Minutes of 44th Meeting of CMVR-TSC held in New Delhi on 19th December 2015 under the Chairmanship of Shri Abhay Damle, Joint Secretary (Transport), MoRT&H.

List of participants is attached as Annexure-I.

0. Opening Remarks by the Chairman : Chairman welcomed all the members for the meeting and with a brief introduction of the members, requested Secretariat to take up the Agenda for discussion.

1. Confirmation of Minutes of previous meeting :

Committee was informed that minutes of 43rd meeting of CMVR-TSC were circulated vide letter HMR/43-CMVR-TSC/A-251 dated 21st February 2015 and no comments were received on the minutes. Taking note of the same, Committee approved the Minutes.

2. (a) Standards and Amendments to AIS finalized by AISC : Mrs Rashmi Urdhwareshe, Chairperson AISC, briefed the members that the standards and amendments as indicated below have been finalized and approved by AISC. These were put up to CMVR-TSC for final adoption: 1) AIS - 049 (Rev. 1): Electric Power Train Vehicles – CMVR Type Approval for Electric

Power Train Vehicles : Mrs Urdhwareshe, Chairperson-AISC, presented the highlights of the Revision-1 of AIS-049 as follows:

(i) AIS 049 was initially released in year 2003. (ii) Revision 1 to AIS-049 was approved in 49th meeting of AISC held on 7th April

2015. (iii) Delhi Driving Cycle for Buses is added in the Revision 1. (iv) EMC requirements are updated in line with AIS-004 (Part 3) - Automotive

Vehicles –Requirements for Electromagnetic Compatibility. (v) Additional definitions like barrier, cell, Chassis connected to the electric circuit,

High Voltage, High voltage bus have been included. (vi) Reference mass for all categories of vehicles is included. Committee noted the above information and adopted the revised standard. Secretariat was requested to release the standard. Chairman opined that the Delhi Driving Cycle needs to be reviewed in context with present traffic conditions and with advent of newer technologies such as Hybrid Electric Vehicles. Committee welcomed the suggestion and agreed to discuss the subject in subsequent meetings.

2) AIS - 127: Provisions Concerning the Approval of Adaptive Front- Lighting Systems (AFS) for Motor Vehicles :

Shri B. V. Shamsundara, Convener, presented the highlights of the new standard and requested the committee for its approval. The highlights of his presentation are as follows: (i) Standard was approved in 47th meeting of AISC held on 12th August 2014. (ii) This standard covers the approval of Adaptive Front Lighting System (AFS) as

applicable to M and N categories of vehicles. (iii) The test agencies viz., ARAI, iCAT, VRDE and CIRT are having required facilities

for conducting Type Approvals. (iv) Feasibility study to check installation requirements on vehicles fitted with AFS

was carried out at VRDE, where panel members were present. (v) The permission to use headlamps covered by this standard for a vehicle

category is governed by requirements specified by the standard for installation requirements of that category of vehicles.

Committee noted the above information and approved the standard AIS-127. Secretariat was requested to publish the standard Shri B.V.Shamsundara further proposed the draft notification for the implementation of AIS-127 and inclusion of AIS-127 under AIS-037 (TA and CoP of Safety Components) with a lead time of one year for new models and two years for existing models, from the date of notification. He presented the detailed study on the justification for the lead time proposed by the panel. He highlighted that considering the time required for completing the compliance test, it is proposed to have a lead time of two years for existing models. Regarding lead time for the implementation of the standard, Chairman opined that since the standard is to facilitate requirement of the vehicle manufacturers to provide AFS technology, which is already existing with manufacturers, and considering that four test agencies are competent to take up the type approval compliance test, the type approvals could be completed within a lead time of one year for existing models. The committee deliberated on the above and the proposed draft notifications were adopted with implementation date from 1st April 2017 for both new and existing models. Chairman requested secretariat to forward the corrected draft notification to the Ministry for further action.

3) AIS - 134: Safety measures for occupants of Three Wheeled vehicles :

Shri S. S. Sane, Convener, presented the background and details of the standard. The detail presentation is enclosed at Annexure II. He informed that the AISC panel has formulated the standard addressing the following parameters with respect to the safety of the occupants of a three wheeled vehicles. (i) Seat dimensions for driver and passengers

(ii) Leg space for passengers (iii) Side doors for passenger compartment (iv) Driver seat belt and anchorages (v) Overall dimensions (vi) Headlamp illumination

He presented the detailed proposal for the above parameters and informed the committee of the current status of the standard as follows.

a) Draft AIS-134/F was hosted on ARAI website on 14th August 2015 and the last date for offering the comments was 14th September 2015.

b) Comments from VRDE were received on the Draft AIS-134/F which are under discussion in panel meeting. It was agreed to consider panel recommendations on VRDE comments as an amendment to finalized AIS-134.

c) The standard was approved in the 50th meeting of AISC and the recommendations of the panel on the comments received on Draft AIS-134/F were informed in the 51st meeting of AISC.

Shri Sane requested the committee to adopt AIS-134 by the CMVR-TSC and proposed draft notification with lead time for specific parameters. With respect to suitability of providing a two point lap belt, Chairman opined that in the Indan context wearing of seat belt by rickshaw driver is not practical. He stressed that 3 wheelers are primarily used in cities/ urban areas, where vehicle speeds are rather limited. He concluded that there is no need for fitment of seat belts. Shri Sane was requested to examine Hon’ble High Court of Karnataka Order with respect to provision for safety belt. He was further requested to communicate final recommendations to Chairman and Secretariat within 2 weeks for further decision of the Chairman and also to submit final standard to MoRTH for adoption. Committee further deliberated on the proposed lead time as proposed by the panel and requested Shri Sane to modify the lead times for different parameters as follows, considering the feasibility of providing below solutions:

a) Over all dimensions and use of HS1 bulb in headlamps: 6 months b) Dimensions for driver and passenger seat, leg space for passengers: 2 years c) Side doors for passenger compartment: 2 years

Committee adopted the proposed draft notification with revised lead times as given above. Chairman requested secretariat to forward the corrected draft notification to the Ministry for further action.

4) AIS - 136: Construction Equipment Vehicles or Earth-moving Vehicles / Machinery -

Product Identification Numbering system :

Shri A. A. Badusha, Convener, presented the details and rationlale for formulation of the new standard. The following are the highlights of the presentation:

(i) Presently most of the Construction Equipment Vehicles and self-propelled Earth moving Vehicles / Machinery are complying with ISO 10261:2002 for Product Identification Numbering (PIN) system.

(ii) Prevailing CMVR requirements for Vehicle Identification Numbering (VIN) system as per AIS-065 notified under CMV Rule 122 is not applicable for Construction Equipment Vehicles.

(iii) However, GSR 810 (E), regarding VAHAN data requires Vehicle Identification Number (chassis number) for uploading registration details of these vehicles as well from 1st October 2015.

