QUESTION: Can you please confirm the following: Soil and surface water (if present) samples will be collected and analyzed upon completion of the removal of the UST and the installation of monitoring wells is not included as part of the scope of work.

ANSWER: In the SOW there is no mention of monitoring wells. The need for monitoring wells would likely be assessed after the oil tank system is out of the ground and provided water and soil test results come back. In consult with NSE and AHJ, the consultant shall include in the design tender’s scope of work their recommendation on monitoring wells. Actual design specifics and plan of required monitoring wells for the underground tank system site shall be handled as an extra and similarly for installation by the contractor.

QUESTION: Penthouse air handler design: the MRHA does not wish to consider design options where the exhaust air streams can be aggregated to enable energy recovery from the exhaust air?

ANSWER: Correct. The new replacement AHU system shall not include any design of collecting roof top exhaust streams in order to provide heat recovery and preheat of new AHU supply air.

PART 1 – INVITATION AND SUBMISSION INSTRUCTIONS

1.1 Invitation

This Request for Quotation (the “RFQ”) issued by the The Metropolitan Regional Housing Authority (MRHA) is an invitation to prospective bidders to submit bids for the provision of RFQ# 20-301 REVISION 1: Design Services for Underground Oil Tank System. Removal, New Natural Gas Boilers Heating System Upgrade and New AHU System Replacement as further described in the RFQ Particulars (Appendix D) (the “Deliverables”). This RFQ is being conducted pursuant to the Nova Scotia Sustainable Procurement Policy and Procurement Manual.

The Metropolitan Regional Housing Authority (MRHA) requires a professional engineering consultant team to provide for the design and coordination of contractor-removal of an operational underground no. 2 furnace oil storage tank and piping system (UST), the design of the replacement of an oil boilers hydronic heating plant with an upgrade to new natural gas boilers hydronic heating plant including design of all requirements associated with the new natural gas service, and the design of the new replacement of the Air Handling Unit (AHU) system within the building’s penthouse mechanical room.

The engineering team shall provide to MRHA a comprehensive design schedule plan for all scope of work objectives.

Design shall include separate demolition and upgrade design drawings and specifications. Design plans shall indicate a logical construction plan of removal and of new install for completing the construction scope of work objectives. Design shall include construction general notes which emphasize that during demolition and new construction stages for all objectives the Contractor shall provide for temporary heating for building space and domestic hot water; and during all scope of work objectives, Contractor shall provide approved temporary measures for any incapacitated life safety services.

The Project property requiring UST system removal, heating system replacement upgrade and AHU renewal replacement as outlined in this document is:

The successful Consultant bidder shall contract with Metropolitan Regional Housing Authority (the Client) who will be assisted by HNS.

1.2 RFQ Contact

1.5 Submission of Bids

1.5.1 Bids to be submitted at the Prescribed Location Bids must be submitted at:

1.5.2 Bids to be submitted on Time Bids must be submitted at the location set out above on or before the Submission Deadline. Bids submitted after the Submission Deadline will be rejected. The MRHA’s time clock will be assumed to be correct.

1.5.3 Bids to be submitted in Prescribed Format Bidders should submit their bid in a sealed package, containing one (1) hard copy of their bid. Bids should be prominently marked with the RFQ title and number (see RFQ cover), with the full legal

name and return address of the bidder. Unless specifically requested in this solicitation document, bidders should not submit product catalogues, swatches, or other marketing materials with their bid.

Sealed packages should be prominently marked with:

• the RFQ title and number (see RFQ cover)

• the full legal name and return address of the bidder

MRHA will not accept bids submitted by facsimile transfer, email, or any other electronic means.

1.5.4 Amendment of Bids Prior to Submission Deadline Bidders may amend their bids prior to the Submission Deadline by submitting the amendment in a sealed package prominently marked with the RFQ title and number and the full legal name and return address of the bidder to the location set out above. Any amendment should clearly indicate which part of the bid the amendment is intended to amend or replace. Any amendments received after the Submission Deadline will not be accepted.

1.5.5 Withdrawal of Bid Bidders may withdraw their bids prior to the Submission Deadline. To withdraw a bid, a notice of withdrawal must be received by the RFQ Contact prior to the Submission Deadline, and must be signed by an authorized representative of the bidder. MRHA is under no obligation to return withdrawn bids.

1.5.6 Bids Irrevocable after Submission Deadline Bids shall be irrevocable for a period of sixty (60) days from the Submission Deadline.

PART 2 – EVALUATION OF BIDS

2.1 Stages of Evaluation

MRHA will conduct the evaluation of bids in the following three stages:

2.2 Stage I – Mandatory Submission Requirements

Stage I will consist of a review to determine which bids satisfy all of the Mandatory Submission requirements. Bids that do not comply with all of the Mandatory Submission requirements as of the Submission Deadline will be disqualified and not evaluated further.

The Mandatory Submission Requirements for this RFQ are as follows:

2.2.1 No Amendments to Forms Other than inserting the information requested on the mandatory submission forms set out in the RFQ, a bidder may not make any changes to any of the forms. Any bid containing any such changes, whether on the fact of the form or elsewhere in the bid, will be disqualified.

2.2.2 Submission Form (Appendix B)

Each bid must include a Submission Form (Appendix B) completed and signed by an authorized representative of the bidder.

2.2.3 Submission Pricing Form (Appendix C) Each bid must include a Submission Pricing Form (Appendix C) completed according to the instructions contained in the form.

2.2.4 Other Mandatory Submission Requirements

All bidders must submit proof of the following with their bid submission:

2.2.4.1 Liability Insurance

Proof of Liability Insurance as outlined in section 3.2 of the Terms and Conditions.

2.2.4.2 Safety Certification

A Certificate of Recognition or Letter of Good Standing issued by an occupational health and safety organization approved by the Workers’ Compensation Board of Nova Scotia. Letters in Progress will not be accepted

2.2.4.3 Workers Compensation

The Contractor shall carry Workers’ Compensation coverage on all employees engaged under this contract. The Contactor shall supply the Metropolitan Regional Housing Authority with a letter of

Goods standing from the Workers’ Compensation Board and their Revenue Canada Business Number prior to the Work commencing.

2.3 Stage II – Mandatory Technical Requirements

Stage II will consist of a review to determine which bids comply with all of the Mandatory Technical requirements. Bids that do not comply with all of the Mandatory Technical requirements as of the Submission Deadline will be disqualified and not evaluated further. The Mandatory Technical requirements are listed in Section C of the RFQ Particulars. (Appendix D).

2.4 Stage III – Pricing

Stage III will consist of a scoring of the submitted pricing of compliant bids in accordance with the evaluation criteria set out in the Submission Pricing Form (Appendix C). The evaluation of price will be undertaken after the evaluation of mandatory requirements has been completed.

2.5 Selection of Lowest Compliant Bidder

The compliant bidder with the lowest pricing will be issued a Purchase Order in accordance with Part 3. If there is a tie score, the selected bidder will be determined by way of a coin toss. The bidder selected pursuant to this RFQ process will be informed in writing. Notification of the outcome of this RFQ process will be posted on the Nova Scotia Procurement Web Portal. Should the successful bidder decline to act on the Purchase Order issued by the MRHA, MRHA may in addition to its other remedies award the Purchase Order to the next compliant bidder with the lowest bid.

PART 3 – TERMS AND CONDITIONS OF THE RFQ PROCESS

3.1 General Information and Instructions

3.1.1 RFQ Incorporated into Bid All of the provisions of this RFQ are deemed to be accepted by each bidder and incorporated into each bid. A bidder who submits conditions, options, variations or contingent statements inconsistent with the terms set out in this RFQ, including the terms of the form of Purchase Order in Appendix A, either as part of its bid or after receiving notice of selection, may be disqualified.

3.1.2 Bidders to Follow Instructions Bidders should structure their bids in accordance with the instructions in this RFQ.

3.1.3 Language All bids are to be in English only, or both English and French. If there is a conflict or inconsistency between the English version and the French version of the bid, the English version of the bid shall prevail.

3.1.4 No Incorporation by Reference The entire content of the bidder’s bid should be submitted in a fixed form, and the content of websites or other external documents referred to in the bidder’s bid but not attached will not be considered to form part of its bid.

3.1.5 Bidders to Bear Their Own Costs The bidder shall bear all costs associated with or incurred in the preparation and presentation of its bid, including, if applicable, costs incurred for interviews or presentations.

3.1.6 Bid to be retained by the Metropolitan Regional Housing Authority MRHA will not return the bid or any accompanying documentation submitted by a bidder.

3.2 Contractor’s Liability Insurance

The Contractor shall maintain such insurance or pay such assessments as will protect him and the Metropolitan Regional Housing Authority from claims under Workers’ Compensation Acts. In addition, the Contractor shall maintain insurance to protect him and the Metropolitan Regional Housing Authority from any other claims for bodily injury or property damage. This insurance coverage shall be Comprehensive General Liability at least as broad as the Insurers Advisory Organization Form GL-2002, including a rider for products and completed operations coverage for one (1) year period following completion of all works. Endorsements must also be provided for Broad Form Property Damage, Cross Liability Clause and thirty (30) days’ notice of any cancellation by registered mail.The use of explosives must be covered by the policy, if blasting by explosives is required.

The Contactor shall also maintain liability insurance for all owned and non-owned automobiles, either licensed for highway use or unlicensed.

