

Confirmation of the minutes of the 75th meeting of the Board of Management held on 23.03.2015 The minutes of the 75th meeting of the Board of Management held on 23.03.2015

have been circulated to all members for perusal and comments.

Professor Iftekhar Ahmed has forwarded his observations on Resolution No.

B.75/2015/1/4.1 as follows :

i) Since the students of media need plenty of hands-on experience and scholarly

inputs through professionals of the industry and high level scholars, it is

suggested to institute a Chair in the Department of Mass Communication and

Journalism for appointing eminent Professionals/Scholars/Teachers for

interaction with the students and teachers of the department.

ii) Professor Ahmed also suggested to try to get a DTH TV Channel from MHRD

for hands-on broadcast experience to students and also to give a chance to local

talent/artists on the channels. Professor Ahmed also assured that he will extend

all possible help, if required, for the same.

The minutes along with the observations mentioned above are placed before the

Board for consideration of confirmation

Decision The suggestions made by Prof. Iftekhar Ahmed were noted and the minutes were

confirmed.

To consider for acceptance of the Action Taken Report on the minutes of the

75th meeting of the Board of Management

The Action Taken Report on the minutes of the 75th meeting of the Board of

Management was placed for consideration of acceptance by the Board.

Decision The Action Taken Report was accepted.

B. 76/2015/2/1.3

Note

To consider for acceptance of the minutes of the 24th meeting of the

Academic Council of Tezpur University held on 04.06.2015

The minutes of the 24th meeting of the Academic Council, Tezpur University held

on 04.06.2015 were placed for consideration of acceptance by the Board.

Decision

The high points of the minutes were discussed by the members as presented by

Dr. L. Boral, Controller of Examinations. He also placed that the Course Fee for

the Proficiency in Spoken Assamese Course has been revised and enhanced from

₹3000/- (Rupees Three Thousand) to ₹5000/- (Rupees Five Thousand) per

candidate.

The minutes were accepted.

Note

To consider for acceptance of the minutes of the 43rd meeting of the Finance

Committee of Tezpur University held on 20.06.2015

The minutes of the 43rd meeting of the Finance Committee, Tezpur University

held on 20.06.2015 were placed for consideration of acceptance by the Board.

Decision The Finance Officer explained the minutes of the 43rd meeting of the Finance

Committee to the members of the Board of Management. The Board approved

inter alia the Annual Accounts of the University for the year 2014-15 as

recommended by the Finance Committee for onward transmission of the same to

the Indian Audit and Accounts Department for audit.

Pursuant to the notification of the University Grants Commission communicated

vide their letter F. No. 40-1/ 2004(JCRC) Vol.III Dt. 04.04.2015, the core pay

scale of Laboratory Assistant has been rectified from Rs. 3200-85-4900 (Pre-

revised) to Rs. 4000-100-6000 (Pre-revised) w.e.f. 01.01.2006. Accordingly all

the incumbents of the post of Laboratory Assistants who were drawing the Pre-

revised pay scale of Rs. 3200-85-4900/- will be eligible for the pre- revised pay

scale of Rs. 4000-100-6000/- (corresponding revised pay scale of PB-1: 5200-

20200 plus GP 2400/-) w.e.f. 01.01.2006 and arrears of pay and allowances on

Institution of an Industry Chair

As per our invitation Dr. (Ms.) M. Lakshmi Kantam, FNA, former Director,

CSIR - Indian Institute of Chemical Technology (IICT) has joined this

University as a Professor of Eminence in the Department of Chemical Sciences.

Professor Kantam, after discussion with the University, requested M/s VINATI

ORGANICS LTD., Bandra, Mumbai for an Industry Chair in the University. In

response to this, M/s VINATI ORGANICS LTD. has considered to institute an

Industry Chair with immediate effect committing ₹ 10,000,00/- (Ten Lakh) per

annum. The Chair is proposed to be in the department of Chemical Sciences with

Dr. M. Lakshmi Kantam as the Chair Professor.

This is placed before the Board for consideration of approval.

Decision

The Vice Chancellor explained the background of the institution of VINATI

ORGANICS Ltd. Industry Chair in the University with Dr. M. Lakshmi Kantam

as the Chair Professor. The members appreciated the generosity of the

company.

The Industry Chair was approved.

Note

Introduction of Best Researcher/Teacher Award

The University introduced Best Researcher Award in the year 2009 (given away

on the Foundation Day). However, no further award was given since then. Now

it has been proposed to resurrect the award with defined guidelines. The item is

placed for consideration of the Board for approval. The guidelines, now being

finalised, will be circulated to the members for necessary action.

Decision Approved in principle with the nomenclature “Anniversary Teacher Award” of

Tezpur University. The Committee already constituted to frame the guidelines

will finalise the same and submit to the Chairman, Board of Management at the

earliest. The same may be circulated to the members for endorsement. The

selection criteria should give due weighage to both teaching and research.

Nomination of Members on the Governing Body, Technical programmes,

Tezpur University

As per the Res. No. B.73/2014/2/2.1 dated 21-06-2014 of the BoM, Draft

Ordinance 29 on Constitution, Power and function of the Governing Body,

Technical Programmes, Tezpur University under Statutes 24(1) & (2) of the

second schedule of Tezpur University Act 1993 was prepared and sent to the

Secretary, MHRD for onward transmission to the Hon'ble Visitor, vide our letter

No. 12-2/97(GA-I)/Vol. V/1777, dated 07-08-2014.

As a follow up members are to be nominated by the Board of Management ,

Tezpur University for the following constituencies.

1. Chairperson (To be nominated by the Board of Management, TU. The

Chairperson of the Governing Body shall preferably be a technical person either

Entrepreneur or an Industrialist or an Educationist of repute who is interested in

development of technical education and has demonstrated an interest in

promotion of quality education.)

Dr. Lakshmi Goswami, Hon'ble Member of Board of Management enquired about the status of

the "Community College" being introduced by the University, its intake capacity and stipend to be

paid to the students. The Registrar clarified that the University Grants Commission has approved a

"Community College" Course "Diploma in Paralegal Practice" with an intake of fifty (50), for two

years. Students to be admitted to this programme will be eligible for a stipend @ 1000/- (one

thousand) each per month payable at the end of each semester.

Owing to the empowerment and importance of the "Internal Complaints Committee (ICC)" of

the University, ICC is expected to be alert, prompt in action, proactive, and assertive. The Chairman,

Board of Management expressed concern over functioning of the ICC and advised the Registrar to do

the needful so that the ICC is sensitized appropriately. If necessary, an expert legal counsellor might

be invited to address the Committee.
