1.0 Method Statement

1.1 Scope of the works The scope of works involve the removal of all asbestos containing materials from the

Cooling Towers, removal of elevated platform deck, drilling & charging of the Towers and the controlled explosive demolition of 3no Cooling Towers positioned to the South of the former Didcot A Station.

1.2 The Surrounding Area The surrounding area is largely made up of the Station itself to the North, factory units to the

East, Railway/Road infrastructure to the South & Didcot B Power Station to the West. 2.0 Method and Sequence 2.1 The method & sequence for all three cooling towers will be as follows: 1. Site Set Up

Site Set Up 2.3 Prior to the works commencing a satellite welfare/office system will be provided adjacent to

the works. 2.4 The set up will consist of self-contained site office, canteen & toilet block and will be suitable

for the level of resources 2.5 The welfare will be established upon the existing contractors compound adjacent to the

towers, and will be suitably fenced. 2.6 All operatives will be inducted by Site Supervisor prior to being allowed onto site. All CSCS,

CPCS, IPAF, PASMA and relevant certificates will be provided prior to commencing on site (copies shall be held on site) to ensure that operatives are trained, competent and suitable to do the work they are to carry out.

2.7 The Site Supervisor will give a site specific induction/ which will include a method statement

briefing so that all operatives are aware of their duties and responsibilities whilst on site. 2.8 The site supervisor will inspect the existing site boundary, fencing, and surrounding area to

ensure it is secure and attach warning demolition signs in accordance with the regulations. 2.9 Heras fencing will erected to certain areas to strengthen the existing fencing and provide a

suitable deterrent. 2.10 Transit routes for plant & pedestrians will be set up for the separate activities happening

within the demolition boundary. These may change frequently, therefore will be clearly labelled. The site plan will be updated to reflect the changes.

Dedicated walkways & segregation

2.11 Prior to starting any works the site supervisor will walk the site with Mechanical & Electrical

Demolition Team and inspect the structures to understand that the building has been disconnected of all known services.

Asbestos Removal 2.12 A series of Demolition & Refurbishment Surveys have been completed to identify all

Asbestos Containing Materials. A fully licensed sub contractor will undertake the asbestos removal works

2.13 The method, scope & plan of works will be covered under a separate Method Statement 2.14 ESG Asbestos Survey Reports Issued: ASO3509-024 Cooling Towers South Survey Report Structural Investigation 2.15 Coleman and Company will undertake a full structural investigation of the Cooling Towers to

confirm the as built drawings. 2.16 The structural survey will include intrusive investigation of the Cooling Towers to determine

the condition, layout & content of the reinforcement of the structure 2.17 The full survey of the structure will include: 2.18 Overall layout of structure

Construction Composition.

Construction form

Thickness of walls.

Reinforcement details.

Construction of Support Legs 2.19 Suitably experienced personnel will undertake this activity manually, and some manual

labour may be required to assist survey work. 2.20 The survey will be used to support the Pre-construction information that has already been

issued to Coleman & Company De-water Tower 2.21 Water that remains within the inner ring of the cooling tower will be removed before any

demolition works 2.22 A test of the water will be undertaken to ensure that levels are acceptable and no

contaminants remain within the water from the cooling process. 2.23 Mobile 110v centrifugal pumps will be established at the lowest point of the ring and a hose

connected to the pump. 2.24 The pumps will be switched on and will be allowed to remove the water from the cooling

towers into the existing drainage system 2.25 The pumps will remain to provide a facility to remove any excess build up of water during

the course of the works.

Test Blast (Leg) A test blast is required to determine the following: 2.26 To confirm the optimum weight & type of explosive needed for project.

To confirm that the chosen explosive charge weight is suitable in displacing the supporting leg

To enable engineers to witness the result and confirm acceptability before its application to demolish the structure as a whole.

To test the effectiveness of the at source blast protection in containing explosively displaced fragments

2.27 As the test blast will remove the structural capacity of the supporting leg, the Explosive

Engineer will produce supporting calculations to confirm that the structural stability of the Cooling Tower is not affected by the removal of the supporting leg.

2.29 The Health and Safety Executive will be notified of the date of the test blast and will be

invited to attend on the day. 2.30 T The local police will be informed of the Test Blast in the unlikely event that local residents

phone to report a “large bang”, and to advise that there is no need for evauation. 2.31 L Local residents who may be alarmed by the inevitable “bang” which is caused will be advised

three weeks prior (There is no need for evacuations). 2.32 Containment/protection and location of test blasts to be shielded by appropriate at source

protection (Chain link and geotextile) 2.33 A letter drop/personal calls to local residents advising them of the day of the test blast and

the time at which it is to occur will be undertaken 2.34 Trained operatives working from Mechanical Elevated Working Platforms will drill the

concrete legs and install the protection. 2.35 At source protection in the form of chain link fencing and geotextile material, will be used to

ensure total containment of potential ejected fragments. 2.36 The galvanised chain link fencing will be wrapped twice around the leg, and will be held in

place by 6mm polypropylene rope. It will then be held in place by 3 continuous wraps of Geotextile (Rhino GW8143), and again secured by the 6mm polypropylene rope.

