    Mangudadatu leads in count from 32 of 36 Maguindanao townsCOTABATO CITY (Min-daNews) -- Maguindanao Governor EsmaelMangudadatu is expected to be proclaimed winner of the Maguindanao gubernatorial race against lone opponent Sultan Kudarat mayor Datu Tucao Mastura, leading as of 12 noon Wednesday by at least 90,000 votes in the count of transmitted results from 32 of 36 towns. Mangudadatu (Liberal Party) is leading Mastura (United Nationalist Alli-ance) by at least 90,209 votes with only four towns await-ing transmission of results to the Provincial Board of Canvassers convened at the Shariff Kabunsuan Cultural Center at the Autonomous Region in Muslim Mindanao compound here. The Mastura camp is mulling the filing of an electoral protest, Magu-indanao Vice Governor Ismael Dustin Mastura, a candidate for Assembly-man of the ARMMs Re-gional Legislative Assembly and nephew of Tucao, told MindaNews. He alleged massive vote-buying, ter-rorism and manipulation

    of the PCOS (precinct count optical scan) machines in Mondays polling. Dustin was Manguda-datus running mate in 2010. Lawyer Ishak Mastura, Dustins brother, told Min-daNews that the crux of election manipulation is that the ballot, once fed to the PCOS, doesnt send or transmit automatically to the servers, unlike in 2010. It is sent only dur-ing closing of voting period which can allow the excess ballots to be voted upon by a few persons or the ballots re-fed. The PBOC is still awaiting the results from the towns of Northern Kabuntan, Gen. SK Pendatun, Parang and Sultan Kudarat. It went on recess at noon and was sup-posed to resume at 2 p.m., but as of 2:30 p.m. no result from any of the four towns has been transmitted. Based on the transmitted results from the 32 towns, Mangudadatu got 172,619 votes against Masturas 82,410 or a margin of 90,209. Mangudadatu is certain of victory, his younger brother Khadafeh, who is leading in

    the election of Assembly-man for the second district of the ARMMs Regional Legislative Assembly, told MindaNews. The four towns have a total number of 91,309 reg-istered voters, with Masturas bailiwick, Sultan Kudarat, as the vote-richest at 40,058 registered voters. Panalo pa rin si Kuya ka-hit na kanila na yang Sultan Kudarat (my brother would still win even if Mastura gets all of Sultan Kudarats votes), Khadafeh said, claiming the three other towns are their bailiwicks. Sultan Kudarat town has not transmitted to the PBOC because of defective memory card in a clustered precinct in Barangay Simuay com-prising 905 votes, Acting Election Officer Normida Umpar told MindaNews. But since the number of votes does not affect the results at the local level,

    they proclaimed Tuesday night the winners led by Shameen Mastura, daughter of Tucao Mastura, Umpar said. In the municipality of Sultan Kudarat, where Mas-tura is completing his third term as mayor, Mastura won 37,797 votes against Mangudadatus 399, ac-cording to the municipal canvass report from 55 of 56 clustered precincts, a copy of which Umpar showed to MindaNews. Umpar said they are still awaiting advice on the re-placement of the defective memory card. Mangudadatus other rela-tives are also winning or have won the elections. Another brother of Man-gudadatu, Zajid, is lead-ing the congressional race against Annie Datumanong, daughter of long-time Ma-guindanao second district Rep. Simeon Datumanong.

    Khadafeh said five other Mangudadatus were elect-ed: his wife Zehan, now mayor of Pandag; Lorena, wife of his brother Jong, now mayor of Buluan; his nephew Prince, son of the governor, reelected as vice mayor of Buluan; Azrel, wife of Mayor Freddie Mangudadatu of Man-gudadatu town as mayor of President Quirino in Sultan Kudarat province, and cousin Suharto Teng Mangudadatu, who won a third term as governor of Sultan Kudarat province. Also in the second district, the wives of the detained Ampatuans were reelected. Bongbong Midtimbang, wife of former ARMM Governor Zaldy Amptuan, as mayor of Datu Hoffer town; Reshal, wife of former Datu Unsay mayor Andal Ampatuan Jr., as mayor of Datu Unsay; and Zahara, wife of former Shariff Aguak mayor Anwar

Zamzamin, a civil engi-neer, is a son of a cousin of the Ampatuan patriarch, Andal Ampatuan Sr. His brother, Yacob, is the in-cumbent mayor. In 1989, Zamzamin was appointed by then Presi-dent Corazon Aquino as Department of Trade and Industry director when he was 26 years old.     SAN FRANCISCO, Agusan del SurThe congressional race be-tween the two Plaza rival siblings in the second district will go down the wire as their fate as to who will be the winner will be determined when the votes of the last precinct in the remote town of La Paz will be counted.