(iv) To fulfil this urgent need by the members of Indian Construction Equipment Manufacturers’ Association (ICEMA), the AISC panel on VIN has prepared a new AIS-136 based on ISO 10261:2002.

(v) The standard was approved in 50th meeting of AISC. (vi) The draft Notification has been published by MoRT&H vide GSR 913 (E) dated

18th November 2015 with respect to the same. Committee noted the above information and approved the standard. Chairman inquired about the readiness of Indian manufacturers for shifting to PIN system and the time required for adapting the same if needed. Shri Badusha informed that the Industry has requested a lead time of six months for the same and that a separate notification is proposed to defer the implementation of requirement of entering details in VAHAN portal. Committee deliberated on the same and agreed on the proposed notification to this effect (Agenda Point 3 (b) (v)).

5) Amd. 1 to AIS-010 (Part 3) (Rev.1) : It was informed that the amendment has been proposed to include Inclusion of statistical procedure for Conformity of Production. The Committee adopted the proposed amendment.

6) Amd. 2 to AIS-011: Automotive Vehicles – Testing Procedure for Windscreen Wiping System for 4 wheelers other than M1 Category of Vehicles :

It was informed that provision for windscreen wiping system for agricultural

tractors having cabin has been included in the proposed amendment. Secretariat informed that few manufacturers wish to introduce cabin on tractors and thus this amendment is proposed to facilitate such approvals. The committee adopted the proposed amendment.

7) Amd. 5 to AIS 037: Procedure for Type Approval and Establishing Conformity of

Production for Safety Critical Components : It was informed that in proposed amendment is intended to bring clarity related to

markings on prototype samples, duration of first COP period and Inclusion of CoP

test requirements and frequency for AIS-130 : Light Emitting Diode (LED). The committee adopted the proposed amendment.

8) Amd. 2 to AIS-073: Automotive Vehicles-Wheel Rims for Two and Three Wheeled

Vehicles-Spoke Wheel Rims –Method of Test and Requirements :

Secretariat explained that permission to use wheel rims of nominal width code upto MT 6.00 instead of upto MT 5.50 have been considered in the proposed amendment. Chairman inquired regarding the International permissible limits in case of nominal width code for wheel rims and whether proposed limits are aligned with them. It was informed that the requirement are taken from Japanese Industry Standard (JIS) and the requirements are aligned with the international limits. The committee noted the same and adopted the proposed amendment.

9) Amd. 1 to AIS-130: Provisions concerning the approval of Light Emitting Diode (LED) light sources for use in approved lamp units on Power-driven vehicles and their trailers :

It was informed that amendment is proposed to bring clarity in the scope for use of LED as replaceable light source in lighting and light-signaling devices, in case the device standard permits the same. The committee adopted the proposed amendment.

10) Amd. 1 to AIS-007 (Rev. 5): Technical information to be submitted by vehicle

manufacturer : Shri A. A. Badusha, ARAI, explained that amendment is proposed to update technical specifications / information required in Table 22 (Technical specification of Bus Body Code related parameters to be submitted by Bus Manufacturer or Bus Body Builder). The committee noted the same and adopted the proposed amendment.

11) Amd. 6 to AIS-052 (Rev.1): Bus Body Code :

Shri. A. A. Badusha, ARAI, informed that the Amendment is proposed for modification in definition of School Bus, Correction in formulae to calculate seating and standing capacity of bus, updating of IS/AIS numbers/years which are cross referred, and deletion of Annexure-1.

Taking note of the amendment to AIS-052, Chairman directed test agencies not to carry out type approvals for buses under Type IV category for which dedicated standard is not published and notified. He asked test agencies to clearly mark the test reports as a development test report for buses which are not covered under Bus Body Code and that a clear disclaimer be put on the report highlighting that the report shall not be used for CMVR approvals. Test agencies were requested to comply with the above direction. The committee noted the same and approved the amendment.

With respect to implementation of Bus Body Code, Chairman proposed that implementation plan may be split into two phases so as to bring the Bus Body Builders under the ambit of Bus Body Code smoothly. It was proposed that requirements for meeting AIS-031: Automotive Vehicles - The Strength of Superstructure of Large Passenger Vehicles, as required by the Bus Body Code be put in phase two considering it to be a major issue for most of the Bus Body Builders. Shri Ravishankar, M/s. Ashok Leyland Ltd., proposed that guidelines should be available for RTO against which the checks could be done for Phase 1 implementation and accordingly registration could be done.

Committee noted the above and deliberated to formulate new Form for the purpose of checking by RTO for the Phase-1 compliance. Committee requested the AIS panel under Sh. A. A. Badusha to look into the feasibility and identify the list of requirements to be covered in Phase 1 and Phase 2 along with CIRT.

12) AIS 053: Automotive Vehicle – Types – Terminology :

It was informed that Amendment is proposed to include definitions of Special purpose vehicle, twinned wheel two-wheelers, BoV (two wheeler), E-Rickshaw, E-Cart, Combine Harvester, Modular Hydraulic Trailer, Puller Tractor, Power Tiller, and Agricultural Trailer. The committee noted the same and adopted the proposed amendment.

13) Amd. 2 to AIS-072: Child Restraint systems :

Secretariat informed that the proposed amendment includes provision of alternate airbag warning label pictogram. The committee adopted the proposed amendment.

14) Amd. 1 to AIS-096: Requirements for Behaviour of Steering Mechanism of a Vehicle in a Head-on Collision :

It was informed that amendment is proposed to include Requirements for vehicles with electrical power train in the standard. The committee adopted the proposed amendment.

15) Amd. 1 to AIS-098: Requirements for the Protection of the Occupants in the event

of an Offset Frontal Collision :

Secretariat informed that provisions related to unlocking of doors automatically in the event of crash, cross reference of IS on safety belt and anchorages, technical description of Hybrid III 50 percentile male dummy, have been included in the standard. The committee noted the same and adopted the proposed amendment.

16) Amd. 1 to AIS-099: Approval of Vehicles with regards to the Protection of the

Occupants in the event of a Lateral Collision :

It was informed that requirements for vehicles with electrical power train have been included in the standard. The committee noted the same and adopted the proposed amendment.

17) Amd. 1 to AIS-100: Requirements for the Protection of Pedestrian and other Vulnerable Road Users in the event of a Collision with a Motor Vehicle :

Secretariat explained that definition of test areas, minimum number of impact points for leg form and head forms tests, distribution of impact points on vehicle test area etc., have been included in the standard through the proposed amendment. The committee adopted the proposed amendment.

