WELCOME: The Chairman extended a welcome to Messrs:P.Whiteley A.P.Mole: and G.Bacon- Mr,Whiteley,Assistant Divisional Commissioner of the Transvaal Scout Division, was unanimously elected by the Transvaal Scout Council to fill the vacancy caused by the resignation of Mr.Lawrence: - Mr.Mole replacefi Father Winter whilst he is in England:- Mr.Bacon has accepted the position of District Pathfinder Master and Organiser of the Witwatersrand District.

"The fact that I have encouraged coloured "Scouts in all parts of the world is good enough “proof that I am fully in favour of them, and "it is absurd to say, as some newspaper "reporter seems to have written, that I look "upon them as a "menace". My opinion is just "the opposite."

This letter was written before the Chief Scout had received a copy of the Statement of the S.A. Pathfinder Council in regard to the matter.

"It has been decided that all members of the "S.A.Pathfinder Council, travelling to and "from a meeting of that Council, will be "granted concessions on condition that "they wear the approved Badge of the '’Association and provided that the necessary "letter of authority has been obtained "for that meeting."

A letter was received from the Interdenominational African Ministers Association inviting the Pathfinders to co-operate with it in holding a Commemoration on the 21st February next,in memory of those Africans who went down in the Mendi in the English Channel during the War. The Pathfinders are to form a Guard of Honour with ex-members of the Contingent.The Meeting expressed its appreciation of the invitation. Mr, Rathebe and Mr.Bacon were appointed to make the necessary arrangements.

FINANCE: A letter was received from Mr.Raleigh with regardto a letter from Rev.R.Phillips to the "RAND MINES, LTD", asking for a contribution-Extract- "Their record shows that donations

"were made on:-3rd December,1929.5th November,1930.

15th January, 1931,"and concludes that if an early contribution is desired for the year 1933- a written request should be made.A letter was received from the Rev.Dexter-Taylor stating that the American Board Mission had voted £10. for the Transvaal Pathfinder Council funds.The Rev.Grant stated that the Wesleyan Church would donate £25.The Meeting expressed its appreciation and gratitude for these grants.Mr.Fleischer stated that with the donation of the Wesleyan Church,there was a credit of £156- 7- 6 »

REGISTRATIONS:Theo Kuhne was appointed District Pathfinder Master of the Northern Transvaal.

SOUTH AFRICAN PATHFINDER CONSTITUTION, POLICY.ORGANISATION AND RULES.

Mr.Raleigh proposed that the name "Rover" be changed to ’"Rambler" or another suitable synonym, as he was afraid that the word "Rover" in Pathfinding would be unacceptable to the South Africa Scout Council. The Meeting decided to submit the word "Rover" for consideration.

The Meeting agreed to submit the following amendments to the S.A.Pathfinder Council for consideration:-Regulation 4. Membership, In the last paragraph, the word"terminated" should be substituted for "determined".Regulation 8, (1), Mr, Raleigh pointed out that the present Constitution provides the vesting of all powers, privileges and duties necessary to the proper conduct,control, etc, of the Pathfinder Movement shall be in the Pathfinder Council, subject to the approval of the South Africa Scout Council.The proposed Constitution similarly provides for the approval of the South Africa Scout Council.Seeing that in other sections of the proposed Constitution any mention of the approval of the South Africa Scout Council has been deleted, the members representing the Transvaal Scout Council requested that the following words should be inserted in this Clause, namely:-

After the word "Duties" and before the word "necessary", the following words "herein referred to", and the deletion of the words "to it" following the word "necessary

the object being that the additional words referred to would make it quite clear that all actions under the Constitution were subject to the approval of the South Africa Scout Council.The Chairman stated that the words proposed to be inserted were not necessary, seeing that the provision of the proposed Clause in question governs the whole of the other clauses.On this understanding the members of the Transvaal Scout Council did not press further for the insertion of the words suggested, but it was agreed to omit the word6 "to it"*Regulation a- (v). Secretary. Keep the first paragraph of the old regulations (Part 11.Section A. No.7) with the addition of "All communications to the "Headquarters Council and/or the Chief Pathfinder "shall be addressed to the Secretary, Pathfinder "Headquarters Counoil, Box 631,Johannesburg."Regulation 8- (^111} Keep old regulation (Part II. Section A.No.10.) omitting from the end of the first paragraph "and unless it shall have received the "approval of the Union Council" which is redundant. Substitute for "Pathfinder Council"-"Headquarters Council".Regulation 9.(1). Mr.Raleigh proposed that the Pathfinder Divisions should coincide with the Scout Divisions. Mr.Bacon instanced cases where it has been almost impossible to control certain Troops in a Division by that Division,whereas such Troops have been easily controlled from another Division.

