Legislative Accomplishments2017SUCCESS IN FY18 NDAA BILL:In November, Congress passed the FY18 National Defense Authorization Act (NDAA). AWEA and a number of member companies worked hard throughout the year to ensure that any changes to the DOD Siting Clearinghouse that oversees projects built near military assets would be workable for the industry. House Armed Services Committee Chairman (and #1 wind district representative) Mac Thornberry (R-TX), Senate Armed Services Ranking Member Reed (D-RI), Rep. Elise Stefanik (R-NY), Sen. Heinrich (D-NM), Sen. Ernst (R-IA) and many others worked with us throughout the year in order to balance the importance of national security with continued wind farm operation and development.

STRENGTH IN OHIO:We continue to have a strong group of champions in the State Senate who are supporting setback reform and a permanent extension of the PILOT, or payment-in-lieu-of-taxes, program. WindPAC’s ongoing engagement in the state will educate and mobilize key state legislators.

This past year, meaningful victories were achieved for the wind industry in Nebraska - one of those wins included removing statutory barriers that had prevented the wind industry from developing projects that combined in-state power purchase agreements with out-of-state export contracts. This essentially was a significant deregulation of private wind development in the nation’s only all Public Power State. This effort required immense leadership given that two filibusters had to be overcome during the waning hours of the 2016 Session. Ongoing strategic collaboration between the WindPAC and the Wind Coalition continues to help make the case for creating a wind-friendly business environment in Nebraska.