2 (b) Report by AISC on running subjects :

Shri A. S. Bhale, Member Secretary – AISC, presented highlights of the 49th (held on 7th April 2015), 50th (held on 19th August 2015) and 51st meeting (held on 15th December 2015) of AISC. He informed progress of the activities being carried out by different panels. The details of the same are as given in Annexure-III. Committee noted the following on-going work. i) Amendments to AIS-063 - Requirements for School bus : Chairman highlighted

that the subject should be concluded within a specified time. Mrs Rashmi Urdhwareshe, Chairperson-AISC, suggested that the implementation of AIS-063 could be done in a phase manner, wherein, first, the present AIS-063 may be notified and second, the amendment with respect to seat design be worked out in the panel and notified subsequently. Further, Shri A. A. Badusha informed that AIS-063 is already notified in CMVR without the date of implementation. Though it was intended to bring it into effect along with Bus Body Code, however, the same was inadvertently missed out. Bus Body Code is now notified from 1st August 2015. Shri S. N. Dhole, CIRT, informed that already 4 amendments have been brought to AIS-063. He presented the current status of work for which further amendment is proposed. His presentation is enclosed at Annexure IV. Committee noted the details of the presentation and requested Shri Dhole to submit the proposed amendment, excluding the proposal with respect to seat design, to the Secretariat for hosting on website by 15th January 2016 and agreed to notify the standard AIS-063 urgently. Committee requested the panel to work on the seat design aspect as suggested by Hon’ble Minister of Road Transport and submit its recommendations accordingly. Further, committee agreed to mandate AIS-063, in totality, for Bus Body Builders, also.

ii) AIS-089: Approval of Rear Marking Plates for Heavy and Long Vehicles and

AIS-090: Approval of Retro-Reflective Markings for Heavy and Long Vehicles, their Trailers and Semi-trailers : Chairman highlighted the need for devices to alarm driver of long vehicles of the presence of objects at the rear. Mrs Urdhwareshe informed that AIS-001 (Part 1) (Rev.1):2011 and AIS-002 (Part 2) (Rev.1):2011 are available for indirect vision devices which can serve the above purpose. She informed that a separate presentation would be made to the Chairman highlighting the existing provisions. Chairman informed that a safety committee under Hon’ble Supreme Court is working on additional printing and colour schemes and exploring other factors to increase conspicuity of such vehicles. He also pointed out that intensity of rear lamps on long vehicles need

to be reviewed considering the low visibility due to coverage of lamps by mud or dust. Committee requested Shri B. V. Shamsundara to review the intensity of lamps for long vehicles and report the status in the next meeting.

iii) Harmonization of rules for OE and retro-fitment of CNG/LPG kit to in-use

vehicles : Secretariat informed that consensus has not been reached for tolerance to be given on the cubic capacity (cc) of engine for the purpose of extension of type approvals. Further, it was informed that the Type Approval of CNG/LPG kit for ‘retro-fitment’ shall be valid for two years instead of three years from the date of issue of such approval and shall be renewed for a period of two years at a time and that consensus is reached on the same. Representative from IAC informed that European Legislation does not require recertification every two years unless there is some modification in the kit. Chairman noted that in such cases the approval would become valid for life time and that it would not be feasible to justify the same. Mrs Vijayanta Ahuja, ICAT, suggested that CoP should be in line with provisions in AIS-037. In view of the above issues, Chairman directed Shri S. S. Thipse, Convener, to make a detailed presentation on the subject. He requested secretariat to convene a separate meeting with the Chairman, Convener and representative from other stake holder to discuss and conclude the issue.

iv) Amendments and implementation plan for various IS standards : Chairman

requested BIS to expedite process of amendments to IS, their release and printing, and their adoption. Further he opined that till BIS work on particular standard or its amendment is completed a transition period could be worked out wherein the decisions of the CMVR-TSC committee meeting could be implemented. He requested secretariat to call for a separate meeting with BIS to discuss the above issues. Shri R. R. Singh, BIS, informed that TED 6 and TED 29 sectional committee meetings are called on 28th and 29th December 2015 to conclude the running subjects.

v) IS 14664:2010 “Automotive Vehicles – Performance Requirements and

Testing Procedure for Braking System of Two and Three Wheeled Motor Vehicles”: Secretariat informed that Test track at VRDE and GARC, Chennai with PBC 0.9 will be ready by June 2016. Draft G.S.R 673 (E) for mandating ABS / CBS as per IS 14664:2010 has been issued. Implementation of complete IS 14664:2010 is proposed, from dates specified in the same notification. Shri Harjeet Singh, M/s. Hero MotoCorp, informed the committee that implementation of ABS/CBS would require significant changes in design and the aspects of technology patents were also to be looked into. Committee further deliberated on the subject of fixing an engine cubic capacity range for deciding fitment of CBS and/or ABS. Chairman informed that worldwide implementation of such technologies is linked with engine capacity. He requested SIAM to study variation between 125cc and 175 cc models with respect to weight and speed, based on which extension of CBS till 175 cc models could be discussed.

vi) IS 11852:2013 and IS 15986:2015 - Braking Performance requirements for 4 wheelers : It was informed that test facilities at VRDE are ready and at GARC, Chennai, would be ready by May 2016 and it is therefore proposed to notify revised IS: 11852 with a lead time of two years for new models and three years for existing models. Committee noted the information and approved the action plan. Secretariat was requested to submit the proposed notification to the Ministry for consideration.

vii) Radio frequency allocation for automotive applications : Mrs. Urdhwareshe, Chairperson AISC, informed the progress on the subject as follows: a) Recently DOT has de-licensed frequency bands for 76-77 GHz (application in

Advance driver assist systems like AEB, Adaptive cruise control etc.) and 433-434.79 MHz (Vehicle alarm systems) vide notifications, GSR 698 (E) and GSR 699 (E) dated 16th September 2015, respectively.

b) With de-licensing of 433-434.79 MHz, industry can go ahead for implementation of AIS-075 and AIS-076 standards with a lead-time of 1 year from notification. A SO notification is in process for the same.

c) There are few more bands awaiting for de-licensing by DOT, which are not directly related with any AIS standard but are important for introducing advanced safety applications in India. Some OEMs are working on applications using these radio frequencies, as these are being used globally for implementing advanced technologies in the area of safety.

She requested Chairman to hold a seperate meeting with DoT to discuss the issue of de-licensing of remaining frequencies. Chairman requested SIAM to submit the requirements (required frequency band) on the subject and the same would be taken up for discussion with DoT in a separate meeting.

viii) Electric Vehicle Conductive AC & DC charging system : It was informed that

based on the requirement posed by DHI under the National Mission of Electric Mobility scheme a new standard, AIS-138, for Electric Vehicle Conductive AC charging system is under formulation. Committee noted that GoI has launched the FAME Scheme which poses an urgent need for formulation of approval requirements for conductive AC and DC charging systems for electric vehicles and an AISC Panel under the Convenership of Shri A. A. Deshpande, ARAI is working on this subject. Chairman inquired whether vehicle specific charging systems are addressed since problem with electric vehicles is that there is no standardization for input current. Shri Ravishankar, M/s. Ashok Leyland, Ltd., informed that changes are done on the vehicle locally to suit the infrastructure requirement. Chairman requested Shri Deshpande to apprise him of the developments on the subject in a separate meeting.

