1. Engagement tools and success measures

The public information period for Metung Village Centre Master Plan commenced on Friday 16

December 2016 and concluded 5pm Monday 20 February 2017.

The following table shows the engagement tools used to inform and consult the community, along

with an evaluation of the success measures. A total of 96 surveys were received. Nine were

submitted as a hard copy and 87 were completed online through Your Say East Gippsland.

Qualitative responses are noted overleaf, along with a summary of quantitative responses.

Use of the village green for the Farmers' Market stalls "activates" the centre and provides custom for the local restaurants and retail stores. It is well-attended by local residents and visitors & showcases the produce of local producers--particularly the local orchards, chocolatier, culinary suppliers and soap-maker. The market also provides a venue to involve/provide the public with information about local services: rabbit control, SES. It is also a place to meet for breakfast, lunch and dinner. Due to the limited public space at the commercial centre of the village (surrounded by retail buildings) it makes for an intimate atmosphere

The village is a very unique geographic setting with two parks and water to the immediate east and west of the village centre. The village market and the revamping of Patterson Park works very well. The extension of the "Pub" Jetty has been an excellent draw card for boat traffic and for the general ambiance of the village for tourists arriving by car. Metung is noted for its ability to draw both tourists and locals for meals and shopping when Bairnsdale is very quiet on the weekends. Board walks including in front of the Moorings are very important. The back beach area is extremely well patronised and the walk to shavings point is well utilised. The mix of businesses is great but this needs expanding as the village grows.

80. To be 'A Village' the town must be small & compact where people can walk between establishments. The pub & the immediate surrounds of the village green are clearly the heart of the town: the village green being iconic & and almost sacred to the Metung community - it MUST NOT be fiddled with! Free pedestrian movement around the town works well - it must not be inhibited.

The Village Green is multi purpose and used for Markets, ANZAC Day, Easter, Food and Wine Festival, Cinema and other activities. Paterson Park is a very useful addition for families to be encouraged to visit Metung. Shaving Point is working well as a boating hub with reasonable parking for boat trailers. The Board Walk and the update to the jetty near the Metung Hotel is fantastic now that it have recently been completed. The replacement Lake King jetty is a good improvement. The Metung Hotel is the major attraction for eateries but nice to see that other restaurants have been open on the weekends recently.

83. The village centre is a great focal point of the community. We really enjoy the events that bring us together. New park is brilliant and inspires family the get active.

Nice clean, open and well kept spaces with a toilet and shower block just a short stroll away. Love the new organic Paterson Park. The water feature is a highlight and also the swing and climbing frame. Love the soft fall sand, native plants and grassy mounds and naturally shaded areas. Also love the wonderfully green open spaces over at the village green. Love going to the market here, playing with the kids here and the occasional event. The highlight of which would have to be the twilight cinema! Everyone I spoke to absolutely LOVED it! The only thing I would perhaps consider on the village green is perhaps a little more seating? Would it be possible to make ALL the tops of the perimeter wooden fence available for sitting down. i.e. place a flat piece of timber to the top of each one rather than just a few of them. This would be great for events such as ANZAC day when seating is at an absolute premium. Please don't change anything else in these two areas as I really think you have nailed it as is.

village, lack of high rise, and the excellent general store, hotel and eating places

I love that Metung still has a village feel. It isn't over-commercialized like some other tourist spots on the lakes. I love the drive into the village along Metung Rd, along the lakeside with the continuous view of Bancroft Bay . It was the first thing that made me fall in love with the place when we started coming here, when I was a teenager. I love that we have so much access to the water, especially along the Lake King side of the town, but it is a pity that the sand has disappeared from the beach along Lake King as it isn't as inviting as it once was and it is the only area that has been safe for families to enjoy the water and swim from the beach.

Seaside village style and atmosphere brought us here for holidays and then permanently. We like the lack of confronting commercial development. Picturesque views when not blocked by signs. Outlook to Boole Poole and Mosquito Point should be maximised. Boardwalk into town is fabulous. Beach St side is ok but a bit weather beaten with not much seating. Shaving point is neglected but has fantastic views marred by authority signs that could be better located. The morton bay fig tree opposite green is fabulous.

