intercitypassenger rail suppliersidentiied12OEMs and

460supply chain companies in seven industrialMidwest

states. Each job at a rail car manufacturer generates

additionaldownstreammanufacturingjobs.

High-speed rail manufacturing is growing in the United

States. A combined $782 million in federal investment

is being awarded to California, Illinois, Iowa, Michigan,

MissouriandWashingtontopurchase33quick-acceleration

locomotivesand 130modernbi-level passenger rail cars.

Amtrakisalsointhemidstofamulti-yearpurchase.

American manufacturing gets a boost from high-speed

rail investment. InSeptember2012,contractawardsfor

next generation rail cars were announced. This will be

followed in early 2013 with awards for next generation

locomotives.Eachcarandlocomotiveisthepinnacleofa

largesupplychain,creatingjobsandeconomicdevelopment

indiverseindustriesacrossthecountry.ThefederalBuy

Americastandardwillensurethattheresultingjobgrowth

willhappenmostlyintheUnitedStates.

Midwest manufacturers will especially beneit from

these investments. ELPCs study identiied a clustering

effect of rail supply chain businesses in the Midwest.

Several major rail OEMs are located in the Midwest

including Nippon-Sharyo USA inRochelle, IL,whichwon

therailcarprocurementbidleadingtoaconcentration

of nearbysupply chain companies. For example,Electro-

MotiveDiesel, amajor locomotivemanufacturer, says the

majorityofitssupplychainiswithin500milesofChicago.

Rising rail ridership trends set the stage for

manufacturing growth. In FY 2012, Amtrak announced

record-settingannualincreasesinridershipfornineofthe

last ten years. Ridership nationwide is now 50% higher

thanin2000.

Old-line manufacturing businesses in the Industrial

Midwest are re-tooling to seize opportunities from

rail growth. Our study found dozens of companies that

nowsupplyrailmanufacturersafteryearsofsupplyingtheautomotive industry and other sectors. This rail growth

offersopportunitiestosuppliersofautomotiveglass,seats

andothercomponents,particularlygiventheBuyAmerica

mandateforrail.

Manufacturing jobs create more wealth in communities

through better wages and beneits. Manufacturing has

a higher multiplier effect as the goods low through the

economy.Forexample,accordingtoa2010studyfromthe

TrippUmbachresearchirm,GETransportationhasalarger

impactonthePennsylvaniaeconomy($4.6billion)thanall

ofthestatesprofessionalsports teams ($1.37billion)and

mining, oil and gas extraction industries ($1.79 billion)

combined.

Rail investments mean job creation and economic

expansion. Current investments in next-generation rail

provideanimportantjoltinthearmtotheU.S.railindustry

supply chain. A predictable, long-term demand stream isimportant tocontinue todevelop theindustry.Consistent

fundingforAmtrakandstaterailequipmentpurchasesare

high-leverageinvestments.

an engaged supplier base is a vital opportunity for the

Americanpassengerrailindustry.

OEMs generate downstream supply chain manufacturingjobs,which supporteachOEMposition. For example,the

American automobile manufacturing industry supports

three additional jobs for each corresponding OEM

employee.Accordingly,themajorityofjobsassociatedwith

industrial manufacturing exist farther down the supply

chain at component andmaterials fabrication levels.The

TheMidwestRegionalRailInitiativeistheculminationofadecadesworkbynineMidwesternstatedepartmentsof transportation to improve the regions transportation

network. They recommend a 3,000-mile hub-and-spoke

systemof trains radiating out from Chicago to serve the

large and mid-sized cities within a 400-mile radius. On

primary routes, modern new trains will operate at 110

mphonupgradedtracksincorporatingadvancedsignaling,

positivetraincontrolandsafergrade-crossings.

Thenewnetworkwillhavemore trainsrunningat more

timesoftheday.Traveltimesbetweenmajorcitieswillbe

reducedby30%-50%.NineMidwesternstateswillbeneit

from improved right-of-ways, which will continue to be

shared with freight rail lines. Multi-modal stations will

on 97miles of the Chicago - Detroit corridorowned by

ofapositivetraincontrolsystemandtrackimprovements

along the route between Porter, IN, and Kalamazoo, MI.

Thefederalgovernmentisinvestingover$600millionfor

newinfrastructureandsignalingalongthecorridor,which

industry by including $8 billion for intercity passenger

its initial speed bumps, it is hard to imagine the United

Stateswithoutthebeneitsofthenationalhighwaysystem

Railroads, highwaysandairportshave spurredAmericas

economic growth. Trafic congestion already costs thecountry more than $130 billion annually, and Americas

population is expected to grow by 100 million people