ix) Helmet Locks for two-wheelers : On the subject of specification for helmet lock

on the vehicle with reference to directions of the Hon’ble High Court of Madras, which requires two wheeler manufacturers to supply protective headgear for driver and pillion conforming to the specifications prescribed by

BIS and a helmet lock for the supplied helmets, Chairman requested secretariat to provide a draft notification to the Ministry to bring the order into effect.

x) AIS-129: End of Life Vehicles : Mrs. Urdhwareshe, Convenor, presented the

progress on the subject as given in the enclosed Annexure V. She highlighted the following points with respect to End of Life vehicles with India perspective: a) Essential elements and necessary enablers to form a foundation for

developing the sustainable ELV regime in India b) Vehicle Recycling – Treatment and Approval c) Structure of ELV Standard AIS 129 d) Highlights - ELV Standard AIS 129 e) Efforts to be put in by OEMs for redesigning the vehicles to comply with

RRR and heavy material restrictions f) End-of-Life Vehicle Recycling Process Flow g) Need for Regulatory framework for effective implementation of ELV

regime h) Brief on current recycling infrastructure in India i) Responsibility of all stakeholders based on common strategy j) Aspects for Developing commercial viable models k) Way Forward

Chairman inquired whether Industry has done any study to quantify the impact of implementation of ELV standard on the component industry. Shri Rajendra Khile, M/s General Motors India Ltd., informed that heavy metals such as hexa-chrome is present in components today and that design of such components would be required to be done to phase out heavy metals. The committee further discussed the extension of the scope of the standard to commercial vehicles. After due deliberations it was agreed to include Commercial vehicles in Part 1 (Collection and Dismantling of End-Of-Life Vehicles) of the standard and that these vehicles need not be covered in Part 2A (Heavy Metal Restriction, Dismantling Information) and Part 2B (TA for RRR calculations) requirements.

Panel was requested to bring in the requisite amendment to AIS-129 based on the above decision and put up for approval in the next meeting. Chairman suggested that the required administrative procedures for ELV should be user friendly to the last owner. He requested the panel to finalize draft notifications accordingly for implementation of the standard and send the same to the Ministry for consideration.

xi) AIS-132: Procedure for Approval of Vehicles produced or imported in Small

Series, Single Vehicles and Vehicles produced or imported under Pilot/Demonstration Projects : Mrs. Urdhwareshe, Convenor, informed the status of the standard and highlighted the points under discussion in the panel as given below:

a) Draft D6 of AIS-132. b) Annual production number for M2, M3, N2, N3 categories of vehicles and

the validity period of Type Approval Certificate. c) The test requirements for different categories of vehicles (Test Matrices). d) Revised test Matrices based on the last panel meeting deliberations have

been forwarded to members for comments. e) The next panel meeting is scheduled in the last week of January 2016. f) The standard would be put up for approval in next meeting of AISC.

Chairman highlighted the need for the standard for the want of introduction of new product / technologies in the market. Committee noted the progress and agreed with the action plan.

xii) Intelligent Transport Systems : Secretariat presented the progress on the subject. It was highlighted that ITS is the need of future transportation and hence technology roll-out and standardisation need to go hand-in-hand. It was informed that Panel has studied the user requirements of STUs and submitted a White paper to Ministry. Standardisation efforts are happening at various levels such as in AISC, TED, MoUD etc. There is a need for the development of a National ITS Policy and Architecture with inputs from other Ministries.

It was informed that standardisation can be initiated on areas of immediate priority such as: a) VTS (Vehicle Tracking Systems), Surveillance system, Panic button for

transport vehicles b) Electronic toll collection system (RFID tag, RFID transceiver, toll booth

infrastructure with backend system etc.) c) Weighing-in-Motion System

Shri Kapila, IRF, informed that a panel under TEDC is working on ITS and all activities related to ITS may be covered in its scope. Chairman clarified that the subject is vast and that already efforts are in place by different agencies related to ITS and thus it may not be feasible to shift all activities under TEDC. He highlighted the need for standards on VTS, surveillance system and panic button for transport vehicles. Committee noted the same and requested panel to report progress in the next meeting.

xiii) Requirements for Sleeper Coaches : Shri S. N. Dhole, CIRT, presented the status of work with respect to proposed amendment to AIS-119: Requirements for Sleeper Coaches. His presentation is enclosed at Annexure VI. Committee reviewed the proposal and after due deliberations requested Shri Dhole to circulate the proposed amendment to the panel members and host the draft amendment on the website by first week of January 2016 and subsequently hold a panel meeting by the end of January 2016 to conclude the subject. The panel was requested to allow only longitudinal layout of berths and remove the transverse layout provision from the current standard and consider the same in future revisions. Chairman highlighted that sleeper buses are required in Indian

context and it is important to frame guidelines for the industry involved in sleeper coaches manufacturing, at the earliest.

xiv) Approval for buses retrofitted with Hybrid Electric Systems : On behalf of Shri

A. A. Deshpande, Convener, Mrs Urdhwareshe presented the status of work on the following standards. The detail presentations are enclosed at Annexure VII and VIII.

a) AIS-123 (Part 2): CMVR Type Approval of Hybrid Electric System Intended for Retrofitment on Vehicles of M and N Category having GVW exceeding 3500 kg

b) AIS-123 (Part 3): CMVR Type Approval of Vehicles Converted with Electric Kit

She highlighted the scope, type approval tests, and procedure of type approval, extension of approvals and validity of type approval with respect to above standards. She informed that Draft AIS-123 (Part 2)/DF is already hosted on website to seek comments and Draft AIS-123 (Part 3)/D1 would be circulated to panel members for review and subsequently would be hosted on website. She also informed the committee that a panel meeting would be called in the last week of December to discuss the above two standards and the subject would be concluded. Further, in case no comments are received on the drafts hosted on website, the standards would be approved with the approval of Convener and Chairperson AISC which could subsequently be adopted by CMVR-TSC. Committee noted the efforts of Shri Deshpande to bring out the important standard expeditiously. Secretariat was requested to submit draft notifications for implementation of above standards to the Ministry for consideration.

Chairman informed the committee that a Bus retrofitted with Electric kit would be inaugurated at the auspicious hands of Hon’ble Prime Minister of India and it would be given to the Parliament for use. He highlighted the need of the above standards to facilitate fitment of hybrid electric and full electric kit on vehicles and informed the committee that the standards would be adopted after receiving recommendation from panel convener and Chairperson AISC.

xv) Introduction of Mandatory Marking Scheme under BIS for safety critical

items: Secretariat informed that Panels under AISC on AIS-037 and CNG/LPG deliberated the subject and their recommendations have been communicated to CMD-BIS for further action. Committee noted the information. Chairman requested to take up the agenda in the separate meeting planned with BIS (refer Para 2 (b) (iv) above).

xvi) National Green Tribunal order dated 27th November 2015 regarding inclusion

of noise and air emission standards in the format of registration of vehicle : Shri A. A. Badusha, ARAI, updated the committee about the various NGT orders on the subject. He gave a brief on the current provisions for approval of Horns, Sirens and Multi toned horns and informed the progress on the subject as given below. His presentation is enclosed at Annexure IX.

a) 1st meeting of panel was held on 23rd September 2015 b) Meetings of stake holders were held at MORTH on 2nd November Chaired

by Deputy Secretary and on 11th December 2015 Chaired by JS. c) In above meetings it was decided to make information related to Rules

115, 119 and 120 available to the purchaser of the vehicle to help him in his decision for purchase.

