1. SCOPE

1.1 Scope. The purpose of this handbook is to identify each service's primary repositoryorganizational concept, type of data available, and address information (including DODAAC and EDRScode).

1.2 Controls. It is the responsibility of all personnel that use engineering data to obey appropriatehandling, storage, distribution, and disposal controls; particularly, if the data are marked with a restrictivelegend. Data marked with a restrictive legend must be safeguarded against release or access tounauthorized personnel (Government and non-Government).

2. APPLICABLE DOCUMENTS.

2.1 General. The documents listed below are not necessarily all of the documents referenced herein,but are the ones that are needed in order to fully understand the information provided by this handbook.

2.2 Government documents.

3. DEFINITIONS

3.1 Terms explained.

3.1.1 Engineering data. Engineering documents (i.e., drawings associated lists, accompanyingdocuments, manufacture specifications and standards), or other information prepared by a design activityrelating to the design, manufacture, procurement, test, or inspection of items or services.

3.1.2 Primary repository. Repositories that receive, inspect, accept and store the official recordcopy of data, and disseminate copies of that data to established customers and other appropriate requestersor users.

3.1.3 DoD activity address code. The DODAAC is a six digit alphanumeric code associatedwith a primary repository's address information.

3.1.4 EDRS code. A two digit alpha code that designates the location of the primary repository.

4. GENERAL INFORMATION

4.1 DoD primary repository concept. Within the DoD, official record copies of engineering dataare stored within primary repositories. Address information is identified in Section 5. The concept of eachservice's primary repositories is:

Air Force: Within the Air Force, primary repositories operate under a decentralized concept. Thedecentralized repository functions are located within the Air Force Materiel Command (AFMC);specifically, at the five Air Logistics Centers (ALCs). As appropriate, each repository maintains specificcategories of data. Technical Manual, TO 00-25-115, identifies the assignments.

Army: Within the Army, primary repositories operate under a decentralized concept. Thedecentralized repository functions are located throughout the various commands. As appropriate, eachrepository maintains specific categories of data. The assignments are related to a maintenance oracquisition need of various types of data (explosives, vehicular equipment, etc.). Generic groupings of datacategories are identified in Section 6.

Navy: Within the Navy, primary repositories operate under a decentralized concept. Thedecentralized repository functions are located throughout the various commands. As appropriate, eachrepository maintains specific categories of data. The assignments are related to a maintenance oracquisition need of various types of data (ships, weapon systems, machinery, etc.). Generic groupings ofdata categories are identified in Section 6.

Marine Corps: The Marine Corps has a primary repository that operates under a centralizedconcept. The centralized repository function is located within the Marine Corps Research, Developmentand Acquisition Command; specifically, the Marine Corps Logistics Base. This repository maintains allcategories of data applicable to the Marine Corps.

Defense Logistics Agency (DLA): Within the DLA, primary repositories operate under adecentralized concept. The decentralized repository functions are located throughout the various centers.As appropriate, each repository maintains specific categories of data. The assignments are related to theFederal Supply Class (FSC) of the products depicted by the data. DoD Manual 4130.2-M, Chapter 4,Appendix A, identifies the assignments.

U. S. Coast Guard: Within the Coast Guard, primary repositories operate under a decentralizedconcept. The decentralized repositories functions are located at the Engineering Logistics Center (ELC)and Aircraft Repair and Supply Center (ARSC). Each center maintains a repository of a specific categoryof data applicable to the Coast Guard.

4.2 Special repositories.

4.2.1 DOE nuclear data repository. Nuclear data is controlled within the Department of Energy(DOE). Official record copy of nuclear engineering data (camera masters) are stored within a primaryrepository that operates under a centralized concept. The centralized repository function is located withinthe Defense Special Weapons Agency (DSWA) Field Command; specifically, on Kirtland Air Force Base,New Mexico.

4.2.2 DoD nuclear data repositories. Within the DoD, nuclear data is controlled and storedwithin two special repositories that operate under a centralized concept; specifically, the Air Force on KellyAir Force Base, Texas and the Navy at the United States Naval Inventory Control Point, Mechanicsburg,Pennsylvania. As appropriate, each repository is assigned service unique types of nuclear data.

4.2.3 Cryptologic data repository. Within the Air Force, service unique cryptological data arecontrolled and stored in a repository that operates under a centralized concept. The centralized repositoryfunction is located within the Air Force Security Command; specifically on Lackland Air Force Base,Texas.

4.2.4 Atomic energy detection system data repository. Within the Air Force, service uniqueatomic energy detection system data are controlled by a USAF Direct Reporting Unit (AFTAC/LG, PatrickAir Force Base, Florida). The data are stored in a repository that operates under a centralized concept.The centralized repository function is located on McClellan Air Force Base, California.

4.4 Military engineering data asset locator system. MEDALS is associated with DoD primaryrepositories that use a JEDMICS storage file. On-line and dial-up access can be accomplished through theDefense Data Network (DDN) or the DLA Network (DLANET). When completed, identification ofspecific engineering data document numbers (in accordance with each service's control procedures) will beindexed in the MEDALS data base. If the document is indexed, a MEDALS user can determine thelocation of the DoD primary repository by entry of a document number.

5. DETAILED INFORMATION

5.1 Ordering. Data should be ordered from the repositories listed in this handbook. Whenordering data, requesters not within DLA, should order the data from the appropriate Air Force, Army,Navy, Marine Corps, or U. S. Coast Guard repository.

5.2 DoD activity address directory. The DODAAD (DoD 4000.25-6-M) is a directorycontaining addresses of DoD activities, other government agencies, and Com’l entities. The primaryrepositories are among the activities listed in the DODAAD. The DoD Activity Address Code (DODAAC)is a six digit alphanumeric code used to uniquely identify an activity. When receiving master data ordistributing copies, repositories identified in this handbook may, or may not, include the DODAAC in theirmailing address.

5.3 Engineering data reproduction systems (EDRS) code. EDRS codes are used to identifyengineering data repositories that maintain the official record copy of data. These repositories areresponsible for processing requests for copies of that data. Requests may be from local customers, DoDactivities, other government agencies, or the general public. The EDRS codes are identical to the activitycodes identified in Federal Logistics Information System (FLIS) Manual DoD 4100.39-M, Volume 10,Table 104, Part 4. However, the office symbols and telephone numbers in this handbook reflect theprimary engineering data repository information. The repository activities listed in this handbook may, ormay not, be authorized originators for a Reference Number Action Activity Code (RNAAC).

5.4 Directory information. The directory information provided in paragraphs 5.4.1 through5.4.9 identifies the repository's mailing address, DSN, Com’l telephone number, DODAAC, and EDRScode.
