PTTG to develop ToR using the groups purpose and overarching objectives and bring back to next PTC meeting (9 April 2020). Group will decide on own chair model through ToR.

5. Review Committee Priorities

Objective 4: Governance and Management – Peel Regional Trails Strategy Committee Priorities Status Update attached for updating at future meetings.

Peak trail bodies to sit alongside and feed into the PTTG. 4.2

Kelvin Barr to request DLGSCI add PTC members to distribution list for the meeting notes/actions that come from the WA Trails Reference Group. PTC Minutes to be sent to WA Trails Reference Group. WA Trails Reference Group is currently tasked with compiling a resource with all the strategies and related plans.

4.3 Local trails projects are preferred to be retained within LGA’s and the Officers working in that space. At this stage, the employment of a Peel Regional Trails Coordinator (PRTC) is not supported by all LGA’s. This priority reassigned to PTC.

4.4 Bibbulmun Track Foundation model is a really good example of trails management. Consider future training/forum on works/maintenance management models. Any model needs to be flexible and sustainable across LGA’s. PTTG to capture capacity of volunteer groups in their LGA’s – skills, knowledge and resources of volunteer groups This priority reassigned to PTTG

4.5 Annual Review

4.6 This priority reassigned to PTTG Kerstin Stender is able to offer technical advice and experience on various land tenue/land access arrangements. Include in on meeting notes/action items from PTTG.

4.7 Michelle Rich and Anika Serer – to discuss with Peel Alliance the intention of the PTC to develop arrangements with DBCA for LGA management of trails across the Peel. Kelvin Barr – at a subsequent meeting, provide an overview of discussions had with DBCA and Shire of Murray about the management model and

6. Current Trails Activities Brief outline of current trails activities and projects. Department of Biodiversity, Conservation and Attractions

• Hiking Strategy being finalised with DLGSCI. • 7 May - Trails Forum at Dwellingup. • Regional Trails Master Planning – Great Southern Region, public comment being

received • Collie/Wellington Dam river trails. • Mountain Biking Festival in Collie this coming long weekend. • There is potentially some funding to deliver training around planning of trails around

water. A good opportunity for trail lead Officers. Michelle Rich offered SJ as a host venue.

• Trails Signage Guidelines are being developed – PTC request DBCA to present this at a future meeting.

Shire of Murray • Dwellingup – completed 11km of trails, part of 35km of trails in the Murray Valley

network. • Currently tendering for 17.8km. • Suspension bridge over Lane Pool is out for engineering. • Island Pool facilities being planned. • EOI out for pop up café at Baden Powell and shuttle services to the trail head and a

commercial opportunity within the existing Dwellingup Visitor Centre. • Mountain Biking Western Australia project updates can be found at

https://mtbwa.com.au/ Linking mountain biking trails across LGA’s is important as good quality trails will attract interstate and international visitors.

• Captain Fawcett 4wd trail works to be programmed. • Branding and marketing due for completion end of 2021. • Dwellingup GAPP project for funding to finish off trails and centre. • Trails Town Accreditation guidelines being actively developed.

• Working with DBCA on the enhancement of Kitty’s Gorge trail around parking, toilets and access.

• Working with DBCA on the revamp of Langford Park. • Realignment of Bibbulmun Track back into Jarrahdale. • Business case for Jarrahdale Trails Town. • Future focus on equine trails. • Establishing internal standards around maintenance of trails. • A dedicated Trails Project Officer has be seconded internally for 12 months to

City of Mandurah • Working with Common Ground on priority trails identified the local trails plan for

Mandurah. Estuary and Halls Head Island trail are focus areas as well as canoe trails business cases for development.

• The City’s Economic Development Team is leading these business cases. • Working with DBCA on a Masterplan for development of Yalgorup National Park.

4. Governance and Sustainability of Trails and Management Models Kelvin Barr, Shire of Murray provided the Committee with a presentation on Trails Governance and Sustainability. A copy of the presentation is included with the minutes.

