BUTUAN City––Surigao del Norte Governor Sol F. Matugas appeared to have announced Region 13’s of-ficial tourism slogan: “It’s more fun in the Philippines but it’s MOST fun in Cara-ga! FUNtastic Philippines! Spectacular Caraga!”

Matugas submitted the slogan in her speech at the opening of the 15th General Assembly of the Caraga Regional Tourism Council Foundation, Inc. at the Bal-anghai Hotel and Conven-tion here on Tuesday.

To prove her point, Ma-tugas said Caraga offers 499 “breathtaking” and world-class tourist attrac-tions including 102 beaches, 72 waterfalls, 45 caves, and 32 lakes, “all waiting to be discovered and explored.”

Matugas, who chairs the Regional Development Council, said that aside from these natural tourist destinations, mentioned Caraga’s wealth of natural and commercial forests, industrial crop plantations, mountain peaks , ranges and vast expanse of valleys for eco-tourism.

She also pointed to the Caraga’s rich history with the discovery of ancient rel-ics like the balanghai boats and other artifacts here and in other parts of the region to expand the inventory of tourist attractions.

Caraga Peace and Order and Council, said some P800 million will be needed in the project to be sourced from financial institutions like the World Bank, Asian Development Bank, JICA and domestic banking com-munity.

Agusan del Norte Gov-ernor Erlpe John Amante, in his message, said Caraga “is a home of breathtak-ing tourism sites, many of which are “still untouched by human hands.” Since developing these attrac-tions “will bolster the re-gion’s economic status”, it is “of great responsibility to take full advantage of these available potentials and bring these into the limelight as concrete tourist destinations.”

This gathering, held an-nually with the support of the Department of Tourism in Caraga, has assembled almost a thousand delegates from Butuan City, Agusan del Norte, Surigao del Norte, Surigao del Sur, Agusan del Sur and Dinagat Islands.

Caraga Tourism Coun-cil president Atty. Rema Erigbuagas-Burdeos said the interest shown by the delegates and the unequivo-cal support given by Caraga’s top officials to her group’s effort to make tourism a priority in local government development programs and to unite stakeholders in promoting Caraga as an im-portant tourist destination are indications the council is on the right track.

Burdeos said that un-like before when groups separately launched cam-paigns for local tourism sites, today’s focus is on the regional level with all tour-ism attractions in Caraga offered in one promotional package.

She added that the sup-port of the region’s top of-ficials will pave the way for more collaboration and cooperation among local officials and private stake-holders in drawing up or mapping out effective strat-egies in promoting Caraga and attracting Filipino and foreign tourists.

On this score, Matugas assured that the govern-ment is relying on tourism as one of Caraga’s “growth drivers”. She revealed that Eco-tourism has been laid down in the Caraga Re-gional Development Plan 2011-2016 as key area for development.

According to the RDC chairperson, with tour-ism as a major employ-ment generator, Caraga’s competitive advantage in tourism sector development owing to the region’s rich natural endowments like its relatively untapped for-ests and waterways as well as historic significance is expected to be “a big come on” for local and foreign visitors. Because of this, she anticipates employment “robustness” in the tourism sector, she said.

Matugas stressed that as the government takes the lead in optimizing tour-ism initiatives, tourism de-velopment will be further enhanced by:

-Tightening coordina-tion and collaboration be-tween and among the local governments, private sector and national government agencies in the development of infrastructure facilities, sea and air linkages and e-commerce to assist greater mobility of people, goods and services; and

-Developing efforts on tourism circuits to high-light each locality’s unique-ness. Tourism shall have the twin themes of nature and business to cater to both economic and leisure

DAVAO City––The Davao City Anti-Crime Unit (DCACU) or ‘men-in-black’ were tasked to assist the lo-cal police in patrolling the streets and visibility, Mayor Sara Duterte-Carpio said.

She said the DCACU only acts as back-up force to provide assistance to law enforcers.

Neither DCACU con-ducts investigation nor im-plements warrants of arrest, Duterte-Carpio added.