Changes to Form - 22 and Form - 23 would not address this intention as it is a post purchase information.

It is therefore relevant to have this information printed on the sales leaflets to be available to the purchaser at the point of sale.

Ministry was requested to issue an advisory to have this data for emission, vehicle noise and horn noise to be printed as part of the sales leaflets by OEMs to be available at the point of sale, on and from 1st July 2016. The committee noted the information. Chairman informed that Ministry would issue an advisory at the earliest to address the issue appropriately.

xvii) Electronic Stability Control (ESC) : Shri A. A. Badusha, Convener, informed the

committee on the progress of the new standard AIS-133: Electronic Stability Control Systems. His presentation is enclosed at Annexure X. The highlights of his presentation are as follows:

a) Draft DF1 is hosted on website to seek comments (for one month until 13th January 2015).

b) In case of no comments are received, it would be published with the approval of Chairperson, AISC.

c) The worst case criteria would be added in the standard after gaining sufficient experience on ESC testing.

d) The standard is proposed to be notified for implementation, for vehicles with ESC systems “If fitted”, with a lead time of 18 months from the date of final notification by MoRT&H.

e) A demonstration and drive event was held at VRDE to understand the ESC technology and the test procedure associated with approval of vehicle fitted with ESC systems. This demonstration was well attended by all the stake holders.

Shri A. A. Badusha proposed for the adoption of the standard in case there are no technical comments received on the finalized draft and the proposed lead time for the implementation of the standard. Committee noted the information and adopted the standard and the proposed lead time.

xviii) Fire Detection, Alarm and Suppression System : Shri S. Arun, Convener,

presented the progress of the work done on the new AIS-135: Fire detection and alarm system (FDAS) and fire detection and suppression systems (FDSS) for buses of Type III (AIS-052) – requirements. His presentation is enclosed at Annexure XI The highlight of his presentation are as follows:

a) The standard AIS-135, has been split into 2 parts;

Part I: Regulations for Detection & Alarm Systems for Fires originating from engine compartment of Type III buses

Part II: Regulations for Detection & Suppression of Fires originating from engine compartment of Type III buses

b) Systems fitted optionally in other categories of buses must also meet these requirements.

c) D2 Draft of the standard has been circulated to all panel members and also hosted on ARAI website.

He informed that there are no mandatory regulations existing internationally for Fire Detection and/or Suppression systems and that the on-going UNECE-GRSG discussions on regulating such systems have evolved a near-mature document for implementing fire safety rules on buses in Europe and the panel has fashioned the standard on the basis of the above document with an intent to capture impending changes progressively before the final release of this standard. Further he requested to place on records that the discussions in UNECE on the scope, technical content and implementation times are still ongoing and the closing decisions would be reflected in the final version of the UNECE regulation. Such changes in the UNECE document will be monitored and suitably updated in this standard.

He suggested that till such time as Part I and subsequently Part II are made mandatory for the vehicles covered under the scope of the standard, institutional and private operators of such buses would have the option to specify FDAS or FDSS complying with this standard as part of their procurement requirements. He further informed that representatives from test agencies would conduct a series of test as per the standard at the existing test facilities of the suppliers of the fire detection and suppression systems, also, in the meantime the progress of the changes and approval by WP-29 of the UNECE document will be monitored including the lead time and transitional provisions. Based on these above developments the scope, content of the standard and the schedule for implementation in CMVR would be decided. The panel would update on the above in the next meeting of AISC and CMVR TSC.

Committee noted the above information. Chairman inquired regarding the finalization plan of the standard to which Shri Arun informed that the standard is technically finalized and it is expected that in the next panel meeting the draft would be finalized.

Chairman requested, Shri Dhole, CIRT, to mandate requirements specified under AIS-135 for sleeper coaches, from the date of notification of sleeper coach standard (AIS-119). Chairman appreciated the work done by the Convener and the panel in bringing out the important standard expeditiously. Committee requested Shri Arun to present the status in the next meeting.

xix) UN GTR 16 on Tyres and UN Regulation on Tyre rolling sound emissions and/or to adhesion on wet surfaces and/or to rolling resistance : Shri A. A. Badusha, ARAI, informed that a new regulation UN R 117 has been implemented in Europe to address Tyre Labelling requirements with respect to Rolling Resistance, Wet Grip and Rolling Sound and has impact on fuel economy and safety requirements. He highlighted that there are no standards in India which are directly equivalent to the ECE prescriptions on the subject and the relevant tyre committee may deliberate the need of such standard in India and decide further course of action. Shri S. Ravishankar, M/s. Ashok Leyland Ltd., further informed the committee that IS/ISO on rolling resistance were available. He also suggested that the existing IS standard could be updated to latest requirements and the above ISO standards on wet grip and rolling noise could be adapted as IS standards to move the subject forward quickly. The details of those standards as later studied by the Secretariat are as mentioned below.

i) Indian Standards IS/ISO: 18164 (2005) – Passenger Car, Truck, Bus and Motorcycle Tyres – Methods of Measuring Rolling Resistance.

ii) IS/ISO: 28580 (2009) - Passenger Car, Truck and Bus Tyres – Methods of Measuring Rolling Resistance – Single Point Test and Correlation of Measurement Results.

iii) ISO 23671:2015 - Passenger car tyres - Method for measuring relative wet grip performance - Loaded new tyres.

iv) ISO 15222:2011 - Truck and bus tyres - Method for measuring relative wet grip performance - Loaded new tyres, on wet grip.

v) ISO: 13325 (2003) – Tyres – Coast by Method for Measurement of Tyre to Road Sound Emission for rolling noise.

Committee noted the information. Ministry was requested to write to BIS to take the subject forward on priority.

3. New Draft Notifications and Amendments to CMVR:

(a) Approved draft notifications:

Shri A. S. Bhale, ARAI, informed that in the earlier meetings, Committee had approved draft notifications for implementation of various AIS and IS under CMVR. He presented the status of these notifications for the information of all. Chairman requested Shri Bhale to send the status update to Ministry for further action.

iv) New provision of defining maximum safe axle weights for vehicles fitted with an additional fifth axle.

v) Draft notification for extending date of implementation of uploading the details of vehicle in VAHAN portal (GSR 810 (E) dated 17th November 2014) for Construction Equipment Vehicles

vi) Draft notification for exempting vehicles, the designed speed of which does not exceed thirty kilometres per hour from requirements of speedometer.