Typical Drilling of Concrete Support Legs

2.37 Once all the preparation works are complete the surrounding area will then be vacated of all

non-essential personnel in preparation of the “blast” 2.38 The surrounding area will be kept clear of all personnel by Site Supervisor who will co-

ordinate the operation with adequate numbers of sentries equipped with two way radios. 2.39 Sentries will be positioned around the exclusion zone to monitor and control movement of

people and to ensure that there is no unauthorised access to the area before or during the test blast

2.40 The exclusion zone will be determined by the explosive engineer and will be confirmed with

the issue of an approved drawing. 2.41 At approximately 2 minutes before the scheduled detonation time, sentries are to

coordinate using radios 2.42 The sentries will undertake a radio check and confirm that they are in position on the

perimeter of the site exclusion zone. 2.43 Once the exclusion zone has been confirmed as clear by the Site Supervisor, the explosives

engineer will commence countdown procedure. 2.44 As part of the detonation procedure a five second siren will be sounded to give warning that

the detonation will be taking place. 2.45 The explosive engineer will undertake a 10-second countdown, and after will fire the test

blast.

Concrete Leg after Test Blast

2.46 The exclusion zone will be maintained after the blast and no one will be allowed to enter the

structure until the Explosives Engineer has given the all clear. 2.47 Upon confirmation by the explosive engineer then the test blast will be reviewed by all to

ensure the blast has been successful. 2.48 Immediately after the blast, the leg will be inspected to establish that the fragmentation of

the concrete and the containment of the blast debris have been undertaken successfully. 2.49 A test blast report will be compiled and the results used to design the final drilling patterns,

charge weights per hole and protection levels. The test blast report will contain photographs of the test blast ‘before and after’.

2.50 All work will comply with BS5607, Safe Use of Explosives in the Construction Industry,

BS6187 Code of Practice for Demolition and legislation for storage and transportation of explosives.

2.51 The test blast will be prepared in line with Structural Engineers drawings and holes drilled

will be marked out by Explosive Engineer. 2.52 They will also gain information from the site and client regarding any sensitive equipment

and any other structures/apparatus close to the towers. Test Blast (Shell) 2.53 The test blast to the shell will take place after the asbestos has been removed and concrete

framework removed & will be drilled in a predetermined location. 2.54 The location of the test blast will be determined by the explosive & structural engineer

2.55 The shell shall be drilled and prepared approximately 15m above the floor directly above the

leg that was previously tested, by operatives working from an elevated working platform placed within the cooling tower.

2.56 The test blast will be undertaken using the same method as the test blast on the leg, with

exception of – shell to be drilled from inside the tower. 2.57 The above is drilled from within to cut down on air over pressure and release of debris. 2.58 The blast protection will be fixed to the outside of the tower, utilising chainlink fencing,

Geotextile and polypropylene rope.

Access to Cooling Towers 2.59 To allow access for an excavator to undertake the removal of the cooling tower deck an

access ramp will be formed. 2.60 The ground outside the base of the cooling tower will be excavated and soil removed to

expose the concrete up-stand wall 2.61 An excavator equipped with demolition attachment will pulverise and remove a section of

the concrete wall to include the concrete leg used for the test blast to allow access for an excavator. The removal of this section will not interfere with the structural stability of the remainder of the structure

2.62 All concrete will be completely removed to allow sufficient headroom and width for an

excavator to pass through the remaining structure

Forming Ramp into the Cooling Tower

2.63 The sides of the bank will be battered back and the anticipated depth of the excavation will be no more than 2m in depth.

2.64 A trained and competent banksmen will monitor the movement of moving vehicles &

machinery at all times

Removal Internal Deck 2.65 Prior to the excavators commencing any demolition all asbestos containing materials

will be removed and air clearance/re-occupation certificates issued to confirm the area free of asbestos.

