ExecutiveDirector’sReportBarbaraFerrer,PhD,MPH,MEdTheproposedFY11budgethearingwasheldbeforetheCityCouncilonMay21,1010andwentwell.ThetransitionprocessbetweentheCommissionandBostonMedicalCenterhasbegun.TheCommissionhastakenoverandstartedtheEMSbillingprocessandwillberunningpayrollandmostoftheaccountingfunctionsbyJuly1,2010.ThenextcoupleofmonthswillbecriticalfortheCommissiontogetsystemsupandrunninginanticipationoftheJuly1stBMCcutoff.TheCommissionisconcentratingonadministeringgrantapplicationsandmakingsurethatthetransitionprocessisasmoothone.Overall,itwilltaketheCommissionawhiletoseesavingsfromthetransitionprocessbutthesavingswillbenefittheCommissioninthelongrun.TheCommissionwillcontinuetobeaggressivewithfederalgrantsasgrantsareanintegralpartoftheFY11budget.TheDepartmentofAdministrationFinanceisconcentratingitseffortsontheendofthefiscalyearclosure.TheCommissionwillcomebacktotheBoardinSeptembertogiveanupdateofwhereweareintermsofthetransitionandtointroducenewstaff.ApprovalofMinutesDr.PaulaJohnson,Chair,presentedtotheBoardtheminutesoftheMay13,2010meetingoftheBoardforapproval,whereuponamotionwasdulysubmitted,secondedandunanimouslyadopted.PresentationsandUpdatesSodaFreeSummerChallengeBeckyLatka,ProjectDirector,StrategicAllianceforHealth,ChronicDiseasePreventionControlKathyCunningham,R.D.,SeniorProgramManager,ChronicDiseasePreventionControlTheStrategicAllianceforHealth(SAH)isafouryearinitiativewithintheChronicDiseasePreventionandControlDivisionandisfundedbytheCentersforDiseaseControlandPrevention.ThepurposeoftheSAHistocreatehealthiercommunitiesthroughpolicy,systemsandenvironmentalchange.ThefocusoftheSAHisonnutritionandphysicalactivity.TheSAHfouryearobjectivesare1)toreducesugarsweetenedbeverageconsumptionamongchildren,youthandadults;2)increasechildandyouthphysicalactivity;3)increaseconsumptionofhealthierfoodsandbeveragesamongchildren,youthandadults;4)buildBoston’scommunitycapacitytoaddresschronicdiseasepreventionandtomentorothercommunitiesinselectedstrategies.

WorkbeingdonebytheSAHisalignedwiththeCommission’sstrategicgoaltoreduceobesityratesamongBostonresidentsandreducethegapbetweenwhiteandblackobesityratesby30%forchildrenand20%foradultswithinafiveyearperiod.TheCommissionwillhostasodafreesummerchallengecampaigntoreduceconsumptionofsugarsweetenedbeveragesamongchildrenandadultsinBoston.Theobjectiveistoraisegeneralawarenessofthenegativehealthimpactsofsugarsweetenedbeverageconsumption,contributetochangingnormsaboutdrinkingsoda,changepersonalbehaviorsthroughindividualpledgesandtochangeyouthorganizationpoliciesregardingaccessibilityofsugarsweetenedbeverages.TheCommissioncampaignwillincludemarketing“TakethePledge”,encouragingBostonresidentstotakeapledgetorefrainfromdrinkingsodathissummer.ThePledgeisawayofgettingfolksengagedandwillconsistoftwoparts.Thefirstpartfocusesongettinginstitutionstochangebehavioralnormsandthesecondfocusesonavailabilityofsugarsweetenedbeverages.Thecampaignwillbeyouthdrivenandprizeswillbeawarded.ThekickoffeventwillbeTuesday,June8,2010attheBostonChildren’sMuseumfrom10:30-11:00AM.BoardmemberWcislosuggestedthattheCommissionconsideranadditionalstrategyforimplementingthesodafreesummerchallenge:aturn-insodacancampaignwhereresidentscanturnintheirsodacansandreceiveinexchangeahealthierbeverageoption.B1ExampleMediaCampaign:RedefineStreetCredCatherineFine,Director,DivisionofViolencePreventionStephanieDoyle,HealthPolicyAnalyst,DivisionofViolencePreventionSusanHarrington,AssistantDirector,CommunicationsTheViolencePreventionCampaignhasbeenchargedwithdesigningandimplementingaviolencepreventionsocialmarketingcampaign.Thecampaignwaslaunchedinthesummerof2009andisfundedthroughSEIU1199andTuftsNewEnglandMedicalCenter.TheB1Example:RedefineStreetCredcampaigntargetsBostonyouth13to18yearsoldwithamessageandcalltoactiontopreventviolenceintheircommunities.Throughthecampaign,youthwillbeabletoexpresstheirvoicesandcommunicatetheirpersonalmessagesofviolenceprevention.YouthaccountforhalfoftheshootingvictimsinBoston,therefore,theCommissioniscommittedtoimplementingayouth-ledcampaign.Youthwereinvolvedinthedevelopmentofthecampaignmessage,contentandstrategy.Goalsofthecampaignareforyouthtochangesocialnorms,be1exampleandconnecttotheircommunity.TheCommissionawardedninecommunitygrantstoBostonyouthorganizationsinthesummerof2009todeveloptheirownmediaprojectsthatpromotethecampaign’sgoals.