The limits of liability coverage shall be not less than $2,000,000 (two million Canadian dollars) inclusive for bodily injury or property damage per occurrence. Certificates of such insurance showing “HOUSING NOVA SCOTIA and METROPOLITAN REGIONAL HOUSING AUTHORITY” as named insured shall be filed with

the Metropolitan Regional Housing Authority and shall be subject to approval as to adequacy of protection. Such insurance shall be maintained until the Project Manager certifies that the Work is complete.

The Contractor's liability policy shall be endorsed with an undertaking from the insurance company that such insurance shall not be cancelled or changed without twenty-one (21) days prior notice by registered mail to the Metropolitan Regional Housing Authority.

3.3 Business Registration

Bidders may be required to be registered to carry on business in accordance with applicable laws. For information on the business registration requirements of the Nova Scotia Registry of Joint Stock Companies, please consult:

The status of a bidder’s business registration does not preclude the submission of a bid in response to this RFQ. A bid can be accepted for evaluation, regardless of (i) whether the company is registered, or (ii) whether its business registration is in good standing. However, a contract cannot be awarded unlessthe successful bidder is registered and in good standing, in accordance with applicable laws.

If the bidder’s business is not required to register in Nova Scotia, the bidder will be required to submit registration from their applicable jurisdiction.

3.4 Communication after Issuance of RFQ

3.4.1 Bidders to Review RFQ Bidders shall promptly examine all of the documents comprising this RFQ, and

(a) shall report any errors, omissions or ambiguities; and(b) may direct questions or seek additional information

in writing by email to the RFQ Contact on or before the Deadline for Questions. All questions or comments submitted by bidders by email to the RFQ Contact on or before the deadline for questions shall be deemed to be received once the email has entered into the RFQ Contact’s email inbox. MRHA is not obligated to respond to questions or comments received after the Deadline for Questions has passed. No such communications are to be directed to anyone other than the RFQ Contact, and MRHA shall not be responsible for any information provided by or obtained from any source other than the RFQ Contact. MRHA is under no obligation to provide additional information, but may do so in its sole and absolute discretion. It is the responsibility of the bidder to seek clarification from the RFQ Contact on any matter it considers to be unclear. MRHA shall not be responsible for any misunderstanding on the part of the bidder concerning this RFQ or its process.

3.4.2 All New Information to Bidders by Way of Addenda This RFQ may be amended only by addendum in accordance with this section. If MRHA, for any reason, determines that it is necessary to provide additional information relating to this RFQ, such information will be communicated by addendum on the Nova Scotia Procurement Web Portal. Each addendum forms an integral part of this RFQ and may contain important information,

including significant changes to this RFQ. Bidders are responsible for obtaining all addenda issued by MRHA.

3.4.3 Post-Deadline Addenda and Extension of Submission Deadline Addenda, MRHA may extend the Submission Deadline for a reasonable period of time.

3.4.4 Verify and Clarify During the evaluation process, MRHA may request further information from the bidder in order to verify and/or clarify the information provided in the bidder’s bid. The response received by MRHA shall form an integral part of the bidder’s bid.

3.5 Issuance of Purchase Order, Notification and Debriefing

3.5.1 Selection of Bidder Notice of selection by MRHA to the selected bidder shall be in writing.

3.5.2 Notification of Award Once an executed Purchase Order is issued by MRHA with a bidder, notification of the RFQ outcome of the procurement process will be posted on the Nova Scotia Procurement Web Portal.

3.5.3 Debriefing Bidders may request a debriefing after posting of the outcome of the RFQ process on the Nova Scotia Procurement Web Portal. All requests must be in writing to the RFQ Contact and must be made within sixty (60) days of posting of the outcome of the RFQ process. The intent of the debriefing information session is to aid the bidder in presenting a better bid in subsequent procurement opportunities. Any debriefing provided is not for the purpose of providing an opportunity to challenge the procurement process or its outcome.

3.5.4 Supplier Complaint Procedure If a bidder wishes to file a complaint in regards to the RFQ process, it must provide written notice to the RFQ Contact within sixty (60) days of posting of the outcome of the RFQ process on the Nova Scotia Procurement Web Portal, and MRHA will respond in accordance with its Supplier Complaint Protocol.

3.6 Conflict of Interest and Prohibited Conduct

3.6.1 Conflict of Interest MRHA may disqualify a bidder for any conduct, situation or circumstances, determined by MRHA, in its sole and absolute discretion, to constitute a Conflict of Interest. For the purposes of this Section, “Conflict of Interest” has the meaning ascribed to it in the Submission Form (Appendix B).

3.6.2 Disqualification for Prohibited Conduct MRHA may disqualify a bidder, if in its sole and absolute discretion, it determines that the bidder has engaged in any conduct prohibited by this RFQ.

3.6.3 Prohibited Bidder Communications A bidder shall not engage in any communications that could constitute a Conflict of Interest and should take note of the Conflict of Interest declaration set out in the Submission Form (Appendix B).

3.6.4 No Lobbying A bidder shall not, in relation to this RFQ or the evaluation and selection process, engage directly or indirectly in any form of political or other lobbying whatsoever to influence the selection of the successful bidder.

3.6.5 Illegal or Unethical Conduct Bidders shall not engage in any illegal business practices, including activities such as bid-rigging, price-fixing, bribery, fraud, coercion or collusion. Bidders shall not engage in any unethical conduct, including lobbying, as described above, or other inappropriate communications; offering gifts to any employees, officers, agents, elected or appointed officials or other representatives of MRHA; submitting bids containing misrepresentations or other misleading or inaccurate information; or any other conduct that compromises or may be seen to compromise the competitive process provided for in this RFQ.

3.6.6 Rejection of Bids MRHA may reject a bid based on past performance or based on inappropriate conduct, including but not limited to the following: (a) illegal or unethical conduct as described above;(b) the refusal of the Contractor to honour its submitted pricing or other commitments;(c) any conduct, situation or circumstance determined by MRHA, in its sole and absolute

discretion, to have constituted an undisclosed Conflict of Interest; or(d) MRHA’s past experience with the bidder within the last 18 months for similar or related

services.

3.7 Confidential Information

3.7.1 Confidential Information of the Metropolitan Regional Housing Authority All information provided by or obtained from MRHA in any form in connection with this RFQ either before or after the issuance of this RFQ: (a) is the sole property of MRHA and must be treated as confidential;(b) is not to be used for any purpose other than replying to this RFQ and the performance of

any subsequent contract for the Deliverables; and(c) must not be disclosed without prior written authorization from MRHA.

3.7.2 Confidential Information of Bidder A bidder should identify any information in its bid or any accompanying documentation supplied in confidence for which confidentiality is to be maintained by MRHA. The confidentiality of such information will be maintained by MRHA, except as otherwise required by law or by order of a court or tribunal. Bidders are advised that their bids will, as necessary, be disclosed on a confidential basis to advisers retained by MRHA to advise or assist with the RFQ process, including the evaluation of bids.

3.8 Reserved Rights, Limitation of Liability and Governing Law

3.8.1 Reserved Rights of The Metropolitan Regional Housing Authority MRHA reserves the right to: (a) make public the names of any or all bidders;(b) request written clarification in relation to a bidder’s bid;(c) waive minor formalities that do not constitute Mandatory Submission requirements or

mandatory technical requirements;(d) verify with any bidder or with a third party any information set out in a bid;(e) where references are requested, check references other than those provided by any

bidder;(f) disqualify any bidder whose bid contains misrepresentations or any other inaccurate or

misleading information;(g) disqualify any bidder or a bid submitted by any bidder who has engaged in conduct

prohibited by this RFQ;(h) amend this RFQ process without liability at any time prior to the issuance of a Purchase

Order by MRHA.(i) cancel this RFQ process without liability at any time prior to the issuance of a Purchase

Order form set out in Appendix A, and may in its sole discretion issue a new RFQ for thesame or similar Deliverables; or

(j) reject any or all bids

and these reserved rights are in addition to any other express rights or any other rights that may be implied in the circumstances.

3.8.2 Limitation of Liability By submitting a bid, each bidder agrees that neither MRHA nor any of its employees, officers, agents, elected or appointed officials, advisors or representatives will be liable, under any circumstances, for any claim arising out of this RFQ process including but not limited to costs of preparation of the bidder, loss of profits, loss of opportunity or for any other claim.

3.8.3 Governing Law and Interpretation These Terms and Conditions of the RFQ Process: (a) are intended to be interpreted broadly and independently (with no particular provision

intended to limit the scope of any other provision);(b) are non-exhaustive and shall not be construed as intending to limit the pre-existing rights

of MRHA; and(c) are to be governed by and construed in accordance with the laws of the Province of Nova

Scotia and the federal laws of Canada applicable therein.

1.0 Overview

The Metropolitan Regional Housing Authority (MRHA) requires a professional engineering consultant team to provide for the design and coordination of contractor-removal of an operational underground no. 2 furnace oil storage tank and piping system (UST), the design of the replacement of an oil boilers hydronic heating plant with an upgrade to new natural gas boilers hydronic heating plant including design of all requirements associated with the new natural gas service, and the design of the new replacement of the Air Handling Unit (AHU) system within the building’s penthouse mechanical room.

The engineering team shall provide to MRHA a comprehensive design schedule plan for all scope of work objectives.

Design shall include separate demolition and upgrade design drawings and specifications. Design plans shall indicate a logical construction plan of removal and of new install for completing the construction scope of work objectives. Design shall include construction general notes which emphasize that during demolition and new construction stages for all objectives the Contractor shall provide for temporary heating for building space and domestic hot water; and during all scope of work objectives, Contractor shall provide approved temporary measures for any incapacitated life safety services.

