1 Minutes of the 110 th meeting of State Environment Impact Assessment Authority held on. 2 nd February, 2018 under the Chairmanship Sh. Bharat Bhushan IAS (Retd.), Chairman, SEIAA held in the meeting room of office of SEIAA Haryana, Sector-2 Panchkula, regarding Environmental Clearance under EIA Notification dated 14.9.2006. All the members are present. The project proposals as recommended by SEAC for Environmental Clearance or otherwise and listed in the Agenda item circulated vide letter No. 43 to 45 dated 16.01.2018 were discussed following decisions were taken:- Item No.[1] Environmental Clearance for construction of Lalit Suri Education & Charitable Trust, Food craft complex, Badkhal road, Faridabad, Haryana by The Lalit Suri Education & Charitable Trust. The case was lastly taken up in the 109 th meeting of the SEIAA held on 22.12.2017 and the Authority unanimously opinion that it needs more time to study and analyze the case, therefore it has been deferred for the next meeting. In the today’s meeting after detailed deliberations the Authority unanimously decided that it needs more time to study and analyse the case, therefore it has been deferred for the next meeting. Item No.[2] Environmental Clearance for the development of Group Housing Colony “Rudco Golf Greens”located at Revenue Estates of Village Palwal, Sector-7, Palwal, Haryana M/s Rurban Development Corporation Pvt. Ltd. The case lastly considered in the 101 st meeting of SEIAA held on 22.03.2017 and the Authority decided to defer this case with the decision that Sh. G. R. Goyat Chairman SEAC and Sh. A. K. Bhatia, Member SEAC shall visit the site for inspection and shall submit the report on the point as indicated above within 15 days period. The case has been taken up in the today’s meeting and as per the site inspection report submitted by the sub-committee dated 14.12.2017 the authority decided to go with recommendations of SEAC to de-list this case. It was also decided that the decision of the Authority should be conveyed to the Project Proponent and copy of the same be forwarded to the Haryana State Pollution Control Board, DGTCP, Haryana & R.O. MOEF, GOI for information and necessary action. Minutes of the 110th meeting of State Environment Impact Assessment Authority

held on. 2nd February, 2018 under the Chairmanship Sh. Bharat Bhushan IAS

(Retd.), Chairman, SEIAA held in the meeting room of office of SEIAA Haryana,

Sector-2 Panchkula, regarding Environmental Clearance under EIA Notification

dated 14.9.2006.

All the members are present. The project proposals as recommended by SEAC for

Environmental Clearance or otherwise and listed in the Agenda item circulated vide letter

No. 43 to 45 dated 16.01.2018 were discussed following decisions were taken:-

Item No.[1] Environmental Clearance for construction of Lalit Suri Education &

Charitable Trust, Food craft complex, Badkhal road, Faridabad,

Haryana by The Lalit Suri Education & Charitable Trust.

The case was lastly taken up in the 109th meeting of the SEIAA held on

22.12.2017 and the Authority unanimously opinion that it needs more time to study and

analyze the case, therefore it has been deferred for the next meeting.

In the today’s meeting after detailed deliberations the Authority

unanimously decided that it needs more time to study and analyse the case, therefore it

has been deferred for the next meeting.

Item No.[2] Environmental Clearance for the development of Group Housing

Colony “Rudco Golf Greens”located at Revenue Estates of Village

Palwal, Sector-7, Palwal, Haryana M/s Rurban Development

Corporation Pvt. Ltd.

The case lastly considered in the 101st meeting of SEIAA held on

22.03.2017 and the Authority decided to defer this case with the decision that Sh. G. R.

Goyat Chairman SEAC and Sh. A. K. Bhatia, Member SEAC shall visit the site for

inspection and shall submit the report on the point as indicated above within 15 days

period.

The case has been taken up in the today’s meeting and as per the site

inspection report submitted by the sub-committee dated 14.12.2017 the authority decided

to go with recommendations of SEAC to de-list this case. It was also decided that the

decision of the Authority should be conveyed to the Project Proponent and copy of the

same be forwarded to the Haryana State Pollution Control Board, DGTCP, Haryana &

R.O. MOEF, GOI for information and necessary action.

Item No.[3] Environmental Clearance for proposed Common Bio Medical Waste

Treatment Facility (CBWTF) located at Khatoni No. 157, Village

BazidaJatan, near railway crossing, Tehsil & District-Karnal, Haryana

by M/s. Haat Supreme Wastech Pvt. Ltd..