    At press time, election officials in the province are still awaiting for the PCOS machine from Manila

    that will replace the defective one used in one of the three precincts in Barangay Poblacion after the CF card cannot be read.

    Reelectionist Rep. Maria Evelyn Plaza-Mellana was leading from his brother former congressman Rodolfo Plaza by 455 votes and the results of the last precinct which has some 714 votes will be the deciding factor for the winner in the hotly-contested contest.

    Except for the still unaccounted precinct, Mellana garnered 63,672 votes as against Plazas 63, 217

    votes. There have been lead changes when the results from the towns started coming in at the provincial canvassing that kept supporters of both camps under tense mood.

    Meanwhile, the Provincial Board of Canvassers through Resolution No. 9700 proclaimed Rep. Maria Valentina Plaza of the first district with 74,537 votes, Gov. Adolph Edward Plaza with 146,713 votes and Vice Gov. Santiago Cane Jr with 129,096 votes as winners in the May 13 elections.

    Rivera garnered 93,535 votes while Custodio only received 79,053 based on the final and official count released by the CBOC.

    Riveras running mate, incumbent Vice Mayor Shir-lyn Banas-Nograles, won by landslide over LP-AIM vice mayoral bet Eduardo Leyson III.

    In the city council race, only five LP-AIM incum-bent councilors are return-ing for another three-year termElizabeth Bagonoc, Richard Atendido, Vivencio Dinopol, Marius Oco and Eduardo Leyson IV.

    The five other LP-AIM incumbent councilors Nepthale Natividad, Dante Vicente, Margareth Santos, Remos de Claro and Virginia Llido lost their seats to PCM-UNA stalwarts.

    Aside from issue on the brownouts, the mayor said their partys chances took a big hit with the endorse-ment by bloc-voting Ingle-sia Ni Cristo of the candi-dacies of Rivera, Nograles and seven PCM-UNA city council bets.

    The religious sect, which

    had fully backed the LP-AIM in the 2010 elections, only endorsed five members of the latters city council slate.

    Custodio said they also gathered some evidences that their rival party turned to vote-buying schemes during the homestretch of the campaign.

    Custodio complimented Rivera for his win and chal-lenged the latter to work on his promised changes to the city and unite the citys constituents.

    I would like to con-gratulate mayor-elect Ron-nel Rivera. The people have spoken and they have elected you on the basis of change. The election has gone past and politics is over. The city will not move forward if were not united. The city is bigger than both of us, she said.

    DINAGAT ISLANDS The Ecleo dynasty in the Province of Dinagat Is-lands is apparently losing grip, with the election of Akbayan Party-list Rep. Arlene Kaka Bag-ao, as the new congressional representative of the lone district of the province.

    Bag-ao of the Liberal Party got 25,615 votes against the Nacionalista Partys Gwendolyn Ecleos 22,369 votes or a lead of 3,246 votes.

    Bag-ao was appointed

    caretaker representa-tive of Dinagat by House Speaker Feliciano Belmonte in October last year after Representative Ruben Ecleo Jr. was convicted of murder and subsequently expelled by the House.

    BUTUAN City - The situa-tion unit leader of the In-cident Command System (ICS) is responsible for collecting and organiz-ing incident status and situation information; evaluating, analyzing, and displaying the incident status summary, maps, and weather for use by the ICS personnel and agency dispatchers.

    This was stressed by Fire Senior Insp. Noel Nel-son Ababon, acting fire marshall of Cebu City, during the five-day Inte-grated Planning Course here in the city, April 29 to May 3.

    The five primary maps prepared by the situation unit leader are the Situa-tion Unit Map; Incident Action Plan Map; Opera-tions Briefing Map; Exter-nal Traffic Plan Map and Facilities (Internal Traffic Plan) Map, said Ababon.

    Meanwhile, Mr. Randy Pabon, deputy administra-tor of Amity Public Safety Academy, said the demo-bilization unit leader will take responsibility of the demobilization unit to en-sure an orderly, safe and cost-effective release of personnel and equipment. The demobilization unit gathers the information

    and writes the demobi-lization plan and imple-ments it.