I like the idea of a "hub" for the village and the feeling that you can "get away" from shops and enjoy the lakeside (where it's possible) and look out towards Boole Poole. I like that it has moments of activity and also quiet--like a small village. I like that there are large native trees to provide shade and native habitat for bird-life in the area.

76. The Village atmosphere. Informality and is dog friendly.

77. The location, the lifestyle and the fact that we are not subject to heavy, through traffic. The semi-rural and bush combination of the area is a very pleasant environment in which to live. The community spirit is unique and to be treasured.

79. Metung is one of the prettiest places in the world. It has the tourist season vibe and the quiet season quaintness that makes it very special. Due to its size the locals are friendly and there is a mix of retirees, families and tourists all year round from near and far. Many locals from East Gippsland will spend the day in Metung walking, talking and eating as an escape from the routines of work incorporated into their weekend drive in the area.

80. It is small & therefore the village experience is good.

The Village Green is always quite green and a pleasant place to have coffee whilst watching the boating activities and enjoying family activities. Patterson Park is well utilised though we don't currently use it. Metung is generally quite and peaceful when we visit (we have a holiday house in Metung). There are quite a few walking tracks to enjoy the views and for exercise. Great to have a boat ramp at Shaving Point with good access to the Lakes, Fishing and Water Sports. The Village Store is useful for supplies, especially boat fuel.

It needs a Tourist Information Centre. The current information centre is for accommodation only.

There is a strong artist community here, both visual arts & music. I would like to see a central meeting place available for artists to meet as a collective,

exhibit & perform. I think Metung could certainly be developed as an Arts/Artist hub for the region. A Master Plan could include specific consultation

with artists of all genres as they are a vital part of the community & a resource for tourism. Currently everyone has to go outside of Metung to meet

others in the arts. After some research you find them here but they are loosely scattered and I'm sure there are some gems desiring connection in the

local community. It would be good to even establish a local artist register so people can connect with each other.

4. The green, the shops and some of the cafes.

The playground. I am not sure what was meant to be achieved. I took my 2 year old grandaughter on a cold day and the only thing she could go on

was the dish swing which she had to wait for. Not user friendly for small children. The water feature is great but was there before the "whatever"

development!

Shaving point is a mess and needs to be upgraded. Note it was absent from planning for upgrades as per Tambo and Nicholson jetties. The jetty is

substandard and parking is a nightmare as well as flooding. Parking behind the village shops on the lake king side needs improving. Walkway to

Stirling Road or up to Hardys road as many people walk along there and is potentially dangerous. The speed humps into Metung on the Metung road

require modification.

Also some monitoring of dogs off lead. I take my dogs for walks on lead and they are often confronted (including in the village centre) by dogs off lead.

Monitoring responsible dog ownership including picking up of dog excretement which is a problem on the board walk and beach road.

19. Along Beach Road I feel we require rubbish bins for people to place their rubbish in and also BBQ area between Mairburn Road & Archibald Drive on

2. The long-running refusal of Council to provide the rubbish collection which the local Mosquito Point ratepayers have requested (and in fact originally

paid for out of the surplus of the land sales at the time of subdivision); and which is an obvious corollary need for the tourism which is so encouraged

by Council. Notices about "street rubbish only" etc are just silly and illogical. Locals have suggested solutions. Implement them.

24. Rubbish Collection during peak periods. This is just transport and logistics. Calculate how many people are at Mosquito Point and on the lakes at peak

times, average 10 per household (people have guests) calculate rubbish and provide enough regular pick up services to cope with the rubbish.

Intersection of Metung Road and Kurnai Avenue is not pedestrian friendly. Metung Road is too dominated by vehicles. Need a stronger pedestrian

connection across Metung Road to Paterson Park - traffic management and road treatment to slow cars down and make the pedestrian experience

more pleasant. Shaving Point is an opportunity waiting to happen - at the moment it just looks and feels like a big car park.

for little children. It can be difficult for parents with multiple small children at the park. You have to pack up your entire belongings to take one child to

the toilet. Older children are able to cross the road and go to the public toilets but it can be hard with little ones and only one adult.

