In accordance with Article 6, Section 3, Paragraph 1 of the Arizona Interscholastic Association, Inc. (AIA)
Constitution, a regular meeting of the Executive Board was held on Monday, March 16, 2020 at the AIA office
located at 7007 North 18th Street in Phoenix, Arizona.
President Jeannine Brandel called the meeting to order at 8:28 am.

In accordance with Article 10, Section 1 of the AIA Bylaws, the Executive Board approved the sanction
requests for the intrastate and interstate activities reflected in the 2019-2020 Master Calendar. The
master calendar is posted online at http://www.aiaonline.org/calendar/?id=5.
The Master Calendar, which is prepared by the AIA for its member schools, reflects activities (events)
that have been sanctioned by the AIA Executive Board. It is the responsibility of each member school to
limit its participation in these sanctioned activities to the maximum number of contests set forth in the AIA

EXECUTIVE DIRECTOR REPORT
Legislative Council was held on Friday, March 6, 2020 at the AIA Office. Minutes can be found online or at the
following link: Legislative Council Minutes
At this time the Athletic Director and Student Leadership Summit for April 13, 2020 have been cancelled. We will
keep membership updated if any changes occur.
On a motion made, seconded and carried the Executive Board made the following determination; Cancel all
competition from March 16, 2020 – March 28, 2020. Practice will be at the discretion of the school or district. All
fees associated with contest cancellations will be waived. Heat acclimatization will be modified appropriately.
AIA Constitution and Bylaws will still be enforced with the exception of Article 15.10. Upon resumption of
competition those students impacted by the 50% transfer rule will regain their eligibility at that time, provided all
other eligibility requirements have been met. For the full release click here.
We will continue to monitor the communications from the governor’s office, as well as the state health
department, and consider recommendations as they come.

EXCEPTION TO ARTICLE 24.5 - FOOTBALL
24.5 NUMBER OF GAMES IN SEASON
24.5.3 No player shall participate in more than ten football games per season, excluding qualifying and post-season tournaments. 24.5.3.1 EXCEPTION: 2A and 1A schools, because of their limited enrollment, may permit a player to participate in
50% more matches or games than the regularly scheduled matches or games per season, excluding qualifying and post-season tournaments. EXCEPTION: 3A players may participate in 6 quarters per week during the regular season.
Due to the movement in football conferences and limited enrollment, Benjamin Franklin, is requesting an
exception to Article 24.5 in allowing players to play up to 6 quarters per week at the 4A level. Because of limited
participation, it will be difficult to run a JV football program. In the past, the rule has been at Ben Franklin that if
a player does not start on varsity, they would play 2 quarters of JV. Thus, allowing them to develop against
equitable competition and size. This rule change would allow our players to develop through the JV program and
fill in on special teams for the varsity team. If the rule does not change, our typical JV players will be moved up
to Varsity full time to supplement special teams and will not get valuable reps on offense or defense.
On a motion made, seconded and carried the Executive Board approved an exception for any 3A school that
moved up to 4A may participate in 6 quarters per week for the 2020-2021 school year.

EXCEPTION TO ARTICLE 15.15 – INTERNATIONAL STUDENT ELIGIBLITY
15.15 INTERNATIONAL STUDENT ELIGIBILITY – Prefatory Statement: In an effort to preserve and promote interscholastic
competitive opportunities for Arizona students and further the goals of competitive fairness and equity, and recognizing the
concerns of AIA member schools related to displacement of Arizona students by students from foreign countries, the following
bylaw addresses the interscholastic eligibility status of international students attending an AIA member school:
15.15.1 Foreign Exchange Students: A foreign exchange student is a student that is in the U.S. under a J-1 Visa, and who is
placed in a school by an educational exchange program approved by the Council on Standards for International
Educational Travel (CSIET). A foreign exchange student is eligible at a school in the attendance zone of the home in
which the student is placed. A foreign exchange student must meet all other eligibility requirements and is eligible for
a maximum of one school year.
Mountain Pointe High School is requesting a foreign exchange student be given the opportunity to participate on
the track and field team. The student was placed in the home of a current junior at Mountain Pointe High School
by the “International Student Exchange” which is on the CSIET list. The family resides in the Corona del Sol
boundaries, however, their daughter has been attending Mountain Pointe since her freshman year and has
participated on the track and field team every year.
On a motion made, seconded and carried the Executive Board approved the above request from Mountain
Pointe High School.

Reported Violation:
Assistant coach approached referees after the game was over, before they left the court. He was asking their
names and as they attempted to walk by him, he put both hands up with his palms open in an effort to stop them
from leaving. He made contact with the chest of one official. As the AD stepped between him and the official, he
then followed the referees and AD into the locker room area, still yelling at the officials. AD again told him to
leave, so he did.
Schools Corrective Action:
Assistant coach has been suspended for the remainder of the season. All coaches will receive extra PD regarding
treatment of officials before, during and after game protocol. AD will ensure that 2 administrators tend to officials
when the final buzzer sounds, rather than 1 as was in the past.

