The 307th meeting of the Registration Committee (RC) was held under the Chairmanship of Dr. Gurbachan Singh, Agriculture Commissioner on 24-02-2010 at 10.00 a.m. in Room No.142, Krishi Bhavan, New Delhi. Dr. P. S. Chandurkar, Plant Protection Adviser to the Government of India, Directorate of PPQ&S, Dr. T.P. Rajendran, ADG(PP), ICAR, New Delhi, Shri S.K.G.Rahate, I.A.S., Secretary, Central Insecticide Board and Registration Committee (CIB&RC) and Shri Madhav Chakraborty, Co-opted Member from Indian Institute of Packaging, Delhi, attended the meeting. At the outset, the new Chairman Dr. Gurbachan Singh, Agriculture Commissioner and new Secretary, Shri S.K.G. Rahate, were welcomed. The contribution of the then Chairman Shri N.B. Singh was appreciated and put on record. Similarly, the contribution of Dr.P.N. Maji, Special Invitee and the then Secretary Dr. Sushil K. Khurana was also appreciated. Thereafter, Chairman requested Secretary, CIB&RC to take up the agenda item wise for discussions and the following decisions were taken by the RC :

2.0 Follow up action on the decision taken by the Registration Committee in its 306th meeting.

2.1 Applications pending under various sub-sections of the Insecticides Act, 1968.

2.2 Presentation by the representative of M/s. Willowood Chemicals Private Limited, New Delhi regarding registration requirements of Technical Import of Pesticides

The representative of M/s. Willowood Chemicals Private Limited, New Delhi presented the case before the Registration Committee. RC decided that the issues raised in the presentation may be examined in the Secretariat of CIB&RC and put up in the next RC meeting.

2.3 Presentation by the representative of M/s. Total Petroleum India Pvt. Ltd., Mumbai on Petroleum Derived Spray Oil - a Natural Mineral Oil product.

The representative of M/s. Total Petroleum India Pvt. Ltd., Mumbai presented the case before the Registration Committee. RC decided that the issues raised in the presentation may be examined in the Secretariat of CIB&RC and put up in the next RC meeting.

2.4 Presentation by the representative of M/s Multiplex Biotech Pvt. Ltd., Bangalore regarding application for registration of Trichoderma viride 30% liquid formulation under section 9(3B).

The representative of M/s Multiplex Biotech Pvt. Ltd., Bangalore presented the case before the Registration Committee. RC decided the matter may be examined in the Secretariat of CIB&RC and put up to RC

3.1.1 Review of guidelines for grant of registration under section 9(4) for indigenous manufacture of pesticide formulations.

The Committee deliberated the agenda in detail and decided that Form- I is a statuary document therefore applicant should mention the correct chemical composition on the product for which the application has been made and the same may be verified with the 9(3) registrant and label claim be given accordingly from data bank.

3.1.2 Data requirement for registration of import of formulation of pesticide from new source where import of formulation has been registered without registration of Technical under Section 9(3).

The Committee deliberated the agenda in detail and decided to approve the guidelines as proposed in 303rd meeting of RC

3.2 Restriction/Ban on use of Lindane

The Committee deliberated the agenda in detail and decided to phase out the import, manufacture and use of Lindane in the country.

3.3 Request from M/s. Syngenta India Ltd. for change in the approved dose of Pirimiphos methyl 50% EC for control of immature mosquitoes in polluted water under National Vector Borne Disease control Programme.

The Committee deliberated the agenda in view of letter received from the Director, NVBDCP, New Delhi and decided to nominate Director, VCRC, Pondicherry as Chairman of the Committee. The other members will remain same.

3.4 Proposal for inclusion of data on performance of containers during storage stability tests in the guidelines for packaging endorsement.

If the applicant requires a different pack size, which does not conform to BIS and the material remains the same, the applicant have to generate data on transport worthiness test.

