by welcoming all the bidders and introducing the KPLC team present. The Projects Engineer

gave an overview of the projects scope detailing the expected works and the equipment that shall

Where are the sites located? The employer was to conduct mandatory site

with the requisite experience required, it is

limited to Kenyan citizen companies with L&T

prequalification or joint ventures with them.

What does the Kenyan citizen contractors

imply?

The contract is National Competitive Bidding

(NCB) and is open to companies owned by

Kenyan nationals and registered in Kenya

Can KPLC take the extension of SCADA

system in the contract?

Most of the stations already have SCADA

systems in place. The responsibility of the

bidder is to ensure the additional equipment are

integrated to the SCADA system in place.

DELIBERATIONS FOR THE SITE VISITS - TENDER NO. KP1/6A-2/PT/1/15/A39

The site visits were conducted as per the schedule provided and was open to all bidders.

However, the bidders must attend the site for which he intends to bid. The KPLC team clarified

the scope of works expected in each substation in order to create a common understanding

among the bidders.

The list of bidders who attended the site visits at the respective sites is attached.

Day One: 9th

February 2015 - Lot A39B2

Gigiri 66/11kV Substation

The works involve

Construction of a new 66kV transformer bay;

Construction of a new 66kV line bay

Installation of 1No new transformer 23 MVA, 66/11 kV complete with accessories

Installation of 7No additional 11kV Feeder panels and associated control switchgear. The

additional 11kV feeder panels will be provided by KPLC but the contractor will be

responsible for coupling them to the existing board. The equipment will be rearranged to

fit the spaces available.

Extension of the switchgear room to accommodate the additional equipment.

Clarifications of scope of works

The ICRAF road shall be restored as found after completion of works.

The switchgear room is to be extended to the rear

Substation lighting to be in LED technology

The substation road is to be cut and ducts installed for control cables.

The bidder to connect water to the site and transfer to kplc upon completion of works

Construct guard toilet and provide a 1000 litre overhead water tank. Create a pedestrian

gate for guard entry and fence off the guard area with chain link with a walk way.

The new local transformer to be connected to the LV AC changeover board.

The existing 66kV line incomer to be made a complete 66kV line bay by introducing the

missing equipment.

Only the 11kV panel room is to be extended. The 66kV panel room is adequate for the

additional panels.

Cianda 66/11kV Substation

The works involve

Reconstruction of the existing 66kV line bay

Construction of a new 66kV line bay

Construction of a new 66kV transformer bay;

Installation of 1No new transformer 23 MVA, 66/11 kV complete with a control panel;

Installation of 6No additional 11kV Feeder panels and associated control switchgear. The

additional 11kV feeder panels will be provided by KPLC but the contractor will be

responsible for coupling them to the existing board.

Modification of the existing switchgear room and rearrangement of equipment to

accommodate the additional equipment.

Repositioning the existing local transformer to make room for the expansion of the

switchgear room.

Recover of the lighting masts and lightning arrestor masts on wooden poles and

replacement with new steel structure masts at the designed locations.

Clarifications of scope of works

The communication system is PLC. Bidder to provide a SAS and integrate to SCADA. Fiber

optic cable is available at the station.

2No new 66kV feeder bays to be established due to the future planned works. The existing

66kV incomer bay to be made a complete line bay. Thus, the station is to have 3No line bays

and terminated on steel gantry structures.

Provide adequate oil separation unit to cater for the two transformers.

Earthing of the substation to the current KPLC standard earth grid system.

Construction of a new Control room building. The available area is 14 x 15 meters. The old

control room to be retired.

Installation of new 13 panel 11kV Switchgear. The existing SF6 panels to be retired. The

existing feeders to be terminated to the new panels.

Portion of the boundary wall on two sides of the property to be extended to 2.7 meters above

the substation ground level.

Provide a new solid panel gate and pedestrian gate. Modify the guard room to provide steel

door, windows and seating forms

Replace and reposition the substation lighting and lightning protection system with steel

structures.

Replace the tap changer control panel for automation.

Provide new auxiliary supplies in the new control room.

The existing battery and battery charges to be transferred as backup to the new control room.

Connect piped water to the site. Install the water tank in the existing platform and provide

piping and pumping facilities. The new water connection account to be transferred to KPLC

upon completion of works.

Refurbishment of the substation grounds. New transformer to be collected from Nairobi South or Ruaraka Store.