The case was lastly considered in the 106th meeting held on 07.09.2017 and

the Authority decided that the said project being the “Existing” may be exempted from

“Public Consultation/Hearing” as per the para 7(ii) dated 23rd Nov., 2016 of the MoEF

notification, 2006 subject to:

The above unit is already existing and operational and has obtained the

Consent to Operate from the State Pollution control Board.

The State pollution control board has not taken adverse action against the unit

on the pretext of any public complaint or not keeping the pollution under the

permissible levels in the past.

The unit will obtain “No increase in Pollution load” Certificate/permission

from the State/central pollution Control Board.

In the today’s meeting the representative of the project proponent has

submitted the letter dated 30.01.2018 issued by RO, HSPCB Yamunanagar No.

HSPCB/YMN/2018/4865 stating.

Unit is existing, operational and the accorded CTO is valid up to 30.09.2020.

HSPCB has not taken any adverse action and no complaint has been received

against the unit and unit is complying with the prescribed limits in past.

There is no increase in the pollution load and the unit has submitted the no

increase the pollution load in the prescribed format of MoEF& CC, GoI. There

is no expansion proposed by the unit in its existing capacity.

In view of the above the Authority decided to refer back this case to SEAC

for appraisal.

Item No.[4] Environmental Clearance for proposed Common Bio-Medical Waste

Treatment Facility (CBWTF) located at Khewat no 1, Khatoni no 1

kite. No 50, Tadadi No 314, village VPO Bagwala, Tehsil Barwala,

District Panchkula, Haryana by M/s Esskay Hygienic Services.

The case was lastly taken up in the 109th meeting of the SEIAA held on

22.12.2017 and the Authority decided another opportunity is given to project proponent

to appear before authority for further clarification.

In the today’s meeting the Authority observed that no communication or

representation has been received from the project proponent, therefore, authority was of

the unanimous opinion that the case may be deferred and another chance be given to the

project proponent to submit the needed documents/presentation.

Item No.[5] Environmental Clearance for proposed Common Bio-Medical Waste

Treatment Facility (CBWTF), at Plot no. 66, Roz Ka Meo Industrial

area, Sohna, Mewat, Haryana by Synergy Waste Management Pvt.

Ltd.

The case was lastly taken up in the 109th meeting of the SEIAA held on

22.12.2017 and the Authority unanimously decided that it needs more time to study the

direction issued by CPCB through its letter no. B-31011/BMW (42.25)/2017/WMD-

1/13215 dated 03.11.2017 as well as OA no. 620 of 2017 filled before Hon’ble National

Green Tribunal, therefore it has been decided to defer to the next meeting.

In the today’s meeting the representative of the project proponent submitted

MOEF & CC, GOI, New Delhi letter F.No. 20/1/2017-HSMD dated 05.01.2018

addressed to Member Secretary HSPCB, Panchkula under point 6.0 clearly stating that

“Guidelines issued by CPCB do not have any provisions restricting the establishment of a

new facility within the radial proximity of an existing facility”.

The project being new in nature, therefore, authority asked the PP to get the

“Public hearing (if required)” conducted as per EIA Notification dated 04.04.2016.

In view of the above the Authority decided to refer back this case to SEAC

along with the cited letter for appraisal.

Item No.[6] Environmental Clearance of expansion of Residential Plotted Colony

namely “Vatika India Next” on total land measuring 477.206 acres at

Sector-81, 82, 82A, 83, & 85, Village Sihi, Sikhopur & Sikanderpur

Badha District Gurgaon, Haryana by M/s Vatika Limited.

The case was lastly taken up in the 109th meeting of the SEIAA held on

22.12.2017 and the Authority unanimously decided that it needs more time to study the

finer points and to look deeper in the case, therefore it has been decided to defer the next

meeting.

The authority has gone through all the necessary documents pertaining to the

present case and observed that SEAC during its 161st meeting held on 29.11.2017 has

recommended the case as:

“The Committee after detailed discussion is of the unanimous view that this is a case of

violation based on report submitted by the Sub-Committee. The Committee, therefore, decided

that the case may accordingly be recommended to the SEIAA for taking action accordingly and

the Committee is of the unanimous view that this case may be referred to SEIAA for

sending it to the concerned authority for deciding the Environment Clearance case as per

latest notification dated 14.03.2017. SEIAA may take a final view in the matter”

In the today’s meeting after detailed discussions & deliberations Authority felt that

it needs more time to study the case pertaining to violations in light of the latest

notification dated 14.03.2017.

Item No.[7] Environmental Clearance for construction of warehouse (Non

Agricultural Produce) in the revenue estate of village Pathredi, Tehsil

Manesar, Dist. Gurugram, Haryana by M/s Embassy Industrial Park

Pvt. Ltd.