3.5 Minutes of the meeting with Bio-Pesticide Manufacturer Association held on 02.02.2010 to discuss the revised guidelines / data requirement for registrations of bio pesticides.

The Committee noted the decision of the meeting with Bio-pesticides Manufacturer Association and decided that acceptance of microbial pesticides applications as per the old guidelines shall be continued till the decision of DAC for implementing the revised guidelines.

3.6 Preliminary scrutiny of applications for registration of pesticides.

Deferred. May be brought in the forthcoming RC meeting.

3.7 Report of sub-committee on generation of bio-efficacy data for registration of bio-pesticides U/s. 9(3).

The Committee deliberated the agenda in detail and accepted the decision of Sub-Committee except the date of implementation of the revised guidelines for registration of bio-pesticides in view of the decision at Agenda Item No.3.5 mentioned above. Report is attached at Annexure-‘A’.

3.8 Steps taken to improve the efficiency and Transparency of CIB & RC in respect of consideration of application for issue of NOC for import of Chemical not included in schedule to the IA, 1968.

The Committee noted that those products which are not included in the Schedule does not fall under the purview of Insecticides Act, 1968. Accordingly, based on end-use, a letter may be issued by the Secretariat of CIB&RC to the applicants that “the chemical is not included in the Schedule to the Insecticides Act 1968 and therefore, does not fall under its purview as on date.” It has also been decided that caption word of `NOC’ may be replaced by `Clarification’.

The Committee decided to grant provisional registration U/s.9(3B) with commercialization up to 03-06-2010 for use of these LLIN in public health programme subject to approval of the Competent Authority in Department of Agriculture & Cooperation (DAC).

The RC deliberated the agenda in detail and decided that data on toxicity to bird ‘Pigeon’ as per existing guidelines and clarification on metabolism in plant may be provided by the applicant.

Registration Committee (RC) in its 303rd meeting held on 05-08-2009 constituted a Sub-Committee under the Chairmanship of Dr P. S. Chandurkar, Plant Protection Advisor, to the GOI, on “generation of bioefficacy data for registration of bio-pesticides U/s 9(3)” while deliberating a letter from M/s. Yash Krishi Takniki Evam Vigyan Kendra, Allahabad vide Agenda item No 9.2.2. In the letter applicant has sought the following information(s).

(1) Can bioefficacy data be generated from other SAU/Institutes with TNAU isolate as per the guidelines U/s. 9(3).

(2) If 4/5 such members who initially got the data for Trichoderma viride registrations U/s.9(3b) through TNAU, pool up their resources for data generation for their registration U/s.9(3) and submit in a group or individually for registrations, would it be acceptable?

(3) Details of requirement of bioefficacy data for registration U/s. 9(3) i.e., how many locations? How many seasons? How many crops (any maximum number of crops)?

The Chairman welcomed the participants and requested the Member Convenor to present the Agenda. The Agenda was deliberated in detail and the following decisions were taken:-(1) The data generation for registration of biopesticides shall be done by originator of the

microbial isolate/strain and who has developed the data, required for provisional registration U/s. 9(3B). This could be undertaken by the concerned institution independently or in collaboration with the applicant(s).

(2) In accordance with the decision of 297th meeting of Registration Committee held on 29-01-2009, the revised guidelines for registration of biopesticides have come into force and no application as per old guidelines shall be accepted w.e.f. 01-01-2010. Applicant(s) are required to submit the data for regular registration of biopesticides U/s. 9(3) as per the revised guidelines. Field data on bioeffectiveness is required to be submitted for two seasons/years from a minimum of three agro-climatic conditions, generated on the crops for which label claims have been applied.

(3) RC has already approved the sharing of data among the members of Association or on authorization by the organization/Institution that has generated the data. 9(3)/9(3B) registrants who isolated the microbial strain and generated the data may only authorize other companies / organizations who propose to apply for registration by sharing the data.

(4) The above decisions shall be applicable for registration of all the microbial biopesticides U/s. 9(3) of the Insecticides Act 1968.
