10.9m Height Restriction Kit

■ IntroductionUnits built for the Australian market may be fittedwith a 10.9m height restriction kit.This kit is fitted to allow the maximum height to theplatform floor to be restricted to10.9m from theground.This is to allow the unit to be operated byunl icensed operators in accordance withAustralian legislation.

If this machine is fitted with a 10.9m kit youmust ENSURE that you read and understandthe information in this section.

■ SignageIf the machine is fitted with a 10.9m kit the decalbelow will be attached to the base/column adjacent to the height lockout switch.

■ OperationWhen the 10.9m function is selected, via the keyswitch mounted at the base, the unit operatesnormally until a micro switch at the knuckle isactivated by a cam.This then powers a solenoid valve that shuts off oilto the upper lift cylinders and prevents the upperboom raising any further.The key switch � allows the unit to operatenormally so the platform floor height is 12.8m (15mworking height) when the DISABLED position �on the key switch is selected (see Figure 2 / Figure3).

When the key switch is placed in the ENABLEDposition � the unit is restricted to a platform floorheight of 10.9m (see Figure 2 / Figure 3). The keycan only be removed in the disabled position thus

effectively 'locking' the machine into the restrictedmode.

In order to operate this machine in theunrestricted mode (DISABLED) the operatoris required to hold a WP Certificate ofCompetency.

The use of a machine fitted with a 10.9mheight restriction kit, in the unrestricted(DISABLED) mode by an uncertif iedoperator is a breach of Australian law.

If a machine is fitted with a 10.9m heightrestriction kit, and the machine is to be madeavailable for hire,IT IS THE RESPONSIBILITY OF THE HIRECOMPANY OR OWNERto establish that the person hiring themachine, or the person who will be operating the machine, has a WP class Certificate ofCompetency.If they do not have such a qualification themachine must be restricted to 10.9moperation and the key must be removed thuslocking the unit in that mode prior to thehiree removing the machine.

■ Operation In Unrestricted ModeIf the machine is being operated in the unrestricted(DISABLED) mode, by a suitably qualifiedoperator, the key MUST be switched to restricted(ENABLED) mode and the key removed from theswitch any time that the qualified operator leavesthe machine.

As previously stated this effectively 'locks' themachine into the 10.9m mode thus preventing anyunqualified person from operating the machine inthe unrestricted mode.

■ Tamper ProtectionIn order to reduce the likelihood of the machinebeing tampered with to gain the extra height by anunqualified operator, a tamper protection device isinstalled on the machine.This consists of a lockwire and lead seal and theowner must check this on a regular basis toENSURE that the protective device is in place.

If the seal is broken the owner of the machinemust:1. ENSURE that the 10.9m lockout function

still operates correctly.2. Replace the seal.3. ENSURE that the machine continues to

meet the requirements of the relevantAustralian legislation.

NOTE:It is recommended that you record the serial andmodel number of your machine (see page 10 of this chapter). This information is found on the serialnumber placard.

Whenrequesting any part, always specify complete partnumber, description, model and serial number ofyour unit.The following is a general description of eachsection and its contents.

■ Maintenance and Schematics

❑ Maintenance informationThe parts drawings located in the repair partssections, are designed for use as a guide for proper disassembly of the machine and components aswell as for parts replacement. Always refer to thehydraulic system installation drawings and theelectrical wiring diagram before removing ordisassembling associated parts.

Do not attempt to disconnect or remove anyhydraulic l ine before reading andunderstanding all text concerning thesystem hydraulics. In most cases,disassembly of the machine will be obviousfrom the illustration.

When disassembl ing or reassembl ingcomponents, complete the procedural steps insequence. Do not partially disassemble orassemble one part, then start on another. Alwayscheck your work to assure that nothing has beenoverlooked.The following list is a gentle reminder whendisassembling or assembling the machine.

� Always be conscious of weight.

� Never attempt to lift heavy objects without the aid ofa mechanical device.

� Do not allow heavy objects to rest in an unstablecondition.

