Title III Goals

Assist students in gaining English proficiency in as timely manner as possible

Ensure that ELLs master the same grade level content as English speaking children

Title III and NCLB

Each state must develop state standards for English for Speakers of Other Languages

Each year all identified ELLs must be assessed using an instrument based on those state standards Kansas English Language Proficiency Assessment –

KELPA ALL identified ELLs must be assessed!

Accountability

Annual Measurable Achievement Objectives AMAO #1—20% of the K-12 ELLs will increase their

composite scores on the Kansas English Language Proficiency Assessment (KELPA) when comparing the current year to the prior year.

AMAO #2—15% of the K-12 ELLs will score “4-Fluent” on the composite score of the current year’s KELPA.

AMAO #3 – 81.3% are meeting standard or above in Reading and 76.4% in Mathematics on Kansas State Assessments

Failure to meet AMAOsYear 1 “On Watch”

District: Notify parents of English Language Learners (ELLs)

in writing within 30 days of notification of not meeting AMAOs.

KSDE: Notify District of not meeting AMAOs.

District: Notify parents of English Language Learners (ELLs)

in writing within 30 days of notification of not meeting AMAOs.

Develop and implement an improvement plan that addresses the objective(s) not met and the factors that prevented the District from achieving the objective(s).

Failure to meet AMAOsYear 2 “On Improvement”

KSDE: Provide technical assistance to the District to

enable the District to meet the AMAOs. Develop, in consultation with the District,

professional development strategies and activities that the District will use to meet AMAOs.

Develop, in consultation with the District, a plan to incorporate strategies and methodologies, based on scientifically-based research, to improve the specific program or method of instruction provided to ELLs.

KSDE: Notify parents of English Language Learners (ELLs)

in writing within 30 days of notification of not meeting AMAOs.

KSDE: Continue to provide technical assistance to the District to

enable the District to meet the AMAOs. Monitor the implementation of the improvement plan. Require the District to utilize the professional

development strategies and activities determined to improve the program or method of instruction provided to ELLs, if appropriate.

District: Notify parents of English Language Learners (ELLs) in

KSDE Require the District to:

modify the curriculum, program, and method of instruction; or

determine whether the District will continue to receive Title III funds; and

require the District to replace relevant education personnel.

in listening, speaking, reading, and writing? Are they used for planning?
