1. DEFINITIONS

“Should” means discretionary - room to move.

“Shall” means mandatory - no room to deviate from rule.

“Attempt” means a vehicle’s inability to progress over an obstacle that results in thevehicle having an unplanned loss of forward momentum.

“Track Marker” means a cones and/or delineators bunting tape and/or paint

“Track” means a defined path of travel as indicated by track markers

“Gate” means the position between two track markers placed a minimum of 3 metresapart and at a 90 degree angle to the track. The 3 metres is measured between the 2 closest points of the track markers.

“DOT Approved” means a Queensland Department of Transport Modification Approval‘blue plate’ with supporting certificate.

“Engineer Certifiied” means a letter, on official letterhead, from a qualified Automotive or Mechanical Engineer listing the modifications inspected, and that the modifications areof a sound engineering standard for the purpose of competing in the Tough Tracks 4x4 Challenge – ‘Challenge Class’.

“Obstacle” means anything within the boundary of the track.

“STO” means senior track official

2. GENERAL EVENT RULES

2.1. Protest Process

2.1.1. All protests shall be:

2.1.1.1. Lodged in writing on the official “Tough Tracks Protest Form” within one hour of the cease of competition of that track for that day.

2.1.1.2. Protest forms are available from the Tough Tracks Admin Tent. A NON REFUNDABLE fee of $20 applies to each lodgement.

2.1.1.3. Witnesses shall be competitors and shall not be spectators.

2.2. Protest Committee/Group

2.2.1. Shall be three or more people but shall be an odd number consisting of:

2.2.1.1. STO and an independent official from the relevant class;

2.2.1.2. A driver’s representative from the relevant class (who shall be a club member).

2.4. Head Protection

2.4.1. Driver – shall wear an approved helmet and meet Australian standards(AS1609).

2.4.2. Navigator – shall wear head protection, minimum standard of a pushbike helmetwhile competing.

2.5. High Visibility Clothing

2.5.1. Competitors - High visibility vests shall be worn by the competitors at all timeswhile on track.

2.5.2. Official - pink high visibility vest wi th ‘O fficial ’ o n the b ack shall be worn.Only Officials shall wear the pink high visibility vests.

2.5.3. Media – high visibility vest with ‘Media’ on the back shall be worn.

2.6. Gloves

2.6.1. Gloves shall be worn by competitors at all times when outside of the vehicle ontrack.

2.7. Mandatory Competitor Safety Equipment

2.7.1. Seat belts and/or harnesses. Challenge & Outlaw vehicles shall have a minimumof a 4 point harness.

2.7.2. Window nets (refer Rule 4.7).

2.7.3. Helmets (refer to Rule 2.4).

2.7.4. High visibility vests (refer Rule 2.5).

2.7.5. Protective gloves (refer Rule 2.6).

2.7.6. Shall be checked by the starting official.

2.7.7. Shall be ticked off on the score sheet prior to the start of competition on thetrack.

2.8. Recovery Straps or Ski Ropes

2.8.1. Permitted to be used in Outlaw & Challenge Class only.

2.8.2. To use a strap / ski rope competitors must have the Track Officials permission.Can only be used to stabilise a vehicle and SHALL NOT be used for r ecovery of vehicle.

2.8.3. Straps must not be wrapped around any part of a person’s body.

2.8.4. Limited to 9m long. It is at the Track Officials discretion to determine a safedistance around the site.

2.8.5. Shall incur a penalty (refer Rule 3.7.14)

2.8.6. After use, the strap shall be securely stored in the stationary vehicle before recommencing the track.

2.8.7. Self recovery shall mean cease of competition (refer Rule 3.2).

2.9. Driver Leaving Vehicle

2.9.1. Drivers must stay in the vehicle for the duration of the track unless authorized bythe STO.

2.9.2. Vehicle shall be turned off.

2.9.3. Handbrake shall be engaged.

2.9.4. Vehicle shall be in gear.

2.9.5. High visibility clothing and gloves shall be worn by driver (refer Rule 2.5.1 andRule 2.6).

2.10. Abusive or Offensive Language

2.10.1. 1st offence shall receive a warning.

2.10.2. 2nd offence shall result in no score for that track.