Steel Billets 66/11kV Substation

The scope of works includes replacement of a faulty 23 MVA, 66/11 kV Transformer and

associated switchgear; Installation of a new 13 Panel 11KV switchboard and other control

equipment; Laying and terminating 630mmsq S/C 11kV cables from the transformers to the

switchgear; Transferring switchgear to the new switchgear room; Recovery of the faulty

transformer and associated equipment to the stores; Laying and termination of 8No 300mmsq

3/C cables from the switchgear to the overhead lines; Restoration of local supplies.

Clarifications of scope of works

Rearrangement of the 66kV bus bar to provide; 2No 66kV line bays, 1No 66kV bay for

capacitor banks and 2No 66kV transformer bays.

Provide auxiliary supplies in the new control room.

Provide Substation Automation System and SCADA integration

Replace the existing circuit breakers with standard voltage units. The existing units use 30V

supplies while the current standard uses 110V.

Modify the transformer platforms to provide for oil collection and establish an oil separation

unit adequate for the two transformers.

Re-do cable trenches to separate control and power cables

New transformer to be collected from Nairobi South or Ruaraka Store

Install about 2km of ADSS from Juja Control Centre to the site

Integrate the station to SCADA

Day Two: 10th

February 2015 - Lot A39B1

Syokimau 66/11kV Substation

The works involve:

Construction of a new 66kV transformer bay;

Installation of 1No new transformer 23 MVA, 66/11 kV;

Installation of 5No additional 11kV Feeder panels and associated control switchgear within

the existing control room. The additional 11kV feeder panels will be provided by KPLC but

the contractor will be responsible for coupling them to the existing board. The equipment

will be rearranged to fit the spaces available.

Construction of approximately 100m of 66kV overhead Lines at the line tee off in 150mm2

ACSR Conductor with 2No Air break switches to provide alternate supply to the station from

the two 66kV feeders. All sections, joints and terminations shall be of compression type.

Clarifications of scope of works

Establish 2No new 66kV line bays and 1No new transformer bay.

The rear part of the substation area to be fenced off in chain-link on concrete poles and gated

Establish a toilet for the guard and connect to the existing septic tank; a separate access gate

for the guard and screen off the guard area with chain-link and incorporate a walkway.

Switchgear room improvements:

o Install a 10,000 liter water tank with plinth, rain water harvesting, water piping,

pumping and plumbing works and integrate with existing plumbing works

including any adjustments as may be necessary.

o Repair damage to control room ceilings caused by quarry blasts.

Replace gate with KPLC standard solid gate. Reuse the existing gate at the rear screen off

gate.

New transformer to be collected from Nairobi South or Ruaraka Store.

The protection of the substation and control building from quarry blasts will be carried out by a

specialized contractor. Provisional sum provided.

Matasia 66/11kV Substation

The works involve construction of a new 66kV transformer bay; installation of 1No new

transformer 23 MVA, 66/11 kV complete with a control panel and tap changer panel; Installation

of 6No additional 11kV Feeder panels and associated control switchgear.

The additional 11kV feeder panels will be provided by KPLC but the contractor will be

responsible for coupling them to the existing board.

The existing switchgear room will be modified and the equipment rearranged to accommodate

the additional equipment.

The lighting masts and lightning arrestor masts on wooden poles will be recovered and new steel

structure masts erected at the required locations.

Clarifications of scope of works

Modification of LVAC board to auto changeover unit

Install a 13 panel 11kV switchboard. The existing 11kV SF6 boards to be retired.

Terminate the existing 11kV lines to the new feeder panels.

Upgrade the substation automation system

Switchgear room modifications:

o Extend the switchgear room to the left for additional panels and provide toilet and

kitchenette to the right.

o Install a new septic tank near the existing pit latrine and connect the new CRB

toilet.

o General repairs to the control room (leaking roof), change lighting to LED

technology

o Install emergency lighting system.

o Provide 10,000 liter water storage ground mounted tank with rain water

harvesting, water piping and pumping facilities.

Provide oil separation unit adequate for the two transformers.

Reconstruct the substation earthing system to the current standard grid system.

Change the substation lighting system to use LED technology

Convert line entry point on wooden poles to steel gantries.

Replace the gate with standard solid gate with a separate guard access gate. The guard area to

be barricaded with chain link and provide a walkway to the toilet area/pit latrine

Repair and improve the cabro access road to the station. New transformer to be collected from Nairobi South or Ruaraka Store.

Kabete 66/11kV Substation

The works involve construction of a new 66kV transformer bay; installation of 1No new

transformer 23 MVA, 66/11 kV; Installation of 2No additional 11kV Feeder panels and

associated control switchgear within the existing switchgear room.