The case was taken up in the 109th meeting of the SEIAA held on 22.12.2017 and

the Authority decided to defer this case with the decision that the project proponent may

be asked to submit reply to the above raised observation within 15 days period.

The project proponent has submitted the reply on 16.01.2018 and the same has

been taken up in the today’s meeting.

The project proponent has submitted that the “Green area” maximally can be

extended upto 17.4% & submitted an affidavit in this regard along with the latest lay-out

plan and the “Area Statement” depicting Ground Coverage 53412.76 sqmt (54.99%),

Roads 12213.53 sqmt (12.58%), Parking 14586.84 sqmt (15.02%), Green area 16910.13

sqmt (17.41%) of the project area. However this is a warehouse project, where pollution

would be less in comparison of group housing project. The replies to the queries raised

earlier were found to be satisfactory.

In view of the above the Authority decided to agree with the recommendations of

SEAC to accord Environment Clearance to this project.

Item No.[8] Environmental Clearance for proposed Terms of Reference of

“Mounded Storage Vessels at Bharat Petroleum Corporation Ltd” at

Village Dhansu, District Hisar, Haryana by Bharat Petroleum

Corporation Ltd,

The SEAC has recommended this project for Environmental Clearance

subject to stipulation stated therein. The Project Proponent has proposed the construction

of “Mounded Storage Vessels at Bharat Petroleum Corporation Ltd” at Village Dhansu,

District Hisar, Haryana on a area of existing LPG plant is 14.925 Acres and no additional

land will be used for installation of three mounded storage vessels (3x300 MT) at existing

LPG Plant. For installation of mounded vessels, existing above ground vessels will be

dismantled accordingly in phased manner after stabilization of proposed mounded

vessels. The proposed project has green belt on 33.5 % (20234.36 sqm out of 60399.57

sqm of area of the plant. The number of existing trees 325 numbers and proposed trees

925 numbers. The water required for domestic and washing of cylinders is 10 KLD. The

source of water is bore well and canal water. Fire water storage is 5100 kl fire

emergencies and ETP of 10 KLD is already in operation at the existing plant to treat the

effluent generated through washing of tested cylinders. The existing LPG Plant is Zero

discharge unit and treated waste water is used for green belt purpose. Demand of

electricity is 190 KW. At the existing LPG Plant, 55 m x 21 m (1155 sqm) area has been

earmarked for parking of tank/LPG lorries. The parking area is sufficient for 20 Trucks.

However, maximum 7 to 8 trucks are required to be parked at one point of time at

existing LPG Plant. No truck/vehicle is allowed to park out site the LPG plant on the

road. Two rain water harvesting pits of size 3.4 m x 2.3 m and 4.2 m x 4.5 m have been

provided at existing LPG Plant to recharge the ground water aquifers. Total 10 numbers

of rainwater harvesting pits will be provided at existing LPG Plant of BPCL. Before the

desilting tank of rainwater recharge pits, oil interceptor shall be provided. Necessary

safety measures including two safety relief valves at, (SRV), two independent level

indicators, a high-level switch, pressure gauge, high level alarms, remote operated valves

Deluge/water sprinkling system, automatic fire protection (fixed) system, etc have been

provided at each LPG storage vessels.

The above recommendation of SEAC was taken up for consideration in the

today’s meeting. Detailed discussions were held regarding water requirement, quality of

water, green belt development plan etc.

In view of the above the Authority decided to agree with the

recommendations of SEAC to accord Environment Clearance to this project.

Item No.[9] Environmental Clearance for construction of Corporate Office

Building located at Plot No. C-11 in City Center, Sector-29 at Urban

Estate-II, Gurugram-122002, Haryana by M/s Hyundai Moter India

Ltd.

The SEAC has recommended this project for Environmental Clearance subject to

stipulation stated therein. The Project Proponent has proposed the construction of

Corporate Office Building located at Plot No. C-11 in City Center, Sector-29 at Urban

Estate-II, Gurugram-122002, Haryanaon a total plot area of 7820.80 sqm (1.93 Acres).

