MISSIONS:

• automatic detection and tracking of surface and aerial objects beyond radio-horizon and within the line of direct-sight;

• automatic determination of coordinates and movement parameters of detected and tracked objects;

• automatic classification of detected and tracking objects (as: marine - aerial, single - group, big – small);

• generation and transmission of information on tracking objects to customers for operational decision-taking;

PRINCIPLE OF OPERATION

Unlike the traditional coastal microwave radar principle operation of the OTH SW radar is based on distribution of propagation of HF radio waves of

vertical polarization along the sea surface over the horizon due to diffraction of vertical polarization along sea.

ADVANTAGES:

• the range of the radar station is not limited to the horizon;

• meteorological conditions do not affect the range of the radar station;

• resource of non-stop operation of radar station is not limited;

• there is no impact of «STEALTH» technology on the range of detection (ships and aircraft, manufactured by technology «STEALTH», could be found in almost the same ranges as regular aircraft and ships).

Podsolnukh-E is designed for surveil-lance of aerial and marine situation in the interests of national security of coastal States. It transmits data to command and control centres of the coastal surveillance system and national Forces for coastal de-fence for proper decision taking on the use of weapons, mobile forces, etc. It is a sys-tem of all-weather and around-the-clock monitoring of surface and air situation.

Stationary single position radar station is designed for space measure-ments of SHF-waves and control of low-orbit space objects and sat-ellites. Space range radar will perform measurements of coordinates, velocities and effective radar cross-sections of controlled objects.

4 5

Electromagnetic compatibility of the space range radar with other radio aids will be provided by means of a frequency-geographical gap.

Data processing equipment of the space range radar will provide its mating with various users via standard interfaces complying with the agreed Customer’s requirements.

The information will be transmitted to the users via allocated communication links and interface equipment. At that, some additional software-hardware aids may be used.

TASKS:

• Automatic detection and monitoring of space objects according to preliminary target designation

• Automatic positionfinding and detection of effective radar cross-section (RCS) of the monitored objects

• Transmission of data about monitored objects

Multifunctional over-the-horizon radar station of various location and high detection range intended for determina-tion of coordinates and movement parameters of a wide class of air targets (including “STEALTH” technology).

The radar provides high reliability and quality of output data while ensuring electromagnetic compatibility with external radio-electronic devices of other HF users. In conditions of intended active interference of various type and intensity the radar stays operable due to the algorithms and systems of adaptive spatial-frequency compensation with its own minimal out-of-band interference.

The radar has some additional options providing its wider use and higher efficiency of information systems where this radar is deployed, including, among others, the following:

• target class detection by signal and trajectory parameters;

• providing information support in solving the problems of rescue operations in territorial waters, hard-to-reach areas;

• notification of command centres, territorial and regional bodies of the Ministry of Emergency Situations notifying them of any hazardous nature events.

In accordance with the International Agreements since 1994, the coastal States have legal responsibility to ensure law and order in the 200-mile ex-clusive economic zone and for protecting coastal critical infrastructure. The operation of OTH Radar “Laguna” is based on effect of propagation of HF radio waves of vertical polarization along the sea surface beyond the line of horizon because of diffraction. Laguna should be located directly on the seaside. Laguna includes the transmitting and receiving antennas located on two sites, a power amplifier, and an information processing centre.

MISSIONS:

• Detection and tracking of marine and aerial targets beyond the radio horizon and within line of sight;

• Automatic determination of the coordinates of detected marine and aerial targets;

• Automatic determination of movement parameters and classification of the targets;

• Generation and transmission of the information about targets tracked to end users for operational decision-making automatic detection and measurement of coordinates and parameters of movement of the detected seagoing vessels and aircraft;

• Transmission of data on tracked targets to the external points of information acquisition and processing to take prompt decisions.

Laguna equipment was manufactured of modern Russian and foreign electronic components. All equipment installed in two autonomic containers, which are equipped with the air conditioning and fire extinguishing systems. It can be integrated with various users and can transmit coordinate and air-route information to the integrated systems and control posts in digital form through the Customer’s communication channels.

Created for automatic lo-cating of a man overboard, and notification of the ves-sel and other objects (ves-sels) located in the area of the accident.

Designed for the detection of rescue craft or wrecked ships

The principle of the work is the transmission of messages in automatic identification system and displaying the information at ship equipment in order to take operative measures of search and rescue people overboard. AIST is designed to be used of an individual life-saving appliances for each member of the crew.

• The principle of work is in a continuous locational reports sending in the standard Automatic A-Class Identification System (AIS).

• ALBATROS synchronizes the time and determines the coordinates using the built-in receiver GLONASS / GPS.

• The location information is transmitted every minute in a series of eight messages (four to 161 MHz and four at 162.025 MHz). This scheme creates high probability of that messages will be received.

Radiophotonics

Study and data analysis systems for the Earth’s ionospheric layer

Implementation of the millimeter and submillimeter range of electromagnetic waves

RTI Company began launching the production of photonic integrated circuits for high-tech products in the field of new-generation communication and radiolocation systems.

Radiophotonics makes it possible to implement the functions of the radio-engineering system, which are difficult or absolutely impossible to develop using only radio-electronic methods. This field opens up new opportunities for information and communication systems.

Open Joint-Stock Company “Scientific and Production Complex “Research Institute for Long-Distance Radio Communication” (NPK NIIDAR, part of the RTI Group) conducts works on the development of radiophotonic systems for prospective radars and the establishment of a scientific-oriented center, which, among other concepts, will be aimed at development of integrated radiophotonic components.

The ionosphere is a region of the partially ionized plasma. Depending on the frequency range, the ionosphere state determines the performance quality of the radio aids (RA). First of all, the operation of the aids using the ionospheric propagation mechanism depends on the ionosphere state. This is a short-wave (HF) communication and an over-the-horizon radiolocation (OTHR).

Any of the known approaches to the adaptation of the operating conditions of the HF radio-engineering systems to ionospheric conditions assumes the use

of direct measurements of the radiowave propagation medium parameters with subsequent correction of the ionosphere model being used.

To adapt the environmental models, a monitoring system for geophysical parameters is being developed, which is to be allocated in the coverage sector of radio aids (RA); a center for collection and processing of measurement data; infrastructure to ensure the information communication of RAs, a data collection center and a monitoring system.

At present, intensive implementation of the millimeter and submillimeter range of electromagnetic waves (the so-called terahertz range) is being conducted by RTI in the interests of communication, radiolocation, inspection, medicine and other sectors.

In 2014-2016, RTI JSC created the promising scientific and technical direction of research on the generation of superpowerful microwave pulses (SMP), whose task was the development of a new generation of highly effective SMP generation systems on the base of accelerating and laser devices in the terahertz range.

The technologies implemented and complexes developed demonstrate the readiness of RTI to develop the following promising systems: communication systems, including the space one, diagnostic and noninvasive treatment

systems, the system for instrumental landing of civil and military aircraft, passenger and baggage examination systems, systems for detection of explosives, systems for image reception and processing.

RTI JSC has developed the technological and resource base, which allows to develop various THz and mm range systems and conduct studies of the THz radiation effect on bioobjects. A stand for synchronization of magnetron generators, a method of using multichannel phase control for phased-array power supply have been developed. A medical stand for preliminary studies of the criterial parameters has been developed, and the effect on the bioobjects has been detected. The mm-range radio-absorbing materials have been designed, and measuring chambers have been developed. The system for passenger and baggage examination and detection of explosives is being developed.