More could be done to maintain the beach on the Lake King side to make it attractive to residents and tourists in the Summer Months. For a number of years sand was deposited along the section of the beach near the village centre, and this was a draw card that invited families to remain in and around the village during their stay instead of going elsewhere during the day. Car parking could be improved along the Lake King side as well as this is at a premium during the high season. Jetties on both sides of the boat ramp would also be helpful to make it easier and safer for the numerous boats being launched and pulled out during peak season. The toilet block on Shaving Point needs upgrading as well

Farmer" market could then be bigger and go across a bigger area if included the old road.

The Village Green tables and BBQ area and even more so, the back beach. Both of these are old and ugly and not particularly user-friendly. The following is specifically about the back beach: the tables provide little protection from the sun and they're always being used; the clump of native grass near the jetty and the shrubby areas looks like they could have snakes; the last step down to the beach is really deep because the sand has washed away; my kids have cut their feet on barnacles and rocks so we have to wear thongs to go for a swim; there's no really shaded area; the beach area east (?) of the jetty isn't user-friendly; it's become more difficult for kids to swim and jump off the jetty recently with more boat traffic and ladder rungs that hurt feet.

Behind the shops on the Lake King side. Very untidy, not welcoming, picnic tables and seats neglected, potholes. Extend the boardwalk or build a footpath along Metung Road and then up Stirling Road to join the footpath outside the primary school. Footpath should also be built all the way along Metung Road to Hardy's Road. It is currently very dangerous to walk along the road, especially when cars are driving at 80kms.

69. More shade over playground and water park. Another public toilet on Village Green side. Definitely more footpaths especially around Stirling Road, whole loop to link Boardwalk up Metung Road, Stirling Road up to school, also a footpath that extends up to Hardys Road bus stop and entrance to Kings Cove for school children to access.

Village green, the beach at Beach st, and the areas that have govt and other authority signs obstructing the beautifil views when they could be easily better located and still be visible to give their message, without all being on separate poles. Move the village green bbq to a location that doesnt block the view of the jetty and water, or take the roof off. Move the RSL war memorial to one corner, eg north west, to make better use of space. Move the rubbish bins near bbq and replace lwith seafing to view water and jetty.

I note that the Master Plan suggests improving the public interface and use of the village green as the community centre and I agree that that could be improved. I worry that the commercial enterprises surrounding the village green should NOT be alllowed to take up or impinge on public space & access as has occurred with the private townhouse development adjacent to the village green where public foreshore access has been closed off for exclusive use of only those staying there. In effect, all of the eastern side of the village is reserved for private and or commercial use ---apart from the village green and this is the only opportunity to glimpse the lake---apart from the tip of Shaving Point. I'd like an improvement for access to the very small "beach" at the edge of the village green and less emphasis on a "boat harbour" as there is already an enlarged & renovated marina near the yacht club and private jetties and moorings also abound and the jetty that exists already on the Metung pub side seems large enough but could be updated. I'd like to see a "promenade" that loops out from the village green and back again that encircles the small beach and increases public interaction with the lake and views beyond the village green. The existing jetty could be apart of this "loop" I agree with plans to improve the pedestrian aspect of the village as long as there is a provision for adequate public seating that is also artfully and well-designed and there is continuity in the design through out the village. More seating in the park opposite the post-office. In Tathra NSW there is public seating that is a take on the "banana lounge" design--made in curved slated wood which would also be appropriate as seating in Metung at appropriate spots.

74. A continuation of a walking track from Rosherville Rd up Metung Rd to Stirling Rd would be a good start; plus an extension of the existing path from near the water tank on Stirling Rd down to Metung Rd.

75. Shaving Point needs a lot of improvement, looks very tired. Perhaps a gazebo with barbecue and seating facilities.

As Metung expands and Kings Cove nears completion , in a few years time, the Village Centre will be put to the test. More shops will be needed and more parking will have to be accommodated. Any property that faces Metung Road between the Moorings to Howitt Avenue should be soley commercially zoned and any residence should only be permitted upstairs. This is the most important issue in the Village Centre looking forward! Stop any residential planning in this strip, commercial only!

77. No boat or caravan parking in the village centre. Make the village centre a 30 or 40kph speed zone. Put public toilets more central; eg in Patterson Park or in the car park next to Hookers?