2.66 In order to provide access within the footprint of the cooling towers for the excavators to

commence; a small section of the internal deck will need to be removed. 2.67 Operatives will manually wrap a metal wire rope around the legs of a small section of the

decking and connect with the use of a “D” shackle. 2.68 The wire rope will then be connected to an approved location upon the excavator and

checked by a slinger. 2.69 All ropes & connections will be checked by the slinger prior to any movement of the excvator 2.70 A banksmen will direct the excavator to motion backwards taking the slack up in the wire

rope and begin the process of demolishing the legs of the deck

2.71 The excavator will continue until the legs have been removed which will cause the internal

deck to collapse and fall to the floor. 2.72 The wire rope will be disconnected from the excavator and the process to remove the

demolished structure will commence 2.73 Two excavators working in opposite directions; will remove the deck & packing system

within the cooling towers. 2.74 The excavators will be equipped with demolition attachments and will commence demolition

of the elevated deck section, working down to the supporting legs 2.75 The deck will be systematically removed in a methodical manner working left to right top to

bottom 2.76 As the demolition progresses the material will be segregated and placed into separate waste

streams (plastic, timber & concrete) 2.77 Each waste stream will be removed separately to approved licensed facilities, with duty of

care paperwork retained on site for issuing to client 2.78 The packing will be one of two types; plastic or tanalised timber (1 No. Tower) and this is to

be removed before the asbestos pipework above.

2.79 Any tanalised timber will be removed from the supporting frame by an excavator equipped with grapple.

2.80 All necessary control measures will be put in place prior to the removal of the tanalised

timber 2.81 The European Waste Code for the timber is 170204* and will be treated as non- hazardous

waste 2.82 The timber cannot be handled by operatives during the works, and will only be removed or

handled with the grapple of the excavator 2.83 The supervisor will undertake a COSHH assessment for the timber to identify the controls &

risk of the material 2.84 During the process of removing the timber we will ensure that no hot works will be

undertaken to minimise the risk of fire. 2.85 In the unlikely event that an operative will need to handle the timber a full risk assessment

will be formulated and issued, with the operative wearing suitable R.P.E to include FPP3 masks, disposal overalls, gloves and glasses.

2.86 A separate area will be made available to process the tanalised timber so as not to cross

contaminate the site and other material. 2.87 The timber will be crushed & compacted into a bin, by the excavator for removal to an

approved licensed facility. 2.88 After the completion of the works the attachment of the excavator will be cleaned before

commencing further works

Drilling of Structure 2.89 The results of the test blast will provide the Explosive Engineer & Structural Engineer

information that will enable them to design suitable blast/protection design and drilling of the support legs.

2.90 A series of drawings detailing the location, depth & number of drill holes will be produced

and issued for approval by Coleman & Company, and once approval has been granted the intrusive works will commence.

2.91 The first element of drilling will be the support legs to the perimeter of the cooling towers,

followed by the concrete ring of the tower 2.92 The legs and shell which are to be removed will be drilled with a prescriptive number of

holes to accept the explosive charges. 2.93 The drilling will be undertaken by operatives working from a selection of elevated platforms,

to include MEWPs (Mobile Elevated Working Platform)/scaffold towers or aluminium access towers.

2.94 All operatives will be harness trained and fully competent and hold the suitable certificates

for each operation carried out. 2.95 The holes will be drilled by operatives using hand held rotary pneumatic percussion drills. 2.96 Prior to the commencement of the works a Hand Arm Vibration assessment will be

undertaken for each operative & operation.

2.97 A control measure for the reduction of hand arm vibration will be to implement a rotation of

operatives carrying out the works, and to record the operatives working hours 2.98 The operation of drilling will be continued until the full extent of the drilling is completed.

2.99 On completion of a hole being drilled, it will be sprayed using spray paint by the driller to

confirm that the hole is complete and that the driller is satisfied it is accurate. 2.100 Coleman & Company will check all holes using the drilling plans. If holes have been drilled

incorrectly, Robinson & Birdsell will be notified. At that time the decision will be made to drill another hole with the position of same hole to be determined.

2.101 On completion of drilling works, all holes will be checked by Coleman & Company and the

signed off by Robinson & Birdsell. At Source Protection 2.102 Once the drilling of a section of the structure has been completed a team of operatives will

commence the at source protection. 2.103 At source blast protection is fixed to sections of the structure that are displaced with

explosive charges. The protection is designed to sufficiently contain blast projectile when explosives are detonated.

2.104 At source protection is to be fixed in accordance within the blast protection drawings

prepared by Consulting Engineer in conjunction with Robinson & Birdsell and Coleman & Company.

2.105 The work involves labour manually fixing chain link and geotextile material around the blast

area secured using polypropylene rope. 2.106 Work will require operatives to work at height, any leading edge with the potential to cause a

fall will be secured using scaffold edge protection. 2.107 Operatives carrying out protection work will be suitably trained in this field of work. All

operatives will be inducted onto site where the contents of this Method Statement will be discussed.

2.108 The test blast will dictate the detail of the at source and secondary protection. It is

anticipated that the protection for each section being blasted will be wrapped twice with chain link and geotextile. Polypropylene rope will also be wrapped twice at the top, middle and bottom then securely tied at each point.