2.0 Requirements

2.1 Project Scope of Work and Time-Frame

The Metropolitan Regional Housing Authority (MRHA) requires an engineering consultant team (Consultant) to provide for the scope of work objectives of: Design and coordination of the removal of an operational underground no. 2 furnace oil storage tank and piping system (UST); design of the replacement of present oil boilers heating system plant with an upgrade renewal to natural gas boilers building space, domestic water and AHU supply air heating system, including all design requirements associated with the new natural gas service; and design of the replacement of an existing Air Handling Unit (AHU) supply air system with a new AHU system, within the building’s penthouse mechanical room.

General Design Deliverables and Responsibilities - Consultant shall provide:

1. The UST oil system demolition, removal and reinstatement design shall include design specifications and accompanying design plans with all required details and notes. The Consultant shall monitor, coordinate and provide during construction all oil tank and piping removal / soils tests analyses, site assessments, and documentation submissions with required authorities including NS Environment and local AHJs.

2. The removal and upgrade replacement heating plant design shall include complete design drawings and specifications with all required details and notes. Shall provide for the replacement of the oil-fired boilers hydronic heating plant with new natural gas-fired boilers heating plant, including natural gas service and connection design. New hydronic gas boilers shall provide for building space heating, domestic hot water heating and AHU supply air temper heating. Design heating capacity shall meet to current building conditions, with full tenant occupancy capacity, and AHU supply air tempering to existing CFM air flow capacity.

3. The removal and renewal replacement AHU design shall include complete design drawings and specifications with all required details and notes. Shall provide for the replacement of the existing AHU system with a replacement renewal design that includes the AHU, all the equipment and ductwork feeding and serving the AHU within the penthouse mechanical area. The renewal shall incorporate existing-to-remain delivery ductwork throughout the building presently serving building corridors and common spaces. AHU design CFM capacity shall be as a minimum to existing AHU capacity, and Consultant shall confirm that approved AHU selection does work within existing building ducts sizes and penthouse mechanical room space constraints.

4. The Consultant shall provide to MRHA a comprehensive design schedule plan and make a site visit assessment and confirmation for all scope of work objectives within first two weeks of award.

5. Designs for each of the scope of work objectives shall be reviewed by the Engineer, HNS and MRHA Project Manager at 50%, 90% and final 100% design drawings and specifications.

6. Provide and perform design objectives work to all required codes and standards, Province of Nova Scotia Department of Labour, Provincial

regulations, NBC, NSBC, Fire Marshall Office, local Authority Having Jurisdiction (AHJ), professional engineering acceptable practice, and to industry-accepted performance and work requirements whichever the most rigorous. Designs shall be approved by MRHA and Housing Nova Scotia (HNS).

7. Existing site and building system unknowns that affect new systems design shall be sought out by the Consultant and confirmed as part of the design contract requirements.

8. All design drawings, plans, specifications and Construction Administration (CA) services quality control and site documentation shall be submitted in hard copy (three copies) and electronic form – engineered stamped and dated to the Project Manager;

9. All design and documentation work products are the property of MRHA and HNS.

10. Provide 72 hour written notice to the Project Manager of any building systems shutdown for approval and MRHA staff and tenant notice requirements.

11. The Consultant shall provide with the design, Construction General Requirements and Notes. And shall include as provided in Appendix A unless design requires otherwise; the most rigorous shall apply and be provided.

12. Design construction notes, Consultant shall provide:

a. Temporary Heat – Notes which emphasize that during all construction stages, with building systems capacity reduced or shut down, the Contractor shall provide, to the approval of the Project Manager and HNS, required temporary heating for space heat and domestic hot water.

b. Utilities - Notes which emphasize the Contractor shall provide within their scope of work the identification of any exposed or hidden utilities in the vicinity.

c. Test Results - Notes which emphasize the Contractor shall provide within their scope of work the provision, management and submission of regulated test results to AHJs and NS Environment if regulated as required. All other test results for mechanical, TAB, electrical and NSP approval shall be submitted to Project Manager and HNS.

d. Demo, Removal, Reinstatement Specifics - Notes on design demolition and removal specifications including any specialty removal equipment with all materials specified; design detail sketches (drawings) and specifications as required whether for removal and/or for reinstatement work.

e. Design References - Notes for inclusion of design references and standards, regulations, codes, regulatory and safety procedures that the awarded contractor shall adhere to during demolition and removal, new construction and reinstatement work.

f. Contractor General Requirements - Notes which emphasize for the

Contractor to abide by and provide as is required for the scope of work objectives. And to abide by and provide according to the Contractor General Requirements, as found in Appendix A.

g. Life safety services - Notes which emphasize that the Contractor is responsible for maintaining or providing approved temporary measures for life safety services, including contractor-provided fire watch as required, meeting with Project Manager and all levels of AHJ approval.

h. Safety - Notes which emphasize the requirement for contractor safe work practices during all phases of demolition, construction and reinstatement. Some but not inclusive measures to be undertaken are safety warning signs, barricades, daily safety inspections and reports, and security if required to maintain the safety of the tenants, MRHA staff and own workers. As regulated, for Contractor to provide for sound safety practice and to adhere to MRHA and Province safety and OHS Regulations.

i. ACM – Upon MRHA testing, there shall be confirmed whether or not there are ACM materials within the existing heating plant, its typical insulating products and the Project work areas’ building materials meant for demolition and new construction. If required then Consultant shall note that asbestos abatement shall be carried out by the Contractor and done so according to MRHA abatement and handling guidelines, Consultant provided abatement requirements and notes, and to Federal, Provincial and local AHJ requirements.

13. Issued for Tender stamped complete design set / design deliverables are to be submitted in hard copy (three copies), electronic format PDF, ACAD and Microsoft Word (where applicable) – engineering stamped in all formats;

14. During construction tendering period, provide addendum information and answers to bidders’ questions in an electronic document form to Project Manager and Housing Authority to post. Questions and answers shall be from and to the Project Manager or Housing Authority and no other;

15. Issued for Construction stamped complete design set (design drawings and specifications) shall be submitted in hard copy (three copies), electronic format PDF, ACAD and Microsoft Word (where applicable) – engineering stamped in all formats. IFC stamped set shall include only additional information issued as addenda during the tendering period;

16. Construction Administration Services - The Consultant shall provide, in addition to their detailed design cost, a construction administration (CA) services cost with a detailed breakdown for all the scope of work objectives of construction. The CA cost shall be broken out from the design services cost. Note that CA services contract with the Consultant is not guaranteed but shall be decided at the discretion of the Project Manager.

During the construction stage for each objective of the scope of work, the Consultant shall provide CA services pending decision and final approval by the Project Manager. These are outlined under each scope of work objective in the Specifics section.

Timeline:

1. The design schedule plan for all scope of work objectives shall be submitted and approved within two (2) weeks of award or earlier.

2. The Consultant shall conduct their site assessment and confirmation within two (2) weeks of award or earlier.

3. Completed, reviewed and approved design package for Dr Samuel Prince job site, all scope of work objectives, shall be ready within ten (10) weeks of award or earlier. And specifically, all design aspects for the removal of an operational underground no. 2 furnace oil storage tank and piping system shall be completed, reviewed and approved within four (4) weeks of award or earlier.

4. Contractor Construction Estimated Timeline (for bidding pricing purpose):

a. UST Removal and Reinstatement – 4 weeks

b. New Heating Plant and AHU Upgrade Renewals – 24 weeks

2.2 Specific Deliverables and Responsibilities

In Conjunction with Section 2.1:

UST Furnace Oil Tank & Piping System Complete Removal Design

The Consultant shall provide for:

1. On site visits and assessment to confirm the extent of the existing UST tank, piping and pumps and furnace no. 2 oil system;

2. UST System, soils and liquids tests analyses coordination, submittal and management as per AHJ requirements;

3. Design shall indicate, within the design drawings and notes, a logical construction plan of removal to ensure minimum downtime of building services;

4. Demolition and construction removal design drawings, demolition and planning specifications for complete oil fuel supply and delivery system, include:

a. Drawings and details,

b. Design removal specifications and notes including for any specialized equipment and materials, and for all mechanical, electrical, civil, structural and architectural, and other as required,

c. General construction design notes, and

d. All other requirements.

5. Reinstatement design specifications, notes and detail sketches (drawings) for all removal work, and for all work-encountered utilities, existing landscaping, asphalt paving, sidewalks and concrete structures / work, other surfaces, and any mechanical and civil works that is planned to be altered and that may be disturbed;

6. The Consultant shall provide coordinated key work event site visits, minimum of three (3), providing assistance and supervision of Contractor on behalf of

MRHA for the initial site preparation, removal of the complete oil system, and site reinstatement to ensure completion of all work meeting with the MRHA Project Manager, DOE, AHJ approval and the Consultant design removal and reinstatement requirements. Engineering site visits shall be every two weeks as a minimum or more if required for the duration of the project objective construction. Consultant shall engage Contractor on timing of key work events in order to coordinate.

7. The Consultant engineer shall provide documentation of all work including: consultant key event site visits; photos of actual UST tank system; equipment identification; provision of soils and liquids testing results as per AHJ and regulations requirements; submission of results; site reinstatement confirmation, deficiencies reporting and provision of site condition report(s) for Project Manager, HNS, and as required for Department of Environment and local AHJ.