The city executive issued the statement to belie claims that the DCACU had not contributed significantly to the reduction of criminal incidents in the city after its creation last year.

The environment and natural resourc-es offi-cer of Misamis Oriental, Conrado“Dodong” Sescon, identified 14 persons oper-ating hydraulic machines used in the illegal min-

ing activities along Iponan River, specially in barangays Bagocboc, Tingalan, Nang-caon and Cauyunan.

Sescon also identied a certain Dulper Gayla and the “Mendoza family” as in-volved in the hydraulicking activities in Sitio Inapasan, Barangay Bagocboc, Opol, Misamis Oriental.

Those involved in the hy-draulicking activities along the Iponan River are using engines that range from 10 horsepower to 24hp to pump water uphill to destroy a mountain side believed to contain gold nuggets.

Hydraulic mining is a form of mining thatuses

high-pressure jets of water to dislodgerock material or move sediment. Water is redirected into narrow channels, usuallycanvas or rubberized plastic hoses and outthrough a giant iron “monitor” or nozzle.

The extremely high pres-sure stream wasused to wash entire hillsides through enormous sluices. The resulting water-sediment slurry is directed through sluices boxes to remove the gold.

OIL firms hiked prices of their petroleum products on Wednesday.

Major oil players Pilipi-nas Shell Petroleum Corp., Petron Corp. and Chevron Philippines (formerly Caltex Philippines) raised their respective prices for pre-mium gasoline (including unleaded) by P1.15 per liter, regular gasoline by P1.30 per liter and both diesel and kerosene by P0.50 per liter effective 6 a.m. Wednesday.

Total Philippines also enforced the same set of price adjustments on the same time, except for kero-sene.

Meanwhile, independent oil company Eastern Petro-leum increased its prices of gasoline by P1 per liter and diesel by P0.50 per liter.

Last February 14, oil companies added P0.50 to every liter of unleaded gasoline and P0.85 to each liter of diesel and kerosene.

This was preceded by a hike of P0.25 per liter on unleaded, P0.60 per liter on regular gasoline and P0.30 per liter on both diesel and kerosene last February 7.

A lawmaker has asked the House of Representatives to direct the Committee on Information and Com-munications Technology (ICT) to conduct an in-quiry on the proliferation of unsolicited messages and unsubscribed services sent to postpaid and pre-paid subscribers of vari-ous telecommunication companies. Rep. Pedro Romualdo (Lone District, Camiguin) filed House Resolution 2075 to address the com-plaints of both postpaid and prepaid subscribers on the upsurge of unsolicited messages containing nui-sance information, politi-cal gimmickry, promotion of various services and products, spam messages and even, unsubscribed services which are billed to postpaid subscribers and deducted from the load of prepaid subscribers. According to Romualdo, there is a need to recom-mend remedial measures to

MDA partners with BOI to boost investments in MindanaoBy APIPA P. BAGUMBARAN

CAGAYAN DE ORO CITY, -- Seeking to generate more investments for the island, the Mindanao Development Authority (MinDA) is set to forge a partnership agreement with the Philippine Board of Investments (BOI) that would enhance mechanisms on investment promotion in Mindanao. The MinDA Board has approved during its regular meeting recently a draft memorandum of agreement between MinDA and BOI, underscoring greater collaboration in increasing capacities of MinDA in investment facilitation and genera-tion. The Regional Board of Investments Autonomous Region in Muslim Mindanao (RBOI-ARMM) has also expressed its interest to forge cooperation with MinDA. Altogether, the three agencies will undertake collaborative efforts to promote and facilitate investments in Mindanao, both domestic and foreign. The partnership is already eyeing the Middle East to be one of the major target markets of the now booming Halal production industry in ARMM. An attached agency of Department of Trade and Indus-try, BOI is the lead government agency responsible for the promotion of investments in the country. It also assists both local and foreign investors to venture and prosper in desirable areas of economic activities. BOI has firmed up its support through the MOA to assist MinDA and RBOI-ARMM in linking with target investors, both domestic and foreign, as well as for investment efforts that cover the regions of Mindanao and Palawan which are the country’s focus areas to the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA). Angeles also reported that with the specific arrangements they have with RBOI-ARMM, the latter can directly approve and provide for the investment incentives, instead of the central BOI. Meanwhile, MinDA will focus on coordinating with relevant agencies and linking with the private sector in Min-danao and Palawan to facilitate the marketing of investment opportunities in the said areas. It will also take the lead in preparing the implementation plan and results monitoring framework of the investment program. “This is a significant move in achieving our vision of a Mindanao that is financially self-reliant and able to effectively use its own funds to direct a self-determined development path,” said MinDA chair Luwalhati R. Antonino.