Mr,Raleigh expressed the further opinion that he thought it would be inadvisable to change from the Scout Divisions for the sake of one or two isolated cases and suggested that where such cases as Bacon had instanced occured,a workable Arrangement could be arrived at without a new demarcation of Divisions. This suggestion was approved by the Meeting, Mr.Raleigh being asked to submit a redraft of this section.Regulation 9-(11 c) 1 and 3. The recommendation that a limit to the number of representatives be imposed in these clauses.Regulation 9-(V). Suggested that "Presidents and " Vice Presidents" be altered to "Honorary Presidents "and Honorary Vice President0B-omitting" but such Koffices do not involve membership of the Council" which would then be redundant.Regulation 10. Change "Pathfinder Troops" to "Pathfinder Groups". Mr.Bacon proposed,and the Meeting agreed, that the wording of the scout Constitution be kept with the necessary change of names,down to "a Troop is under the direct "control of the Pathfinder Master and his Assistants K|ee-Rule 43.)".Regulation 13. Mend,"Tracker Pathfinder" to"Tenderpad Pathfind er".Regulation 53.,, last paragraph to read:- fiIn case of Tracker Pathfinder Camps there should never be less than two adults for the camp and whenever possible an adult for every SIX Tracker Pathfinders, Camp raiding in all its forms is fprbidden,THE NEXT MEETING WAS FIXED FOR WEDNESDAY-

MINUTES:- Minutes of the previous meeting having been circulated were taken as read and were confirmed.

MATTERS ARISING OUT OF THE MINUTES:Mr.Bacon reported that a detachment of Pathfinders, consisting of 1 Benoni Troop and several of the Johannesburg Troops were present at the Mendi Commemoration Service held on the 21st February last.

. The Pathfinders with their band led the procession from the Bantu Sports Ground to the Cenotaph for the purpose of placing a wreath. Judging from the remarks overheard,the Pathfinder Bands have improved considerably.

Mr.Raleigh submitted the following redraft for Regulation (9) of the proposed Constitution:-

Regulation 9- (1)Divisional Councils.Powers /Duties and Areas.

(a) The Divisional Councils shall have such powers and shall perform such duties as are delegated to them by the Pathfinder Headquarters Council.It is the duty of Divisional Councils to recommend to the Chief Pathfinder the issue or cancellation of Warrants to Officers and Troops in the areas under their jurisdiction, to keep accurate records of Warrants and Registrations, to account for monies collected and disbursed by them, to supervise the activities of all Committees within their areas, to inform and advise the Headquarters Council on matters referred to them or that seem to call for action in the interests of the Pathfinder Movement, and generally to do such things as are necessary for the maintenance of discipline and efficiency within the Movement, subject, however, to the veto or direction of the Headquarters Council.

(b) The areas over which the Divisional Councils shall have jurisdiction shall correspond to the Divisional areas of the Boy Scouts* Association.

Mr, Bacon proposed that a loop-hole should be left to allow for the alteration of Divisions in such cases where it is impossible to run troops efficiently from a Division as demarcated by a Scout Division.Mr.Rheinallt Jones impressed upon the Meeting the wide difference that there exists between the areas populated by the native and the areas populated by the European, thus emphasising the necessity for being able to alter Divisions whsare necessary.Mr.Raleigh stated that a different demarcation of Divisions would lead zc difficulties in determining who t&e Scout representatives would be on Pathfinder Divisional Councils.Mr.Dey suggested that the best Divisions would be those which tended to the greatest efficiency in Pathfinding and that any difficulties that might arise concerning Scout representation were of secondary importance.Mr.Dexter-Taylor proposed, seconded by Mr.Sykes,that the original draft of the regulation be kept as it is with the addition of paragraph (b) of Mr.Raleigh’s redraft, to this paragraph being added "where practicable Mr.Raleigh agreed to this,but suggested that the regulation should start "Powers,Duties and Areas"*The draft finally approved by the Meeting reads as follows:-