Specifically,

a. The Consultant engineer shall provide results documentation in report form to MRHA and HNS, and as required to DOE and local AHJ;

b. Provide contractor work deficiencies checks, both verbal and written reporting of deficiencies that require correction to Contractor and Project Manager. Included would be documentation of work deficiencies by priority, including photos with equipment identification, and their confirmation of correction;

8. Further to and during the construction stage, the Consultant shall provide construction phase administration services, at the discretion of and as agreed to by the Project Manager including:

a. Shop drawings review;

b. Examination of Contractor plan for the demolition and removal of the underground fuel storage and delivery system, to ensure it is the least disruptive and best coordinated, and for the required reinstatement;

c. Reviews of any contractor proposed changes from removal design;

d. Confirming the Contractor has all necessary permits and approvals prior to starting work;

e. Attendance of construction work site meetings as decided by the Project Manager and the HNS Engineer. Site meetings shall be at key points of work progress and every two weeks as a minimum for the duration of the project construction, as estimated in the Timeline.

Boiler Heating Plant Renewal Upgrade

The Consultant shall provide for:

1. On site visits and assessment to confirm the extent of the existing heating system required for space, domestic water and for tempering AHU supply air;

2. Heating plant design shall have capacity to meet building space and domestic hot water heating demands which meet current building conditions, full tenant

occupancy capacity, and capacity to handle as a minimum the tempering of the original AHU supply air capacity;

3. Design shall include separate demolition design drawings from the new upgrade design drawings and specifications;

4. Design shall indicate, within the design drawings and notes, a logical construction plan of removal and of new installation of the boilers heating plant renewal upgrade to ensure minimum downtime of building services;

5. The Consultant shall provide specifications and sizing for sufficient temporary heating and other required building services such that the contractor is then responsible to price and provide.

The consultant shall provide specifications and requirements for a site setup for temporary heating that meets with approval from MRHA, HNS and the AHJ. Since Heritage Gas has run a new 1 ¼” natural gas service lateral to the building then the consultant shall specify temporary heating fuel to be natural gas.

6. Demolition and construction removal design drawings, demolition and planning specifications, including:

a. Drawings and details,

b. Design removal specifications and notes including for any specialized equipment and materials, and for all mechanical, electrical, civil, structural and architectural, and other as required,

c. Demolition, removal and disposal of the complete heating plant system:

▪ space boiler heating equipment;

▪ domestic hot water system (production and delivery) within mechanical room;

▪ water makeup and BFP;

▪ expansion tanks (domestic and heating);

▪ mechanical room ventilation and boiler system combustion air system;

▪ heating system supply pumps and circulators;

▪ domestic hot water return recirculators;

▪ all hydronic heating supply and return piping loops within mechanical boiler room;

▪ propane works and lines that may serve the existing boilers and mechanical room;

▪ all strainers, valves, air removal, vents, drain lines, safeties, hydronic specialties;

▪ chemical pot feeder or other treatment system;

▪ all miscellaneous mechanical;

▪ equipment existing supports;

▪ existing, unusable, power feeders, equipment disconnects and starters, electrical switchgear, breakers and line voltage wiring for all heating system equipment as recommended by Consultant;

▪ electrical for all existing and abandoned equipment including all miscellaneous abandoned electrical within mechanical room;

(All electrical to be removed back to breakers, panels and switchgear as relevant and as per Codes, AHJ approval and regulations);

▪ removal shall include existing and abandoned control wiring, controllers and sensors;

▪ existing lighting;

▪ miscellaneous plumbing;

▪ existing and not for reuse housekeeping pads;

▪ mechanical piping and equipment insulation and covers;

▪ other civil and structural including mounting that shall not be reused;

▪ hangers for equipment that shall be replaced with new;

▪ mechanical-room floor covers and miscellaneous to do with old fuel piping floor trenching; and,

▪ all else as is required to be removed according to Consultant final renewal upgrade design.

d. Unless designed otherwise, the outside insulated flue shall be not reused but removed and disposed of as per local and Provincial AHJs,

e. General construction design notes, and

f. All other requirements.

7. Construction general notes for Contractor to include for, planning and coordinating fuel supply for temporary heating capabilities, temporary heating setup, life safety services measures if and when incapacitated, utilities confirmation prior to demolition and upgrade installation, safety work practices and measures, and other general construction notes as required;

8. New heating system renewal upgrade complete with full design drawings, specifications and construction design notes including; note the following list is not inclusive:

a. Drawings and details design for all disciplines;

b. Specifications for all design components in its own separate document;

c. New natural gas boilers design capacity to meet all building’s needs;

d. Boiler system design shall be a cascade system of multiple boilers, for several reasons including those of providing high turndown control, lead /lag and shared duty, and designated boiler control for priority (domestic and space). (Consultant shall make a submitted comparison on cascade types with recommendation – see further below.);

e. Boilers which shall be programmed to function as lead / lag and equal duty time, and able to be isolated within the boilers loop (secondary loop) such that either or both (typically) can provide to the primary loop (heating loops);

f. All circulator pumps for building space, AHU supply air tempering, and domestic water heating. Circulators shall be VFD with BACNet communication for control purposes and monitoring and logging of pump parameters, such as the MAGNA 3 Grundfos line or approved equal;

g. Expansion tanks: hydronic and thermal;

h. Domestic water heaters which shall be of indirect type and each shall be temperature monitored and each shall enable circulating of boiler supply as required.

i. Master Thermostatic mixing valve (TMV). In favour of a master TMV per each indirect to regulate hot water temperature to apartments; otherwise consultant shall provide for design of one TMV for all indirects collective domestic hot water supply;

j. Mechanical room ventilation and boiler system combustion air system;

k. Domestic hot water return circulators;

l. Equipment schedule (all new equipment including CVs) with approved make and model, capacity, duty point parameters, and power rating listed;

m. Controls schematic, points sheet and control sequences narrative;

n. BAS/EMCS Controller which shall be stand-alone, native full-ready BACNet, direct digital controller with all peripheral and served devices compatible, connected to and functioning with a separate real time display monitor. Shall receive and provide control from /to all heating system equipment within regulations, all domestic hot water heating system equipment and for the AHU system;

o. Controller display monitor which shall be programmed to provide/show real time schematics, trends, alarm histories, and setpoints and as acceptable to Project Manager and HNS. Controller and monitor programming to be managed and able to be changed / adjusted without proprietary software, programming and servicing. Power backup to controller and monitor and controls shall be UPS and shall be provided with existing generator backup;

p. Controller and devices input/output shall communicate via BACNet protocol and via device / pump manufacturer communication cards

q. BAS Controller shall communicate with boilers and shall engage boilers and signal them when to run or stop as per heating sequences and controls but shall not control boilers as per Regulations. Boilers shall operate themselves as per Codes and Regulations and shall control the boiler loop circulating pumps but no other heating system devices and pumps;

r. All hydronic heating supply and return piping loops within hydraulic separation in mechanical boiler room;

s. All strainers, valves, air removal, vents, drain lines, safeties, hydronic specialties;

t. Heating system makeup water plumbing and domestic water supply line and new PRV;

u. New boiler heating system backflow preventer valve and other components as recommended by Consultant from initial site assessment;

v. Chemical pot feeder treatment system on return;

w. Partial continuous filtering off supply main;

x. Natural gas lines and equipment complete design, from Heritage Gas supplied meter to boilers. Particulars to note:

i. All regulators inside building shall be of vented to outside type,

ii. Pressures provided shall meet boilers manufacturer’s requirements; such that gas supply, pipe size and regulators allow for either one boiler operating at minimum or all boilers operating at full capacity state;

y. Breeching and Flue design shall meet boilers full capacity and manufacturer requirements, all codes, Provincial regulations, and to AHJ approval. Shall meet requirements of positive pressure, condensing, leak-free, vent system to ULC and UL standards, and be listed to WH Intertek, ULC and UL. Particulars to note:

i. Shall be stainless steel,

ii. Whole vent system shall be of same manufacturer,

iii. Shop drawings and provision shall be approved by Supplier and Consultant, not Project Manager and Engineer,

iv. Existing flue shall be demolitioned and design shall account for all breeching and flue and structural fasteners demolition;

z. New insulation and protective cover of all piping, components and equipment;

aa. New electrical switchgear, breakers and starters, panels equipment as recommended by Consultant;

ee. Structural mounting, hangers and supports for all equipment;

ff. Patching of walls, ceiling and floor with design notes and specifications, including fire stopping of old holes, old penetrations and any new penetrations;

gg. Painting of floor, walls and ceiling within mechanical room;

hh. Design specifications for heating and domestic distribution labeling, for components / equipment labeling, and lamacoid labeling and tags, for all electrical and mechanical;

ii. Design construction notes shall include for all commissioning, testing, adjusting, balancing, and set up reports and training;

jj. As required, provide reinstatement design specifications, notes and drawing details, with respect to building interior, exterior to building, any mechanical, electrical, structural and civil works that are planned to be altered and that may be disturbed in the mechanical room, surrounding area and site property.

9. Consultant shall provide a submitted comparison on cascade types of boilers, between the traditional multiple “stand alone” natural gas boilers design with secondary and primary piping loops and multiple boilers arrangement with shared supply and return headers and integral pumps complete, all on a unitary skid arrangement. Comparison shall examine factors as follows: local competitive supplier availability, available manufacturers, boiler controlling versatility, space, maintenance and warranty history, and capital cost.