Failure to create Food and Drug Admin criticizedAFTER more than two years since it was enacted into law, Republic Act 9711 or the law creating the Food and Drug Administration (FDA) is yet to be fully implemented. “It has been two years and four months since the passage of the law on August 10, 2009, no concrete actions, initiatives or mechanisms have been done for the agency’s full mandate implementation,” Rep. Ferjenel Biron (4th District, Iloilo) said. Biron said the Implementing Rules and Regulations (IRR) of the law were promulgated by the Department of Health (DOH) in consultation with the FDA only on 22 March 2011. Biron said the law was enacted to enhance and strengthen the administrative and technical capacity of the FDA in the regulation of establishments and products under its jurisdic-tion and ensure the FDA’s monitoring and regulatory coverage over establishments and products under its jurisdiction. Likewise, Biron said the law will also provide coherence in the FDA’s regulatory system for establishments and products under its jurisdiction. “It is a declared Policy under Section 3 of RA 9711 and Section 2 of its Implementing Rules and Regulations to enhance the FDA’s monitoring capacity and strengthen its capability with regard to the inspection, licensing and monitoring of establishments and registration and monitoring of health products which should have been attained by the full imple-mentation of the law,” Biron said. Under the law a Congressional Oversight Committee (COC) will be created composed of the Chairpersons of the Committees on Health and Appropriations of the House of Representatives and two Members to be appointed by the Speaker, the Chairpersons of the Committees on Health and Finance of the Senate and two Members to he appointed by the President of the Senate, to oversee the implementation of this Act for a period of five years and to review the ac-complishments and the utilization of income of the FDA. Under the law, the FDA shall have a Center for Drug Regulation and Research, Center for Food Regulation and Research, Center for Cosmetics Regulation, and Research and Center for Device Regulation, Radiation Health, and Research. These Centers shall regulate the manufacture, importa-tion, exportation, distribution, sale, offer for sale, transfer, promotion, advertisement, sponsorship of, and/or, where appropriate, the use and testing of health products.

CAGAYAN DE ORO CITY, -- The Regional Peace and Order Council 10 (RPOC 10) convenes under Misamis Oriental Governor Oscar S. Moreno as its new chairperson, vowed to sustain its leadership in Mindanao. For more than a year the RPOC 10 had no chair and under the law its chairmanship has to be appointed by the DILG with the approval of the President and consent of the partner non-government organizations as well as from the private sector. “While we occupy the position of leadership, it may slip away,” he said, adding that the typhoon Sen-dong mishap has also affected the region’s economy. “Other regions are fast picking up, we are well positioned but certainly Sendong will take its toll on the whole region and the challenge now, is how do we make up for it we need to do more, to be able to attract investors, we need to have a commendable peace and order condition, that is the only way we help in making them stay, invest more, as well as attract other player to come in.” Moreno further cited the “Lan-tad Peace- Building Experience: Turning Red to Green in Misamis Oriental”, which bagged the Galing Pook Award last year. Of course, he’s not per-fect. But he’s definitely no murderer. Adultery? Noth-ing any red-blooded boy wouldn’t do once in a while. Stealing? Only a little cheat-ing like everyone else does to survive. Honors his father and mother? Definitely. He sends money home all the time.

