INFORMATION ON TOURISM IN 2009

INTRODUCTION
The 2009 tourist season progressed in extraordinary circumstances, giv-en the economic crisis which largely influenced tourist trends not only in our country but in the region as well.
The projections of the 2009 Economic Policy are achieved. Finan-cial and physical indicators are at the level of the last year’s indicators, and surveys show a high level of satisfaction of tourists. Having in mind objective conditions, the achieved results can be considered a large suc-cess.

Within the preparations for this year’s tourist season, considerable funds were in-vested in improving communal and road infrastructures.
During the season, the work of communal services and power supply sys-tem were at a satisfactory level, and when speaking about water-supply, a number of activities were undertaken to reduce losses of the existing network by replacing worn-out pipes, and finding new springs in order to provide a longer-term solution to the problem. It is expected that majority of works will be completed next season, so municipality networks will be ready for the completion of the Project Regional Water-supply System.

Activities focused on preparing the season
Towards the crisis tourist year, the Government of Montenegro, municipalities, National Tourist Organization and tourist economy implemented a set of measures:
● Reduced taxes on income of private entities from 15% to 12%● Subsidies to small and medium size enterprises for electricity 10%● Additional subsidies to distributive consumers of 5% for the period from 1st April to 30th September● Duties affecting the prices of fuel removed ● Fees for using construction land removed● Taxes and contributions on salaries reduced● NTO implemented intensive campaigns on local, regional and global markets● Tourism economy reduced prices by up to 30% and offered a number of benefits to tourists● Banking sector has not responded to the need for short-term crediting of the needs of tourist economy

● Monthly sessions of the Coordination Body were held, and it was chaired by the President of the Government; members of the Coordination Body are Government representatives, managers of public enterprises and institutions, Mayors of tourist municipalities and representatives of private sector,
● Three operational teams are established by the Coordination Body and representa-tives of private and public sectors participated in its work,
● A uniform Communication Strategy is defined with clear and harmonized messages to all emissive markets,
● The result is 88% of implemented activities which are defined by the Action Plan that was adopted by the Government in October 2008.
Activities focused on preparing the season
Tourist turnover – quantitative and qualitative effects
● During the first ten months of 2009, Montenegro was visited by 1.178.650 tourists, which makes an increase of 2,25%, with 7.439.604 overnights, or 2,43% less than in the same period of 2008.
● Considered by countries, the most overnights were realized by tourists from Serbia – 31%. A considerable share in tourist turnover was realized by tourists from the EU countries this year as well – 21%. Having in mind the extraordinary conditions of the season, it was to be ex-pected that a significant number of overnights would be realized by the tourists from former YU region – 17%.
● When speaking about qualitative effects of the summer tourist season, the data obtained from the Central Bank of Montenegro confirm that this season was satisfactory from financial aspect as well.
● The revenues generated in the first ten months amount to almost 490 million €, which is almost at the same level as in the same period last year.
● According to projections, it is expected that Montenegro will be visited by around 1,2 mil-lion tourists by the end of 2009 (by around 2% more than in 2008), and realize around 7,6 mil. overnights (2,5% less than last year).

● The National Tourist Organization, in cooperation with the German Technical Coop-eration Association and the survey bureau “DeFacto Consultancy”, implemented Guest Survey 2009 in the period June to end of October 2009.
● The purpose of the Survey was to obtain an objective and representative picture of the satisfaction of guests during their stay in Montenegro, all aimed at quality develop-ment and innovating tourist offer, and its positioning on the European market.
● The results of this project provided answers to questions such as: age of tourists visit-ing Montenegro, gender, monthly income, nationality, etc. A specific item is related to questions regarding the stay of tourists in Montenegro: revisiting of Montenegro, the most important activities during their stay, tourist places visited in Montenegro, excur-sions in the region, consumption, etc.
● According to current plans, the Survey will be implemented in the same period next year as well.

Negative aspects:● Grey economy persists, although at a lower extent.● The problem of noise prominent in tourist places.● Safety in traffic improved, but insufficiently.● General level of cleanliness needs to be raised to a higher level.