� Always make sure work platform is in stowedposition - blocked or the weight removed by asuitable lifting device before disconnecting thehydraulic hose from the motor/pump unit to the liftcylinder.

�When raising a portion of the machine, be sure thatadequate blocking is properly positioned - Do notdepend on lifting device to hold and secure weight.

� If a part resists removal, check to see if all fasteners, electrical wiring, hydraulic lines, etc., have beenremoved or that other parts are not interfering.

Parts should be thoroughly inspected beforerestoring to service at the time of reassembly. Burrs,nicks or scratches may be removed from machinedsurfaces by honing or polishing with #600 crocuscloth, followed by a thorough cleaning in anapproved cleaning solvent, and blown dry withcompressed air. Do not alter the contour of any part.If this operation does not restore the part to aserviceable condition, replace the part. Replace all O-rings, seals, and gaskets atreassembly. Use new roll pins or cotter pins. Dip allpacking rings and seals in hydraulic oil beforereassembling in cylinder and manifold installations.Replace any part having imperfect threads. Ingeneral, units that have been disassembled can bereassembled by reversing the order of disassembly.Remember that the service life of a machine can beincreased by keeping dirt and foreign materials outof the vital components. Precautions have beentaken to safeguard against this; shields, covers,seals and filters are provided to keep air and oilsupplies clean; however, these items must bemaintained on a scheduled basis in order to function properly.At any time air or oil lines are disconnected, cleansurrounding areas as well as the opening andfittings themselves. As soon as a line or componentis disconnected, cap or cover all openings toprevent the entry of dirt or foreign materials.New parts should remain in their container until theyare ready to be used.Clearly mark or tag hydraulic lines and electricalwiring connections when disconnecting or removing them from unit. This will assure that they arecorrectly reinstalled.

Proper assembly is critical to the successfulrebuilding of any unit. Carefully inspect any partswhich are to be reused. If in doubt, replace.

“SAFETY FIRST” is a good slogan.Replace any guards and protective devices thathave been removed to carry out maintenance andrepair work.

■ Maintenance schedulesSnorkel has established a Preventive MaintenanceSchedule that includes:

� Daily Maintenance (Operator’s Inspection)

� 90 Day or 150 Hour (frequent) Maintenance

� Yearly or 500 Hour (annual) Maintenance,

These schedules should ensure the detection of any defective, damaged or improperly secured partsand provide information regarding lubrication andother minor maintenance items.The Maintenance Schedule following, outlines therequirements of these maintenance checks for each time interval. The Operator’s Pre-operationalinspection must be performed by a trained operator.All other maintenance and inspections must beperformed by a trained service technician only.Note that the 90 Day or 150 hour (frequent) andyearly or 500 hour (annual) Maintenance, requireuse of the Preventive Inspection MaintenanceChecklist to pinpoint all inspection items. Retain acopy of these forms for your records. They also require that all placards and decals on theunit are to be inspected.All placards and decals must be in place and legible. Use the placards installation drawing and partslisting in the repair parts section 1 of this manual tocheck these placards and decals.Snorkel recommends that you make additionalcopies of the Preventive Inspection MaintenanceChecklist forms for your use in performing these

Failure to perform the PreventiveMaintenance at the intervals outlined in theMaintenance Schedule may result in a unitbeing operated with a defect that could resultin INJURY or DEATH of the unit operator. DONOT allow a unit to be operated that has beenfound to be defective.

Repair all defects before returning the unit toservice.

■ LubricantsTo obtain maximum life of any industrialequipment, a wel l p lanned maintenanceprogramme should be followed. The informationprovided on these and preceeding pages isintended to provide guidelines for properlubrication, however, some operating conditionswill require more frequent checks and lubricationthan listed - for example applications with muchdust or moisture will require modification of theschedule to fit that particular application.The use of high grade lubricants and fluids shouldbe encouraged. Sources of these lubricants maybe from almost any of the oil companies. Thoselisted are typical and any lubricant with equalspecifications may be used. However if in doubtregarding the use of lubricants other than thoselisted, contact Snorkel.