The total built up area shall be 28334.42 sqm. The project proposed shall comprise of 4

Basements + GF + 05 Floor. The proposed project shall have Office blocks, Showrooms,

Kitchen, Employee Gymnasium etc. The maximum height of the building shall be 39.3

meter. The total water requirement shall be 104 KLD. The fresh water requirement shall

be 34 KLD. The waste water generation shall be 67.5 KLD which will be treated in the

STP of 100 KLD capacity. The total power requirement shall be 1145 KVA which will

be supplied by DHBVN. The Project Proponent has proposed to develop green belt on

1955.70 sqm (25%) of project area (506.14sqm green belt plantations + 460.06sqm Lawn

area + 894.09 sqm Avenue Plantation + 95.41 sqm Peripheral Plantation). The Project

Proponent proposed to construct 02 rain water harvesting pits. The solid waste generation

will be 405 kg/day. The bio-degradable waste will be treated in the project area by

adopting appropriate technology. The total parking spaces proposed are 289 ECS.

In the today’s meeting the recommendation of SEAC and the project details were

taken up for consideration in the presence of representative of the project proponent and

consultant. Detailed discussions were held regarding existence of revenue rasta, water

requirement, quality of water, green belt development plan, Ambient Air Quality, NOC

regarding non-involvement of Aravalli Notification dated 07.05.1992, recycle and reuse

of water, parking plan, traffic circulation etc. The representatives of the project proponent

submitted the documents showing the necessary amendment for the treatment of the

residual water in the cooling towers and have submitted the calculations for the

requirement of treated water in HVAC along with the mitigation measures needed to take

care of the ambient air.

In view of the above the Authority decided to agree with the recommendations of

SEAC to accord Environment Clearance to this project.

Item No.[10] Environmental Clearance for proposed expansion of Existing “Artemis

Hospital” at Sector-51, Gurgaon, Haryana by M/s Artemis Medicare

Services Ltd.

The SEAC was considered this case in its 162nd meeting held on 14.12.2017.

During discussion, it was revealed from the Site Inspection Report dated

23.08.2017 of Advisor, Northern Zonal Officer, Ministry of Environment, Forest &

Climate Change, Government of India wherein it is clearly mentioned in the conclusion

that the area proposed for expansion was under development. In the above said inspection

report there are 3 photographs which is showing construction in the proposed expansion

area. This is a clear case of violation of EIA Notification, 2006 since PP has started

construction in proposed expansion area prior to obtaining environment clearance.

In the today’s meeting after detailed deliberations the Authority was of the

unanimous opinion that it needs more time to study and analyse the case, therefore it has

been deferred for the next meeting.

Item No.[11] Environmental Clearance for the development of Industrial Estate and

CETP at I.E. Barhi, Phase-III near Gannaur, District – Sonepat,

Haryana (under Cateogory 8(b) project by HSIIDC.

The case was taken up in the 83rd meeting held on 28.09.2015 and it was

observed that the project proponent has failed to submit the permission for withdrawal of

Ground water and the Authority decided to refer back this case to SEAC with the advice

to re-appraise the project proposal in terms of deficiencies pointed out above and send its

recommendations within stipulated period as prescribed in the Notification.

In the today’s meeting it was found that the PP has submitted the

permission for withdrawal of Ground water from CGWA.

In view of the above the Authority decided to agree with the

recommendations of SEAC to accord Environment Clearance to this project.

Item No.[12] Environmental Clearance for expansion of “Commercial Complex” at

Village Badshahpur, Sector-66, Gurgaon, Haryana by M/s Emaar

MGF Land Limited,

The SEAC has recommended this project for Environmental Clearance

subject to stipulation stated therein. The Project Proponent has proposed the expansion of

“Commercial Complex” at Village Badshahpur, Sector-66, Gurgaon, Haryanaon a total

plot area of 9105.464 sqm (2.25 Acres). The total built up area shall be 41007.6 sqm

(existing 36439.033 sqm + expansion 4568.567 sqm). The project proposed shall

comprise of 1 Tower 4 Basement G + 18 Floors, Retail shops. The proposed project shall

have 153 Service apartment room (keys). The maximum height of the building shall be

83.55 meter. The total water requirement shall be 170 KLD. The fresh water requirement

shall be 102 KLD. The waste water generation shall be 106 KLD which will be treated in

the STP of 130 KLD capacity. The total power requirement shall be 3277.9 KW which

will be supplied by DHBVN. The Project Proponent has proposed to develop green belt

on 1859.84 sqm (25.50%) of project area (658.11 sqm Green Belt Plantations + 886.1

sqm Lawn + 201.22 sqm Peripheral Plantation + 109.72 sqm Avenue Plantation). The

Project Proponent proposed to construct 03 rain water harvesting pits. The solid waste

generation will be 546 kg/day. The bio-degradable waste will be treated in the project

area by adopting appropriate technology. The total parking spaces proposed are 408 ECS.

The above recommendation of SEAC was taken up for consideration in the

today’s meeting. Detailed discussions were held regarding water requirement, quality of

water, green belt development plan, Ambient Air Quality, NOC regarding non-

involvement of Forest land, recycle and reuse of water, parking plan, traffic circulation

etc.