PATAGONIA UNION HIGH SCHOOL – Patagonia Union High School District
Rule: Article 2. Membership. Section 6. Responsibility of School Administrators (2.6.2.3)
Reported Violation:
Fan from PUHS threw a water bottle onto the playing floor near the baseline during the last stages of the play in
game vs The Gregory School.
Schools Corrective Action:
In the coaches meeting before all sports season this kind of behavior will be addressed, and we will discuss the
negative connotations involved. The fan can be told that they cannot be present at the state playoff games in
Prescott if you direct me to do so. The fans in that area were addressed right after the incident by me, and I
warned them not to do it again. I sent the individual that threw it to go pick up the bottle so the refs could identify
the individual.

HOPI HIGH SCHOOL – Hopi Jr/Sr High School
Rule: Article 15. Student Eligibility Rules, Section 10 Transfer Rule
Reported Violation:
A student on our girls’ basketball program transferred from Flagstaff HS following her freshman year. While at
FHS, she resided in the BIA Dorm. Her family resided within our district boundary. She transferred to Hopi to
begin her sophomore year. The athletics’ staff and coaches didn’t catch that she was a transfer student.
Therefore, she did not sit out the required first 50% of power pointed games and participated in the first 5 games
of the season.
Schools Corrective Action:
Contest forfeited. Since we had 19 games on our schedule, the student sat out the next 10 scheduled power
pointed games (Jan 7 – Jan 30). All coaches in the girls’ basketball program at Hopi High School received
additional training over the student eligibility requirements. Hopi High School has also evaluated and
implemented improved procedures to safe guard against this type of oversight. We created a report within our
student information system that will notify the athletics office.

COMBS HIGH SCHOOL – J.O. Combs Unified School District
Rule: Article 15. Student Eligibility Rules, Section 4 Academic Rule (15.4.1)
Reported Violation:
On Friday, February 14, at 10:36 am, I received an email about a wrestler that was participating at the state-
wrestling tournament with a failing grade. This wrestler was previously removed from the roster earlier in the
season; my administrative assistant and I were unaware that the wrestler had reestablished his position on the
team, which is why his eligibility was not verified prior to the sectional wrestling tournament. Once all of the
information was gathered and verified I contacted the head coach to let him know the athlete would need to
forfeit his matches at the state tournament.
Schools Corrective Action:
Contest forfeited at the state tournament. I will review our policies and procedures for dealing with grade checks
for students during our two-week window. I will meet with the coaches to review policies and procedures
determining if the athlete has been cleared for participation and making sure that all athletes that have been
cleared before participation is allowed.

Rule: Article 17. Coaches and Coaching, Section 3 Completion of Contest – Ejection of Coach (17.3.1.1)
Reported Violation:
Varsity boys’ soccer coach received a red card during a playoff game and left the playing surface but went to the
stands instead. There were no other issues during the game. Coach thought that is where he needed to go.
Schools Corrective Action:
We have talked and will make sure all coaches are aware of where they need to go after an ejection during a
game either at home or on the road.

SAFFORD HIGH SCHOOL – Safford Unified Rule: Article 15. Student Eligibility Rules, Section 7 Physical Examination Rule // Section 8 Parental or Legal Guardian
Consent Rule (15.7.1) (15.8)
Reported Violation:
Head boys’ track coach permitted a student to participate in practice without proper clearance from the Athletic
Department. Specifically, the student’s name was noted as “not cleared” on the document – no physical on file,
no parent consent, or other SHS paperwork. The same clearance process has been in place for the past four
years. Though there was no malicious intent by the head coach, he acknowledges failure to adequately check
the clearance document when creating the attendance log.
Schools Corrective Action:
The head coach was required to meet with the AD for two meetings/trainings following the violation to review
school policies, AIA Bylaws and received discipline. As a veteran coach, he understands the bylaw and
acknowledges his mistake. He established a more effective system for initial clearance of athletes and creation
of daily roll-call. He was issued a letter of reprimand to remain in his file. Additional infractions may constitute a
relief of duties as coach.

Head softball coach allowed a student athlete that was not cleared through the Athletics office to practice without
having a physical on file.
Schools Corrective Action:
Site AD met with head coach to ensure that the current athletics clearance process is understood and
implemented. Prior to the start of each season, the site AD meets with coaches to review district, site and AIA
policies. A follow-up email will be sent to all coaches in regard to the Athletics clearance process in additional to
the requirement of using Register My Athlete to verify the status of a student-athlete.
