The Special SLBC meeting for approval of Roadmap of Financial Inclusion Plan (FIP) for the State of Odisha was held on 18/03/2010 under the Chairmanship of Shri T.K. In his welcome address, he observed as follows;

Reserve Bank of India had recently constituted a High Level Committee under Chairmanship of Smt. Usha Thorat, Deputy Governor, to review the Lead Bank Scheme. This Committee has made wide ranging recommendations for achieving Financial Inclusion and expanding banking facilities to all villages with a population of over 2000 by the year 2011. As per the 2001 census, there are approximately one lakh habitations with a population of over 2000 in the country. In the State of Odisha, there are 1878 villages having population of more than 2000 as per 2001 census having no banking facilities.

It has been advised by the Ministry of Finance, Govt. of India to draw up action plans by March, 2010 to achieve the aforesaid objective through the District Consultative Committee (DCC). Meanwhile, all LDMs have taken the necessary steps to prepare the Road Map of the Financial Inclusion Plan of all the 30 districts of our State and the same has been approved in the Sub Committee of the DCC (District Consultative Committee). Consolidated Road Map of the Financial Inclusion Plan of all the 30 Districts of our State is being presented in the meeting for approval in this meeting.

He appealed to all concerned present here to support in the process of Financial Inclusion which is our national priority.

PMEGP is the flagship programme of the Govt. of India which is to be implemented by Banks and KVIB, KVIC and Industries Department, Govt. of Orissa is letter and spirit. All concerned should take a stock of the workshop and implement the scheme in our State successfully.

The Banks implementing the PMEGP were requested not only to achieve the target but also to surpass the same to provide employment to the unemployed and also for generation of income.

Shri T.K. Mishra, Chief Secretary, Govt. of Odisha in his keynote address said that success should be shared by all the people. Unbanked area must be given importance. If branches could not be opened in Malkangiri, Raygada and KBK area, then BC Model should be adopted. He thanked SBI who supported us in many areas to start BC Model. There should be more visibility in financial inclusion. Other Banks should come forward. All of them should see the success story of Gramin Bank which plays a vital role in KBK districts. Micro finance is very important. Banks should show keenness to extend support for implementing the Financial Inclusion in the State. Going out of the traditional path, all should march forward with technological innovation covering the people in mass; SBI and UCO Bank are doing very well. He expected all banks should come forward to the cause of the State.

Regional Director, RBI, Bhubaneswar stated that, in the Booklet, it is mentioned that banking services will be provided through BC. That is the first beginning of Financial Inclusion. Actual Financial Inclusion may take long time. SBI has already appointed their BCs for entire state. Most of the Banks have not appointed their BCs. Those who want to go ahead, do not delay and do not allow the people of those areas to suffer. Same thing happened in case of PMEGP. Rightly or wrongly due to service area approach, this PMEGP proposals were rejected at the last moment. Since 6 to 8 weeks passed, Banks could not sanction/disburse. Do not waste time. If one bank can not, then other banks will do it.

While emphasizing the importance of Financial Inclusion, Shri J.K. Mohapatra, Principal Secretary to Govt. Finance Department expressed as follows;

Financial Inclusion is the part of overall growth architect of the Country. Mantra of inclusive growth is enchanted every where. Without Financial Inclusion, state can not have inclusive growth. It is realized that growth by itself does not percolate to the most neglected or vulnerable section of society.

It is felt that inclusive growth will not be very much feasible unless Financial Inclusion is achieved. On Budget announcement, it was told that all the villages having 2000 population and above should be provided banking facility by 2012. It was seen that the entire World is in financial turmoil in last 18 months or so. Some financial illiteracy prevails, in Kandhamal, Malkangiri and some western districts. In some western countries financial illiteracy prevails also. 40% of credit card holders in western countries are in debt trap. Among them 30% of Americans, U.K and Europeans do not know how to calculate compound interest. Country like India, State like Odisha, Region like Kandhamal, Malkangiri, Gajapati, the level of financial illiteracy is really alarming.

The technology has to be developed and pushed aggressively. The strategies are required for covering masses for inclusive growth. SHGs are contributing much more. All should aggressively explore the business opportunities. He expressed that, he will have a presentation about the scenario pertaining to Financial Inclusion of the State.SLBC approved the 1878 numbers of villages on FIP having more than 2000 population as per 2001 census. Financial Services must be provided and exercise must be completed by 2011. There are nearly 20% villages whose population are above 1700 have been left as per 2001 census. There should not be any complain in identifying the villages having population of more than 2000 without banking facilities.

SBI stated that Financial Inclusion is an important commitment by Banks which Banks have to fulfill. Here is an opportunity for the Bankers to do good work for the society. Please do the same for Financial Inclusion and PMEGP.

The consolidation of FIP of districts reveals that there are 1878 numbers of villages having more than 2000 population are unbanked, i.e. those villages do not have banking facilities.

Ganjam District is having highest numbers of villages (261) having populations of more than 2000 where banking facility is not available. Deogarh District is having lowest numbers of village (1) having population of more than 2000 where banking facility is not available.

From the approved Road Map of Financial Inclusion Plan, it is very much cleared that Banks in the State are interested to provide banking facilities through BC/BF model.

Following decisions are taken to be abided by all concerned.

At the district level, sub committee of DCC has to oversee the progress of FIP on monthly basis.

LDMs have to share the monthly progress report of FIP desired by RBI to SLBC on monthly basis by the 5th of succeeding month and SLBC has to submit the consolidated figure of State to RBI by 10th of succeeding month.

A sub committee of SLBC is constituted to look up the issues of roadmap of FIP of the State of Odisha with following members.

The Road Map of the FIP of the State was approved in the Special SLBC meeting held on 18/3/2010.

Banks will provide banking facilities allotted to them as per the Road Map approved in Special SLBC Meeting held on 18.3.2010.

LDMs have to convene the monthly Sub-Committee meeting of DCC regularly and submit the monthly progress report of Financial Inclusion Plan as per the prescribed proforma sent to them on monthly basis by 10th of every succeeding month to SLBC and SLBC in turn submit to RBI by 15th of that month.

At the end Mr. C.P. Das, Chief Officer, SLBC extended vote of thanks to the Chair as well as the participants.