It was observed by the Authority that:

[1] Volume of water (given), volume of every recharge pit (given), on the basis of

these two numbers of pit has been calculated. But how much should be the

diameter of bore meant for recharging?

Water Balance chart

[2] 10 KLD fresh water for pool; the water required is for replenishment. Evaporation

losses depend upon the surface area of pool and cannot be 10,000lts/day.

[3] Please explain the process of Filter back-wash requiring 5000 lts that too on daily

basis.

[4] Water is very scarce resource, one should implement the best practices &

technologies available to conserve it. 500 KVA DG sets can be air cooled & water

requirement for HVAC can be reduced also. Secondly, provide the schematic plan

to treat the residual water present in cooling-tower circuit & how to handle/dispose

off the rejects?

Form 1-A

[5] Provide the assumed energy consumption per square foot of built-up area under pt.

9.1.

[6] Provide the required details under pt. 9.5 & 9.9 and specifications under pt. 9.7 as

asked.

In view of the above discussions the Authority decided to defer this case

with the decision that the project proponent may be asked to submit reply to the above

raised observation within 15 days period.

Item No.[13] Environmental Clearance for proposed POL Depot at Village-

BirHisar, Disttrict- Hisar, Haryana by M/s Bharat Petroleum

corporation Limited.

The SEAC has recommended this project for approval of TOR subject to

stipulation stated therein. The Project Proponent has proposed POL Depot at Village-

BirHisar, Disttrict- Hisar, Haryana.

In the today’s meeting the SEIAA approved the “Terms of Reference” and

it was decided that the project proponent will prepare the EIA by using Model Terms of

Reference of MoEF& CC along with the following additional terms of reference:

1. The PP should submit the NOC from Airport Authority of India.

2. The PP should submit the permission of District Magistrate.

3. The PP should submit the nearest distance from the water bodies.

4. The PP should submit the report of ground water quality and monitoring.

5. The PP should submit the safety standard proposal as per OISD Standard 244.

6. The PP should submit the traffic circulation study alongwith mitigation measures.

7. The PP should submit permission from Forest Department .

8. The PP should submit permission from Wildlife.

9. The PP should submit the CLU.

10. The PP should conduct public hearing.

11. The PP should submit the resolution of Panchayat.

12. The PP should submit the NOC of Petroleum and Explosive Safety Organisation

(PESO).

Item No.[14] Environmental Clearance for “Expansion cum Modification” of I.T.

Park project located at Village-Ghatta, Sector-61, Gurugram,

Haryanaby M/s Active Promoters Pvt. Ltd.

The SEAC has recommended this project for approval of TOR subject to

stipulation stated therein. The Project Proponent has proposed “Expansion cum

Modification” of I.T. Park project located at Village-Ghatta, Sector-61,

Gurugram,Haryana.

In the today’s meeting the SEIAA approved the “Terms of Reference” and

it was decided that the project proponent will prepare the EIA by using Model Terms of

Reference of MoEF& CC along with the following additional terms of reference:

Specific condition:

1. The PP should submit the NOC from the Deputy Commissioner concerned for Aravali.

2. The PP should submit the 3 Months study report i.e. November, December & January.

3. The PP should submit the contour plan and the bandh level.

4. The PP should submit the ground water level and quantity monitoring around 5 KM

radius of the site.

5. The PP should conduct public hearing.

Item No.[15] Environmental Clearance for construction of “Affordable Group

Housing scheme” at Sector-67-A, Gurugram, Haryana by M/s Shri

Colonizers & Developer Pvt. Ltd.

The SEAC has recommended this project for Environmental Clearance

subject to stipulation stated therein. The Project Proponent has proposed the construction

of “Affordale Group Housing scheme” at Sector-67-A, Gurugram, Haryana on a total plot

area of 39785.69 sqm (9.83125 Acres). The total built up area shall be 92549.791 sqm.

The project proposed shall comprise of Group Housing, Commercial, Community Centre

and Anganwari. The proposed project shall have 1330 Dwelling Unit. The maximum

height of the building shall be 47.96 meter. The total water requirement shall be 617

KLD. The fresh water requirement shall be 439 KLD. The waste water generation shall

be 499 KLD which will be treated in the STP of 610 KLD capacity. The total power

requirement shall be 7000 KW which will be supplied by DHBVN. The Project

Proponent has proposed to develop green belt on 8567.669 sqm (22.97%) of project area

(1698.762sqm Green belt Plantation + 2874.387sqm Avenue plantation + 775.005 sqm

were taken up for consideration in the presence of representative of the project proponent

and consultant. Detailed discussions were held regarding existence of revenue rasta,

water requirement, quality of water, green belt development plan, Ambient Air Quality,

NOC regarding non-involvement of Aravalli Notification dated 07.05.1992, recycle and

reuse of water, parking plan, traffic circulation etc.

