MINUTES F MEETING OF EXTENDED GOVERNING BODY COMPRISING OF PRESIDENT AND SECRETARY OF UNITS AND OTHER MEMBERS OF THE MANAGING cOMMITTEE HELD AT GHAZJABAD ON 6 MARCH 2021
In the wake of dissolution of the Managing Committee by the President, above meeting was held on the initiative and call of Ghaziabad Unit headed by S/Shri S K
Jain, President and P K Jain Secretary, in terms of notice circulated on whatsapp on
group named SBIPA(DC)-2 on the 24 February 2021. This Unit took initiative to
strengthen the Association in the wake of various unfortunate developments like
unlawful removal and expulsion of the elected President by the General Secretary nomination of one Shri Sureinder Chaudhary as President in his place; resignation of
the General Secretary Shri P K Pathak on health grounds, nomination of Shri BP Mamgain as General Secretary by Shri Pathak himself and later removal of Shri
Mamgain as General Secretary by Shri Pathak and reinstating himself as General Secretary, in flagrant violations of all Rules, norms and ethics in a self-styled and
dictatorial fashion. The meeting was attended by following Presidents, Secretaries and other authorized representatives of the Units:-

President and Secretary of Aligarh (665) Mathura (350) Kotdwar and Haldwani who
sent their confirmation for participation could not come due to last minute problems like Vaccination etc. and other compelling circumstances. Thus the meeting had
supportrepresentation of an overwhelming majority of Members (approx. 7000+) as
well as overwhelming majority of Units. Shri TN Goel was requested by the house to preside.S/Shri T N Goel, N L Goel, M M Magon, S K Jain and P K Jain formed the dais.
INVOCATIONS The meeting commenced by garlanding the idols of Lord Ganesha and Maa
Saraswati followed by chanting of Gayatri Mantra for few minutes.
PROCEEDINGS Sh. P.K.Jain, Secretary Ghaziabad welcomed the gathering and explained the purpose of caling, for the first time, a meeting of both President and Secretary of the
Units to jointly consider steps for strengthening the Association and put it back on rail
after the unfortunate developments that have unfolded in last few months specially the dictatorial way in which senior office bearers have been removed, nominated etc
and punishment culture started by Shri Pathak. He also mentioned how earlier Shri Khandelwal was expelled and threat was held to other Unit Office Bearers from time
the President of his own Unit. He requested the members to to time including express their free and frank views without fear or favour and that thy could criticize
anybody if they wanted.
Shri T N Goel stated that he will speak in the end only, lest members get carried by
his views. Shri S K Jain, President Ghaziabad Unit in his welcome address thanked the participants for their overwhelming response which showed that they were all keen to
strengthen the Association and appealed them to take concrete decisions. He remarked that 29 tests were not being done by Lal Pathlab, Ghaziabad when
recommended by local doctor but are being done at Ghaziabad if recommended by Medical Officers at Delhi. He further said that whenever Units ask the Circle
Association for help they do not respond and if Unit take up some issue with Corporate Centre, which otherwise is the right of even ordinary Pensioner, they were
being threatened by Shri Pathak of disciplinary action which was not in good taste. One such issue regarding non-extension of cashless facility to REMBS Members
with less than Rs. 3 lacs balance was raised by him with authorities when he faced
such a threat from Shri Pathak.

expressed their views. Most of the speakers bitterly criticized the dictatorial functioning and arrogant behaviour of the General Secretary Shri Pathak, specially the way elected President was removed and expelled and S/Shri Sureinder
Chaudhary, B P Mamgain and Anand Arora were nominated as President, General Secretary and Asst. Treasurer respectively without involving the Governing Body. Everyone also criticized the way Shri Pathak came back to resume functioning as General Secretary violating Rules, norms and also all ethics, which has made theAssociation a laughing stock in public.
Name and exact words of the speakers criticizing Shri Pathak and his dictatorial style of functioning have not been incorporated in these Minutes to avoid unnecessary rancour and disaffection. Following other points emerged from the speeches of theUnits' Presidents/Secretaries
1. Shri Pathak has not been doing anything for the last 2/3 years;
2. Approach of the GS Shri Pathak has been one of inaction and obstructing the
President and others to work;
3. The way Shri Khandelwal was expelled was totally wrong and dictatorial; 4. Some speakers praised how relevant issues were raised by the President
during last Pensioners' Meet held in October 2018 specially that of payment of arrears to the Family Pensioners without insisting on succession documents and issues about medicines and e-pharmacy raised by him from various
forums 5. Few speakers suggested that differences be resolved as Branches.
giving weightage to Pensioners due to infighting between President and GS; 6. Many speakers rued that the Association/Federation have neglected the
Pension Updation issue' and huge money has been spent on court case
without any result,7. Almost everyone criticized the way Officer Bearers are expelled, removed
nominated as if there are no rules or regulations,