CHARACTERISTICS OF THE SEASON
● The quality of offer improved● Total of 285 hotels in Montenegro, modernized or 1.600 rooms put in function,● 19 beaches hold prestigious international quality symbol “Blue Flag”● 6 marines pre-categorized● 6100 work permits issued, which cover close to 60.000 beds in private accommodation● National network of hiking and biking tracks identified in the length of around 6.000 km● Rich and increasingly distinguished cultural-entertaining programme
Activities of the Ministry and the NTO in 2009
According to the European Policy, activities of the Ministry were aimed at:
● Mitigating negative effects of global economic crisis on tourism in Montenegro.
● Keeping the most important emissive tourist markets.
● Balanced development of tourism based on principles of sustainable development.
● Improved quality of tourist offer and its standardization.
● Developing diversified offer, with a special emphasis on nature-based tourist offer.
● Creating more friendly environment for investments in tourism.
● Creating infrastructure conditions for implementation of development plans.
● Educating tourism staff in line with the Strategy of Human Resources in Tourism.
● Improving cooperation at all levels of government – national, local, private sector, non-governmental organizations.

Activities during 2009
● The Ministry of Tourism and the National Tourist Organization have undertaken activities to-wards implementing priority tasks defined by the Tourism Development Strategy, and towards implementation of projects which contribute to improved tourist offer, extended season and valorization of existing potentials in line with principles of sustainable development. Special attention was paid to the projects aimed at sustainable use of natural resources.
● For the purpose of improving the quality of services, in line with the Strategy of Human Resources in tourism, activities are intensified towards improving vocational education, i.e. establishing a link between tourism economy and educational institutions.
● Together with donors (USAID, ADA, GTZ, UNDP, SNV, etc.), projects are implemented which create conditions for further improvement of tourist offer of Montenegro: development of agro-tourism, health and wellness tourism, culture tourism, improved processing of statistical data, etc. Additionally, significant cooperation is established with Italian Government as well, which provides strong support to drafting strategic documents and developing specific proj-ects for tourism development in Kolašin, Žabljak municipalities, then in Perast, for construc-tion of the first Eco-building in MNE, etc.
● Within the cooperation with NGO sector, 40 tourist projects were supported this year, and co-financing of 44.500 € was ensured for these projects.
Cooperation with the UN World Tourist Organization
● As a result of successful cooperation between the Ministry of Tourism and the World Tourist Organization, in October 2009, in Kazakstan, Montenegro was selected to be vice presiding country of the European Commission of the United Nations World Tourist Organization (UNWTO – which gathers 45 countries) for the next two years. Slovenia was selected to be the presiding country, while the second vice presiding place was given to France.
● The European Commission of the United Nations World Tourist Organiza-tion traditionally holds the most important position in the UNWTO’s work, and its work over a number of decades has contributed considerably to positioning of Europe in tourism in the world.

Cooperation with the World Travel and Tourism Council
● For the purpose of objective positioning of Montenegro as a tourist destination in in-ternational environment, as a condition for realistic identification and projecting goals of economic policy, and making the right decisions, the Ministry of Tourism, in cooper-ation with the World Travel and Tourism Council (WTTC), has continuously undertaken activities aimed at improvement of statistical methodology since 2003 in relation to monitoring of tourist turnover and effects of tourism as economic sector which di-rectly and indirectly multiplies its positive business effects.
● According to the 2009 report of the World Travel and Tourism Council, the results of satellite account of effects of tourism, which was prepared by the Prognosis Institute from Oxford, are:
● Direct and indirect shares of tourism in Gross Domestic Product in 2009 will amount to 730,0 mil EUR or 20.8% of total GDP (it amounted to 690,7 mil. € in 2008). Direct share will amount to 366,3 mil. € (353,4 in 2008) or 10,5% of total GDP
● Total employment in wider tourism-generated economy in 2009 is envisaged at 29.000 jobs, or 17,8% employees in all economic sectors. The total of 15.000 jobs in tourism as an economic sector (directly) makes around 9% of total employment in 2009.
● Capital investments in Montenegrin tourism (improving buildings, amenities and equip-ment, and infrastructure) will amount to around 288,4 mil EUR in 2009 or 33,7% of total capi-tal investments.
● Tourism and travel sector will grow in the period 2010 – 2019 at annual rate of 6,2%, which is above the rate envisaged at the world level for the same period, which amounts to 4%.
Cooperation with the WTTC