In view of the above the Authority decided to agree with the

recommendations of SEAC to accord Environment Clearance to this project.

Item No.[16] Environmental Clearance for proposed Affordable Group Housing

Colony on an area measuring 5.08339 acres at Village Taraf Insar &

Rajputan, Sector 1-A, Panipat, Haryanaby M/s Emperium Realty Pvt.

Ltd.

The SEAC has recommended this project for Environmental Clearance

subject to stipulation stated therein. The Project Proponent has proposed the construction

of Affordable Group Housing Colony on an area measuring 5.08339 acres at Village

Taraf Insar & Rajputan, Sector 1-A, Panipat, Haryana on a total plot area of 20571.717

sqm (5.08339 Acres). The total built up area shall be 48558.497 sqm. The project

proposed shall comprise of 7 Towers + GF + 13 Floor, Aaganwadi cum Creche,

Community hall, Balconies. The maximum height of the building shall be 49.15 meter.

The total water requirement shall be 368 KLD. The fresh water requirement shall be 255

KLD. The waste water generation shall be 294 KLD which will be treated in the STP of

355 KLD capacity. The total power requirement shall be 5424 KW which will be

supplied by UHBVN. The Project Proponent has proposed to develop green belt on

4240.865 sqm (20.615%) of project area (114.024sqm Green belt plantation +

3242.906sqm Lawn area + 863.935 sqm Peripheral Plantation). The Project Proponent

proposed to construct 05 rain water harvesting pits. The solid waste generation will be

1826 kg/day. The bio-degradable waste will be treated in the project area by adopting

appropriate technology. The total parking spaces proposed are 383 ECS.

Item No.[17] Environmental Clearance expansion of Affordable Group Housing

Colony in the revenue estate of village Budena, Sector-86, Faridabad,

Haryana by M/s Adore Realtech Pvt. Ltd.

The SEAC has recommended this project for Environmental Clearance

subject to stipulation stated therein. The Project Proponent has proposed the Expansion of

Affordable Group Housing Colony in the revenue estate of village Budena, Sector-86,

Faridabad, Haryana on a total plot area of 36927.51 sqm (9.125 Acres) (existing

20234.60 sqmt + Expansion 16692.91 sqm). The total built up area shall be 107441.94

sqm (Existing 50219.52 sqm + Expansion 57222.42 sqm). The project proposed shall

comprise of Basement + 20 Residential Towers (T1-T20) S + Maximum 14 Floors,

Aanganwaadi&Creche area, Community hall and Commercial block. The proposed

project shall have 1335 Dwelling Units. The maximum height of the building shall be

44.98 meter. The total water requirement shall be 965 KLD. The fresh water requirement

shall be 605 KLD. The waste water generation shall be 793 KLD which will be treated in

the STP of 1100 KLD capacity. The total power requirement shall be 6803.26 KVA

which will be supplied by DHBVN. The Project Proponent has proposed to develop

green belt on 7379.998 sqm (20%) of project area (1419.89sqm Peripheral Area + 5960.1

sqm Lawn area). The Project Proponent proposed to construct 12 rain water harvesting

pits. The solid waste generation will be 3451.19 kg/day. The bio-degradable waste will be

treated in the project area by adopting appropriate technology. The total parking spaces

proposed are 670 ECS and 1335 ESS for Two wheeler.

The above recommendation of SEAC was taken up for consideration in the

today’s meeting. Detailed discussions were held regarding water requirement, quality of

water, green belt development plan, Ambient Air Quality, NOC regarding non-

involvement of Forest land, recycle and reuse of water, parking plan, traffic circulation

etc. It was observed by the Authority that:

respectively & incremental concentration value 2.2 µg/m3 in both cases. The

values are very much on higher side. Suggest the mitigation measures.

[6] Has PP obtained permission from CGWB for drawing ground-water through

bore-well?

In view of the above, the Authority decided to agree with the

recommendations of SEAC and EC would be accorded to project proponent provided

they submits the satisfactory clarification to the above raised observations within 15 days.

It was also decided that the project proponent shall supply the copies of information to all

the members of SEIAA and after their approval the EC letter shall be issued.

