The Chair made the following announcements:

Interpretation status: corresponded to the standard linguistic profile of the committee: 21 languages were available except for Estonian, Maltese and Gaelic.

Electronic meeting file/Webstreaming: The Chair announced that as usual, the meeting file was available electronically via the e-meeting application and that the meeting would be web-streamed.

Report from the ad-hoc delegation to the 25th Conference of the Parties to the United Nations Framework Convention on Climate Change in Madrid, Spain, 10-14 December 2019: The Chair informed that the meeting documents included the mission report of the ad-hoc delegation to the 25th Conference of the Parties to the United Nations Framework Convention on Climate Change in Madrid, Spain, 10-14 December 2019.

3. FOLLOW-UP ON THE COMMISSION WORK PROGRAMME (including proposals linked to the Green Deal Communication (COM(2019)0640))

A. NEW INITIATIVES:

- European Climate Law enshrining the 2050 climate neutrality objective (Legislative, Article 192(1) TFEU, 4 March 2020) and 2030 Climate Target Plan (non-legislative, incl. impact assessment, Q3 2020).

Decision taken: Please see under point 6 Decisions on procedure.

- The European Climate Pact (non-legislative, Q3 2020)

Decision taken: No further action needed at this stage.

- European Green Deal Investment Plan (non-legislative, 14 January 2020).

Decision taken: Coordinators decided to mandate the Chair to write to the CCC Chair in order to clarify ENVI position as associated committee under Rule 57 in view of comments made by ECON and BUDG Chairs.

- Just Transition Fund (legislative, Article 175 TFEU, 14 January 2020).

- COM(2013)893 final 2013/0434 (APP) Proposal for a COUNCIL DIRECTIVE on the placing on the market of food from animal clones.

Decision taken: Coordinators mandated the Chair to write a letter to the CCC Chair with regard to the planned withdrawals on the Directives on cloning (COM(2013)892 and COM(2013)893), and to invite the Commission for an exchange of views on this topic (see also point 7.1).

5.1 State of play with other committees

5.1.1 Update on repartition of competence with other committees

- DEVE own-initiative report on “The impact of climate change on vulnerable populations in developing countries” (SC)

Decision taken: Without creating a precedent for any other INIs, coordinators decided to do an opinion to the INI “The impact of climate change on vulnerable populations in developing countries” under Rule 56.

5.1.2 Joint ENVI-DEVE hearing on food security and deforestation in developing countries (GF, ES)

Decision taken: Coordinators endorsed the selection of experts prepared at technical level and asked the Chair to request authorissation for this joint hearing on this basis.

5.1.3 Joint BUDG-ENVI hearing on “Greening the budget: how to upgrade climate and biodiversity mainstreaming and to improve the tracking of related budget expenditure. Which role for ‘green own resources’”? (GR)

Decision taken: Coordinators gave some input on issues to be covered by the already authorised hearing and mandated the Chair to agree with his BUDG counterpart on the programme of the hearing.

5.2 Request for an ad hoc ENVI-DEVE delegation to the High-level Political Forum on Sustainable Development (HLPF) in New York in July 2020 and decision on Oral Questions and Motion for Resolution as EP position for the delegation (LV)

DEVE an ad-hoc delegation to the HLPF on 14-16 July 2020 keeping the number of Members limited on the basis of the 2018 precedent and taking into account the size of the different committees.

The coordinators also decided that the EP position should be prepared in the form of an Oral Question with Motion for Resolution jointly prepared with DEVE.

5.3 CAP Strategic Plans - response to AGRI letter of 6 February on the participation of associated committee(s) in shadows' meetings (NP, NH)

Decision taken: Coordinators mandated the Chair to write a reply to the AGRI letter welcoming the possibility for the shadows to start joint work on plenary compromises but without any connection to future legislative procedures.

5.4. Possible further steps following the exchange of views with the Commission on (1) the Fitness Check of the Ambient Air Quality Directives, (2) the Fitness Check of the Water Framework Directive, Groundwater Directive, Environmental Quality Standards Directive and Floods Directive, and (3) the Evaluation of the Urban Waste-Water Treatment Directive, (BM, SC)

Decision taken: On the fitness report of the Air quality Directives (1), the coordinators decided to do an implementation report on the basis of an EPRS study, looking also at the implementation of air quality legislation reducing the source of pollution.

On the fitness check on the Water Directives (2-3), the coordinators decided to do two oral questions with resolution on the issue.

5.5 Requests from the Finnish and Polish Parliaments (GR)

Decision taken: Coordinators decided to give a positive reply to these meeting requests, keeping the format for these kind of meetings limited to the coordinators with a few additional members, and to hold these meetings in camera.

7. DECISIONS RELATED TO NON LEGISLATIVE MATTERS

7.1 ENVI 2020 scrutiny plan (CM, NK)

Decision taken: Coordinators endorsed the new topics for the 2020 scrutiny plan and took note of the fact that the plan will be updated on a regular basis.

Coordinators also agreed to hold a discussion on ENVI’s use of its expertise budget at an up-coming coordinators’ meeting.

7.2 Composition of the ad hoc delegation to the 2020 UN Ocean Conference: “Scaling up ocean action based on science and innovation for the implementation of Goal 14: Stocktaking, partnerships and solutions” (2-6 June 2020, Lisbon Portugal) - LV

Decision taken: Coordinators agreed: - to shorten the delegation;- to request a study to the Policy Department;- at the request of PECH to add one of its Member to the delegation;- to request the Secretariat to transmit to the political groups the d’Hondt repartition of the seats once available and to set a deadline for the names to be provided. The repartition of seats allocated in this delegation between DEVE and ENVI Members should reflect the size of each committee.

7.3 Discussion on a possible ENVI response to the Coronavirus outbreak

Decision taken: Coordinators discussed how to ensure that the EP has a united position on the Coronavirus outbreak and agreed that at this stage there was no need for additional ENVI action. This issue will be added to upcoming coordinators’ meetings to ensure a regular follow-up by ENVI.