Regulation 9 - (l)Divisional Councils:Powers,Duties and Areas:

The Divisional Councils have such powers and perform such duties as are delegated to them by the Headquarters Council within such areas as are from time to time demarcated by the Headquarters Council^ The areas over which the Divisional Councils shall have jurisdiction shall correspond to the Divisional areas of the Boy Scouts* Association where practicable.

CORRESPONDENCE:A letter was received from the Divisional Pathfinder and read to the Meeting, applying for Leave for six months from Easter, as he would be going Overseas then. He suggested that as there are now District Pathfinder Masters working in almost every district it would not be necessary to appoint an Acting Divisional Pathfinder. He also suggested that during his absence the Chief Pathfinder be asked to take the Chair,The Meeting granted the required leave.The Divisional Pathfinder asked whether, during his absence Mr.Rheinallt Jones would be willing to act as Chairman. Mr.Rheinallt Jones gave his consent,which was acceptable to the Meeting.

A LETTER M S RECEIVED FROM Mr. THEO KUHNE to the effect that:-

An Officers' meeting had been held at Valdezia on Saturday, February-13th, at which 17 Officers were present. It was unanimously agreed at that Meeting that an Officers* Training Course should be held from the 14th-21st July next at Lemana.

One of the special features of the Course will be Lectures in Second Class Tests.

The Officers have asked for another Rally similar to the one held last year, which was a wonderful help to them. The date for the next Rally is Lemana Show Day- May,7th (provisional). The letter concludedby asking for someone to inspect this Rally.

The Chief Pathfinder stated that he will be present at the Rally if he can manage to get away at that time. He also suggested that Mr.Fleischer be asked to consider making the trip as well.

FINANCE:- The Honorary Treasurer submitted a financial statement for the period July,1931 - February-2oth-1932.

Donations:It was announced that £10. had been received from the American Board of Missions, and that Mr.Raleigh had managed to raise a further donation of £25.0.0: from the Rand Mines, making in all £60.0.0: received from the Rand Mines for 1932,

The Meeting expressed its gratitude and thanks to the Donors,

DIVISIONAL PATHFINDERS REPORT FOR THE YEAR- 193*.EXTRACT: --------- —

A special feature of the years work has been the splitting up of the District of the Northern Transvaal into smaller Districts.Mr.Kuhne has been appointed D.P.M. for the Louis Trichardt District- Mr.Roberts as D.P.M. for the Witbank District and Mr.Oliphant as A.D.P.M. for the Pietersburg District- Mr.Oliphant has undertaken full responsibility for all the troops within cycling distance of the Diocesan Training College.The appointment of Officers for Sekhukhuniland, Waterberg and the District intervening between Pietersburg and Louis Trichardt is only held up by the difficulty of finding suitable Officers to do the work. Representatives of many Troops in the Pietersburg area attended the Rally in Johannesburg held in honour of the Chief Scout,Lord Baden Powell. Some of the boys and Officers had to travel over 600 miles to attend the Rally.Almost every Troop had been visited during the year.Rallies at which the Chief and Divisional Pathfirders were present were held at Pietersburg and Lemana.Both these Officers attended the Officers Training Camp held in Pietersburg in July.

EXTRACT OF DISTRICT REPORTS FOR THE YEAR-1951.DISTRICT PIETERSBURG.A.D.P.M. F.J.OLIPHANT.

F.J.Oliphant visited most of the Troops last year, those that were inspected were good,Officers working hard with but one exception. The boys were smart,clean and tidy, and all showed great keenness.

Mr.Oliphant visits all troops within cycling distance, on a bicycle.

There are two new troops in this district, and two of the old troops have been split up into four smaller troops. Every troop, bar one, has at least two Officers in charge, most of these being old hands at the game.