Requirement is to provide comparison and recommendation to MRHA and HNS early-on for 50% review design stage, such that a decision can be made as to type of approved boiler cascade system. (Such will allow the supply and install tender to be specific to boiler system type so that competitive bids can be evaluated with same type of boiler system products);

10. Provide natural gas demand load for all space, DHW and supply air tempering heating and other building natural gas heating requirements. Confirm supply line and meter meets demand needs;

11. Consultant shall recommend in early design stage, 50% design review, what to do with existing propane supply with respect to new natural gas upgrade heating plant;

12. Provide any required propane modifications and implementation design with respect to the new natural gas boilers heating system and all existing to be kept propane systems.

13. Consultant shall allow for examination of HNS specifications of Hydronic Heating System BAS controller, system graphics and control sequences as a reference and in determining final project controller and graphics specifications and control sequences. See Appendix B for HNS specs for reference;

14. Consultant shall allow for examination of HNS lighting specifications as a reference and in determining final project lighting specifications. See Appendix C for HNS specs for reference;

15. During the construction stage, the Consultant shall provide construction phase administration services, at the discretion of and as agreed to by the Project Manager including:

a. Shop drawings review;

b. Examination of Contractor plan to ensure it is the least disruptive and best coordinated with respect to demolition and removal of the existing heating plant, installation of the new heating plant and for required reinstatement;

c. Reviews of any contractor proposed changes from design;

d. Confirming the Contractor has all necessary permits and approvals prior to starting work;

e. Coordinated key work event site visits, with engineering supervision on behalf of MRHA, for the preparation and removal of the complete heating plant, installation and setup of new heating plant, and required reinstatement. Site visits supervision shall be for every two weeks as a minimum for the duration of the project objective construction;

f. Document with timely reports the work progress at key completion stages and check Contractor daily site safety inspections. Include for photos of new heating plant completion, equipment identification and site reinstatement as confirmation to Project Manager;

g. Provide contractor work deficiencies checks in written reports and documentation at key work completion stages to Contractor, MRHA and HNS. Documentation of work deficiencies by priority, including photos with equipment identification and confirmation of correction;

h. Attendance of construction work site meetings as decided by the Project Manager and the HNS Engineer. Site meetings shall be at key points of work progress and every two weeks as a minimum for the duration of the project construction;

i. And as recommended by the Consultant.

AHU System Upgrade Renewal

The Consultant shall provide for:

4. Demolition and construction removal design, specifications and plan including:

a. Drawings and details,

b. Design removal specifications and notes including for any specialized equipment and materials, for all mechanical, electrical, civil, structural and architectural, and other as required,

c. Demolition, removal and disposal of the complete existing AHU system:

▪ AHU;

▪ fresh air and supply air ductwork (within penthouse mechanical room);

▪ fresh air plenum and damper, exterior wall grill, louver and hood;

▪ existing, unusable, power feeders, equipment disconnects and starters, electrical switchgear and line voltage wiring for all AHU system equipment as recommended by Consultant. (Electrical to be removed back to breakers, panels and switchgear as relevant and as per Codes, AHJ approval and regulations);

▪ existing and abandoned control wiring, controllers and sensors;

▪ existing lighting: ceiling and wall;

▪ miscellaneous plumbing lines (not stand pipe and sprinkler lines);

▪ existing and not for reuse housekeeping pads;

▪ mechanical insulation and covers;

▪ other civil and structural including mounting that shall not be reused;

▪ hangers for equipment that shall be replaced with new; and

▪ all else as is required to be removed according to Consultant final renewal design. (Shall meet with approval from all AHJs, MRHA and HNS and as stated in the Consultant section);

d. General construction design notes, and

e. All other requirements.

5. Construction general notes for Contractor to include for, life safety services measures if and when incapacitated, utilities confirmation prior to demolition and renewal installation, safety work practices and measures, and other general construction notes as required;

c. Sizing and specifying of an approved new AHU. AHU design CFM capacity shall be as a minimum to existing AHU capacity, and Consultant shall confirm that approved AHU selection does work within existing building ducts sizes and penthouse mechanical room space constraints,

d. AHU design shall include for the AHU, all the equipment and ductwork feeding and serving the AHU within the penthouse mechanical area. The renewal shall incorporate existing-to-remain delivery ductwork throughout the building presently serving building corridors and common spaces, as well recently renewed building supply air louver grills in combination with balance and fire dampers,

e. Supply air hydronic glycol tempering heat exchanger system,

f. Equipment schedule (all new equipment including CVs), with approved make and model, capacity, duty point parameters, and power rating listed,

g. All pumps serving AHU hydronic and AHU glycol coil shall be VFD and energy efficient in pump run time and control. Pumps shall include for BACNet card or other approved communication to allow control of and for logging of pump parameters such as found in the MAGNA 3 Grundfos line or approved equal,

h. All controls, including controls schematic, points sheet and control sequences narrative.

i. Control points for the AHU system shall be provided to the new BAS/EMCS Controller being specified for the new heating system upgrade. Provide for new AHU to Controller communication cables for all points and for any fire detection control communication cables to building fire alarm control system,

j. The main heating system controller and display shall be programmed for AHU system to provide/show real time schematics, trends, alarm histories, and setpoints and as acceptable to Project Manager and HNS. Controller and monitor programming to be managed and able to be changed / adjusted without proprietary software, programming and servicing,

k. Controller and devices input/output shall communicate via BACNet protocol and via device / equipment manufacturer communication cards provided by Contractor. Such will also allow for equipment parameters reading and trending and for value status in the BAS controller,

l. BAS Controller shall communicate with AHU, pumps, CVs and supply fresh air damper, fresh air damper system to operate as required as per design operational control sequences,

m. New glycol premix system for the supply air tempering glycol heat exchange system,

n. New insulation and protective cover of all piping, components and equipment that give off heat or sweat,

o. New fresh air intake louver, housing and ductwork and damper component complete system, if old existing is to be removed as per Consultant recommendation,

p. New supply ductwork required within the penthouse mechanical room area,

q. New balance dampers and fire dampers required within the penthouse mechanical room area,

r. Balancing schematic for new design supply air for existing supply air outlets located on all floors and any rooms including common rooms,

s. Structural mounting, hangers and supports for all equipment and AHU system and plenums,

t. New electrical switchgear, breakers and starters, panels equipment as recommended by Consultant;

u. New power feeders and line voltage cabling as recommended and wiring protection where exposed;

v. New lighting, ceiling and side lighting, to appropriate service work lighting levels,

w. New housekeeping pads unless old are in good shape and can be adapted for new equipment. Consultant to recommend based on initial site assessment,

x. Patching of walls, ceiling and floor with design notes and specifications, including fire stopping of old holes, old penetrations and any new penetrations,

y. Painting of walls, ceiling and floor for penthouse area, with design notes and specifications,

z. Design specifications for labeling of AHU System, heating piping, domestic water, for components / equipment for all electrical and mechanical,

aa. Design construction notes shall include for all testing, adjusting, balancing, and commissioning, set up reports and training,

bb. As required, provide reinstatement design specifications, notes and drawing details, with respect to building interior, exterior to building, any mechanical, electrical and civil works that are planned to be altered and that may be disturbed in the penthouse mechanical room, surrounding area and site property.

7. Consultant shall allow for examination of HNS lighting specifications as a reference and in determining final project lighting specifications. See Appendix C for HNS specs for reference;

8. During the construction stage, the Consultant shall provide construction phase administration services, at the discretion of and as agreed to by the Project Manager including:

a. Shop drawings review;

b. Examination of Contractor plan to ensure it is the least disruptive and best coordinated with respect to demolition and removal of the existing AHU system, installation of the AHU system and supply air grills, balancing dampers and fire dampers, and with respect to required reinstatement;

c. Reviews of any contractor proposed changes from design;

d. Confirmation that Contractor has all necessary permits and approvals prior to starting work;

j. Coordinated key work event site visits, with engineering supervision on behalf of MRHA, for the preparation and removal of the AHU system as specified, installation and setup of new AHU system, and required site reinstatement to ensure completion and meeting with the MRHA Project Manager and the design requirements. Site visits supervision shall be for every two weeks as a minimum for the duration of the project objective construction;

e. Document with timely reports the work progress at key completion stages and check Contractor daily site safety inspections. Include for photos of new AHU system completion, equipment identification, and site reinstatement as confirmation to Project Manager;

k. Provide contractor work deficiencies checks in written reports and documentation at key work completion stages to Contractor, MRHA and HNS. Documentation of work deficiencies by priority, including photos with equipment identification and confirmation of correction;

f. Attendance of construction work site meetings as decided by the Project Manager and the HNS Engineer. Site meetings shall be at key points of work progress and every two weeks as a minimum for the duration of the project construction;

g. And as recommended by the Consultant.

2.3 Review and Deliverable Format

Representatives of HNS and MRHA shall be available to provide review and input on the preliminary and final design documents, and MRHA shall assist regarding access to sites, and to provide reasonable provision of available drawings and other existing documents upon award.

All Scopes of Work deliverables are to be submitted in hard copy and electronic format in ACAD, PDF and in Microsoft.

All work shall be performed to the satisfaction of the Housing Authority and HNS. All work products are the property of the Housing Authority and HNS.

The work shall be performed in a sequential manner with approval needed from the Project Manager to proceed to the next phase.