Item No.[18] Environmental Clearance for proposed Affordable Housing Project at

Sector-75, Faridabad, Haryana by M/s Iris Plaza Pvt. Ltd.

The SEAC has recommended this project for Environmental Clearance

subject to stipulation stated therein. The Project Proponent has proposed the construction

of Affordable Group Housing Colony in the revenue estate of village Budena, Sector-86,

Faridabad, Haryana on a total plot area of 24129.381 sqm. The total built up area shall be

52466.65 sqm. The project proposed shall comprise of Commercial/Convenient shopping

(Staff), Aaganwadi cum Creche, Community hall, Mumty& Machine room, Podium. The

proposed project shall have 765 Dwelling Units. The maximum height of the building

shall be 44.6 meter. The total water requirement shall be 374 KLD. The fresh water

requirement shall be 256 KLD. The waste water generation shall be 307 KLD which will

be treated in the STP of 355 KLD capacity. The total power requirement shall be 3341

KW which will be supplied by DHBVN. The Project Proponent has proposed to develop

green belt on 4769.510 sqm (22%) of project area (687.85 sqm Green belt plantations +

2923.71 sqm Lawn area + 1157.95 sqm Peripheral Plantation). The Project Proponent

proposed to construct 05 rain water harvesting pits. The solid waste generation will be

2029 kg/day. The bio-degradable waste will be treated in the project area by adopting

appropriate technology. The total parking spaces proposed are 394 ECS or 765 Scooter.

recommendations of SEAC to accord Environment Clearance to this project.

Item No.[19] Environmental Clearance for Commercial Colony located at Village-

Dhankot, Sector-102, Gurugram, Haryanaby M/s Aristocrate Home

Developers Pvt. Ltd.

The SEAC has recommended this project for Environmental Clearance

subject to stipulation stated therein. The Project Proponent has proposed the construction

of Commercial Colony located at Village-Dhankot, Sector-102, Gurugram, Haryanaon a

total plot area of 8093.70 sqm (2 Acres). The total built up area shall be 33775.046 sqm.

The project proposed shall comprise of 4 Basements + UGF + 4 Floor, Retails/shops,

Restaurant/Food court and Multiplex. The maximum height of the building shall be 28.90

meter. The total water requirement shall be 162 KLD. The fresh water requirement shall

be 64 KLD. The waste water generation shall be 94 KLD which will be treated in the

STP of 115 KLD capacity. The total power requirement shall be 2055 KW which will be

supplied by DHBVN. The Project Proponent has proposed to develop green belt on

2165.985 sqm (26.76%) of project area (1285.602 sqm Avenue plantations + 880.383

sqm Peripheral Plantation). The Project Proponent proposed to construct 02 rain water

harvesting pits. The solid waste generation will be 974 kg/day. The bio-degradable waste

will be treated in the project area by adopting appropriate technology. The total parking

spaces proposed are 374 ECS.

The above recommendation of SEAC was taken up for consideration in the

today’s meeting. Detailed discussions were held regarding water requirement, quality of

water, green belt development plan, Ambient Air Quality, NOC regarding non-

involvement of Forest land, NOC from the Deputy Commissioner concerned for Aravali,

recycle and reuse of water, parking plan, traffic circulation etc. It was observed by the

Authority that:

[1] Water is a very scarce resource; one should be very judicious in consuming. The

proposed installed capacity of DG sets can be Oil/Air Cooled instead of Water-

cooled to serve the purpose of Water Conservation.

[2] Water in “Cooling tower Circuit” whether of DG sets or of HVAC would not be

completely evaporated or utilized in cooling, the water remaining in the circuit

would be having higher concentration of salts etc. How this water will be treated

& how the rejects would be handled? Submit the schematic diagram

Form 1-A

[3] Pt 5.1; provide details of background air quality levels with predicted values based

on dispersion models taking into account the increased traffic generation as a

result of construction.

[4] Pt.5.4; Provide details of the movement patterns of internal roads, bicycle tracks,

pedestrian pathways, footpaths etc. with areas under each category

[5] Provide the assumed energy consumption per square foot of built-up area under pt.

9.1.

[6] Provide the required details under pt. 9.5, Have you considered the use of street

lighting, emergency lighting and solar hot water systems for use in the building

complexes? Substantiate with details.

[7] Provide the details of transformers & motor efficiencies, lightening intensity & air

conditioning load assumption. Provide the technical details as asked under pt. 9.7

[8] Provide the required details “To what extent the non-conventional energy

technologies are utilized in the overall energy consumption?” under pt. 9.13.