The 1 Chebeng Troop has had a hard struggle owing to the interference of a minister, but the P/M E.Sono has managed to keep the Troop going. These differences, have now been satisfactorily settled.DISTRICT LOUIS TRICHAHDT;P.P.M. THEO KUHNE.

Mr.Kuhne reports 16 Troops working, two of which are newly registered. The number of Officers and boys have increased, and all troops are working well. It is noticeable that most of the Officers have had long service and stay with their TrOops longer than the Officers do in other districts.This increases efficiency.

DISTRICT WITBANK: b.P.M. REV. ROBERTS.

No report to hand. This district has had one or two new troops registered during the year, Seports show that there is much keenness.

DISTRICT PRETORIA:D.P.MtA.L.BAKER:

No report. Thi6 district within the last year has increased by leaps and bounds. There are several Troops running with a fair number of officers,every troop has more than enough boys in it, and acting on the suggestions of the Secretary these troops are splitting up into smaller troops as soon as Officers can be found to do the work. This shows extraordinary interest on the part of all concerned, particularly as there is no active D.P.M. for the district.

Every letter that is received from a Pretoria Officer contains a request for a D.P.M. to visit a Troop and enrol boys,etc.

How good the work is,it is difficult to say, for in the main part few Officers have had previous experience and it is to be expected that a certain amount of the work is not up to standard.

It is predicted that with an able D.P.M. this district will be hard to beat far keenness and efficiency.

DISTRICT OF WESTERN TRANSVAAita .d .E.m .-'l .s .steyn:

The report is mostly on' the activities of the 11 Potchefstroom Troop. This Troop has had a most successful year.

On several occasions the whole troop has paid visits to prospective Troops in the vicinity, these visits have been of benefit to all, and from these visits it is to be expected that in the near future Troops will be started at Klerksdorp and Ventersdorp.

The Troop spent the whole of one week-end cleaning the cemetery.

Judging from the report,this must be one of the most efficiently run Troops in the Transvaal. This year the Troop has been split up into two senior trpops and a junior troop with two Officers for each.

It is expected in the near future to have further troops running.STANDERTOK DISTRICT:

Mr.C.P.Molefe has taken it upon himself to organise Troops in this district.At the moment there are three troops working with two- Officers apiece and there is a likelihood of more Troops being started in the near future. Mr.Molefe seems to be a keen and efficient Officer,

WITWATERSRAND DISTRICT:D.P.M.- SYgES:

The report for this district was circulated at the end of last year and was filed with the Minutes of the 37th Meeting held on December-15th,193I,

Mr.Bacon submitted a report of his activities during the last two months.

Extract: He has split the 'Witwatersrand up into four separate areas. His policy has been to make those who are in direct charge of troops capable of doing the work themselves and capable of instructing Patrol Leaders to teach their Patrols. To achieve this he has held Officers Meetings in each of the four districts.

In inspecting Troops he has found that mo6t of the troop work has been drill.

He has held meetings of the Courts of Honour of the various Troops and shown them what is expected of such Courts.

He has visited most of the troops on the Reef since he has been here,but does not feel justified as yet in making a report of the efficiency of the troops.

PROPOSED D.P.M. FOR SEKHUKHUNILAND?’The Meeting agreed that a letter should be sent

to Mr.Button,District Commissioner for Sekhukhuniland asking him to act as D.P.M. for that District.D.P.M. FOR PRETORIA DISTRICT:

The Chairman suggested that in view of the fact that no report has been received from Mr.A.L.Baker,D.P.M. for Pretoria, and further that as Mr.Baker has ignored recent correspondence sent to him,Mr.Baker be requested to send in his resignation, more particularly as there are several men in Pretoria who take a keen interest in Pathfinding. The Meeting unanimously agreed that Mr,Baker be asked to resign.

The Chairman stated that Captain White and Mr.Junod are both in Pretoria and that both are interested in Pathfinding. He suggested that these men be approached to act as D.P.Ms in Pretoria.

Mr.Dey proposed that the Chief Pathfinder and Divisional Pathfinder be left to approach whom they thought fit. This was agreed to by the meeting.STANDERTON DISTRICT:

The Meeting agreed that Mr.C.P.Molefe be informed that in the absence of a D.P.M.in that District he,being Senior Pathfinder Master, was to be held responsible for that District.