2.4 Proponent Qualifications

General Requirements:

Consultant

1. Consultant shall maintain the necessary expertise and experience to provide design and construction support for the duration of the Project (job site design and construction stages);

2. Design engineering team shall be registered professionals with the Association of Professional Engineers of Nova Scotia (Engineers Nova Scotia), licensed to practice in Nova Scotia and indeed practicing within the Province of Nova Scotia;

3. Design team shall have several years professional design experience in mechanical and HVAC design and underground oil tank system removal design. Removal construction supervision experience is an asset.

4. Design team shall be fully knowledgeable with petroleum storage and delivery system demolition and removal requirements as it applies to Federal and Nova Scotia Provincial regulations and requirements, and local AHJ requirements;

5. Consultant shall submit with their bid the working design team and project lead resumes demonstrating similar work experience to these design jobs;

6. Consultant project lead shall be a person of senior qualification and experience in their engineering profession;

7. Consultant shall submit with their bid, similar design and build projects experience, minimum of two (2), that demonstrate the required level of experience for the scope of work objectives;

8. In depth understanding of the requirements as described in Section 2.0 in order to produce final engineering approved design set;

9. Proven ability to communicate, design and provide construction administration services;

10. Consultant shall be at all times responsive in providing updates on progress and for review with HNS and MRHA;

11. Consultant shall have design team able to meet design time deadlines as set in Section 2.1.

2.5 Sustainability

It is policy in the Provincial Government to ensure services are being provided in a sustainable manner. In addition to design requirements stated in municipal and provincial regulations, consultants are invited to describe how the project will be

3.0 Bid Evaluation

Respondent Vendors shall submit a detailed design services cost broken down into design services costs for each of the scope of work objectives associated with the Project. Provide the total design services cost excluding the HST and other taxes.

Respondent Vendors shall submit a detailed construction administration services cost broken down into construction administration services costs for each of the scope of work objectives associated with the Project. Provide the total construction administration services cost excluding the HST and other taxes.

The Respondent Vendors shall submit a Lump Sum Bid which is the sum of their total design services cost and total construction administration services cost, excluding the HST and other taxes.

Award will be based on the lowest Lump Sum Bid

General:

1. Cost tables shall reflect per diem or per hour rates. 2. Costs shall clearly show the number of days estimated to complete

and deliver the project services scope of work objectives. 3. Costs shall show per diem rate proposed for the project. (If it applies,

Appendix A

Mechanical and General Requirements and Notes

Contractor General Requirements (& Consultant Requirements as it applies)

1. In these requirements and specifications, “provide” means to supply, install, test and setup and commission as shall be required for the successful Contract and Project’s outcome and to meet the approval of the Housing Authority or its representative.

2. Authority Having Jurisdiction means appropriate local authority(s) having jurisdiction for the building complex site. This includes, but will not be limited to, the Provincial Fire Marshall Division, Provincial Electrical Division, Provincial Occupational Health and Safety Division, all Municipal Authorities, Nova Scotia Power and/or other relevant electrical, water, telephone and gas utilities.

3. Where there may be conflicts between these referenced standards and codes, general technical requirements, project specifications and drawings, the most stringent requirements plus the AHJ rulings shall apply.

4. The Housing Authority’s Project Manager shall review all submissions by the Contractor, carry out site reviews and witness any Contract work tests to ensure that all work is in accordance with the Project scope. The contractor shall be notified of any omissions and work that does not conform to the contract and does not have the approval of the Project Manager.

5. All supplied materials and work performed under this project contract (Project) shall be according to codes and standards of the day, meeting with approval from the Authority Having Jurisdiction, according to best energy efficiency practices and materials, and according to product manufacturer recommendations.

6. All work and materials supplied for the Contract (Project) shall be according to best energy efficiency practices and according to the latest Provincial and Federal energy efficiency acts and codes, including the Model National Energy Code for Buildings and Houses and the latest Nova Scotia Building Code regulations. Whether the Model National Energy Code for Houses (or) for Buildings applies to the Project, the Contractor shall determine and provide the energy efficiency requirements to all Scope items listed and those implied.

7. Equipment, materials, supplies, and hardware shall be new and CSA and/or ULC certified for the Project. All equipment shall be Energy Star qualified (unless

capacity/size rating is outside of the Energy Star program’s evaluation) and/or of the top tier of energy efficiency or as specified.

8. The list of referenced standards, codes and designations that shall be followed for materials and work performed, but which may not be inclusive, are as follows:

• National Building Code;

• Nova Scotia Building Code;

• National plumbing Code of Canada;

• SMACNA Standards, requirements and guidelines;

• ASHRAE Standards, requirements and guidelines;

• Model National Energy Codes for Buildings and Houses;

• Canadian Electrical Code;

• National Fire Code of Canada;

• Nova Scotia Fire Safety Regulations;

• Nova Scotia Occupational Health and Safety Code;

• Provincial Labour & Workforce Development applicable bulletins and regulations;

• Nova Scotia Power Incorporated applicable bulletins and regulations;

• All product manufacturers’ documentation and publications; and

• All other codes, standards and regulations referenced herein that apply, either relevant or associated with work of this Project.

9. All Project work is to be performed by certified and registered journeypersons with the Nova Scotia Department of Labour and Workforce Development.

Specific to these Scope of Work Objectives the contractor shall have journeypersons working on the project, specializing in oil and natural gas, HVAC, ventilation and heating, and who have minimum of three (3) years of experience in their working trade.

If a work specialty being an unregulated trade is required then persons conducting such work shall have a minimum of five (5) years experience in that specialty with suitable references.

If helpers are required and of whom do not have the specialty’s required experience or trade certification then approval shall be obtained from the Housing Authority’s Project Manager. Helpers shall be registered apprentices for that trade if so regulated. Apprentices and helpers shall be supervised by journeypersons according to the Provincial Labour Act and according to this Project.

10. Contractor shall provide with their bid at least three (3) work job references that are of similar nature, size and complexity c/w location, contact names and details and costs of each job.

11. All contractor workers shall be safety certified with CANS.

12. Contractor/Consultant shall inquire with the Project Manager about presence of asbestos in the existing building materials that he/she may come in contact with during the course of demolition and installation.

13. Provide for all related work necessary (whether it shall be electrical, mechanical, controls, civil, duel-related: oil and natural gas, structural and/or landscaping, excavating, paving, concrete, masonry, water-proofing, cutting, coring, fire stopping, patching, carpentry, construction, plumbing, wiring, insulating, sealing, painting and other as required) in order to complete the Project scope of work and to reinstate site and building to conditions equivalent or better than which existed prior to work being done.

14. Contractor shall provide fire stopping and sealing of all mechanical penetrations,

new and pre-existing, within the areas of the scope of work. Fires stopping and sealing products shall be manufacturer approved for the item that passes through the fire rated assembly and for the material that makes up the assembly or barrier that is being passed through.

15. Contractor/Consultant shall check the content of the Project Scope and its specifications before proceeding and shall report any errors or omissions to the Project Manager. Contractor shall seek clarification prior to providing a bid to the Housing Authority.

16. A site visit is recommended prior to bidding. All existing conditions, measurements and hardware information present is the responsibility of the Contractor/Consultant to confirm before providing bid.

17. Contractor shall not commence work without authorization from the Project Manager and once all electronic copies of material and equipment shop drawings including specifications have been approved by the Project Manager.

• All shop drawings, other than standard manufacturer’s data sheets, shall bear the stamp of a Nova Scotia registered Professional Engineer, who shall be fully responsible for the engineering content of such drawings;

• Prior to submission, the Contractor shall carefully check all shop drawings to ensure that they comply with the drawings and specifications in both

intent and detail. No consideration shall be given to shop drawings submitted without this approval and review from the Contractor;

18. Contractor/Consultant shall be responsible for maintaining all life safety systems and for adequate heat for both domestic hot water (DHW) requirements and for space heating requirements during the construction period. The Contractor shall obtain the Project Manager’s approval in writing for their temporary plan to ensure adequate safety and heating and notice of any building systems disruption.

19. Clean up of work site shall be done on a daily basis and more frequent basis to ensure safety at the work site and for the safety and health of the units’ tenants.

20. Provide minimum of 72 hours written notice and obtain permission from the Housing Authority (Project Manager) before commencing:

• Shutting down the existing air conditioning system and any electrical system feeders;

• Shutting down the existing heating system whether for domestic or space heating;

• Demolition, disposal, construction, installation, cleaning and finishing work for Project;

• Cleaning, purging and chemical water treatment of building systems;

• Conducting pressure and all other types of integrity tests on new equipment and systems;

• Balancing of heating, ventilation and building systems;

• Starting up and commissioning of all new and existing tied-in systems components;

• Upon work completion and ready to make the final tie-ins and switch over.

21. Project contract constraints shall include, but may be added to during the Project, as follows:

• If there is any cause to burn, torch, weld, or to conduct other manner of activity as required that will produce sparks, open flames and conditions that could cause a fire, then the Contractor shall provide an approved fire safety implementation plan in accordance to the Nova Scotia Fire Safety Regulations. It shall include having a fire watch by contractor personnel independent of those carrying out construction work. For such work the contractor shall notify the Project Manager in advance;

• Nothing is to run through structural members without the written approval from the Project Manager;

• All work is to be done when building or units are occupied. Contractor shall work regular hours from 8:00am to 5:00 pm, Monday to Friday, not on

statutory holidays and weekends; otherwise, written permission shall be required from the Project Manager. (Work shall be priced accordingly);

• Contractor is to perform work to finished work site expectations and presume that interior wiring and conduit and panel work is to be completed to such a finished state and to be done in areas that are considered finished or in areas that will be brought up to a finished state. Therefore, the contractor shall make every effort possible to run and conceal all pipes, conduits and wiring behind such present or future finished interior walls;

• Consult with the Project Manager prior to beginning work as to whether construction work may deal with any existing asbestos containing materials on site. If so then adhere to the Housing Authority’s work procedures developed for such circumstances.