Committee noted the information and adopted the above proposals with changes in suggested lead times in case of implementation of AIS-127 (refer Para 2 (a) (2)) and AIS-134 (refer Para 2 (a) (3)).

4.0 New Technology Subjects of National Importance :

Shri A. A. Badusha, ARAI, informed that following subjects were reviewed in the last meeting and certain action points were identified. The committee may review the status of the same. a) Approval procedure of vehicles running on Ethanol :

Secretariat informed that Ministry has already issued GSR (E) 412 dated 19th May 2015 regarding mass emission standards for flex-fuel ethanol (E85) and ethanol (ED95) vehicles and that in the last meeting Ministry was requested to hold inter-ministerial meeting with MoPNG, PESO and MoA regarding ethanol storage and dispensing. Chairman informed that Ministry of New and Renewable Energy (MNRE) has formed an inter-ministerial group to deal with the subject of alternative fuels. The committee was informed that E85 would be further extended to E100. On the issue of ethanol storage and dispensing, Shri D. K. Gupta, PESO, informed that Petroleum rules would be applicable to ethanol and that directives in this regard has been issued by PESO. With regard to Chairman’s query on Bio-Diesel Shri Gupta informed that presently no agency is controlling Bio-diesel and that if needed Petroleum Act would need amendment to include provisions of Bio-Diesel as automotive fuel. Chairman informed that project report on use of Bio-diesel as an automotive fuel has been submitted to the Ministry. He inquired about the Industry views on Bio-Diesel to be used for heavy commercial vehicles. SIAM agreed to make presentation on the subject to the committee and requested Ministry to share the project report for its analysis.

b) Auto LPG/CNG Vehicle Endorsement/Certification process :

Shri A. A. Badusha, ARAI, informed that Secretariat has received proposed draft notification from Indian Auto Coalition (IAC) on the subject, which is under examination by AISC panel on CNG / LPG. Committee request. After deliberations its was decided that Dr. S. S. Thipse, Convener, CNG /LPG Panel would update the details in the next meeting.

c) Mandating coaxial dual point recovery system in oil tankers and other vehicles under CMVR :

Secretariat informed that in the last meeting, response from Petroleum and Explosive Safety Organization (PESO) was discussed and it was decided to forward the recommendations to MoPNG for further necessary action. Ministry informed that communication would be sent to MoPNG on the subject.

d) Type-IV Composite cylinders for CNG/Hydrogen/HCNG applications :

Secretariat informed that in the last meeting SIAM’s proposal, requesting permission for Type-IV Composite Cylinders for CNG/Hydrogen/HCNG vehicle applications was discussed. It was informed that the proposal is in consideration with PESO and Ministry was requested to write to PESO for consideration of the proposal. Shri D. K. Gupta, PESO, informed the committee that PESO has sought clarification on certain technical parameters viz. galvanizing corrosion, static charge dissipation, different coefficient of thermal expansion during filling operation, compatibility issues, permeation, etc., from cylinder manufacturers. The same is awaited. Committee noted the information. It was agreed to consider the subject once PESO receives the said information.

5.0 Scheme for Vehicle Recall System:

Mrs. Urdhwareshe, Director-ARAI, informed that recommendations of the committee set-up under the chairmanship of Director (RT) was submitted to the Ministry and were discussed in the last meeting. Further, the secretariat has forwarded necessary documents to MoRTH for notification. Ministry informed that the notification is in process and Ministry of Law has requested for discussion on the notification. Committee noted the information and requested Ministry to update in the next meeting.

He informed that the Passive Safety Laboratory at ICAT and ARAI would be inaugurated soon. Committee noted the progress. Chairman opined that in view of the different test facilities coming up it is necessary to frame guidelines to notify them under Rule 126 of CMVR. Shri Ravishankar, Ashok Leyland informed that Procedure for the assessment of the technical services is provided in Directive 2007/46/EC of the European Parliament and of the Council and may be used in framing the guide lines for the upcoming facilities. Chairman requested Shri Ravishankar to share the document for reference. Mrs Urdhwareshe, highlighted that once a test agency is notified under Rule 126, a blanket approval is granted and that Chairman’s suggestion of framing guidelines for test facilities would be a welcome step in assessing the capacity and capability of a particular test agency before being notified under Rule 126. The committee welcomed the above suggestions and agreed to continue discussion / decision in the next meeting.

7.0 TA & CoP for Safety components – Inclusion of all safety components covered under CMVR for CoP (Proposal / Feedback from Shri Bhanot):

Shri A. A. Badusha, ARAI, informed that in the last meeting the committee requested Shri. B. Bhanot, Chairman - TEDC to propose list of such safety critical components for consideration in the next meeting. Secretariat informed that no list has been received from Shri Bhanot. Test Agencies, viz., ARAI and ICAT have proposed a list to be considered under AIS-037. Committee noted the information and requested secretariat to forward the list to Shri Rajendra Khile, Convener AIS-037 for necessary consideration. Committee requested Secretariat to inform the status in the next meeting. Chairman, highlighted the need of requirement of change of test agency for the purpose of Component CoP. Shri A. A. Badusha informed that in the last meeting it was decided that in order to change test agency for the purpose of CoP the applicant would need a fresh Type approval from the new agency to which he or she is approaching. Mrs. Urdhwareshe highlighted the need to fix the onus of type approval in such cases where type approval is taken from one agency and CoP from another. After due deliberation the committee decided to take the following approach keeping in view of those similar prescriptions for emission CoP, for sake of a better administrative mechanism.

i) On completion of first CoP by the same test agency, the manufacturer can change the test agency if so desired.

ii) In case the vehicle manufacturer desires to change the CoP Test Agency, a formal request should be made to the new Test Agency under intimation to the previous Test Agency and Nodal Agency. The request shall be made at least one month before the beginning of the next CoP period along with all relevant documents concerning type approval / previous CoP and also the latest technical specifications.

iii) On receipt of intimation of requests for a change, the previous CoP Test Agency will authenticate all the relevant documents of that model and forward to the new Test Agency. The new Test Agency will carry out the process of selection and testing of the component for the CoP as per the procedure and will consult the previous test agency if required about the test findings and results before the final CoP certificate.

The above shall be applicable for all component level TA / CoP approvals covered under AIS-037 and also for HSRP.

8.0 Over dimensional car and two wheeler carrier :

Secretariat informed that a Draft report has been received from Prof. Anoop Chawla, on the subject. Secretariat presented the recommendations given in the Draft report and given below: (i) It is recommended to allow 18.75m automotive carriers to be part of regulations.

The dynamic stability performance is slightly lower than 18m long ATV but is nevertheless compatible with existing road infrastructure.

The 18.75m ATV would be required to operate at speeds slightly below the 18m ATVs.

Such vehicles already are in operation in India with special permission and this dynamic stability issue should not be a road‐block.