Parking is always an issue and hard to solve. Too many cars are an eyesore but lack of parking would make access to the centre of the village impossible, particularly for older residents. Perhaps the Shire could acquire one of the house blocks opposite the RSL and turn it into sensitively planned parking! A better but more expensive option would be to acquire the block of land for sale next to the Metung Hotel and make more parking there but with sensitive plantings fronting the road and Bancroft Bay to hide the cars. The BBQ area and seating on the Village Green could be modernised without increasing the overall size.

(1) The back beach is a major concern. Currently the beach has not been cleaned (first time for many years) which discourages families from swimming - log on the beach, lots of seaweed but also with the new jetty signage now conforming to State Gov regulations no swimming is allowed within 20m, which basically excludes all swimming for families. Metung needs a safe, clean beach to attract families. Our extended family always used to sit on the beach to enjoy swimming and boating activities but now go elsewhere. (2) Shaving Point. - This provides the only boat ramp in the area suitable for all boating activity. The parking is adequate except during peak season. Additional signage to designate the boat rigging area would be useful as there are oftem cars parked in this area making it difficult for boats to enter are be retrieved from the ramp. Perhaps bitumen marking would help? - Designated boat trailer parking and specific areas for cars only might be useful so that single cars don't take up valuable trailer parking space. Additional trailer parking would be useful especially in high usage times. - Toilet block needs upgrading. Perhaps to the standard of the Lake King block. - Additional signage to advise fisherman that Boats have priority over fishing when using the Ramp as there have been occasions when some inconsiderate people fishing don't appreciate that it can be difficult to dock a boat in both busy times and difficult conditions. I am both a (considerate) fisherman and boat owner. 3. Speed limits on Beach Rd. There is an advisory sign suggesting 40km/h however Beach Road is a dual road/walking path so putting a speed limit of 40km/h or even 30km/h would make it safer for pedestrains. 4. Metung Rd/ Rosherville Rd near Swan Reach. Currently there is a Give Way sign on Rosherville Rd at the intersection however it is a blind intersection for cars coming from Swan Reach so a Stop Sign on Rosherville Rd would be safer. It is not a blind corner for cars approaching from Metung.

82. The two sides of town don't link well. We can do better to utilise the natural wonders of Metung and make it an even better hidden gem.

84. Beach on Lake King can be improved for locals and visitors - beach surface/weed build up/average picnic facilities/vegetation along shore line can be improved. Improve the seaside village theme - look at similar coastal hamlets overseas for ideas. Not village but the Marina fees will prohibit small boat owners from using facility. Metung does not need big expensive boats in Marina, more local boats.

85. Back beach needs improving. Kids cannot use it. Looks terrible/unsightly. Can we dump sand on it? Poor access. Jump off the jetty - they hate it. What's the ski boat rules?

A community building that could be used for multi purposes for interest groups (such as Artists, writing groups, photography groups, music groups,

etc). A building that could also be used for any interest groups to hire at times.

A performance space ( even a stage & outdoor soundshell).

the back beach. it is always good to see a town with lots of people socializing together. Metung is such a beautiful land mark and place to visit.

A few shade trees, as families congregate under the few on Patterson Park. Not large gums, but Jakarandahs or Crepe Myrtles, adding colour and

Have maps available at the local shop or cafes... it would be really cool for the area. To this day we still look for gnomes in bush areas, because of that experience we had at Mt Buller over two years ago.

Yes, a restaurant that opens at night time! On Monday and Tuesday nights the ONLY choice is the over-priced pub restaurant; the rest of the week is over-priced Nautica. Even the fish and chips at Nautica are expensive and between Christmas and New Year I waited OVER TWO HOURS to get fish and chips, they were so busy. There needs to be a cheaper eat in or takeaway cafe option and that opens at night. Ideally something near the water park, like Tony and Helen's old marine shop; and/or something on the back beach ... even, say, a semi-permanent kind of food van with a sustainable living focus (e.g. the Sustainable Organic Food Trailer at Torquay). I know people who stayed here in early January and they went to buy some snacks at about 6.30pm but the general store had closed, so they drove to Swan Reach but they too had closed, so they had to drive to Lakes Entrance; they didn't want an expensive sit-down meal, which was all Metung had to offer. I think Metung is in danger of being over-rated, it's over-priced and not really got a lot on offer. Maybe the bakery should move into the old Tallowwood shop and expand.