TheB1Examplestrategiesincludebutarenotlimitedto:1)atwo-partadcampaign.Thefirstadisthe“B”teaseradfeaturingthelogoandlargeBwhichwillbeplacedonMBTAbuses,trainstationsandsubways.ThesecondisthetestimonialstyleadsfeaturingthewordsandimagesofyouthwhoworkedonB1Examplesummerprojectsin2009.ALaunchpartywilltakeplaceonJune16,2010torevealthesecondpartoftheB1Exampleads;2)B1Exampleevents(smallgrantswillbeprovidedtotheyouthorganizationsfromlastsummertoplan,implementandpromoteaB1ExampleeventbetweenJulyandSeptember);3)B1ExamplestreetteamthatwillengageyouthinpublicplacessuchasDowntownCrossing,themallandcommunitycenterstospreadthewordand;4)amobileapplicationwhereyouthwillbeabletotextinwhattheirdefinitionofstreetviolenceis.Todatethecampaignhasbeensuccessful.Thecampaignprovidesyouththeopportunitytomeetotheryouthandlearnmediaskills.BoardmemberWcislosuggestedthatVIPhostasummerpicnicatFranklinParkwhereyouthcangatherandgetthewordoutabout(B1Example).BoardmemberCoxsuggestedthattheB1Example:RedefineStreetCredprojectbecombinedwithotherprojectsandinitiativesacrosstheCity.ViolenceInterventionPrevention(VIP)UpdateCatherineFine,Director,DivisionofViolencePreventionAlberteAltine,VIPCoordinator,DivisionofViolencePreventionTheViolenceIntervention&Prevention(VIP)initiativeisaviolencepreventionstrategythatcontributestothedevelopmentofhealthyneighborhoodsintheCityofBostonthroughacommitmenttoactiveandgenuinecollaborationbetweenyouth,residents,communityorganizationsandcityagencies.Smallneighborhoodcoalitionsworktoshifttheexpectationofviolenceandtoaddresspersistentsocialandenvironmentalissuesthatcontributetoelevatedlevelsofviolentincidents.Neighborhoodcoalitionswereselectedduetotheirpresencewithinlargerpersistentviolentcrimehotspots.Eachcoalitionworkswithafulltimeneighborhoodcoordinatorandareresponsibleforoverseeingthedevelopmentoftheneighborhoodviolencepreventionplans,overseeingthedevelopmentofthecoalitionsandimplementingprojectsaccordingly,overseeingandprovidingtechnicalassistanceandarrangingandstaffingthemonthlyVIPneighborhoodcoalitionmeetings.Neighborhoodcoalitionsandcityagenciespartneredtoincreaseafterschoolandemploymentopportunities,toincreaseresidentengagementthroughcommunitycoalitionsanddoor-to-dooroutreach,tostrengthenresidentandcommunityengagement,toreducephysicaldisorderthatcontributestocrime,tocoordinatecommunityresponsetohomicidesandshootings,topromotepeaceandnonviolenceandtoensureVIPneighborhoodresidentsaccesstohealthservicesandsupport.
