Planning & Permitting EPC/EPCM Operational Support Closure

AECOM has the process technology expertise to provide clients competitive advantage via innovative solutions to their most challenging problems. We have performed conceptual pre-FEED, FEED and EPC work for many unique, rst-of-a-kind projects.

Example ProjectsPIPELINE PROJECT COLORADO, UNITED STATES. Preliminary engineering and permitting through IFA for the Execution Phase to install a new 34-mile, 24”, 1000 psi high pressure gas pipeline to repower the station from coal to natural gas. Scope included route selection and preliminary design of facilities.

OIL & GAS PROGRAM PENNSYLVANIA, UNITED STATES. Conceptual studies and nal designs for well pads and gathering

and compression facilities, procurement of equipment, and quality control services. Performed detail design engineering feasibility studies, eld engineering, and permitting. Also provided process engineering services for the pipelines that collect and transport crude oil and natural gas and liquids to downstream facilities for processing, re ning, and distribution.

CRUDE OIL PIPELINE PROJECT ILLINOIS, KANSAS, MISSOURI, OKLAHOMA, UNITED STATES. Environmental eld survey and environmental permitting for the construction of a 600-mile crude oil pipeline including route alternatives analysis, agency consultations, environmental eld

studies (wetlands, surface water crossings, threatened and endangered species, cultural resources, and soil studies), permit application preparation and support for agency negotiations and public meetings.

NORTH MONTNEY PIPELINE BRITISH COLUMBIA, CANADA. Pre-FEED engineering services for a 6.7-mile natural gas pipeline and liquids handling facility located at the Highway Gas Plant. Scope included pipeline route selection, inlet gas separation equipment sizing, and detailed cost estimate for 200 MMSCFD liquids handling facility and interconnecting pipelines.

WATFORD CITY WATER SUPPLY AND DISPOSAL SYSTEM NORTH DAKOTA, UNITED STATES. FEED analysis of a water supply and disposal system in Watford City.

SHALE GAS TREATING STUDIES  BRITISH COLUMBIA, CANADA. Conducted initial study to assist in the e cient development of the Horn River shale gas play. Sixteen primary gas treating options were evaluated. Summaries of each technology along with advantages and disadvantages were tabulated to allow short listing to the two best options. Each option was developed to the point of a Class 5 estimate.

Example ProjectsMASTER SERVICES AGREEMENT ALASKA, UNITED STATES. Master Services Agreement (MSA) for engineering, procurement, and construction management services for major maintenance projects on the Trans-Alaska Pipeline System, consisting of 800 miles of 48” crude oil pipeline.

PIPELINE CONVERSION UNITED STATES. Detailed design engineering for conversion of a natural gas pipeline to crude oil service (460 miles of natural gas pipeline conversion; 260 miles of new oil pipeline; 25 miles of gas pipeline laterals; 10 new oil pumping stations, and 3 delivery/receipt meter stations); construction or modi cation of gas compressor sites; and demolition or recon guration of 80 existing gas interconnect sites.

MULTIPLE PIPELINE PROJECTS NORTH CAROLINA, UNITED STATES. Engineering, procurement, and construction management services for new 140-mile, 38-mile, and 7-mile pipelines to power plants, including new pipeline facilities.

COMPRESSOR STATION 559 TEXAS, UNITED STATES. Procurement, fabrication, testing, installation, and assembly of new launcher and receiver, slug catcher, pumps, compressors, tanks, lter separators, scrubbers, piping, foundations, electrical, controls, and other accessories for a grassroots compressor station.

NEW PIPELINE UNITED STATES. Mapping and detailed engineering services for two new, approximately 245-mile, 12-inch mixed product

(ethane/propane and natural gasoline) pipelines from Harrison County, Ohio to an interconnect near the Michigan border.

GAS PLANT WYOMING, UNITED STATES. Progressively designed and built a three-train gas plant. Responsible for all engineering and construction with a total capacity of 600 MMscfd at this grassroots facility, from conceptual design through commissioning.

GAS FIELD DEVELOPMENT COLORADO, UNITED STATES. Front-end engineering and design and engineering, procurement, and construction management services for the construction of a central treating facility and the development of approximately 28,800 acres.

PIPELINE AND PROCESS FACILITY  NORTH DAKOTA, UNITED STATES. Detailed design of 2 concurrent projects to support ongoing gas gathering e orts: a new, 58-mile, 10” natural gas transport pipeline with four remotely operated mainline valve stations and one brown eld compressor station, with an amine unit for H2S removal, a dehydration unit, and a point of end metering facility. Additionally provided engineering and design services for a PLC-based process control system to develop, deploy, and implement programming to support a compressor station, four mainline valve stations, an endpoint metering/regulation station, as well as the integration of all of these facilities into a large scale SCADA/HMI system for remote monitoring, control, and alarming.

SHAWVILLE METER & REGULATOR STATION PENNSYLVANIA, UNITED STATES. Engineering design of a 152 MMSCFD natural gas metering & pressure regulation station for a newly converted power plant including process design, instrumentation and equipment speci cation, selection, and procurement support for all instrumentation and equipment; civil/structural design and details; detailed piping design; power and control design, and overall start-up and commissioning management and support.

Resource surveys, project planning and permittingWe develop and implement e ective strategies to obtain the necessary permits and approvals for cost-e ective construction, operation, and maintenance of those assets.

Example ProjectsNATURAL GAS PIPELINE PENNSYLVANIA AND NEW YORK, UNITED STATES. FERC pre- ling support, Environmental Report, federal and state permitting, environmental eld surveys, rare species surveys, and

cultural resource surveys for a 124-mile natural gas pipeline from the Marcellus Shale to major northeast markets.

KEYSTONE CRUDE OIL PIPELINE PROJECT  NORTH DAKOTA, SOUTH DAKOTA, NEBRASKA, ILLINOIS, MISSOURI, KANSAS AND OKLAHOMA, UNITED STATES. For the 1,300-mile U.S. portion of this pipeline that is now transporting crude oil from the Alberta tar sands to St. Louis (MO) and Cushing (OK), provided all permitting and surveying services. The project took less than 24 months from the start of permitting to the issuance of the Record of Decision after the Final EIS.

REFINED PRODUCTS PIPELINE EXPANSION  CALIFORNIA AND NEVADA, UNITED STATES. Permitting for new 233-mile-long, 16-inch-diameter pipeline system to carry re ned products from Los Angeles-area re neries and marine terminals to Las Vegas.

CRUDE OIL PIPELINE KANSAS, OKLAHOMA, MISSOURI AND ILLINOIS, UNITED STATES. For construction of a 595-mile-long, 36-inch-diameter crude oil pipeline to transport 600,000 bpd of crude oil from the Bakken and western Alberta to central USA petroleum centers, served as prime environmental contractor for fast-track completion of eld surveys and permitting; completion of over 700 miles of surveys (wetlands, threatened & endangered species, and cultural resources); and preparation and submittal of permit applications and approval requests to over 25 government agencies.

FERC JURISDICTIONAL CONVERSION  WYOMING, COLORADO, NEBRASKA AND KANSAS, UNITED STATES. To obtain FERC 7(c) certi cation for this project, completed ecological and cultural resources surveys, provided GIS and agency consultation support, and prepared permit applications. With the client’s project team, we submitted a Final Implementation Plan within four working days of the FERC Certi cate Order.

NATURAL GAS STORAGE PROJECT  MISSISSIPPI, UNITED STATES. Permitting and NEPA support for construction of a 14-billion-cubic-foot storage facility in solution-mined salt-dome caverns.