Perhaps consideration to enhancing this area and provide picnic areas between the beach and the shops would also encourage people to utilise the area. (3) Signage. Whilst Metung Village Centre is not a large area, some additional signage pointing to Lake King Beach would be helpful for people who don't visit often. (4) Shaving Point. It would be useful to have some sort of barrier to prevent the boat trailer parking from flooding regularly. (5) Take Away food. Currently only a Bakery and Fish and Chip take away are available but in the past there was a general take away shop near the AMCAL Pharmacy which was well utilised by visitors and locals. We now go to Swan Reach or Johnsonville for takeaways. (6) Its disappointing to see so many restaurants closed for evening meals and also vacant businesses. Its understood that the number of people eating out in Metung at other than the Hotel is limited but is is not a good look to attract people to the Village.

For example people can't walk or ride safely into town from Tambo Bluff estate as it has no link to the neighbouring kings cove. Metung has under utilised walking tracks. This actually impinges on the Village and its centre. We walk a great deal around Metung and people who visit the Centre also like to walk around Metung's walking tracks before or after they engage in the variety of what's on offer at the restaurants and cafes in the Village Centre. Walking and taking in the beauty of Metung is a fundamental part of what most visitors do. They are linked more than people give credit to. The problems with this are that walking tracks are not clearly marked and there are walking tracks that are not obvious and in some cases they have been deliberately blocked, either physically or through verbal misleading information. Here are some examples. There is public access down the road reserve at the eastern end of Christmas Street that leads on to Metung Road. This needs walking track signage at both ends and it needs some maintenance so that both residents of Metung and tourists know that it exists. There is a sensational public walkway with the best views in Metung, across Bancroft Bay and the Marina that runs from Metung Road opposite, just before the hard stand coming from the village, to the Lawrence Crt walkway, just before you it intersects with Metung Rd. This wonderful walkway has no signage and the resident on the Lawrence Crt end has physically blocked off the end access point with multiple hurdles including a seat. Council land should not be blocked off to the public.

70. Basically leave it alone; if it ain't broke don't fix it. Keep it as a quite casual sleepy village like it is in winter.

Cut traffic in half by making a one-way system through the village and then around the back of the shops fronting Lake King opening up the area under the pine trees opposite The Moorings. Then slightly raise and 'Herringbone' brick the centre of the Village road to give the look of a pedestrian Mall. If, and only if, other parking spaces have been provided, then six to eight parking spaces could be removed in this area on both sides of the road to allow the cafes and other seating to spill further into street.

on tbe same side of road as their boat. There seems to be enough space of the same area as at the village green. Why make them tie up in town to

drop rubbish and then go to marina to get their car?

If these bins only service the Mosquito Point residents then why not put them at Mosquito Point & have a barge pick up from there? I doubt though that

this is the case and many other users particularly events on the village green (eg market, BBQ users, casual boat visitors dump there. Why not include

them in a screened enclosure together with the BBQ facility & a wash up facility & possibly a toilet in the same location.

74. If the Shire acquires the block of land beside the Metung Hotel for parking, then the bins could be relocated there. Alternatively, more bins could be

located in the car parking area opposite the Yacht Club, provided suitable screening takes place.

Don't see this as an issue as they are out of the way and landscaping is reasonable. I assume they are convenient for the Mosquito Point owners who

come across for supplies and lunch in the Village. However if they are to be moved, then perhaps the area outside the Yacht Club near the new

marina as there are existing bins for boating use there anyway.

town has an overarching design look to it

Well for starters we need more of them! I didn't realise that they were for mosquito point residents. That would explain why they can often be found

overflowing! I've often wondered how they could possibly be so full. I don't mind too much that they are there but I don't really like it either. Perhaps

they could be relocated to Shaving Point somewhere but then I am guessing that that would not be a terribly handy place to have them as far as the

residents of Mosquito Point are concerned. I presume they mostly tie up out front of the pub which is how they ended up there in the first place.

Personally I think the best option would be for the bins to be located on Mosquito Point itself which would make it much more convenient for the

residents I'm sure and would in turn stop the problem of the overflowing bins on the Village Green. The shire could then send the rubbish truck over on

the barge once a week to empty them and all would be well with the world.