(ii) With an extension of 0.75m, a significant increase in carried capacity for sub 4m long

cars, which remain most widely transported cargo.

Regulations in specific European countries and USA have also allowed 18.75m

ATV.

UK (based on (Knight et al. 2008; Knight et al. 2010) recommendations mentioned

in Phase I) has not allowed due to reasons specific to UK.

(iii) Extension of vehicle length beyond 18.75m is not recommended.

Such an increase would also not be of much financial benefit for majority of cargo

transported in present conditions.

(iv) With increase in speed of ATVs already in place with better road infrastructure, there

is need to examine the role of integration of dynamic stability systems on ATVs for

better dynamic stability.

(v) There is a need for collection of crash data on ATVs for understanding the effect of

these vehicles on safety of people of India.

The potential to extend beyond 18.75m technically can remain open and with

sufficient data on safety, examined further and any recommendations for further

increase in length is recommended to be undertaken after analysis of the crash

data.

Chairman directed that length of 18.75 m for articulated vehicle shall be accepted. However, for rigid vehicles the current provisions of CMVR to be continued. Further he added that a canopy over the driver’s cabin shall be allowed for carriers carrying either 4 wheeler or 2 wheeler since it meets the manoeuvrability requirement considering that the canopy is attached to the rear body and not the Driver’s cabin. He opined that a window may be provided in the closed carriers to check the contents carried in them. Committee noted the information and highlighted that recommendations on height and width of the vehicle with respect to stability of vehicle be also considered. Ministry was requested to convene a meeting with Prof. Anoop Chawla and the Car Carrier association to discuss the guidelines and conclude the subject.

9.0 Bus Body Accreditation system – Procedure for Extensions :

Shri A. A. Badusha, ARAI, informed that procedural guidelines for granting extension of accreditation certificates by all concerned test agencies, based on Table / Desktop audits with reference to S.O. 2356(E) dated 03-October-2015, need to be notified by the Ministry considering the following aspects.

(i) An undertaking by the Bus Body Builder, stating that no changes have been made in the bus body manufacturing set up, which may adversely affect the basic requisites for complying with the accreditation.

(ii) In case any changes have been affected, from point of improving upon the existing (and already accredited) facilities / test equipment / infrastructure / land, etc., a

declaration to that effect need be submitted by the bus body builder to the respective test agency.

(iii) In such cases, based on Desktop / Table Audit, a nominal fee of Rs. 10,000/= plus taxes as applicable, be levied per Bus Body Builder for the purpose of Extension of Accreditation Certificate, uniformly by all the test agencies.

(iv) In case the accredited bus body builder is desirous to apply for change in category of his Accreditation Certificate, viz. from certified Category ‘A’ to Category ‘B’, or vice versa, then the concerned Test Agency would undertake physical audit of the Bus Body Builder in order to inspect, verify and certify for change in Category, as desired. In such cases, a nominal fee of Rs. 50,000/= plus taxes as applicable, be levied per Bus Body Builder for the purpose of Change in Category of Bus Body Builder.

The committee noted the same and approved the guidelines considering that the Bus Code is under the process of implementation and has not been fully complied by the Bus Body Builders. Chairman directed that a fees of Rs. 20,000 to be charged for the extension of the certificate. Further the committee deliberated to exclude, Manufacturers / Bus body builders who have already taken a type approval certificate based on Bus Body Code, from getting extension of accreditation. However, since the Accreditation details are part of Form-22, it was decided to have it applicable for all Bus manufacturers. Ministry was requested to issue suitable advisory to the test agencies to this effect.

10.0 De-regulation of provisions under CMVR related to certain components:

Secretariat informed that in the last meeting of AISC, SIAM’s proposal for de-regulation of provisions under CMVR for following components was discussed and the following decisions were taken.

(i) Wheel fasteners and hub caps :

IS 13941 is based on SS 4/FMVSS, which is now obsolete.

New designs of hub caps are either press fitted or bolted and are made of softer material.

Requirements of sharp edges are taken care by the standard for external projections (IS 13942).

No failures were observed in the wheel nuts for regulatory testing.

Hence it is recommended to de-regulate provisions for wheel fasteners and hub caps from CMVR.

Shri Suchindran M, M/s Toyota Kirloskar Motors Ltd., presented the rationale behind the above proposal. The committee deliberated on the same and agreed in principle to de-regulate the above requirement. Chairman requested SIAM to give a detailed justification for the same. (ii) Front Number plate for two wheelers :

It was informed that there are severe constraints for display of registration marks at the front of two wheeler.

Since it is administrative requirements of RTA, CMVR-TSC may deliberate.

Chairman informed that a camera based vehicle traffic monitoring system, SMILE, would be unveiled shortly and that front number plate would be required to monitor the movement of two wheeler especially in case of any traffic violations. Shri Harjeet Singh, M/s. Hero MotoCorp, informed that front number plate proves to be a big hindrance in design and that even with a front number plate it would be difficult to capture the registration number in the camera. Further he added that worldwide traffic monitoring system is facilitated by use of rear number plate only. Chairman opined that since the population of two wheelers in India is large as compared to international markets reference drawn in comparison with other markets would not be appropriate. He suggested that after the launch of SMILE scheme feedback would be taken and a decision could be taken appropriately. He opined that manufacturers may like to conduct a study on the subject once the SMILE scheme is launched and have discussions with Traffic Police and a status report may be presented to the Ministry.

11.0 Mandating fitment of Tachograph complying with AIS:059 under CMVR:

Secretariat informed that in the last meeting, it was expressed that standard needs to be updated to introduce new technology and such technologies could be initiated for vehicles carrying hazardous goods, vehicles running on national permit and other heavy commercial vehicles. Committee had requested ACMA to study the subject and submit a report in the next meeting.

Mrs. Subhag Naqvi, ACMA, informed the committee that Shri Olaru Ovidiu from Continental Automotive, and Shri S. N. Shivaprasam, Minda Stoneridge Instruments Ltd., would present the available technology with respect to tachograph. Both presentations are enclosed at Annexure XII (A) and (B). Shri Ovidiu and Shri Shivaprasam highlighted that it is important to have the clear objective for which the tachograph is to be fitted. Mrs. Naqvi requested Ministry to give directions on what would be the applications for which the technology such as tachograph is required and accordingly a proposal could be submitted. After deliberation, it was agreed that ACMA will deliberate on the issue in consultation with Ministry and put up their recommendations in the next meeting. Chairman requested ACMA to focus on devices which are technology neutral for meeting the intended objectives.

12.0 Amendment to CMV Rule 57 and 122:

Sh. A. A. Badusha, ARAI, gave a brief on the subject as follows:

a) Ministry has received a proposal from Government of Kerala for amending Rules 57 and 122 of CMVR to facilitate allocation of unique registration numbers for vehicles confiscated by various Government Departments which have no engine / chassis numbers for the sake of future ownership.

b) Considering International norms on Vehicle Identification Number, Indian Vehicle Identification Numbering system has been formulated on similar lines, as laid down under AIS:065 -Vehicle Identification Number in system, which is applicable for all new vehicles for the purpose of registration.

c) However, for inclusion of such vehicles, as confiscated by various Government Departments, which have no engine / chassis numbers, a unique system be arrived at, for allocation of new registration for such vehicles for sake of ownership.