    He added the demobi-lization unit leader is also responsible in duplicating the IAP operational pe-riod briefing and assisting other incident functional areas with photocopying needs; maintaining incident documentation in easily accessible files during the incident operations; estab-lishing the incident history file and turning over the completed documentation files to the PSC, hosting agency or another docu-mentation leader.     Incident Command System maps enumerated

    BUTUAN CITY - In line with the Incident Com-mand System (ICS), the general staff that is under the incident commander, is composed of the opera-tions, planning, logistics and finance/administrative sections.

    This was explained by Mr. Ryan Castaeda, spe-cial operations officer II of the Metropolitan Manila Development Authority (MMDA), during the In-tegrated Planning Course, held here in the city, April 29 to May 3.

    The five-day training was attended by personnel of the Regional Disaster Risk Reduction and Manage-ment Council (RDRRMC-Caraga).

    The planning section chief directs the activities of all subordinate personnel in the creation of alternate strategies addressing the emergency and to advise the IC regarding these strate-gies; and provides the IC with diagrams, maps and information about campus buildings and resources relevant to the emergency incident, said Mr. Casta-eda.

    He added, the main re-sponsibilities of the PSC are maintaining resource and situation status; preparing

    incident action plan (IAP); providing documentation; preparing demobilization plan; and providing techni-cal specialists;

    Other tasks of the PSC are information gather-ing; strategy identification and planning; conducting meetings and briefings; IAP/Contingency plan de-velopment; interactions and management and to be knowledgeable about the forms, documents and supplies at the pre-incident, on-scene and post-incident levels.

    On the other hand, Col. Mario-Verner Monsanto, consultant of the Office of the Vice Mayor of Davao City, told the participants that the resource unit leader will be responsible for estab-lishing all incident check-in activities and maintain a master check-in list of incident resources.

    Speaking as one of the training resource persons, Col. Monsantro said the resource unit leader also prepares and processes the resource status change in-formation, as well as pres-ent displays, charts, lists reflecting current status and location of resources, transportation and support vehicles.     Glenda of the Nacio-nalista Party got 23,385

    votes against the Liberal Partys Geraldine who got 22,760 votes. The Ecleo matriarch won by a slim margin of 625 over her daughter.

    Public Information Of-ficer Rosario Roxas re-ported that Geraldine has humbly conceded as early as 11:00 am yesterday.

    In the Vice Governor race, Provincial Admin-istrator Benglen Ecleo of Nacionalista Party defeated Board Member Merlinda Lagroma of the Liberal Party.

    Meanwhile, Dinagat Islands caretaker Arlene Bag-ao of the Liberal Party won in the lone congres-

    THE jeers and sneers of the election fanfare have subsided as both losers and winner candidates retreated to their own comfort. It was an exhila-rating experience albeit the thrill and madness that showcased the characters and personalities of the countrys electoral candidates.

    In Cagayan de Oro City, the per-sonalities and the platform of the governments of the candidates in the hotly contested mayoral post became the focus of attention since the start of the election season last year.

    The Moreno-Emano clashed was likened to a box-ing tournament where supporters and leaders engaged in a bell-to-bell fight. The congressional fracas in the citys second district was equally boisterous although the Rodriguez-Nacaya congressional duel was a no contest match.

    In the first district, Rolando Uy, made an assertive comeback when he crushed the incumbent representa-tive Benjo Benaldo in a 20,000 vote lead. Candidates for the city council in the first district won half of the seat but in the second district, the administration party only gets two seats. With the reelection of Ian Acenas as Vice Mayor, the incumbent opposition of Dongkoy Emano remains in control of the City Council at 10-6 ratio.

    Not to be outdone were electoral events in the province

    M O N DAY S m i dte r m election that surprisingly catapulted Grace Poe to the top of the senatorial race is President Aquinos biggest contribution in putting a closure to the unresolved cheating that deprived Fernando Poe Jr. of the presidency in 2004.

    This was very clear in the overwhelming mandate the electorate gave Grace, a non-entity in the senatorial race when it was first announced she is one of the aspirants. But the people had another plan. They wanted to prove Fernando really won over the disgraced Gloria Ar-royo in their battle for the presidency.