The additional 11kV feeder panels will be provided by KPLC but the contractor will be

responsible for coupling them to the existing board. The equipment will be rearranged to fit the

spaces available.

Clarifications of scope of works

Establish plinth for water tank at the area shown during the site visit. Place the existing water

tank on the plinth and provide water harvesting, piping and pumping facilities.

Housekeeping on the green area of the substation. Weed control and provision of walkways

to the installed facilities (water tank, communications tower and local transformer)

Adapt the new earthing works to the existing earth grid.

Connect the oil collection unit to the existing oil separation unit.

Mangu 132/66kV Substation

The substation scope of works shall include the following

Establish a 60MVA 132/66kV Transformer bay complete with associated switchgear and

protection.

Relocation, dis-assembly and assembly and Installation and commissioning of a 60MVA

132/66kV transformer and associated switchgear.

Extension of the 132kV and 66kV kV busbars.

Installation and commissioning of 4No 66kv feeder bays complete with the associated equipment

and protection.

Relocation of the guard house, substation road and fence.

Rerouting and reorganization of the existing 66/ 11kv network to ensure optimal use of the

substation.

Installation of a new 66kV incomer bay from the relocated transformer.

Design, supply installation and commission of new transformer panels and RTTC panel

SCADA extension and integration

Clarifications of scope of works

Extensions of 132kV double Busbar over the switchgear room with a guard net.

Install a 200kVA local transformer to the existing transformers auxiliary windings via cable.

Test the new transformer before disassembly; disassemble the transformer; transport to the

new platform; assemble and test the transformer at the new bay. KPLC to provide the list of

tests to be carried out before disassembly.

Provide trenches for 66kV feeders along the length of the 66kV bays.

Rerouting the existing lines using underground cables to clear the area for the new works.

Provide 132kV transformer bay control panel, 66kV incomer panel and 4No 66kV line

control panels.

Terminate the new local transformer at the existing LVAC board.

Establish a cable trench for 5No 66kV feeders along the existing fence.

Construct a new guard house at the station entry. (same layout as the existing one)

Install a 10,000 litre tank with water harvesting, piping and pumping; connect to existing

system.

Repair the leaks in the air conditioning system in the control room.

Reposition the light masts being affected by the new works.

Provide a boundary fence for the new extension in chain link on concrete poles to match

existing

Kamburu 132/33kV Substation

The substation scope of works shall include the following

Establish a 23MVA 132/33kV Transformer bay complete with associated switchgear and protection.

Transportation and installation of a 23MVA 132/33kV transformer

Lay 132kV XLPE cable to the transformer bay

Extension of the 33kV busbar and introduction of 3No additional 33kV feeder bays and a local

transformer.

Clarifications of scope of works

The new transformer to be accessed using the same gate as the existing unit.

The 33kV Busbar to be reduced to the KPLC standard height using a bus section isolator.

The 3kv line bay surge diverter structures should be rigid enough to support outgoing 33kV

cables.

The 132kV cable shall be ordered for the minimum order level. The surplus shall be

delivered to KPLC stores

Provide adequate LED substation lighting with observance to 132kV line clearance.

Provide cable trench along the length of the 33kV bays for the Feedouts.

Substation earthing to be done to standard grid system.

Modifications to the switchgear room

o Replace the main double leaf door with a solid door.

o Increase the number of ballustrades on the control room staircase.

Replace LVAC board with Auto changeover unit to accommodate two local supplies.

Provide 100kVA local transformer. New transformer to be collected from Nairobi South or Ruaraka Store.

February 2015 - Lot A39D

Naivasha 132/33kV Substation

The substation scope of works shall include the following

Establish a 23MVA 132/33kV Transformer bay complete with associated switchgear and

protection.

Extension of the 132kV busbar

Replacement of the 33kV busbar on wooden poles with steel structures and copper tubes and

repositioning of 33/.42kV Local transformer

Rehabilitation of cable trenches across the substation.

Installation of Indoor 33kV feeder control panels.

Transportation of faulty transformers to stores.

Rehabilitation of 33kv substation control room

Clarifications of scope of works

Recovery of 3No faulty transformer units to Ruaraka stores.

Erect a firewall between TX2 and the new transformer.

Create new substation road to cabro finish to the new transformer plinth with a gate.

Reconstruct the 33kV Busbar to steel structures with tubes.

Include VTs on the 33kV incomers for transformer regulation and sync

Establish a 33kV steel gantry for feeder terminations.

Rehabilitate the substation earthing.