2.11. Touching of Moving Vehicles

2.11.1. Shall not be allowed.

2.11.2. 1st offence shall receive a warning.

2.11.3. 2nd offence shall result in no score for that track.

2.12. Outside Assistance

2.12.1. Cease of competition.

2.12.2. Any competitor who has given outside assistance shall forfeit all points awardedto them for that track.

2.12.3. This rule is void if the competitor has been requested to assist by the STO.

2.13. Competitor or Official

2.13.1. You shall only be one or the other unless asked by the STO to assist with crowdcontrol or recovery.

2.14. Officials

2.14.1. Minimum of t hr ee two officials present on the track.

2.14.2. Additional officials may be used however they:

2.14.2.1. must stay clear of the track unless requested to assist by theSTO;

2.14.2.2. may be used to assist with crowd control.

2.14.2.3. shall wear high visibility clothing (refer Rule 2.5.2)

2.15. Persons on Track

2.15.1. No person is allowed beyond the bunting and/or track markers unless requestedby the STO.

2.15.2. This includes:

2.15.2.1. club members;

2.15.2.2. other competitors

2.15.2.3. spectators;

2.15.2.4. unofficial photographers;

2.16. Photographer/Media

2.16.1. Only appointed official photographers/media shall be permitted on the track.

2.16.2. Must have high visibility clothing (refer Rule 2.5.3).

2.17. DELETED

2.18. Sponsors

2.18.1. Shall be responsible for:

2.18.1.1. distribution of their own advertising to competitors.

2.18.1.2. placement and recovery of all their advertising bannersunless alternate arrangements have been made through thePublic Relations Officer.

2.19. Consumption of Alcohol

2.19.1. All competitors shall maintain a zero blood alcohol reading whilst competing.

2.19.2. Driver and navigator shall be available for breath testing prior to competing.

2.19.3. If a positive reading is achieved by either competitor they will be placed at therear of the competition field and re tested prior to competing.

2.19.4. If either competitor or navigator produces a second positive reading then theyshall not be allowed to compete on that track.

2.20. Vehicle Failure – Prior to Start of Competition

2.20.1. if vehicle failure occurs prior to drivers’ briefing, competitors shall notify theSTO at drivers’ briefing prior to the draw. The vehicle will be moved to the rearof the starting order;

2.20.2. if any competitor is unable to start in allotted order, they shall notify the STOand be allocated a new starting order;

2.20.3. vehicles may be subject to verification of failure by STO or Chief Scrutineer;

2.20.4. competitors who do not notify the STO of vehicle failure at the appropriate timeshall incur a 500 point penalty;

3. SCORING

3.1. Scoring

3.1.1. Shall commence from when the STO signals the vehicle to start and continue until the vehicle ceases competing.

3.1.2. The vehicle shall be capable of crossing the start line under its own power.

3.1.3. The vehicle must cross the start line to achieve a recordable score.

3.1.4. Scoring is from 0 to 1000 over the full length of the track being a percentage ofthe distance travelled from the start to the finish but only marked at specifiedobs tacles gates.

3.1.5. The winner of the track shall be the competitor that achieves the furthestdistance as defined by the scoring markers.

3.1.6. If two or more competitors achieve the same distance marker then thecompetitor with the least amount of penalty points sha l l be deemed to have the highest placing.

3.1.6.1 If two or more competitors achieve the same distance marker with the same amount of penalties then the competitor who has the fastest time shall be deemed to have the highest placing.

3.1.6.2 If a stop watch is being used for scoring, then competitors shall be told by the STO or the Official at the start of the track how they are being scored.

3.1.7. Both complete rear tyres must be forward of a line between the centre of eachscoring marker to achieve the score for those markers.

3.1.8. Three attempts only shall be allowed for each obstacle along the track unless aruling is made otherwise by the STO (refer Rule 3.8). Once a vehicle enters a gate, there shall only be 3 attempts allowed for the vehicle to clear and score that gate. A competitor may request another three attempts after the third and final attempt. This will incur a 400 point penalty. This will be allowed entirely at the discretion of the STO. The 400 point penalty will apply regardless if the competitor uses part or all of the additional attempts.