2.109 It is essential that protection is adequate and fixed in accordance with this Method

Statement. ANY DEVIATION FROM THIS COULD RESULT IN POSSIBLE DAMAGE OR INJURY. At source protection will be left slightly loose to enable the blasted material to expand within the protection.

2.110 Protection fixed will be checked by Coleman & Company site supervision to ensure

compliance. 2.111 It is essential that during wrapping the position of previously drilled holes be indicated

through the protection. As the protection is fitted, markers will indicate position of holes and holes will be formed in the geotextile using a small hand held blow lamp. The chainlink in the charge hole opening will be cut using tin snips.

2.112 Any areas where protection is required will be identified on the “At Source Protection”

drawings prepared by Consulting Engineer, Explosive Engineer and Coleman & Company. Issue of drawings will be by Consulting Engineer.

2.113 The chain link will be wrapped around the section by two fixers; one will hold the chain link

in position whilst the other wraps it around the area TWICE. Once the area is sufficiently wrapped is will be tied together using chain link tying wire.

2.114 The fixers will then move onto other areas to fix chain link. Once a leg has been completed

Coleman & Company site supervision will check that the fixers have wrapped and placed, chain link in accordance with this Method Statement.

2.115 As before two fixers will wrap the geotextile around the section being displaced. One fixer

will hold the geotextile in position and the other will wrap the material around the section of wall and chain link fencing TWICE.

2.116 As the geotextile is wrapped, slots will be formed in protection at points where holes have

been previously drilled. The holes will be marked using spray paint to enable the easy identification of the drilled holes.

2.117 The geotextile will then be secured using polypropylene rope wrapped around the

protection, TWICE secured top, middle and bottom. 2.118 Again Coleman & Company site supervision will check protection wrapping and fixing upon

completion. Charging Structure 2.119 Factors to consider when placing and charging of explosives; The topography of the site. The proximity of adjacent structures etc. The location of surrounding properties The bias means by which this is to be achieved is to displace more height of

structural supports towards the side to which the structural collapse is to be directed. 2.120 High-energy detonating cord PETN of suitable charge weight to displace the various

thicknesses of reinforced concrete walls is intended (TBA g/m cord). 2.121 The actual explosive charge weight to be used is deemed adequate the final choice will be

subject to test blast to confirm effectiveness. 2.122 All “in hole” explosive charges are to detonate by means of non-electric Nonel GT/T

detonators. These are to be initiated by Nonel bunch and UB delay connectors incorporating fully integrated back up systems to ensure that all main leads have two detonator initiations as a failsafe. The Nonel assemblies are to be initiated using short delay nonel detonators to provide the “fine time” control intended to direct the mode of collapse.

2.123 Following placement of the required explosives and detonators in the short holes, they are

to be stemmed with hard stop grout. 2.124 Holes stemmed with hard stop will be checked daily during charging up operations to ensure

that tensioned detonator leads in conjunction with stemming does not result in displacement of stemming or charges.

2.125 During the time that explosives are on site, stringent security measures will be In place. 24

hours a day security will be in place, this will comprise of 2 security guards. The security guards credentials will be checked to verify authenticity.

2.126 There will be no facility on site to store explosives. Explosives will be brought to site to suit

the programme for charging. There will be no licensed store facility on site. Placement of Explosive Charges 2.127 Upon completion of the drilling, all areas to receive explosive charges are to have all arising

and debris cleared from the surrounding areas. 2.128 Explosives will be placed in accordance with the method statement, artificial lighting

powered by 110 volt supply will be used to provide an alternative light source, where required

2.129 During the week prior to the week before the scheduled blowdown all site preparation work

is to be concluded leaving only the securing of the protection which needs to be done immediately following placement of explosive charges.

2.130 The shot holes are to be checked and marked with the delay numbers/colour coded to

ensure the appropriate detonators are placed in them. 2.131 The week before commencement of placing explosive charges the appropriate weight PETN

detonating cord explosive charges are to be cut to length bundled and labelled and packed ready for delivery to site in packs corresponding to the floor levels at which they are to be placed.

2.132 Pre-packed bundles of PETN cord are to be kept at a licensed explosives store (off site) and

subject to continual surveillance whilst on site. 2.133 Deliveries of explosives will be drawn by taking appropriate quantities for charging on each

day 2.134 Only the required amount of explosives will be bought to site to complete the works, and no

explosives will be stored on site. 2.135 All of the above will comply with current regulations Safe Use of Explosives in the

Construction Industry. 2.136 The Explosives Engineer will commence the placing of the explosives in the pre-drilled

holes. The explosives are placed and then cemented in place by hard stop quick setting cement.

2.137 During the charging of the structures, additional security guards placed outside of the fenced

off zone. 2.138 The guards will have the emergency contact numbers of – Explosives Engineer / Police /

2.139 As part of an additional control measure, lighting towers will be erected to provide full 360

degree viewing for the security at night. 2.140 Delivered quantities of detonators as stated on the suppliers delivery note thus giving the

numbers on site to be listed as either placed in shot holes or kept at ground level security, pending placement.