22. All finishing and painting shall match and suit surrounding areas using same as existing and/or better materials. Must meet Project Manager’s approval.

23. The Project work shall meet or exceed the requirements of the Model National Energy Code and to best energy efficiency practices. Materials and equipment provided shall be of Energy Star qualified or better, unless as specified. If they are not rated/qualified according to Energy Star then the Contractor shall use the latest and most proven products for that category of residential, industrial and/or commercial products.

24. It is the responsibility of the Contractor to provide for all permits, inspection certificates, pay for all taxes and service charges and to arrange to have the work inspected by the Authority Having Jurisdiction.

25. Any removed electrical items and old metal hardware is to be packaged and given to Project Manager for recycling unless stated otherwise. In general the Contractor shall institute sustainable practices on the work site such as recycle, reuse and reduce. All waste shall be separated and disposed off site according to local municipal and provincial authority bylaws and regulations and to their environmental sustainability practices.

26. At end of project provide training, any tools, equipment and personnel to demonstrate and instruct building operating and maintenance personnel in operating, adjusting, trouble-shooting and servicing of all systems and equipment:

• Mechanical systems - minimum four hours;

• Electrical systems - minimum two hours;

• Control systems – minimum four hours.

Housing Authority shall be satisfied before training can be called complete.

27. Commissioning shall include a supervised, detailed calibration and function check of all related equipment and systems installed under the Contract and Project, together with a complete run-through of all functions to ensure that all equipment, systems and circuits are functioning properly as designed. Ensure that all safety devices are in place before starting equipment. All accessories as part of the equipment operation shall be in place for commissioning.

28. Furnish a written guarantee that all material and equipment supplied and all work executed under this Project shall be free from defects and workmanship for a period of one year commencing at the time of project work completion or the date of final acceptance by the Project Manager or Owner (Housing Authority) or as is specified within the scope of work or elsewhere in these general specifications and requirements, in any case the longer warranty period shall apply.

29. Contractor shall provide service calls at no charge throughout the warranty period of the nature to adjust/correct/ensure best performance from all systems and equipment provided. Contractor/Consultant shall ensure that all existing equipment and new systems work properly together and as good or better than prior to Project.

30. Upon completion provide final electronic and print documentation with changes, corrections recorded, in the manner of As-builts, and all documentation requested and required as stated in these general and technical requirements and specifications, and as stated in the Tender and Project documents. Three (3) copies of print documentation shall be provided to the Project Manager in three ringed binders. Documentation shall include complete operations / parts manuals, service and training manuals, record (as-built) drawings, submittals and finalized shop drawings for all equipment and systems, data sheets, new electrical panel directories, verification and construction inspection certificates / schedules and as-built schematics showing the design and construction installation.

31. The General Contractor whether the mechanical or other contractor for this Project shall submit and break out all invoicing for equipment that could be eligible for Efficiency Nova Scotia rebate programs. Contractor shall do so in accordance to the direction document, “Contractor Equipment Invoice Provisions with respect to Efficiency Nova Scotia Product Rebates.”

Electrical General Requirements and Notes

1. General Requirements:

1. Whenever it is proposed to make a change(s) in the design or type of equipment called for in the specifications, the Contractor shall estimate the cost (material + labour) and submit detailed itemized estimate of the costs (material + labour), entering into the change or substitution. Work shall be conducted only upon written approval from the Project Manager;

2. All power and/or system shutdown shall be coordinated with the Project Manager;

3. The Contractor shall identify and re-use existing spare equipment/material (where feasible), only if deemed safe for operation and without deficiencies, by the Contractor. For such re-use, the Contractor shall provide min. one (1) year material and labour warranty or the greater if elsewhere written;

4. It shall be the responsibility of the Contractor to contact the Project Manager for inspections during construction such as above ceiling inspections prior to installation of ceiling tile or drywall, inspection of devices installed on the walls prior to drywall construction, etc.;

5. Maintain circuit continuity to existing equipment where disrupted/relocated by renovation. Re-locate existing electrical equipment (where required) to suit new construction, upon approval from the Project Manager;

6. At the completion of the project, the Contractor shall test and operate all equipment installed (new and existing) in the project to ensure it operates as expected and correct all deficiencies (as required) at that time. Provide written report for the Project Manager to review at this time;

7. Devices mounted on exterior walls shall be installed in a manner to maintain the integrity of existing/new vapor barrier;

8. Provide all final access, programming, servicing, maintenance codes / PIN for all equipment supplied and installed under this Contract.

2. Permits and Fees:

1. The Contractor shall submit (where applicable), all pertinent documents to the concerned AHJ, required for examination and approval, prior to commencing any work;

2. The final certificate of inspection shall be obtained before final payment for work shall be considered due;

3. Notify the Project Manager of changes required by the AHJ, prior to implementing them;

3. Delivery, Storage, Handling, Disposal, and Cleaning:

The Contractor shall:

a. Deliver materials in the manufacturer’s original, unopened, undamaged, containers with identification labels intact;

b. Comply with the manufacturer’s ordering instructions and lead-time requirements to avoid delays;

c. Coordinate with the Project Manager to find a suitable storage space prior to delivery of the system equipment to site;

d. Store and handle materials in compliance to the manufacturer’s recommendations to ensure that their performance requirements are not affected by abrasions, dust, humidity, or extreme temperatures;

e. Be responsible for loss of materials through theft, breakage, or damage prior to acceptance of work by the Project Manager;

f. Properly dispose of materials generated out of all work performed within this contract in compliance with Municipal, Provincial, and Federal regulations;

g. Remove all debris and leave the site neat and tidy, upon completion of work;

3. Identification:

1. New typewritten directory shall be provided on the inside of new electrical panel board(s) provided under this Project, showing the location and loads connected to the branch circuit(s). Where existing, electrical panel board changes are made, new typewritten directory shall be provided depicting the new circuit directory. Existing, panel directly shall be kept on-site for reference;

2. Communications wiring shall be labelled at termination ends at the existing communications panel(s) as well as the outlet, identifying the area served. Use best industry standards for labeling, such as Panduit PDL-1 and PDL-2;

3. All new electrical equipment and wiring devices such as switchboards, panels, disconnect switches, power/voice/data/CATV/multimedia outlets, transformers, control panels, receptacles, etc. shall be provided with “lamicoid” nameplates. The nameplates shall indicate relevant details such as:

a. Panelboard – Voltage, Amperage, Phase, Source Panel/Meter location;

b. Receptacle – Source panel and branch circuit number;

c. Communications outlet – Source panel and port number;

d. Disconnect switch - Load controlled, source panel, and branch circuit number;

4. Lamacoid nameplates shall be 1/8” thick plastic engraving sheet with black letters on white face for all electrical systems except fire alarm and receptacles fed from generator circuits which shall have white letters on red face;

5. All junction and/or pull boxes and their respective cover plates shall be colour coded as per the following:

1. 51 to 240v – Yellow

6. Branch circuit wiring shall be identified by circuit number at both ends at all panel boards, pull and junction boxes, outlet and equipment connections, and all devices. Labels shall be Panduit PDL-1 or PDL-2 as required. Labels shall be installed in such a manner as to present area with information in “flagged” position;

7. All electrical distribution equipment shall have ARC flash labels installed to meet AHJ requirements;

8. Applicable electrical equipment shall have marking to indicate maximum continuous loading permitted (when not the same as fuse or breakers continuous ratings) as per CEC;

9. Identify conduit at 50’ intervals or where they enter walls, ceiling, or floors.

4. Cutting and Patching:

1. Cutting and patching shall be performed by skilled trades’ personnel. Make every effort to minimize cutting and patching;

2. Excavation and backfilling for electrical and communications cabling as well as cutting and patching of all penetrations shall be the responsibility of the General Contractor;

5. Fire Stopping:

1. Where conduits or cables pass fire separations and sound rated separations including floors, walls, membranes, etc., provide a metallic sleeve or core drill to 1” radius larger than the conduit or cable. Construct a ceramic fiber insulation dam(s) as required and fill the penetration with 3M “Putty 303” or 3M “Caulk CP25”. A minimum of 2” of putty or caulk shall be required. Installation shall be in strict compliance with manufacturer’s instructions and ULC requirements;

6. Closeout Submittals:

The Contractor shall provide one (1) original hard copy and one (1) electronic copy in PDF format of the following document set which shall include but not be limited to:

1. Nova Scotia Power interim and final electrical inspection report(s);

2. Operations & Maintenance manuals for all new equipment supplied & installed within the Contract;

3. System testing, verification, certification (re-certification), and commissioning report(s) for all new equipment supplied & installed within the Contract;

4. Fire Alarm System Verification document (if required) as per the most recent version of CAN/ULC S537, Verification of Fire Alarm Systems;

General Notes

1. All components, parts and materials to be new and shall meet approval with Authorities Having Jurisdiction (AHJ), meeting applicable Codes, CSA and ULC standards.