3.1.9. If a competitor fails to proceed after the third or final attempt then their distancescore shall be deemed to be the last scoring marker completely achieved.

3.1.10. Certain track conditions may allow “lining up” with no penalty subject to thediscretion of the STO and communicated to the competitors prior to the start of

the track.

Cease of Competition

3.2.1. When a vehicle’s rear wheel crosses the finish line.

3.2.2. When an official stops a vehicle from further competition.

3.2.3. N.B. The intention of the following rule is to stop competitors from deliberatelydriving outside the gate - When more than one wheel goes completely outsidethe track marker, the vehicle shall cease competing at that point.

3.2.4. If a vehicle is unable to continue without outside assistance, the vehicle shallcease competing at that point.

3.2.5 If a competitor reaches the DNF time set for that track, the vehicle shall cease competing at that point and their distance score shall be deemed to be the last scoring marker completely achieved.

3.3. Rock Stacking

3.3.1. One Track Official will watch and control the rock stack and will issue warningsif navigators are stacking with too much haste & therefore increasing risk ofinjury (ie. around water, loose rocks, big rocks to step over, logs, moss etc) orwhere rocks or logs are too heavy. 1st Warning = No penalty, 2nd Warning = 50point penalty, 3rd Warning = DNF (safety breach).

3.3.2 Competitors shall s h o u l d “unstack” any rocks moved during their run before signing the score sheet. When “unstacking” rocks/logs are to be placed a reasonable distance beside the track so they are available for use by other competitors and are not to be thrown as this could become a safety issue with nearby spectators / officials etc.

3.3.3. Maximum of 3 x 60 seconds per track (at the discretion of the STO).

3.3.4 Only natural landfill shall be used for Rock Stacking ie rocks, logs etc with-in the track vicinity. No wheels / tyres or other objects allowed.

3.4. Unsportsmanlike Behaviour

3.4.1. 1st offence shall receive a warning.

3.4.2. 2nd offence shall result in no score for that track.

3.4.3. Shall be determined by the on track officials.

3.5. Track Markers

3.5.1. If any part of the track marker is touched, the track marker shall be used aspenalty points (refer Rule 3.7).

3.5.2. Signage shall not be considered as a part of the track marker.

3.6. Signing Off of Score Sheets

3.6.1. Score sheets shall be signed off immediately after the cease of competition byeither driver or navigator.

3.7. Penalty Points

3.7.1. Touch track marker 200 points3.7.2. Excessive wheel spin (altering track 200 points

conditions without achieving forward or reverse momentum) 2nd warning

3.7.3. Excessive wheel spin (altering track DNFconditions without achieving forward or reverse momentum) 3rd warning

3.7.4. Stopping (of forward or reverse motion) 10 points3.7.5. Reversing 10 points3.7.6. Rock stacking (per 60 count) 50 points3.7.7. Failure to carry designated equipment DNS (No Score)3.7.8. Failure to follow a track officials’ instruction DNF3.7.9. Unable to advance after 3rd or final attempt at DNF

3.8. Attempts – refer to 3.1.8 – 3.1.9

3.9. Skid Steering – Excluding Outlaw Class

3.9.1. No skid steer (eg front digs) shall be allowed.

3.10. The ‘Have a Chat Rule’

3.10.1. Accumulative stop penalties shall occur for lengthy discussions whilst on a trackafter the first warning has been given – up to STO’s discretion.

3.11. Broken Vehicle with subsequent Track Change.

3.11.1 In the event that a vehicle in a track becomes broken or unable to continue, and the track is then changed for all competitors, then that vehicle may be repaired and continue competing at a later position. In the event that the vehicle can not be repaired in time for that track, then the scoring shall be averaged for that vehicle at the STO’s discretion.

4. VEHICLE SPECIFICATIONS FOR ALL VEHICLES

4.1. Modifications Not Covered by Existing Rules

4.1.1. Any vehicle modification not covered by the existing rules must be presented inwriting to a committee meeting for review prior to an event. Failure to obtainapproval may render the vehicle ‘unable to compete’ or the modification ‘unableto be used’.