Committee noted the information and noted that in present CMVR there are no such provisions. Considering that the request has come specifically form the state of Kerala the State Government may define its own policy for such vehicles and that such vehicles shall ply in the State of Kerala only.

13.0 Requirements for Tarmac Coach and Double Decker Bus:

Secretariat informed that in earlier meeting of AISC, CIRT put up a draft proposal on the above subject and informed that CIRT is working on these subjects. In the last meeting of AISC it was deliberated that Tarmac coaches/buses ply in the closed premises and has large dimensions, also, presently technical requirements for Tarmac coaches and double decker busses are not covered in the Bus Body Code (AIS-052), and therefore it was agreed to seek direction from CMVR-TSC. Shri S. N. Dhole, CIRT, presented the deviations from current CMVR provisions with respect to Tarmac Coaches. His presentation is enclosed at Annexure XIII. He highlighted the proposed deviations in various parameters, viz., Overall length and width, Allowable gross vehicle weight, Turning Circle Diameter, Gradeability, etc., for tarmac coaches. Further, he highlighted the requirement of various parameters, viz., Height of Door, Saloon and Floor, Maximum speed, Hand Rails and Hand holds, Rear and inside view mirrors as per Airport Handling Manual (AHM) 950. Committee noted the above information and deliberated on the restriction of use of such vehicles on the air side of the airport only and that the requirements for Tarmac Coaches be addressed in a separate standard. Chairman requested to review the requirements for Gradeability and opined that existing provisions may be applied to tarmac coaches. He requested Shri Dhole to review and propose provisions accordingly. Committee requested Shri Dhole to submit the draft standard to the Secretariat to host on the website by first week of January 2016 to seek comments and conclude the subject by last week of January 2016. Shri Dhole was requested to present the status in the next meeting. Shri S. N. Dhole, informed that requests have been received for formulating specifications for Double Decker Buses. He informed that a panel meeting on the subject was held on 11th December 2015 and that it is proposed to include the specifications as part of Bus Body Code. He presented proposed amendments in AIS: 052 for Inclusion of Double Decker Buses to align with UN R107. His presentation is enclosed at Annexure XIV. Shri A. A. Badusha, informed that Double Decker Buses would be considered as Type IV bus and that a separate standard would be a feasible option to avoid ambiguities in the implementation of Bus Body Code. It is always a better approach to identify specific provisions for such Type –IV buses and have independent and as well an adjunct standard to the main Bus Body Code standard. Committee deliberated on the same and agreed to form a separate standard. Committee requested Shri Dhole to submit the draft standard to the secretariat to host on the website by first week of January and to discuss the comments received on

the draft in the next panel meeting. Shri S. N. Dhole was requested to present the status in the next meeting.

14.0 Implementation of Hydraulic Brakes for Agricultural Tractors & Trailers:

Shri T. R. Kesavan, TMA, informed that tractor manufacturers have taken necessary actions to comply with notified rules effective from 1st February 2016, for facilitating braking of trailers. He also highlighted the need for implementation of AIS-112: Code of Practice for Construction and Approval of Agricultural Trailers, which would then address the trailer constructional requirements and the braking requirements in totality. In this regard, he requested Chairman, to hold a meeting with the possible Trailer associations namely, AIMA, AITMA etc., and discuss issues related to implementation of AIS-112 and AIS:043.

15.0 Any Other Points :

15.1 Type Approval Certification for Bus body builders – Applications received on behalf of group of Bus body builders:

Committee deliberated on the need to formulate guidelines to allow Type Approval on application received from Association of Bus Body Builders as deliberated in the panel meeting convened by CIRT, which need to address the following administrative aspects; a) Scope b) Definition c) Application d) Responsibility definitions e) Maximum permissible Number of members f) Protocol to address disputes in Association members like split in association,

Responsibility distribution in such cases g) Responsibilities of members h) Area of Coverage of such Association, viz., All India Level, State Level, Regional Level i) Issuance of TA certificate by test agency, viz., to association, or to individual

Association member j) Verification of Prototype made by individual Bus Body Builder - By what time period k) Authorizing agency for associations l) Issue of same member being a part of two associations m) Indemnity bond from associations and their members After due deliberations committee took the following decisions: (i) Association would be the owner of the design (ii) Bus body builder who is part of the association can use the approved design

(structural) which need not be recertified by test agencies, however, safety critical components fitted on the vehicle would need to be tested as per the existing provisions.

(iii) Type Approval would be given to the manufacturer and not to the association. Committee requested CIRT to work on a proposal based on the above inputs and also consider the Phase wise implementation of the Bus Body Code (Refer para 2 (a) 11 above).

15.2 Proposal for amendment to AIS-076: Approval of Vehicle Alarm Systems (VAS) for M1 and N1 Category of Vehicles and of these Vehicles with regard to their Alarm Systems (AS):

Secretariat informed the committee that MoRT&H has received following comments for deliberations with respect to AIS-076: (i) Provisions related to warning signals which shall differ significantly from other audible

signals (ii) Safety against false alarm – Need to define procedure (iii) Deactivation of additional sensors – ultrasonic or infrared

Committee noted the information and requested technical panel under AISC on AIS-076 to study the above comments and report in the next meeting.

15.3 Status of work on AIS-063: Requirements for School Buses:

(Refer Para 2 (b) (i) above).

15.4 Proposal for Amendment to IS 12222: 2011: Automotive Vehicles — Turning Circle and Manoeuvrability Requirements:

Dr. Karuppaiah, NATRiP, made a presentation on the proposed amendment. His presentation is enclosed at Annexure XV. He informed that amendment is proposed to introduce manoeuvrability requirement for single-deck rigid vehicle or articulated vehicles designed and constructed for the carriage of persons having a capacity in excess of 22 passengers, whether seated or standing, in addition to the driver and having an overall width exceeding 2.3 m and having more than two axles. He highlighted that a requirement of an upper limit of 14 m is proposed as against 12.5 m in Europe.

Dr. Karuppaiah presented a detailed study on the subject covering the following:

(i) Comparison of axle loads in Europe and India (ii) Requirements in non-Europe countries (iii) Technical justification for amendment (iv) Current scenario (v) Indian road scenario (vi) Geometric designs of Indian Roads to study the design feasibility of vehicles greater

than 12 m. (vii) Illustration of allowable road radius as per Indian design and co-relation to the

manoeuvrability requirements. (viii) Manoeuvrability assessment of three axle buses on hilly terrain

Committee noted the information and approved the above amendment for rigid vehicles with overall length upto 15 m and having more than two axles provided that there is no change in allowable axle loads.