2. Notice of building systems, life safety systems interruption or/and electrical disruption shall be planned well in advance and shall require Project Manager approval. Notice shall be made in writing by Contractor; an interruption schedule and demolition/construction plan shall accompany the required notice.

3. All Provincial and Occupational, Health and Safety regulations and Codes shall be followed, as well as any Regional Housing Authority requirements – confirm with Project Manager.

4. Safety of the buildings’ workers and clients shall be maintained throughout the Project and shall be monitored by the Contractor/Consultant, and Project. It is the Contractor’s responsibility to meet/rectify all safety concerns or deficiencies raised.

5. All property and equipment and building alterations during the course of the project demolition and construction and testing commissioning phases shall be protected and where necessary, shall be reinstated to same or better conditions.

6. Provide written warranty for all parts and labour for one (1) plus years that shall include in its duration one complete winter season without gaps in time. Commencement of warranty period begins after approval of substantial completion and no operational deficiencies as per the Engineer and Project Manager approval.

7. Contractor shall provide warranty service calls at an acceptable response time of less than four (4) hours from time of call.

Appendix B

HNS Controller, Interactive Display & Controls Sequences Specifications

1. Controller Specifications:

Provide stand-alone native full ready BACnet direct digital controller to monitor, receive required inputs and provide outputs to all equipment. This controller shall be fully programmable and shall function with all peripheral equipment that the Stand-alone controller monitors and engages, receives inputs from and provides outputs to, in order to provide necessary energy management and communication through full BACnet protocol. Non-BACnet and Gateway controllers shall not be considered. The controller shall be IP ready for remote monitoring, internet provision by Housing Authority. The controller shall have spare capacity for inputs and outputs for any future additions. Controller shall not be service supplier proprietary.

The controller shall be linked with contractor provided wall-hung display terminal for heating system function observing and user functions, see below specifications.

• Approved controller product: Alerton LTBT-VLCA-1688, Vykon JEC-334

or Approved equal.

• Note: Contractor shall confirm the controller model for the Project can handle the required capacity and spare capacity including whether above controller product model numbers do meet what is required for the project.

2. Interactive Display Controller Monitor:

The controls contractor shall provide an in-boiler room control points management-monitoring display tablet or monitor that shall provide independent display of the real-time heating system from access within the boiler room and the capability for future remote high-speed internet management-monitoring. This display unit shall not require a user to employ another, brought-in, laptop or computer to view and to adjust the heating system values or digital pickup points.

• Display tablet or monitor shall be of minimum of 15” diagonal screen and be guaranteed to be rugged/durable enough to handle boiler room conditions and usage, and/or be manufacturer-categorized for industry use. The Contractor shall install all hardware and software as required to have the display monitor fully operational for local and remote internet usage.

• Provide display tablet selection from the following acceptable products:

Shuttle X50V2 Plus Barebone by NCIX: 15.6” Touchscreen PC with same or better CPU, memory, video and function capabilities, or Approved equal.

• Regardless of above identified product, Contractor shall ensure product submitted for approval does meet Graphics requirements described further.

Graphics Performance Specifications

Display shall be designed and programmed to show:

i. One screen view of whole DHW and Hydronic heating system with control points.

ii. Upon logging in, the Graphics screen comes up first.

iii. Screens Menu to choose from.

iv. All values / parameters set points shall be in imperial units; example, temperature in Farenheit.

v. Trending of control points historical values for time period that controller is capable of storing for the minimum of:

1. BACNet capable pumps being Heating zone pumps, not DHW heating pumps, not boiler loop pumps or DHW recirc pump. (Pumps being monitored for energy management shall have included BACNet communication hardware or Communication cards and wiring back to BAS controller. Values to be trended are as a minimum power consumption, amps, rpm speed or other pump output indicator.

2. Indirects DHW storage temperature.

3. DHW tempered supply temperature.

4. Heating zone supply temperature, after CV mixing.

5. Boiler ON time vs OFF time for all boilers.

6. Alarms.

3. UPS Power Backup:

Contractor shall:

• Provide for the controller, display tablet and control system a power back-up in the form of a UPS that is compatible, similar to product APC Back-UPS ES 8 Outlet 650VA 120V on the condition that it meets the power back-up requirements for the controller complete system. UPS Selection shall meet with Codes and to the approval of the Project Manager.

• Ensure control system be connected to generator power if available on site and the generator power shall be fed into the UPS to ensure smooth power output to the control system.

4. Notes for Commissioning

Contractor to provide:

• Install, setup and commissioning of control system.

• Training of control system and display monitor operation / management and passwords to Project Manager and staff.

5. Controls contractor - Programming and Software:

Provide controller programming and heating system schematic and software, which shall meet with Project Manager’s requirements and all stand-alone controller inputs and outputs. Heating system programming, system schematic and interfacing shall be of the complete space heating system and DHW system and site air handling unit ventilation where applicable. All set points / control points values, all equipment status values and alarms histories shall be available in real time and for trending.

HNS Control Sequences of Operation:

1. Boiler and Boiler Pumps Control - General:

• Boiler pumps shall be enabled with call to corresponding boiler. Upon receipt of boiler pump status, the corresponding boiler shall be enabled;

• Pumps status to be monitored by their CT, BACNet card or other as required and the controller. Pump failure to be determined by loss of pump status for 30 seconds (adj.) with presence of enable command.

2. Boilers – Burners Control:

• Boiler(s) shall be enabled with burner(s) control, whether single stage (On/Off), Low-Hi-Low staged or full modulation type, as per required heating sequence and in order to maintain boiler supply temperature at the set point as determined by the outdoor air reset curve and lead lag strategy (see description below) and DHW supply water temperature demand;

• Lead boiler shall be alternated every seven days (adjustable) for equal run time (if heating system has two boilers) or as instructed by the Project Manager;

• Lag boiler(s) shall be enabled if lead boiler is unable to meet demand or if lead boiler fails. It shall be determined that lead boiler is unable to meet demand if lead boiler is firing at 95% (adj.) or more for 300 seconds (adj.). Boiler failure shall be determined if boiler status is not received for 120 seconds (adj.) with boiler enable;

• Hydronic heating system pumps to be enabled (startup) when OAT drops below 65 F (adj); otherwise, as directed by the Project Manager;

5. Domestic Hot Water (DHW) Control Sequence:

• Boiler to DHW indirect heater pump shall be enabled when the DHW in the indirect water heater tank(s) is below 140 F (adj);

• Pump status to be monitored by a CT and the controller. Pump failure to be determined by loss of pump status for 30 seconds (adj.) with presence of enable command;

• DHW Recirculation Pump (if there is a DHW return loop) to run continuous during occupied hours and shutdown otherwise, may be managed if having an integral clock/timer and/or by BAS controller for On/Off operation and for purpose of energy efficiency;

• DHW tempering mixing valve (stand alone) shall modulate to maintain domestic hot water supply temperature. If DHW supply temperature rises above 130 F (adj.) for 30 seconds (adj.) then an alarm shall be activated (from controller) and boiler to DHW pump and DHW recirculation pump shall stop. Boiler to DHW pump and recirculating pump shall restart when DHW supply temperature drops below 115 F (adj.); otherwise, as directed by the Project Manager.

6. Domestic Indirect Water Heater Demand Priority:

• The heating system and boiler(s) controller shall be equipped to accommodate the domestic hot water priority (fire boiler(s) to provide sufficient hot water even though space heating supply water is within required temperature limits as set by the heating OAT schedule);

• If supply temperature for indirect water heater(s) calls for its pump to be enabled, then the lead boiler shall fire up to provide required hot water regardless of OAT;

• If boiler supply water is not hot enough within a scheduled time period then the second boiler (if applicable) shall also fire up to provide the domestic heating water to the indirect water heater(s).

• Pumps for boiler supply to indirects (DHW) shall be setup for constant flow to optimize energy transfer through the indirect coils. The pumps, VFD or standard, shall be monitored by BAS controller and engaged automatically to provide required output flow, whether one or both pumps being ON. BAS shall control / supervise any onboard pump controllers.

Appendix C

HNS Lighting Specifications for Mechanical Rooms

1. Typical Scope of Work:

• Provide new overhead lighting in the new boilers location or other mechanical room.

• Remove old lighting and demo and dispose from site.

• Provide new wiring from breakers to fixtures as necessary pending on integrity of cabling.

• New lighting fixtures shall be enough to provide sufficient lighting to carry on maintenance and shall be typically a minimum of 8 fixtures. Final number to be determined by mechanical room needs and lighting level required.

• Provide sidewall mounted lighting enough to provide sufficient lighting to carry on maintenance and shall be typically a minimum of 4 fixtures. Final number to be determined by mechanical room needs and lighting level required.

• Locate fixtures to Engineer’s and Project Manager’s approval.

2. Lighting Specifications:

• All light fixtures shall be compatible to respective ceiling, wall, and column/post type(s).

• Required manufacturer approved fittings and/or mounting accessories shall be provided;

• Colour Temperature of all lamps used in the project shall suit application and be compatible with other existing and/or new light fixtures in the area within line-of-sight, where not specified. Otherwise 4100 K.

• On completion of the project, provide at least 10% spare lamps for each type of fixture installed in the project;

• Fixture:

1. Shall be “Specification Grade”, CSA/ULC listed for damp location;

2. 2 Lamp fixture: Fluorescent type, T8 lamp compatible c/w electronic ballast, solid reflectors, and wire-guard;

3. Compatible for suspended, ceiling mounted, and wall mounted installation;
