Work Programme

The revenue share will have to be bid at two levels:

• Lower Revenue Point (LRP) (USD 0.05 mn per day)

• Higher Revenue Point (HRP) (USD 7 mn per day)

Bid with highest NPV will get 50 marks and other bidders will be

proportionately evaluated

Bidders have to bid for 2D seismic, 3D seismic, Exploratory wells, core

analysis. Bidders quoting highest in the respective exploration activity will

get highest marks allotted to that activity and other bidders will be

proportionately evaluated

Originator Incentive

Investor who has submitted an EOI for carving out a block (deemed as

Originator for the respective Block) will be assigned 5 marks on a First Come

First Served Basis

Bidder quoting highest 2D seismic survey (LKM) will be assigned 8 marks

and others will be assigned marks proportionately

Bidder quoting highest 3D seismic survey (SKM) will be assigned 17 marks

and others will be assigned marks proportionately

Bidder quoting highest number of wells will be assigned 15 marks and

others will be assigned marks proportionately

Bidder quoting maximum number of wells with core analysis for target

shale plays will be assigned 5 marks and others will be assigned marks

proportionately based on their quote.

Activity Evaluation Marks

The revenue share will have to be bid at two levels: “Lower Revenue Point (LRP)1” and “Higher Revenue Point

(HRP)2”. The revenue share for intermediate points will be calculated by linear interpolation. The bidder

offering the highest net present value of the revenue share to the Government will score the maximum on this

parameter. Four Notional Revenue Profiles for Bid Evaluation has been published in NIO. (Appendix V)

Stabilization Period There is a provision for revenue sharing at LRP for an initial period of two years [2] in case of Onland, three years [3] in case of Shallow Water and five years [5] in case of Deep Water & Ultra Deep Water blocks irrespective of the Revenue levels to incentivize investment of the Contractor and achieve break-even.

Two data view rooms located on 6th floor of the office of DGH, Noida dedicated for bidders of OALP bid round-I.

Two teams can independently work and evaluate blocks on offer

All the E&P data of 55 blocks will be made available on two high end work stations with 512 GB of RAM for smooth & faster operation

Work stations are equipped with Decision Space Geosciences (DSG) interpretation software of Halliburton with full G&G functionality for interpretation and evaluation of blocks/data package in data room itself

Fully trained DGH team will assist the bidders visiting NDR data rooms for technical queries/help related to data package/software

Bidders can take away up to 5 (Five) snapshots of their evaluation/interpretation carried out in the data room

A team comprising of 4 (Four) persons can visit data room

Data room will be opened on all working days (Monday to Friday) from 10:00 AM to 05:00 PM