Key points of the discussion were:

• If LGA’s are sharing resources under an agreement – it is important that the 8 steps have been completed.

• Leasing sections of trails from DBCA is open for discussion • Difficult to get one size fits all with a management model across the Peel • Any LGA taking on trail development and maintenance needs to consider the high

amount of costs, responsibility and ongoing maintenance needs.

5. Off Road Vehicle Areas Anika Serer, Peel Alliance

At the February meeting of Peel Regional Leaders Forum, an update and discussion on off road vehicle recreation area initiatives in Peel and surrounding areas was provided by Gordon MacMile, Director Strategic Coordination and Delivery at Department of Local Government, Sport and Cultural Industries.

Key points from Mr MacMile's presentation included: • State Trailbike Strategy 2008 – low hanging fruit has been delivered but it is acknowledged that the ‘big ticket items’ have not been addressed • Website launched in November with information for riders/drivers; retailers; local government. Includes map of permitted and prohibited ORVRAs and information. https://www.dlgsc.wa.gov.au/local-government/community/off-road-vehicle-areas/off-road-vehicle-map • ORV’s – only about 10% of numbers are captured due to not being registered. Previously to register an ORV a Stat Dec was required acknowledging restrictions, this was prohibitive. The process is being reviewed so it can be done online, and retailers educated to include at point of sale. If this increases capture rate to 50% it will increase the funds available to develop and maintain ORVAs (from registration fees). • The Off Road Advisory Committee has been re-established, chaired by Gordon

MacMile Director Strategic Coordination and Service Delivery, Department of Local Government, Sport and Cultural Industries and including representation from local government and interest groups. Helen Sarcich from the Shire of Serpentine Jarrahdale is a member of the committee as a WALGA representative and Kerstin Stender is also a member as a Department of Biodiversity, Conservation and Attractions. The Committee has been tasked with identifying sites suitable for ORVRA with medium term availability (eg up to 30 years) for department/agency investigation and filtering. Minister Murray has requested a short list by the end of the year to action the development of additional ORVRAs. It is suggested that Peel Alliance produce a collaborative list to submit to Helen.

It was agreed that each local government should develop a list of potential areas within their locality that may be suitable, based on site assessment and feasibility, for off road vehicles, for submission to the Off Road Advisory Committee via Helen Sarcich.

Key points from the discussion were:

• Any development of an off road vehicle area should go through the 8 step process and align with Trailbike Strategy 2008.

• The Trailbike Strategy 2008 is still current and comprehensive. • State Trailbike Strategy – heavy in cost and maintenance, key consideration is the

sustainability and management model. Whoever is developing needs the capacity, income stream, resources, skills and time.

• The Recreational Trailbike Riders Association has emailed requesting a $10,000 contribution from Peel LGA’s to undertake a South Metro Peel Trail Bike Regional Master Plan. In this current climate, LGA's do not have the funding for this.

• The Committee reiterated that Off road vehicle use transcends local and regional boundaries and that the State must play the primary role in the master planning process, with input from all stakeholders to identify, develop and manage a sufficient number of approved ORV areas to effectively cater for all classes of off road vehicle use.

• There is potential from an economic development point of view – if any LGA has a piece of suitable land, they could do an EOI with any proponent to do the planning and go through all the approvals etc. putting the onus on the developer to do the development work and run it.

• Potential land could include spent mining land which is difficult to rehabilitate. An initiative worth looking at is the new CRC TIME (Transformations in Mining Economies) https://smi.uq.edu.au/crc-time

• There are some funds in the ORV account from registrations. Although not a large amount of money, this could be used to support development and management of facilities however overall the implementation of the Trailbike Strategy 2008 is stuck.

Action: Anika Serer (Peel Alliance) to email Peel CEO’s requesting identification of possible land within their respective LGA’s and provide a list of any potential sites to submit to the State ORV Advisory Committee for review, investigation and referral to stakeholders.

Action: Helen Sarcich (SJ) to check if the Terms of Reference for the ORV Advisory Committee can be shared and share if so allowed.