Rehabilitate the existing cable trenches and provide new cable trenches to all the 33kV bays.

Modifications to the switchgear room o Rehabilitate the old switchgear room to accommodate the 33kV panels;

o install gypsum ceiling;

o change the wooden brandering to steel

o replace wooden doors with steel;

o install extractor fans for the battery room;

o extend the old Control Room Building to the new switchgear room to provide space for an

office, toilet and kitchenette;

o provide a panic door in the panel room;

o Install air conditioning system.

o Change the main door for the new switchgear room to a solid door.

Provide 10,000 liter water tank with rain water harvesting, piping and pumping.

Makutano 132/33kV Substation

The substation scope of works shall include the following

Establish a 23MVA 132/33kV Transformer bay complete with associated switchgear and protection.

Transportation, installation, assembly and testing of a 23MVA 132/33kV transformer and associated

switchgear.

Extension of the 33kV Busbar to provide for a bus section and incomer

Establishment of 3No 33kV Feeder bays complete with control and protection panels.

Clarifications of scope of works

Install a 132kV isolator to separate the 132kV Busbar and install a set of VTs

Install a 33kV bus section isolator.

Establish 3No 33kV transformer bays.

Provide lightning protection to cover the transformers and 33kV bays.

Provide an oil separation unit for the new transformer.

Install adequate substation lighting using LED technology.

Modify the LVAC board to auto changeover unit for two supplies.

Modifications to the switchgear room

o Block the vents over the main door and seal the entrance door.

o Relocate the panic door furniture to the panel room from the control room

o Install new lock to the operator access door.

o Revive the local wiring in the control room

o Install a 10,000 liter water tank complete with rain water harvesting, piping and

plumbing.

o Automate the water pumping system.

Day Five: 13th

February 2015 - Lot A39E

Kabarnet 33kV Feedout Lines

Construction of a total 51km of 33kV overhead Lines in 150mm2 ACSR Conductor. All

sections, joints and terminations shall be of compression type. All the above will have OPGW.

For undergrounded sections of the line, underground FOC shall be installed.

The insulators to be used for line construction shall be post insulator type with intermediate poles

all being delta formation with earth stalk.

All the lines shall be constructed in Concrete Poles apart from the following line sections that

shall be done in wooden poles.

1. Sheets 11, 12, and 13 (having poles numbers P1 to P80) starting from the line

supplying Changach Shops –S/S 28144) to s/s 23997 along-Kabarnet-Iten Road.

2. Sheet No.3 and 4(Having Poles No.33,2x14M to Pole No 89, 2x14M)

Clarifications of scope of works

The entire line shall be constructed in concrete poles. However, at the projects engineers’

approval, certain sections may be done in wooden poles due to terrain challenges.

The wayleaves acquisition shall be done by KPLC.

The contractor shall liaise with the county government and the ministry of environment for

permits for bush clearing.

Planned outages shall be facilitated by KPLC.

Bidders shall provide line surge diverters for cable terminations.

The duration of contract shall be 12 Months.

February 2015 - Lot A39A

Diani 33/11kV Substation

The scope of works include

Reconstruction and realignment of 33kV Busbar with 6No incomer bays

Establishment of 2No transformer bays complete with protection and control equipment.

Repositioning of existing transformer bay and unit to the new platform.

Transportation, positioning testing and commissioning of new transformer.

Extension of the switchgear room and rearrangement of the equipment to accommodate

additional feeder panels.

Reconstruction of the access road up to the new transformer bays.

Recovery of disused structures

Clarifications of scope of works

Introduce a 33kV isolator to break the 33kV Busbar

Relocate the VTs to the end for the bus bar and introduce new sets of VTs on the transformer

bays.

Realign the existing equipment to provide 6No 33kV line bays.

Reposition the existing line termination gantry and provide additional gantries for the

additional 5No line bays.

Establish a new transformer bay in line with the 2nd

line bay

Establish oil separation pit for the new transformer unit.

Redesign the substation lighting system to LED technology with automatic control system.

Install additional 5No 11kV panels, 11kV incomer panel and Bus Coupler. The bidder shall

provide an adaptor panel to couple the new switchgear to the existing panels.

Recover disused AVRs, RVE and other disused equipment and the unipot structure to

Mbaraki Stores.

Introduce distance protection on the lines.