    Juliet Uy made history as the first woman to win a congressional seat in Misamis Orientals male-dominated political landscape. This corner labelled Uy as the dark horse in the early days of the congressional race.

    With seasoned and tested legislators as major politi-cal opponents, Juliet Uy, the only woman candidate who dares the lions den, pulled unexpected support from the districts about 390,000 voters. Juliet vindicated the frustration of her husband Julio Uy, who twice lost his congressional bid in the provinces second district. Julio, however, was elected town Mayor of Villanueva to keep the coastal town as the couples political bailiwick in the province central district.

    Anyway, this corner congratulates the winners of the midterm elections. Notwithstanding, the electorate expects that winning candidate would pursue their man-dated responsibilities as duly elected public officials. It is expected that the newly elected public officials would work to unite wounded political feelings and would pursue a peaceful relationship to all regardless of politi-cal colours to allow the city of Cagayan de Oro and the province of Misamis Oriental to move on.

    This early, I would pre-dict she will be the darling of all presidential aspirants to be their partner in the race in 2016. Some quarters might even push for Poes own presidential bid.     It became more rampant and the buying more expen-sive as more and more un-scrupulous politicians vied for the peoples mandate.

    It just so happen that more and more voters have become wiser. Some did not allow denigrating their beings. Some played games with the unscrupulous poli-ticians by accepting their money but went on vot-ing for the candidates who they believed deserved their mandate.

    If this attitude will be perpetuated time will come when unscrupulous politi-cians will be reduced to penury thus become irrel-evant in future elections?

    But this does not mean we will just let the unscrupu-

    lous ways of some politicians pass this time. It is high time that unscrupulous ways in our elections should finally be put to an end. Vote buy-ing is an insult to the voter, an insult to the sacredness of the right to suffrage, an insult to the image of God that is in every human be-ing. Vote buying is a form of corruption and will beget corruption in governance.

    Zubiri slate wins Malaybalay polls

    MALAYBALAY CityThe tandem of reelectionist Mayor Ignacio W. Zubiri and councilor Roland Deticio of the Bukidnon aglaum Party-administration team won wide margins over their rivals in the May 13 elections with six of their councilors already in the first seven slots as of 4 p.m. Tuesday.

    The finalization of the 8th to 10th slots in the city council has been stalled due to three corrupted compact flash (CF) cards of the precinct count optical scan (PCOS).

    This means a total of 2,117 votes from barangays 10, Bangcud, and St. Peter. Lawyer Gina Luna

    Zayas-Sabio, Malaybalay election officer, told MindaNews Tuesday afternoon they have already re-quested authority to proclaim the winners that wont be affected by the number of votes in spite of the three unreadable CF cards.

    Zayas-Sabio said the CF cards were corrupted and could not be opened if accessed in the com-puter. She said they will wait for the replacement from Manila to arrive before they can officially canvass the votes from those three precincts. Vice mayor-elect Roland Deticio said the proclamation of the mayor, vice mayor and the first seven councilors is scheduled 9 a.m. today.

    In the partial and unofficial list,

    Zubiri got 28,672 votes, Marabe 17,745 votes, and Aldeguer with 16,893 votes.

    Zubiri won in 34 of the citys 46 barangays. Marabe and Aldeguer won in six barangays each . Marabe won in Barangay 1, 3, 4, 9, 11, and Casisang. Aldeguer won in Aglayan, Apo Macote, Imbayao, Mapulo, Miglamin, and Sinanglanan.

    For vice mayor, Deticio won with 35,986 votes vs. Dr. Glorio Sajulgas 20,434 votes.

    For the city councilors, the administration slate got 9 of the 10 councilors reelectionist Jay Warren Pabillaran (36,559), lawyer and political newcomer Rendon Sanggalang (24,320), reelection-ist George Damasco Sr. (24,285),

    former councilor Provo Antipasado (23,996), reelectionist Lorenzo Din-layan (23,149), reelectionist Canoto Barroso (21,895), reelectionist Mya Rosos-Tenorio (17,567), former mayor Nicolas Jurolan (17,047), and Allied Bank vice president for Mindanao Louel Tortola (16,817).

    The only candidate from the other parties in the top 10 is lawyer Hollis Monsanto at sixth place with 21,960 votes.

    At the 11th and 12th spots are lawyer Burt Estrada (16,408) and balikbayan Marlon Valcorza (15,186).