Week Prior to Blowdown 2.141 Check to ensure the delivery to site of the appropriate Nonel detonators (1/3rd of the total

requirement). 2.142 Bring to site previously prepared PETN explosive charge (at least sufficient to charge 1/3rd

of the total requirement). 2.143 Take delivery of the above referred to Nonel detonators. Place and connect Nonel

detonators complete with explosive charges, stem and connect leads together ready for the connection of bunch connectors

2.144 This process is repeated throughout the week with a contingency day, to check all explosive

charge placements. 2.145 The day before the blowdown, the explosive engineer will check all the connection of bunch

connectors and finally connect UB connectors to leave both tower blocks. Exclusion Zone 2.146 There is no standard specification relating to the safe distance applicable to the demolition

of structures by explosives. This has always been at the discretion of the explosives engineer. The main factors affecting the required exclusion zone are:-

Height of the structure including topography. Explosive charge total weight and distribution and maximum concentration of the

charges in conjunction with the mass of material to be displaced. Adequacy of charge protection measures. Visibility along the exclusion zone boundary crowd and traffic control out with zone 2.147 The exclusion zone plan produced for the explosive demolition of the Cooling Towers.

Coleman and Company have taken into account the above factors including practical measures required. The zone has been designed taking advantage of natural boundaries and existing buildings in areas of open ground security will be maintained using 3.5x2.0m Hears fence panels and pedestrian barriers.

2.148 The exclusion zone is to be controlled by sentries in radio contact with the control point,

strategically positioned around the perimeter. For the position and numbering of sentries refer to exclusion zone drawing.

2.149 The evacuations are to be conducted by Coleman & Company; security of the area is to be

provided by the police, to effectively ensure the area is maintained clear of all personnel prior to the explosive demolition taking place.

Management Of The Exclusion Zone 2.150 The exclusion zone will be agreed with the H.S.E./Police/RWE/Coleman and Company. 2.151 The zone will be delineated by means of Heras Type Fencing and pedestrian barriers,

natural barriers or existing structures. 2.152 Coleman & Company will provide all the resources to establish and supervise the exclusion

zone as required. 2.153 The Police will assist Coleman & Company should the occasion arise. 2.154 The zone will have Zone Access Points, these will be manned by a nominated Coleman &

Company Supervisor who will be in charge of a dedicated length of the Exclusion Zone. 2.155 They will have in his charge a number of operatives who will man the perimeter of the

Exclusion Zone to prevent unauthorised entry into the zone. 2.156 Each Supervisor will be in radio contact with Operations Control (and as a back up will have

a cellular phone). 2.157 Anyone wishing to enter the zone – (with the exception of Emergency Services) will have to

produce an authorised Coleman & Company numbered pass. Any person(s) entering the zone must be signed in and out.

2.158 Any unauthorised breaches of the perimeter will be advised to Operations Control

immediately. 2.159 Any spectator/3rd party incidents will be advised to Operation Control immediately. 2.160 Immediately before the Blast ALL access points will confirm to Operation Control that all

persons are accounted for. (Blowdown Day) 2.161 Visually check all main lines and connections including the layout starter line. 2.162 Independent checks carried out by Explosive Supplier BLOWDOWN 2.163 Immediately after the Blowdown, the Explosives Engineer will inspect the debris to

ensure that all explosives material has been successfully detonated and therefore poses no risk to operatives carrying out the segregation and processing of materials.

Process & Crushing 2.164 After the explosive demolition the debris pile maybe unstable and where required will be

civilised with the use of 360o excavators and stockpiled reduced to remove the risk of materials falling.

2.165 The main debris pile will be assessed and any unstable areas will be identified. The debris

pile will be civilised to the extent that it is left safe with no sheer faces which could slide or collapse.

2.166 The excavators will travel onto the debris pile and proceed to return displaced materials into

the main body of the debris pile and make unstable areas safe. 2.167 If unexploded or suspect unexploded material is found during the processing operation all

work will cease immediately and the material will remain untouched and reported to the Site Supervisor who will contact the Explosives Engineer to determine a course of action. Work shall only recommence on the instruction of the Explosives Engineer

2.168 Demolition processing attachments will be used to process the material to a suitable size for

crushing operations. All reinforcement will be extracted from concrete and segregated for recycling

2.169 Coleman & Company will notify the Local Authorities Environmental Health Department for

approval of Mobile Crushing Plant notification. This is to be in compliance with the Environmental Protection Act 1990

2.170 Crushing operations will be executed to the minimum requirements of the HSE endorsed

NFDC guidelines: The Safe Use of Mobile Crushers in the Demolition Sector” and in strict accordance with Coleman & Company’s “Crushing and screening of demolition arisings”