Sounds like a good per-son doesn’t he? But do you know what Jesus Christ said to a young man like the one we just talked about?

Jesus taught that there is absolutely nothing that any person can do, whether it’s going to church or giving money to the poor, that is

good enough to reach God’s standard of perfect goodness from the heart.

You see, if God can for-give and accept me into heaven just because I’m a good person, then Jesus was either a crazy lunatic, or a liar! Because Jesus Himself said that He, God the Son, He had to die and give His own perfect life to pay the penalty for all our wrongs, so He could forgive us and make us His children.

So friend, just going to church cannot save you

and me. Giving money to the poor cannot earn us God’s gift of forgiveness and new life.

There is nothing or no one in this world who can make us good enough and acceptable to our perfect Creator…only God the Son Himself.

Jesus alone can forgive and save you and me from judgment and hell forever for living our own way, even if we’re religious. That’s why Jesus is our only hope! But after we’ve asked Him to forgive us and take full charge of our life in a daily personal relationship.

It’s then because He’s already forgiven and saved us, we’ll only want to spend the rest of our life growing and learning in His family, the church, how to live His right successful way every day. Just Think a Minute.

YESTERDAY, police found a 75-year-old woman dead inside her sari-sari store in Lumbia, Cagayan de Oro City. Her companion, a 16-year-old high school coed was raped but survived.

Criminality has gone up in that peaceful community and residents are worried that criminals are get-ting bolder these days.

‘Sa una, naa mangawat pero mga tanom lang. Okay ra man to sa amo. Pero karon lahi na kay manglungkab na sa balay ug mopatay na pod’ (In the past, there are thieves interested only on agri-products. It was just fine. Now, it is different, criminals are emboldened that they break houses and kill), a barangay official Lumbia said.

He narrated that stealing in Lumbia before was something unusual. ‘Stealing seldom occur before. Now, stealing happens three to five times in a row and at the same time,’ he said.

The incident in Lumbia yesterday happened in a sari-sari store fronting a catholic church. The store is located near the highway and there are neighbors who did not even notice that a break in occurred nearby.

‘We did not hear any unusual sounds in the sari-sari store. We only knew of the crime only this morning,’ a neighbor told police. ‘This incident is new to us,’ said the neighbor.

too. These days, criminals are heinous and creative. Obviously, the deterioration of human values had gone down in the dumps.

Neither can we blame law enforcement’s inadequacy nor can we hold the local government responsible for the rise of criminality. These contentions were nothing but scapegoats of the government’s failure to address socio-economic predicaments of our times.

The rising cost of fuel and basic commodities equated with sub-standard wages are factors pregnant with criminal acts. Those who cannot bear the pressure of hardship and life’s vicissitudes often snap. Some com-mit suicidal acts while others opt to gamble their lives between survival and death.

Thus, watching three young people wasting their lives in a shoot out with law enforcers for a few thousands pesos depict a despondent society. A society nurtured in a government with hideous future.

In order to arrest the people’s growing disenchant-ment, the government must address the basic economic needs of its people. It (government) must not conceal its failures by accusing an individual or group as stumbling blocked of its efforts to attain progress.

At one time, the people have faith in the capability of their government to bail them out in the quagmire of abject poverty. However, faith has limitation. It is when a person loses faith in his government that the rule of law loses its meaning, too. It is when faith in the government is lost that a person commits criminal acts as a semblance of critical defiance.

IN Mark 4:22, Jesus said, “Whatever is hidden away will be brought out into the open; and whatever is covered up will be uncovered.”

This year, the Church celebrates the Year of Faith with the motto: Living truth in charity. I am praying with the Holy Father Pope Benedict XVI for truth to be held supreme… “Since God is love, truth is expressed in charity, and charity in turn reveals the truth.”

Likewise, the Holy Father reaffirmed the need for a profound conviction of the truth of God’s revelation in His Son Jesus Christ, because “if there is no truth, we have no compass and do not know where to go.” Life can be rich and beautiful only if there is truth. This conviction for truth makes it possible for the Church to re-evangelize humankind today.