In view of the above, the Authority decided to agree with the

recommendations of SEAC and EC would be accorded to project proponent provided

Item No.[20] Environmental Clearance for Expansion of project Residential Plotted

Colony cum Group Housing project “RahejaAranya” area measuring

165.5375 acres located at Sector-11 & 14, Village Sohna& Raipur,

District Gurgaon, Haryana by M/s Raheja Developers Ltd.

The SEAC has recommended this project for Environmental Clearance

subject to stipulation stated therein. The Project Proponent has proposed the Expansion of

project “Residential Plotted Colony” located at Sector-11 & 14, Village Sohna& Raipur,

District Gurgaon, Haryana on a total plot area of 669876.14 sqm. The total built up area

shall be 254526.299 sqm. The project proposed shall comprise of Nursery School,

Primary School, High School, Creche, Dispensary, Religious Building, Community

Centre, Taxi-stand, Nursing Home, ATM, Clinic, Beauty parlor, Multipurpose Booth,

sub-post office, Milk & Veg. booth. The maximum height of the building shall be 150

meter. The total water requirement shall be 2692 KLD. The fresh water requirement shall

be 1437 KLD. The waste water generation shall be 1500 KLD which will be treated in

the STP of 1986 KLD capacity. The total power requirement shall be 17.3 MW which

will be supplied by DHBVN. The Project Proponent has proposed to develop green belt

on 194117 sqm (32%) of project area (37813.172 sqm Avenue Plantations + 57109.160

sqm Green Belt + 16662 sqm Peripheral Plantation + 82533.948 sqm Lawn area). The

Project Proponent proposed to construct 100 rain water harvesting pits. The solid waste

generation will be 11433.5 kg/day. The bio-degradable waste will be treated in the

project area by adopting appropriate technology. The total parking spaces proposed are

1229 ECS.

The above recommendation of SEAC was taken up for consideration in the

today’s meeting. Detailed discussions were held regarding water requirement, quality of

water, green belt development plan, Ambient Air Quality, NOC regarding non-

involvement of Forest land, recycle and reuse of water, parking plan, traffic circulation

etc. It was observed by the Authority that the proposal is for the expansion of project and

while going through the documents lots many ambiguities have been found and the six

monthly compliance report of MoEF& CC, GoI states that many of the conditions of EC

has not been complied for in the existing project.

After detailed deliberations, the Authority unanimously opinion that it

needs more time to study and analyze the case, therefore it has been deferred for the next

meeting.

Item No.[21] Environmental Clearance for Warehousing & Transport Hub (243.89

Acres) in Village Babra-Bakipur, PatliHazipur, Tehsil Farrukhnagar

and VillDhana, Tehsil Gurgian in Industrial Model Township (IMT) of

Manesar, Gurgaon, Haryana by HSIIDC, Industrial Estate, C 13-14,

Sector-6, Panchkula.

The SEAC has recommended this project for Environmental Clearance

subject to stipulation stated therein. The Project Proponent has proposed the Warehousing

& Transport Hub (243.89 Acres) in Village Babra-Bakipur, PatliHazipur, Tehsil

Farrukhnagar and VillDhana, Tehsil Gurgian in Industrial Model Township (IMT) of

Manesar, Gurgaon, Haryana on a total plot area of 986987.81 sqm (243.89 Acres). The

total built up area shall be 740240.865 sqm. The project proposed shall comprise of

Nursery School, Primary School, High School, Creche, Dispensary, Religious Building,

Community Centre, Taxi-stand, Nursing Home, ATM, Clinic, Beauty parlor,

Multipurpose Booth, sub-post office, Milk & Veg. booth. The maximum height of the

building shall be 150 meter. The total water requirement shall be 2658 KLD. The fresh

water requirement shall be 1315 KLD. The waste water generation shall be 1334 KLD

which will be treated in the STP of 1986 KLD capacity. The total power requirement

shall be 22 MVA which will be supplied by DHBVN. The Project Proponent has

Peripheral Plantation). The Project Proponent proposed to construct 154 rain water

harvesting pits. The solid waste generation will be 20738.02 kg/day. The bio-degradable

waste will be treated in the project area by adopting appropriate technology. The total

parking spaces proposed are 105906.23 sqm.

The above recommendation of SEAC was taken up for consideration in the

today’s meeting. Detailed discussions were held regarding water requirement, quality of

water, green belt development plan, Ambient Air Quality, NOC regarding non-

involvement of Forest land, NOC from the Deputy Commissioner concerned for Aravali,

recycle and reuse of water, parking plan, traffic circulation etc.

In view of the above the Authority decided to agree with the

recommendations of SEAC to accord Environment Clearance to this project.