2.171 Care will be taken to locate the plant on site to eliminate the potential for any impact on the

environment, and the crusher will be located close to the stockpiled hardcore 2.172 The crusher shall not be placed on any concrete slab that acts as a cover of any void or

basement. 2.173 A demarcation zone will be erected using Heras fencing. Only authorised personnel will be

allowed in this area under the supervision of the site supervisor. If crushing is undertaken close to other operations a secondary fence line shall be erected to segregate the operations

2.174 The stockpiled material will be initially processed to a suitable size to minimise potential

blockages and overspill during loading and crushing operations, and this will be regularly assessed and managed accordingly.

2.175 The processed demolition material will be fed into the hopper of the crusher progressively to

ensure even distribution 2.176 Dust suppression will be supplied to the crushing plant via a metered standpipe and hose

and built in spray unit. Water will be sprayed over the material on the discharge belt 2.177 Dust control will also be applied to the management of the stockpiles as they accumulate

and will be monitored by the site supervisor to prevent windblown dust nuisance to the local residents, Public Highways and Network Rail

2.178 A loading shovel will clear the processed material from the crusher’s discharge belt and

stockpile. 2.179 The process will be monitored by use of a Banksman who will ensure the working area of

the loading shovel is kept clear of personnel at all times particularly when reversing. All crushing works will be planned daily by the site supervisor

2.180 The crusher operator will operate the crusher from ground level and shall only work from the

maintenance platform to clear any blockage.

2.181 If blockages occur the crusher will be stopped and the keys removed. The site supervisor

will be advised and the operator will investigate and clear the blockage. 2.182 The crusher will be relocated as necessary within the site to minimise the distance between

processed and crushed material 2.183 A procedure for the safe use of the plant during crushing & screening is documented at the

end of this Method Statement. 3.0 Documentation Required Prior to Work Commencing

Refurbishment / Demolition asbestos survey to HSG264:2010 must be in place prior

to soft strip or any structural demolition.

4.0 Identified Hazards-General 4.1 All operatives on site will be inducted and advised of the contents of this method statement

and relevant associated Health and Safety and Environmental documentation within the Site Starter Pack. All operatives will sign a register to demonstrate that they have understood the relevant Site Health and Safety, Environmental Documents.

Operatives will be made aware of the environmental considerations that Noise, Dust &

Vibration have on the project. During the use of the power station background noise & dust migration was monitored to

ensure compliance and that levels were not being exceeded. Coleman & Company will undertake a regime of monitoring of noise & dust that will be

generated from the works activities and operatives will be made aware of these thresholds during the works.

Vibration will be monitored during the course of explosive demolition; and this will be

undertaken by experienced specialist company. Predictive levels of vibrations have been supplied to the client based on similar projects, and

during the explosive demolition further samples will be gained to compliment the two results. Specific The site layout should be considered to take into account the location of the drainage, this

should take into account the location of stored substances or anything else which has the potential to contaminate the drains on or adjacent to the site.

4.2 Hypodermic Needles Site personnel will be made aware that if any hypodermic needles are found, works in that

area will cease until such time that the hazard has been removed. 4.3 General Public & Others The site will be secured during the demolition works with banksmen in attendance to ensure

that the other contractors/RWE Personnel or general public are managed during the demolition works.

Community Relations During the demolition works the site supervisor will constantly monitor the works and assess

levels of noise, dust and vibration. The site supervisor will be appointed as the community liaison officer.

Prior to the explosive demolition, a ‘Letter Drop’ to the local residents will take place. The letter will inform them of the anticipated demolition date, tell them of any disruptions that may take during the explosive demolition and give them a name as a point of contact for any problems.

4.4 Access and Egress Access and egress to the site will be via Security Gate off Purchas Road. A designated

banksman will control the access and egress of all vehicles. 4.5 Traffic Management All plant and pedestrian movement will be co-ordinated by Coleman & Company including

arrangements for segregation and safe transit routes. A traffic management plan will be created prior to the works and updated, where necessary, during the works

4.6 Traffic movements, where appropriate, will be controlled by a designated banksman. Vehicle

reversing will be minimised where possible. 4.7 Pedestrian and plant routes will be clearly identified, with each delineated and protected by

the use of a suitable means. 4.8 Identified Hazards-Structural Demolition 4.9 Demolition and Dismantling is a potentially hazardous operation, it is essential that

demolition works are managed by experienced personnel and executed by fully trained operatives. All personnel and operatives, who work on site, will be inducted before entering the working area. Site visitors may only enter the working area if they are accompanied by the site supervisor, members of the contract management team or their nominated deputy.