Thus, I am praying that the Philippine Senate as an impeachment court against Chief Justice Renato Corona will unravel the “truth, the whole truth, and nothing but the truth.”

I am praying that the impeachment court exhaust all available means to ferret out the whole truth.

Furthermore, I am praying that the court remain vigilant and prevent any attempt to suppress, hide or dilute the whole truth.

I am praying that the senator-judges, as elected servants, look at the truth from the point of view of the sovereign people of the Philippines, their Boss. Therefore, I am praying that they become aware of any personal, political or other vested interests that might becloud their lenses as jurists.

I am praying that the final verdict would always be for the Common Good, never for the benefit of just a few.

I am praying that the final verdict is reached as early as possible. Therefore, if there is enough evidence to warrant a fair, just and loving decision, I pray that this final verdict be pronounced the soonest possible.

CAGAYAN de Oro City––Attending the Mindanao Summit on Disaster Risk Reduction and Geo-hazards Awareness here over the weekend was an excellent reason to reconnect with people who are battered but still fighting hard to recover from Sendong.

The Summit convened by two Mindanawon Sena-tors Koko Pimental and Tg Guingona was timely and the venue could not be any better than this City of Golden Friendship which has been brought to its knees by Sendong. It still is on its knees so to speak now, but in pervent prayers that when it stands up, it will have leap in order leak the huge challenges upfront.

I had participated in the whole process, and my appreciation of the exercise was that Sendong was just the light that ignited the

fire for more CCA and DRR consciousness and aware-ness. The expectation that post-Sendong work in CDO and Iligan would be given focus was not really served as expected by many as the convenors took the broader perspective.

Good enough that the issue of public accountabil-ity in DRR was included in the declaration after strong leanings from the Senators at the start about their “no blaming” approach.

My general reflections on the process, in the context

of post-Sendong work are:1) After Sendong, we are

now forcing the issue of the DRR paradigm shift in all levels of governance;

2) The accountability mechanism in the DRR Law and related laws needs to be asserted, and the as-sertion should come from the grassroots, let us not expect people in higher ech-elons of government to rock the boat. Take for example Sen. Loren Legarda, after polluting her 20-minute speech with “no blaming” content, she went down in

the Jade function room of Dynasty Hotel in the 2nd floor around lunchtime to have a meeting with Mayor Dongkoy Emano and his entourage of you know what.

I would have wanted to take the floor in the open forum to tell her that the accountability movement in Cagayan de Oro post-Sendong is not about blam-ing, but about the rule of law and putting people in their right place, either outside of public office or in jail.

I was in the hotel lobby when the lady senator left around 3.30 in the after-noon.

3) It would be business as usual for Cagayanons and Iliganons because the truth is, we would be on our own primarily. Let’s take stock with our strengths and po-litical capital and give meat to the Never Again Sendong

According to Divinagracia, one of Mayor Amante’s priority programs is to help the poor and small-scale businesses through his Moral Recovery Program with the support of the City Social Welfare and Development office.

Prior to the distribution of the amount, the beneficiaries underwent three trainings includ-

ing Seminar on Moral Recovery Program, Micro-Business Man-agement Training and Capability-Building, she said.

Earlier, Amante turned over capital assistance of P45,340 to 20 beneficiaries in Barangay Limaha and P56,000 to 28 ben-eficiaries in Barangays Mahay and Mahogany.

Sendong battlecry.As one friend told me in the

A friend who is in the thick of relief and rehabilitation effort s as a worker of an international relief organization did not even bother finishing the Summit as he cannot take anymore the speakers of just reciting figures.

“Dili man gud numero akong makit-an kada adlaw pre, mga tawo man gud nga namatyan, dunay pay missing nga pami-lya, gapangutana kanus-a sila mahiluna,” (What I am seeing everyday are not numbers or figures, but real people who lost loved ones, people who are asking if ever they will be given permanent resettlement soon) my friend told me.