❑ Pressure gun applicationService all fittings as indicated in the MaintenanceSchedule and lubrication illustration. Wipe away all excess lubricant from exposed surfaces. Overlubrication can collect dirt and foreign matter whichacts as an abrasive. Lubrication of accessoryequipment should be in accordance with themanufacturer’s recommendations.

❑ Rotation bearingRotation bearing. Pressure gun lubricate bearingat recommended interval using lubricant asoutlined in the maintenance schedule. Rotate while lubricating.

❑ Rotation gear teeth and pinionRotation gear teeth and pinion. Gear teeth andgear box pinion should be lubricated with a opengear grease.

❑ EnginesEngine. Refer to the engine manufacturer’sinstruction manual or consult your local engineservice representative if engine adjustments orrepairs are needed. The engine MUST be operated in accordance with manufacturer’s instructions and serviced at recommended intervals.

❑ Hydraulic oil reservoirHydraulic oil reservoir. The fluid level should bekept between the low and full marks on the dipstickand should be checked with all cylinders fullyretracted and the platform in stowed position.The interior of the reservoir should be wiped outand cleaned each time the hydraulic oil is changed.It is absolutely necessary that only new, cleanhydraulic oil is added.

If it becomes necessary to add or use an oilother than the recommended fluid, it isimportant that i t be compatible andequivalent to the factory fill. Local oilsuppliers can generally furnish thisinformation.

❑ Filling hydraulic systemThis procedure must be followed when starting up anew machine or after any major service affecting the hydraulic system when a considerable volume of oilmay have been drained from the system.

It is most important that the machine is notoperated unless the lower boom cylinder iscompletely filled with oil.

It is also advisable to follow this procedure if there isany doubt about the condition of the machine, i.e. if it has been standing idle for more than a week, or as asafeguard, when a new operator is taking charge ofthe machine.

NOTE - Air in OilIf a cylinder is empty, filling it will cause the level inthe reservoir to fall and may result in air beingdischarged from the cylinder into the tank.In this event, when the cylinder is fully extended theengine should be stopped to allow the air toseparate from the oil (about five minutes issufficient) and the oil topped up again beforerestarting the engine.

1. Fill the reservoir with the recommendedhydraulic oil. Leave the filler cap off so thatany drop in the oil can be seen.

2. Lower the stabiliser legs to the operatingposition.

3. Raise the lower boom halfway.4. Lower the lower boom and raise the

hydraulic legs.5. Check the oil level as in �.6. Lower stabiliser legs to operating position.7. Raise the lower boom fully then raise the

upper boom fully.8. Rotate the turntable through 360

o

.9. Lower all booms and raise the hydraulic legs.

10. Check the oil level as in �.

The machines hydraulic system is now correctlyfilled.

NOTE - Oil Seals:It is best to leave oil seals undisturbed if the machine is operating satisfactorily. If replacement of seals isnecessary, extreme care must be taken not todamage the surface of the seals, cylinder bore or the chrome plated piston shaft.

● Absolute cleanliness is essential.

At all times when a cylinder is stripped downmake sure that the cylinder bore and thepiston rod are not damaged in any way.Particular care is necessary that the cylinderhead nut is not allowed to drop off the headand damage the chromium plated shaft.

■ BatteryBattery. The battery will have longer life if the waterlevel is maintained and it is kept charged. The unitwill have better starting characteristics with a fullycharged battery.In cold weather the battery should be maintained atfull charge to keep from freezing. An extremely lowor dead battery can freeze in cold weather. Makesure connections are clean and tight.Make sure charging equipment is operatingproperly.

Lead-acid batteries contain sulfuric acidwhich will damage eyes or skin on contact.When working around batteries, ALWAYSwear a face shield to avoid acid in eyes.If acid contacts eyes, flush immediately withclear water and get medical attention.Wear rubber gloves and protective clothingto keep acid off skin, if acid contacts skin,wash off immediately with clear water.Lead-acid batteries produce flammable andexplosive gases. NEVER allow smoking,flames or sparks around batteries.