4.2. Vehicle Condition

4.2.1. Vehicle shall be in a track worthy state and must be constructed to soundengineering standard.

4.3. Windscreens

4.3.1. Shall be fitted at start of competition – excludes Challenge and Outlaw Class

4.3.2. If the windscreen is smashed during competition or not fitted, in the case ofChallenge and Outlaw vehicles, the STO will determine if safety goggles shall be worn for the remainder of the track(s).

4.4. Rollover Protection/Roll Cages

4.4.1. Soft top or open top vehicles shall be fitted with a minimum of a four point rollcage and a roof covering the driver’s position made from minimum 1mm steel,2mm alloy or 3mm lexan.

4.4.2. Challenge and Outlaw class vehicles shall have rollover protection.

4.5. Fire Extinguisher

4.5.1. A minimum 0.9kg (dry powder) fire extinguisher shall should be fitted within easy reach of driver.

4.6. First Aid Kit

4.6.1. First aid kits shall should be carried in vehicle while competing.

4.7. Window Nets (SHOULD for Trophy Class. SHALL for all other Classes)

4.7.1. All vehicles shall have one fitted to the driver’s side window

4.7.2. This window net shall be easily opened and/or removed to gain access frominside and/or outside of the vehicle and shall:

4.7.2.1. Cover the entire height from top to bottom;

4.7.2.2. Cover minimum 75% of the window opening.

4.8. Tyres – excludes Outlaw Class

4.8.1. Tyres may protrude from bodywork a maximum of 50mm per tyre.

4.8.2. Each vehicle shall have ready access to a spare tyre/wheel and suitableequipment to replace a damaged tyre/wheel whilst on a track being:

4.8.2.1. tyre/wheel suitable to enable the vehicle to be moved ordriven from the track;

4.8.2.2. suitable jack;

4.8.2.3. jacking plate;

4.8.2.4. wheel brace or suitable equipment;

4.8.3. Tyres shall not be agricultural type tyres.

4.9. Recovery

4.9.1. Recovery points

4.9.1.1. minimum of two rated, or suitable recovery points fitted one to rear and one to the front of the vehicle;

4.9.1.2. shall be RED in colour – except where the vehicles’ bars ormounting points are red – in which case the recovery pointsshall be painted in a contrasting colour – leniency may be given to new competitors regarding colour of recovery points - with-in STO’s discretion.

4.9.2. Recovery equipment - minimum requirements

4.9.2.1. one snatch strap;

4.9.2.2. two rated shackles minimum of 3.25 tonne SWL.

4.9.3. Self Recovery – Challenge and Outlaw Class

4.9.3.1.vehicles shall be capable of self recovery with a frontmounted powered winch suitable for the weight of thevehicle;

4.9.3.2. the winch shall be maintained in a safe working condition;

4.9.3.3.competitors shall be required to have ready access to treetrunk protectors, snatch blocks and winch dampeners asrequired;

4.10. Loose Equipment in Vehicle

4.10.1. There shall be no loose items within the vehicle upon starting the track.

4.10.2. In the event of equipment becoming loose during the course of the track, thisequipment shall be immediately secured.

4.11. Vehicle Doors (excluding Outlaw Class)

4.11.1. All vehicles shall run doors.

4.11.2. Intrusion bar shall not be altered in any model vehicle that has them fitted asstandard.

4.11.3. ‘Cut-down Doors’ are not allowed.

4.12. Battery Isolator (SHOULD for Trophy Class. SHALL for all other Classes)

4.12.1. Shall isolate the battery, fuel pump and stop the engine.

4.12.2. Shall be operational from the outside of the vehicle.

4.12.3. Shall be identified by a blue triangle with a lightning flash.

4.12.4. May isolate the negative terminal.

4.13. Fuel & Lubricants

4.13.1. Any vehicle loosing fluids in the course of the track shall receive a DNF for thattrack.

4.14. Exhaust Systems

4.14.1. Shall have a muffling system fitted. A turbo shall be accepted as a mufflingsystem.

4.14.2 Exhaust gases shall exit the system at a point rearward of the driver’s seat.

4.15. Declaration

4.15.1. A declaration signed by the owner / d r i ve r shall be completed for each round stating that the vehicle has been built to sound engineering principles and practices for the appropriate Class of the Tough Tracks 4x4 Challenge, and that they take full responsibility for the safe construction and use of the vehicle.