In the sides of the Summit, with the support of the broad civil society coalition Aksyon Klima, I organized a round table discussion with the community media and representatives of the internally displaced persons.

The event was to provide a venue for the community media who we thought are really stakeholders in post-Sendong work.

Aside from asking experts to discuss basic concepts of Disaster Risk Reduction and Climate Change Adaptation, we thought of giving the IDPs a platform to express their stories.

Malu Cagay of the DRR Net and Atty. Elpidio “Ping” Peria of Aksyon Klima squeezed their schedules in the Summit to join us for a breakfast RTD with the media.

I do respect the broader perspective taken by the Con-venors but would have wished, local issues and concerns were discussed more, including the governance and accountability issues many Cagayanons feel very strongly now, but felt alienated by the process.

The summit was a good event to see Mayor Dongkoy Emano in a roundtable with his entourage of bumbling elected officials. It was a sorry sight

to see Cong. Benjo Benaldo taking the floor asking where the P250-million dredging fund for Cagayan de Oro and Iponan Rivers went after the 2009 floods.

I pressume Benjo has an idea what happened to that project. The person where I learned of that project is close to him and that person knows what happened. I was told that that project was one of the flagged overnight projects approved at the close of the GMA administration.

I have not seen the project papers in Benjo’s hands but if it is one of those enumerated by Pres. PNoy Aquino as the flagged projects that would have benefited Gloria’s cronies, it was a bad call for Benjo to have taken it on the floor.

I do appreciate Cong. Rufus Rodriguez for challenging the two Mindanaoan Senators to support his legislative mea-sures in Congress like the bill that would stop all mining and logging in the Cagayan de Oro watersheds.

Cong. Rufus also took the high road of demanding from Usec. Benito Ramos of the National Disaster Risk Reduc-tion Management Council to finish the payment of benefits to all those who perished, in-cluding those who are missing and presumed dead by Feb. 29, 2012.

Anthony Cabanigan, presi-dent of the Calaanan Temporary Relocation Site said during the Aksyon Klima breakfast RTD Sunday morning that until now, they are still at a loss on what is being done for them. If ever they will be relocated to permanent sites, when and where?

He also lamented that aside from receiving relief goods, they do not have much participation in decision-making and in the rehabilitation efforts. “Tinuod man nga nangawad-an gyud mi, pero maka trabaho pa man gihapon mi. The Humanitar ian Re-sponse Consortium (HRC) has documented 4,981 inter-nally displaced families in 22 evacuation centers. Of this, 2,851 families are in so called “tent cities.”

Rey Magbanua, Response Manager of HRC is appealing to the government “to respect

the right of evacuees to a dignified transfer to safe and clean shelter as they are trying to make sense of the painful loss they have gone through.”

The HRC is appealing with the local government to ensure that:

• Evacuees are represented at every level of decision-mak-ing regarding their relocation to new shelters

• Evacuees are prepared and involved in the relocation process instead of being forc-ibly moved to another shelter

• The new shelters are located on areas safe from natural hazards like landslides and flooding

• The new shelters have basic facilities such as latrines, have access to water and can withstand inclement weather projected to continue

• Livelihood options, such as cash-for-work, are put in place.

Comparing the forward-looking and broader perspective the Convenors of the recently concluded Summit to the re-alities in ground zero, it was understandable that people immersed in the grassroots and those still trying to pick up the pieces of what Sendong left cannot relate to the big things being said by supposedly pow-erful people they look up to in times of great distress.

If realized, barangay of-ficials will extend their term of office for another three years. Same benefit will be given to last termers who will enjoy another round of service until 2016. Last termers will take pleasure in serving nine years as Barangay chief executives.

ABC President Nestor Amora, on his part, wel-comed the move as a chal-lenge for him and his col-league as “another term means another responsibil-ity for their constituents.”

He also added that with the extended term, they can provide more programs and projects in their respective barangays.

Robredo also confirmed to the media that he is posi-tive on the move for post-ponement and consulted with the barangay officials here and other places around the country.