4.10 There is an existing Class 1 security fencing that surrounds the perimeter of the site, with

safety-warning signs erected on the external face of the fencing 4.11 All disconnection of any services to the towers will be made and confirmation of such will be

required in writing prior to commencing demolition work. 4.12 All existing services, will be located, identified and noted on existing drawings. Any works,

necessary to protect the services during the works, and will be carried out prior to the works commencing. As built records will be produced at the end of the project.

4.13 Any existing live services that remain will be protected prior to work commencing. 4.14 In the event of an emergency the following names and numbers may be used:-

4.15 In the event of an accident or incident on site, it will be reported immediately to the Site

Supervisor who will report to RWE & C&C Shady Lane reception on 0121 3252424. Should the accident / incident be reportable under the Reporting of Injuries Diseases and Dangerous Occurrences Regulations, the appropriate documentation will be completed by our Health and Safety Manager and submitted to the HSE. All of Coleman & Company’s Site Supervisors are trained four-day first aiders. A complete First Aid kit will be kept on site at all times.

4.16 Coleman & Company will carry out regular safety inspections appropriate to the activities

taking place. The results of which will be recorded and kept on file. 4.17 All works will be executed in daylight hours. No operatives will work in the hours of

darkness. Unless agreed in advance 4.18 The site will be secured at all times and locked at the end of each working day. Any leading

edges will be suitably protected using suitable and sufficient edge protection for the duration of the works. The works may be sequenced to ensure that structural features of the building such as balconies may be left in place to ensure that unnecessary leading edges are not created.

4.19 Noisy operations will be minimised with breaks at regular intervals, working between the

hours of 08.00 – 17.00 Monday to Friday. 4.20 All plant conforms to current European Legislation. Plant operators shall undertake plant and

vehicle checks on a daily basis and note any defects. The plant will not be used if those defects constitute a health and safety hazard until they have been rectified and no longer present a hazard

4.21 Should dust be generated, it will be suppressed with water or other suitable method,

ensuring that it is sprayed in a fine mist controlling dust, whilst preventing silt run off. 4.22 Rubbish will be removed from site as works proceed to eliminate the risk of fire. All loads will

be sheeted prior to leaving site 4.23 All waste produced at site will be treated in accordance with the Landfill (England & Wales)

Regulations 2002. 4.24 The treatment given to all waste produced will give due consideration to all recycling

opportunities which will be investigated and where possible recyclables such as wood and plastic will be recovered from waste.

4.25 Due care and attention will be taken whilst working in the vicinity of adjacent properties and

public footpaths or roadways. 4.26 The site supervisor will ensure that suitable drop and exclusion zones are used when

necessary. 4.27 Where Propane and oxygen burning equipment is used, all bottles will be secured during

use and at the end of each day. Bottles will be fitted with flash back arrestors. All hoses are correctly coloured, taped and checked daily for holes

4.28 Prior to using any scaffolding ensure that the scaffold has been handed over by the scaffold

Sub Contractor using the appropriate scaffold handover certificate 4.29 A competent person must inspect all scaffolding before the first use, after adverse weather

conditions, after substantial alteration or dismantling. Notwithstanding the above, the scaffold must be inspected every seven days by a competent person and daily visual inspections and a record of the inspection kept on site

4.30 Identified Hazards Asbestos Removal 4.31 All licensed asbestos removal works will be carried out by a licensed asbestos removal

contractor. They will be responsible for the following.

Notification of asbestos removal to Health and Safety Executive – ASB5 Preparation of all Health and Safety documentation including the Plan of Work and

submission of the HSE – and a copy issued to Coleman & Co

Ensuring they have competent employees to undertake the works, including sufficient supervision

Executing works in accordance with legislation Air clearance approval by UKAS accredited laboratory Notification to the HSE for any non-licensed notifiable asbestos using ASBNNLW1 Keeping records of exposure and medical records for those working with non-

licensed notifiable asbestos Notification of site under the Hazardous Waste Regulations Provision of sealed lockable containers Disposal at a licensed land fill site Waste Carriers Licence/ADR trained driver Licensed Scaffolding company within asbestos enclosures 4.32 Prior to commencing any work on site a Refurbishment / Demolition asbestos survey in

accordance with HSG264:2010 must be in place. If this is not the case any work on site must not proceed. The asbestos survey will identify the asbestos containing materials present within the building. The asbestos survey has identified asbestos in the following areas;

4.33 The removal of the non-licensed asbestos will be managed in accordance with the following

procedures. 4.34 The areas where the work is taking place must be assessed, considering proximity to other

activities. Asbestos should be removed as far as possible in isolation to other activities. 4.35 Temporary storage areas will be clearly identified, marked out, segregated and sealed at all

times 4.36 Transit routes for the movement of the asbestos must be clearly advised to all personnel

working on site 4.37 Disposal routes for disposing of asbestos material must be well controlled at both points i.e.

entry and exit 4.38 All bonded non notifiable asbestos must be removed by suitably trained and experienced

personnel equipped with the required, additional Personal Protective Equipment and Respiratory Protective Equipment

4.39 The area where the material is being removed must be correctly set up, ensuring that there

is no risk of cross contamination. The materials must be removed whole where possible. All reasonable attempts must be made to ensure no unnecessary breaking of the material.