53rd meeting of the Board of Directors and 77th General Assembly of the European Travel Com-mission (ETC) held on 14 October in the Hotel “Splendid Conference&Spa Resort” in Budva.
ETC gathers 39 European countries, their Na-tional Tourist Organizations respectively. Pri-ority task of this organization, in addition to cooperation and exchanging experiences be-tween members, is to promote Europe and create integral offer of tourist Europe, by pro-moting specific features and characteristics of every country on distant markets. This Commis-sion was founded in 1948, and Montenegro has been a member state since October 2006 and has been increasingly involved in the Working Group.
Cooperation with the European Travel Commission
In order to maintain dynamics of creating high-quality tourist facilities in Monte-negro, new, integral green field projects are crucial.
After transparent tender procedure and successful negotiations, contracts were concluded with reputable companies for long-term lease and investments in the Luštica Peninsula:
● Tivat municipality: 6,5 mil. m2 , 8 hotels, moorings for yachts, luxury villas, golf courts and
commercial facilities, minimum investment 150. million €, total investment 1,5 billion €.
Partner: Orascom Hotel Development – Switzerland – Egypt
● Herceg Novi municipality (Dobreč – Rose): 522 thousand m2, 1 hotel and 29 rent-a villas
– implementation plan 4 years, investment 245 million €
Partner: Equest Fund Limited - Sweden
Implementation of projects will start in 2010.

Hiking & Biking Project is an excellent example of sustainable valorization of resources in the central and northern regions of Montenegro:
● Top hiking and biking trails identified and documented● More than 1000 km of mountain trails marked● Implementation of Bed & Bike standards started (pilot project of 20 accommodation units) ● New concept for the appearance of holiday resorts on trails● Conditions created for training and licensing of mountain guides● Signposting unified● A book with 1700 km of trails published● Mountain Rescue Service better equipped● Improved human resources● New panoramic map for internet with a view of top trails● Promotional maps obtained new technical basis● GIS – electronic map with mountain trails

Tourist inspection
● In the period from 16.06. to 10.09. 2009, 23 tourist inspectors performed 7155 inspec-tion supervisions of the subjects to control. The legal framework, which was the basis for implemented inspection activities present-ed in the Report, refers to enforcement of the Law on Tourism with related regulations, the Law on Inspection Supervision, the Law on Offences, the Law on Marine Resources with the Regulation on planned and built bathing places, and other legislation which regulate hospitality and tourism activities. 5264 irregularities were identified during in-spection supervisions.
● A priority in the work of the tourist in-spection were the controls which influence suppressing the start of engaging in activi-ties without work permits in order to reduce grey economy, control rental of vessels and scooters, control the mediation on the street in terms of renting private accommodation (“dealers”), control advertising of accommo-dation capacities contrary to the decision of the competent authority, control the condi-tions for providing services on bathing plac-es – beaches and the control which directly influenced the protection of users of services – tourists (reporting through the call centre, and through a direct telephone line of the tourist inspection).

Portal www.montenegro.travel has been visited 426.425 times, increase of 173,75%. Regular updating and promotion of current events and offers during the season in co-operation with the LTOs
Campaign “Do not leave tourists in the dark” was launched by the NTO in May, and it was intended to all who want to be promoted on official tourist webportal.
Montenegro Customer Care 1300 – avail-able 24 hours a day. Through Call Centre, by dialling 1300, tourists can book accom-modation and get all the necessary tourist-related and general information, file a com-plaint and appraisals.