Date. ************* T.N. Goel 8. A number of speakers suggested that Shri T N Goel should contieé tlead
and preferably takeover as GS since Shri Pathak has already resigned on
health ground and that there is no point of his again trying to usurp the
position of GS despite his poor health because of which Association is defunct
for many years; 9. A number of speakers suggested immediate fresh elections to revive the
Association;

10. Many speakers severely criticized Shri Pathak for personally contacting Units
and asking them not to àttend the Ghaziabad Meeting. Few went to the extent
of demanding action against him for obstructing the free and independent
functioning of the Units and bringing disrepute to the Organisation for this and
also for removal of the elected President, making nomination to the important
posts without involving the Governing Body. Few speakers expressed the
view that there is no separate provision of Managing Committee in the Bye Laws and so all important decisions must necessarily be taken by the full GB;
11.Some speakers criticized that meetings are not being held and everything
being sought to be deferred taking shelter of Covid19
12.Some likened the functioning of the GS to Adhinayakvad (authoritarianism) specially in meetings;
13.One member expressed that the Association built by S/Shri B Rai, HR
Magon, Late Thareja Ji and Bhog Saheb has been destroyed by GS Shri Pathak due to his inaction, dictatorial working style and extremely arrogant
behaviour, as if he was still part of Personnel Department; 14. Speakers strongly criticized how Newsletter was misused by GS for his
personal ends;15.Every speaker demandèd that all Units should be pat of G8 and be
represented by both President and Secretary of Units and election eligibility cannot be shut out for members outside the NCR.
RESOLUTIONS *After threadbare discussion following resolutions were passed
unanimously: () Resolved that all decisions unlawfully taken by Shri Pathak, then GS
either singly or with few other members of Managing Committee by
deliberately and malafidely excluding the elected President Shri T N
Goel, through whatsapp etc, without properly calling meeting of the
Governing Body/Managing Committee and/or without giving notice of
these so called meetings, if at all these were held, to the elected
President Shri T N Goel be and are hereby declared as null and void
ab-initio and are rescinded;

are hereby rescinded and treated as null and void;
Resolved that resignation of Shri Pathak from the post of the GeneralSecretary on health grounds be and is hereby accepted from the date
of his resignation but Shri Pathak's bid to reinstate himself as GS of the
Association by first illegally nominating Shri Mamgain without involving the Governing Body and then removing Sh. Mamgain in order to
reinstall himself without the permission of the Governing Body be and
is hereby rejected; Resolved that all the disputed amendments said to have been made in
2017, which have not been approved by the Statutory Authority despite
lapse of more than three years be and are hereby withdrawn
immediately and Association revert to the pre-amended bye laws and
fresh elections be held accordingly at the earliest; Resolved that every Unit of the Association, irrespective of their
membership strength, be represented in the Governing Body by its
President as well as Generat Secretary. Necessary amendment to the

Bye-laws be initiated in the next Annual General Meeting to facilitate it
and, in the meanwhile, they all be called in the GB meetings as
SpecialInviteesResolved that immediate steps be taken at Association/Federation (vii)levels for realizing the demand of Pensioners for pension updation;
(vii) Resolved that the Association's Bank Accounts be operated by the
President/General Secretary jointly with the Treasurer named herein
only for the limited purpose of holding the AGM and conducting the
Elections Resolved to constitute the following Interim Committee to hold the next (ix) Annual General Meeting, inter alia, for holding hold fresh elections and,
in the interregnum, to take up the problems and grievances, raised by various Units today and problems of Pensioners in general that may
emerge from time to time, with the Management:

Shri N L Goel while proposing vote of thanks for the Ghaziabad
Meeting for organizing meeting of the Extended Governing Body
and making fantastic arrangements for the same, which had already
been individually appreciated by each and every speaker
individually, expressed grave concern over the goings on in the
Association. He endorsed the views expressed by all the speakers
and stated that all efforts will be made to conduct early elections of
the Association in a peaceful manner and as far as possible
unanimously.,