Stability Testing

■ Stability Testing MHP14AT / MHP13AT

❑ IntroductionThe purpose of this test is to assess if the MHP14AT / MHP13AT meets the requirements of AS1418-10 2004 Appendix G Stability Calculations. The situation for minimum stability is with thebooms at maximum outreach over the drawbar,with the maximum rated load in the platform, amanual force pulling toward the drawbar andmaximum wind load acting on the back of themachine.Since this testing involves taking the machine tothe edge of its stability envelope care must betaken to ensure the test is failsafe i.e. the machinecan not tip over if it fails the test. To this end therated load is to be hung from the Test WeightHarness and the test weight is suspended 200mmabove the ground during the test. If the machinestarts to tip over the test weight will contact theground, reducing the overturning moment, so thatthe machine can not continue to tip over.

❑ Setup and ProcedureThe Test Weight harness location is at the rearedge of the platform. The test load for a standardmachine is 215kg.The manual force is 400N with an additionalmultiplication factor of 1.1 giving 440N or 45kg. The line of action of this force is such that itproduces the greatest overturning moment. That is the line of action of the force is perpendicular to aline joining the top rail of the platform to the tippingline (see Figure 1). The wind load is assumed to act at the centre ofarea of the elevated components. The overturningmoment from the wind is used to find an equivalentforce along the line of action of the manual force.The calculated force due to wind is 20.7kgThe load simulating the wind and manual force istherefore 65.5kg.

The test procedure is as follows (Refer Figure 2).1. Set the pulley on the pole such that a line

joining the foot and rear top edge of thebasket makes a right angle with the rope tothe pulley (see Figure 1 over page).

2. Raise the machine on the stabilisers tomaximum height.

3. Level the machine laterally using the spiritlevel.

4. Level the machine fore and aft such that it is0.5 deg drawbar down from level. (Thissimulates a poor setup by the end user).

5. Slew the booms until the rear of the basket is pointing towards the pole.

6. Tie the rope from the pulley around the toprail of the platform on the basket centre line.

7. Attach the Test Weight Harness and the Test Weight to the platform.

8. Raise the booms to maximum outreach(lower boom fully up and top boomhorizontal). The Test load must be between100 and 200mm above ground.

9. Attach a ratchet tie down to the rope comingfrom pulley. Attach the other end to the Load simulating the wind and manual force.

10. Raise the Load simulating the wind andmanual force with the ratchet tie down untilthe load is between 100 and 200mm abovethe ground. Ensure that the loads are notswinging i.e. the loads are static. (If both‘rear’ legs lift clear of the ground STOP thetest and release the ratchet).

❑ Pass CriteriaThe machine can be assessed as meeting therequirements of AS 1418-10 2004 Appendix GStability Calculations if the Test Load and the Loadsimulating the wind and manual force can be raised clear of the ground simultaneously whilemaintaining at least 3 point contact i.e. not morethan 1 stabiliser foot off the ground.

Snorkel Product Warranty Policy

Snorkel Warranty Statement Effective 1/1/2017

1. Snorkel warrants, its authorized sales and service centers (herein referred to as “SSC”), each new machine manu-factured and sold by it to be free from defects in material and workmanship for a period of two (2) years from date of delivery to any customer. The warranty will apply subject to the machine being operated in accordance with the rules, precautions, instructions and maintenance requirements outlined in the relevant Snorkel Operator and Parts/

booms and/or scissor arms of each new machine manufactured by it to be free from defects in material and work-manship for an additional period of three (3) years. 7. At the direction of the Snorkel Warranty department, any component part(s) of Snorkel products to be replaced or repaired under this warranty program must be returned freight prepaid for inspection. An RMA (Returns material authorization) must be requested from Snorkel Warranty department, a copy to be placed with the returning component part(s).