4.15.2. The declaration shall refer to some form of vehicle identification, suchas a chassis number, registration number and/or an engine number.

4.15.3. The declaration shall be supplied to the Tough Tracks officials at theTough Tracks Admin Tent prior to the start of the event. Failure to do this shall result in that vehicle being unable to compete.

5. TROPHY CLASS VEHICLE SPECIFICATIONS

5.1. Tyres

5.1.1. Tyre sizes shall be limited to 33” or metric equivalent based on sidewallmarking with-out penalty. Tyre sizes up to 35” will be allowed but shall incur a 400 point penalty per track.

5.2. Wheels

5.2.1. Wheel options are unlimited, except that tyres shall be mostly enclosed withinthe width of mudguards and flares (refer rule 4.8.1).

5.2.2. Bead locks are allowed.

5.2.3. Wheel spacers shall be no larger than 50mm.

5.2.4. Flipped or custom rims shall not be allowed.

5.3. Axles and Hubs

5.3.1. Axle housings shall be the original equipment for that make of vehicle exceptthat they may be strengthened and protected.

5.3.2. Axle internal components shall be of original design, except they may besubstituted with stronger components.

5.3.3. Hubs are free except that drop axles and reduction hubs shall not be fitted.

5.3.4. Axle housing upgrades or swaps shall should be DOT Approved. (refer Rule 5.17)

5.4. Brakes

5.4.1. An emergency brake (handbrake) shall be fitted and shall be operational.

5.4.2. Air operated hand brakes shall not be an emergency brake.

5.9.2. The original spring configuration and position on the chassis shall be retainedexcept that it may be modified or replaced with similar aftermarket units.

5.9.3. Total lift of springs plus body shall not exceed 100mm with-out penalty. A vehicle with 100mm suspension lift may also have a bodylift of up to 2” (50mm) however this shall result in a penalty of 100 points per inch of bodylift. This penalty shall apply for each track started.

5.9.4. Control arm configuration shall be retained including arm length and mounting

points but may be strengthened – however drop boxes may be utilised as a method of castor correction.

5.9.5. The axle position of the original vehicle chassis shall be retained within 50mmof its original location to retain substantially the same wheelbase.

5.9.6. Removal/installation of components to enhance performance during competitionshall NOT be allowed – excludes swaybars

5.9.7. Drop shackles shall not be allowed.

5.14.4. The determination of the 50% is based on an area being the portion of the sideview that is added or removed from the total area determined by the rectangle ofthe extreme forward and rearward points, the roof and the ground of the originalvehicle.

5.14.5. Body lifts shall be limited to 50mm and shall be completed in a safe and securemanner and the spacers shall be a noncrushable material and the bolts shall bethe same diameter as the original body mounting bolts and at least Grade 8.There shall be the same number of body mounts and supports as the originalchassis and body combination.

5.14.6. Additional mudguards, flares and doorsills may be added for protection.

5.16.1. The fuel system shall be in a sound condition with all fittings tightly fastened.

5.16.2. Alternative fuel or fuel additives, such as LPG, may be fitted in accordance withState and National Regulations.

5.16.3. Any competitor using LPG shall provide a current LPG certificate for thecompetition vehicle and the tank shall be within test date.

5.16.4. Non original replacement or auxiliary tanks shall should be DOT Approved. (refer Rule 5.17)

5.17 DOT Approvals and Vehicle Inspections

5.17.1. Modifications listed above that require DOT Approval may be given temporary approval to new competitors by the Chief Scrutineer upon inspection of the modifications - with a requirement to have the modifications DOT approved prior to competing in any further Tough Tracks events.

5.17.1 As of Version 16.0 of the Rules, Trophy Class Vehicles no longer require registration – however (other than suspension height and tyre size) must be registerable. As such, any modificatons that “shall be DOT Approved” in Section 5 have been amended to “should be DOT Approved” and shall now be inspected by the Chief Scrutineer and / or STO.

5.17.2 At the start of each round a number of tests may be conducted to test handbrake and brake function; excessive movement in wheel bearings, ball joints, king pins, tie rods ends and draglink ends; Driver’s seat belt; battery security (including cover over positive posts) and other “roadworthy” items.