Switchgear room modifications

o Extend the switchgear room in L-shape nature to provide room for the 33kV

panels and communication room

o Extend the 11kV panel room complete with trenches to the existing 33kV panel

room

o Introduce a kitchenette in the operator room.

o Repair the switchgear room doors; seal vents and make the room airtight

o Reposition the battery room door to the rear with a walkway on the rear of the

building. Seal the trenches in the battery room and make the room short circuit

proof.

o Raise the installation position of the air conditioner

o Introduce 3No additional air conditioners

o Provide emergency lighting for the switchgear room and rehabilitate the internal

wiring system

o Install panic door furniture and modify the door locking mechanism.

o Introduce a 10,000 liter water tank on a plinth with water harvesting, piping and

pumping. Replace the gutters complete with new fascia board. Replace the

overhead tank with a 1000 liter tank.

Reposition the gate to realign with the new substation road; repaint the gate to Kenya Power

standard color; reposition guard access gate on the side of the guard house; provide adequate

signage.

Road works improvements

o Rehabilitate the existing concrete substation road to a class 25 of concrete and

marry with new road extension.

o Provide a new substation road to the new transformer platform and switchgear

room to cabro standard with parking.

o Provide metal cover for existing manhole or reposition the same.

o Reconstruct the access road from the main road to the gate providing for drainage

culverts.

Refurbish the cable trenches and replace all the existing trench covers.

Repair the broken boundary fence.

Design new drainage system for the substation including drainage for access road

The new transformer shall be collected from Naivasha 132/33kV substation. The bidder shall

test, disassemble, transport, assemble and test the transformer.

Miritini 33/11kV Substation

The scope of works include

Extension and modification of 33kV Busbar to provide 5No incomer bays

Establishment of 1No new transformer bay with protection and control equipment.

Repositioning and realignment of the existing transformer and associated equipment to the

platform

Transportation, installation, assembly and testing of a new transformer

Extension of the switchgear room and rearrangement of the equipment to accommodate

additional feeder panels. Rehabilitation of the toilet and water tank

Reconstruction of the access road to the new transformer bays and new access road to the

switchgear room and parking area.

Recovery of equipment and line materials and demolition of existing disused structures.

Construction of boundary wall, gate and rehabilitation of cable trenches.

Clarifications of scope of works

Extend the 33kV Busbar to provide one extra line bay towards the control room

Establish 2No new 33kV line bays (Bays 1 and 5)

Establish a new transformer bay offset from bay 3.

Reconstruct the transformer platform for the existing bay to provide for oil collection.

Provide oil separation unit adequate for the two transformers.

Install 5No additional 11kV feeder panels, an 11kV incomer panel and a bus coupler panel.

The bidder shall provide an adaptor panel to couple the existing panels to the new ones.

Establish a firewall between the two transformers.

Recover the disused lines and equipment to Mbaraki stores.

Redo the lightning protection system to cover the transformers and other equipment and

replace wooden structures with steel.

Install adequate LED technology substation lighting with automatic control.

Install terminal structures for the 2No additional 33kV line bays and galvanize the 2No older

bays (Bays 3 and 4)

Works for Bay 2:

o Introduce surge diverters with counters and earthing.

o Replace the 2No Air break switches with motorized isolators.

Repaint the existing control boxes

Use copper tubes for the substation wiring for all the line and transformer bays. However, the

Busbar remains as is.

Switchgear room modifications:

o Extend the switchgear room on both sides; to the left provide for communication

room, operator room, toilet and kitchenette; to the right extension for additional

11kV panels.

o Relocate the communication equipment to the new room

o Relocate the battery charger to align with the LVAC board.

o Make the panel rooms airtight by sealing the doors.

o Provide air conditioning systems for the panel rooms and the operator room

o Correct the battery room door to open outwards and make the room short circuit

proof by sealing the trenches. Reposition the extractor fan to enable the extension

of the room.

o Provide emergency lighting in the switchgear room and rehabilitate the room

internal wiring.

o Establish a 10,000 liter water tank mounted on a plinth with rain water harvesting,

piping and pumping facilities.

o Replace the overhead toilet tank with 1,000 liter plastic tank

Construct a substation road to cabro standards to the transformer platforms and the control

room. Also provide adequate parking with cabro finish.

Rehabilitate the existing cable trenches and replace all the existing trench covers.

Erect a 2.7M boundary wall on the front side of the substation. Replace the gate with a

standard solid gate with a separate guard entry gate.

Screen off the guard area using chain link and provide a walkway to the existing toilet.

Excavate and backfill the substation with imported material. Provide weed control treatment

and re-ballast the station providing adequate drainage.

Connect the station to water supply and transfer to KPLC on completion of the works.

KPLC to remove the scrap materials left in the yard.