8. All warranty replacement parts will be shipped freight prepaid (standard charges, ground shipping only) from the Snorkel Parts department, Service Department or from the Vendor to Dealer/SSC or Customer. Any other shipping method is the customer responsibility.

9. All warranty claims are subject to approval by Snorkel Service department. Snorkel reserves the right to limit or adjust claims with regard to defective parts, labor or travel time based on usual and customary guidelines.

REPLACEMENT PARTS WARRANTY Any part replaced under this limited warranty is not subject to further warranty cover beyond the normal warranty period of the machine upon which the part was installed.

Any replacement parts sold (not delivered under a warranty claim) will be subject to a warranty period of (6) six months from the date of invoice.

Parts held by an authorized Distributor/SSC are covered under warranty for a period of (12) twelve months from the date of invoice, provided that those parts have been subject to appropriate storage to prevent damage and deterioration (conditional on Snorkel review).

CLAIM PROCEDUREThe Snorkel Warranty department must be notified within forty-eight hours (48) of any possible warranty situation during the applicable warranty period. Personnel performing major warranty repair or parts replacement must ob-tain specific approval by the Snorkel Warranty department prior to performing the warranty repair or replacement.

When a Distributor/SSC/Customer perceive a warranty issue to exist the following steps must be adhered to:

Customer/SSC/Distributor to place a purchase order for genuine Snorkel replacement parts. Snorkel to dispatch parts via the requested method (in line with the required response time). Confirmation that a qualified technician is available to replace the part and that this person has been ac-cepted by Snorkel to carry out such work under the warranty of the machine. Failure to do this may nullify the warranty.

Customer/SSC/Distributor to allocate a warranty claim number to the repair. All correspondence in respect of the claim to be on an official Snorkel warranty claim form as supplied by Snorkel’s warranty department.

FREIGHT DAMAGE If a machine is received in a damaged condition, then the damage must be noted on the bill of lading and/or delivery documents and photographs must be taken at the point of delivery, prior to signing acceptance of the consignment.

The freight company and Snorkel must be contacted by the Distributor and a damage claim registered by either party immediately.

The above requirements apply only to freight damage associated with equipment supplied by Snorkel transport. Customer freight issues are excluded from this warranty policy.

THIS PRODUCT WARRANTY POLICY SPECIFICALLY EXCLUDES: 1. Engines, motors, tires and batteries are manufactured by specialist suppliers to Snorkel, who furnish their own

warranty policies. Snorkel will, however, to the extent permitted pass through any such warranty protection to the Distributor/SSC/Customer.

Any Snorkel product which has been subject to misuse and abuse, improper maintenance or accident. “Misuse” includes but is not limited to operation beyond the factory-rated load capacity and speeds. “Improper mainte-nance” includes but is not limited to failure to follow the recommendations contained in the Snorkel Operation, Maintenance, and repair Parts Manuals.

4. Normal wear of any Snorkel component part(s). Normal wear of component parts may vary with the type, application or type of environment in which the machine may be used; such as, but not limited to sandblasting applications.

6. Any Snorkel product that has come into direct contact with any chemical or abrasive material.

7. Incidental or consequential expenses, losses, or damages related to any part or equipment failure, including but not limited to freight cost to transport the machine to a repair facility, downtime of the machine, lost time for

Wherever possible the end customer shall obtain all warranty support and make all warranty claims through the local Snor-kel authorized Distributor/SSC/Dealer. Warranty support should be from the Distributor/SSC/Dealer from whom the Snorkel product was purchased. Where Snorkel equipment is supplied directly from the factory the end customer, or if unable to contact the Distributor/SSC/Dealer, may contact the Snorkel Warranty Department for further assistance.

APPEALThe buyer may appeal in writing against a rejected or adjusted claim to Snorkel warranty department within a period of 21 days of receiving the rejection or adjustment notice. The appeal should be grounded on express reasons and supported by relevant evidence. Appeals received outside of this time limit will not be considered.