_THE PATHFINDER": Mr.Rheinallt Jones proposed and theMeeting agreed that a digest of the D.P.Ms reports should be sent to the Editor of the "Pathfinder" for publication.

ROVER RALLY: Messrs: Rheinallt Jones and Bacon attended a Rover Rally lately . Their appeal for Rothes to help with the training of Pathfinder Troops resulted in offers of assistance from 14 rovers. The Meeting expressed its gratitude for these offers of assistance.

FINANCE The Treasurer reported that the balance on hand as at31st September 1932 was £29 14 5. Mr Bacons salary to the

end of November amounts to £30 11 2, a shortfall of 16/9. To meet our liability to Mr Baoon for December and January a further£31 7 8 is required. There will also be various sundry expences such as bank charges, stationery expences and the expences of the Councils Representatives to the S.A.Pathfinder Council. The Treasurer thought that the Wesleyan Mission would donate £25 and the Swedigh Mission £10 with these donations Mr Bacons salaries could be met and the balance.£3 12 4 left for sundries until the end of January.

Mr Wilkinson was asked to speak to Mr Carter about the V-esleyan donation.It was agreed to refer the Financial matters to the Executive Committee.It was agreed that in the event of failure to trace

the circumstances he felt that Mr Clark was taking this as an opportunity to learn to drive, The Chairman did not consider that the Badge should be awarded. Agreed. It was decided that the Chairman should thankMr Clark for his help.

5)Mr Baoon stated that he had had a letter fror Mr Aohterberg, Superintendant of Schoold, saying that there were many Potential Pathfinders in many of his schools and felt that the schools should he sent circulars about Pathfinding. It was agreedthat the Pathfinder Policy was not to seek the formation of new troops^ more particularly as the movement was growing so fast that adequate control and efficient administration is impossible at the moment.

1) The Pathfinder Movement was not merely confined to the Transvaal but that it extended throughout southern Africa- There are Divisions in the Union, The Protectorates and both Rhodesias.

2) that the Pathfinder Move lent is now a part of the Scout Movement - that great brotherhood that extends throughout the

3) that Pathfinding means aomethingmore than dressing up in uniform, attending meetings,blowing bugles or drilling. It meant carrying out the principles, the promise and laws in everyday lifej in the ordinary routine and duties of the day the real Pathfinder is helpful and keeps cheerful.

4) that what the Governor General had said in the mornigj had come right from the heart and that he had told the Chief afterwai that he had not been so thrilled for a long time and would at his first opportunity convey the Pathfinders expressions of loyalty to HI iiajesty, The iving.

5) that though the 3.A.Pathfinder Council wa3 the chief executive body, it was entirely dependant on the support which it received from the Divisional Councils who were in their turn dependant on the support which they received from the Officers and boys. Ho wished to emphasise tnat the S.A.Pathfindervdid not legislate just as it pleased but was governed entirely'by the sentiments and opinions of the Officers and boys.

The Divisional Pathfinder thanked the District Officers for their support and asked them to carry to their Officers and boys hie great appreciation of the way they had tuened up ZeXXXMXX£IX£X and conducted the Rally which had been so wonderfullyXXJCJC successful.

AT.KILLERTUN The Rally to meet The Patron, The Earl of 19+Vl . * - Clarendon took plaoe at Kilnerton on Saturday12th inst* The weather was perfect. There were 1741 Pathfinders on parade, representing 32 Troops. Discipline was exoellent. Nearly all tne boys were in full uniform. All enjoyed themselves* The Governor Generals speech was exceptionally fi e and made us feel that he was really proud to bo the PATRON of the Movement*

j ij Railway Officials, Scouts and Scouters exoressed thexr appreciation of tne discipline shown* All were amazed at the fact that 2000 Pathfinders and Wayfarers were detrained and formed up Tor inspection on the parade ground in Just under 15 minutes.. . . ■. _ , *5 was agreed that the Divisional Pathfinder should write letters of thanks to the ReviJ.F.Cox and Mrs. Cox. to Capt* and jars P.F*P*White and to Mr Puxley. It was also agreed that the Secretary should write to the Railways, Scouts, Scouters,Red Cross Society and other helpers thanking them for their help.