4.40 Where appropriate the material will be kept damp using water to ensure no excessive levels

of dust arise

4.41 The material will be disposed of into suitable containers, and removed in accordance with

Duty of Care Regulations 4.42 ACM’s will be removed from the structure at regular intervals, thus ensuring that hazardous

substances are not accumulating on site. 4.43 Should any asbestos be discovered which was not foreseen or anticipated then the following

procedure should be followed:

Ensure that work in that area immediately stops.

This area will then be closed off and marked up as an exclusion zone.

The Site Supervisor must be informed and in turn must inform RWE and their Project Manager via Shady Lane reception noting it as an incident. Call 0121 3252424

The site supervisor will assess if there are any other works, which are being

conducted in similar areas, which are now suspected to contain asbestos.

If this is the case then work in those areas should also come to an immediate stop.

These areas are to be sealed off and marked up as exclusion zones.

A suitable method of work and removal will then be chosen.

Project manager will then advise an appropriate course of action.

4.44 Should any materials (including redundant gas bottles or fire extinguishers) be found on site they will be collected together (stored in a suitable location) and returned to a suitably licensed facility. If there are any materials found which are unknown or suspected to be hazardous then work in that area will cease and the Project Manager will be contacted in order for a suitable method to devised for the work to continue.

The revised method of work MUST be agreed by a Project Manager and approved by the HSEQ Manager / Contracts Director and the agreed method will be advised to the workforce by the Site Supervisor by means of a toolbox talk or suitable method. This will require the risk assessment and method statement to be reviewed and approved as per Coleman procedures (see above) and must be signed off prior to any changes commencing. This may include the site supervisor drafting a proposed method for review and approval (refer to cover sheet for details of signing procedures) and forwarding to the PM in sufficient time for the reviews and approvals to be undertaken, and where required issue of the documents to the client / CDM-C / client’s representative. Coleman and Company accept no liability for injury to persons, damage to plant, property or materials resulting from the acts of Sub Contractors working outside the scope of their agreed method statement.

Crushing & Screening of Demolition Arisings Crushing and Screener

Operator manual(s) and NFDC Guidance present on site and operator inducted to specific model. This/these shall be referred to and have been signed for by the operator.

Coleman & Company will notify the Local Authorities Environmental Health Department of the site requiring the installation of Mobile Crushing Plant, by means of approved notification. This is to be in compliance with the Environmental Protection Act 1990.

Care will be taken to locate the plant on site to eliminate the potential for any impact on

the environment. The crusher will be located within the footprint of the South Cooling Towers where the processed hardcore has been stockpiled.

A demarcation zone will be established and only Coleman & Company personnel will be allowed in this area and under the supervision of the Site Supervisor. This shall be a suitable distance from the crusher / screener taking account of the potential impact from ejected materials, noise and dust exposure. If present, the remote controls will be used in preference to those on the plant.

Note that the remote control (if present) is used for tracking the plant and for stop / starting the feeder. Movement of the belts will require access to the plant mounted controls, once the feeder is switched off and all movements have stopped. The remote may have an emergency stop button depending upon the make and model.

Dust suppression will be supplied to the crushing plant via a metered standpipe and fire

hose, the dust suppression is afforded through the manufacturers standard spray unit over the hopper and discharge belt. Additional dust suppression is likely to be required on the stockpiles. The dust should be applied as a fine mist.

All guards on the crushing plant are standard and are in good working order and are

checked regularly by the crusher operator. The guards must be suitable and sufficient, shall be fixed and locked.

The crushing plant is checked on a daily basis by the operator, oils, fuel water, feed

belts, safety start and emergency stop buttons. All checks are to be recorded on the daily processing plant check sheet.

A permit to work shall be issued to operate the crusher by the Site Supervisor once the checks have been undertaken.

The material is to be processed to prevent large blocks being placed into the crusher. Refer to manual for typical size of material, typically 80% of the size of the jaws.

If the material is to be screened following crushing, the screener must be switched on before the crusher is operated to prevent material building up and possible blockages being caused.

The operator will wear the required PPE whilst operating the machine. The operator will

control the machine from the ground, unless there is a blockage (see note below).

If blockages occur, the plant will be stopped, keys removed, 360 º excavator operators

notified and the crusher operator will investigate and clear the blockage. This will typically / primarily be using a breaker attachment for the excavator. Note that this needs to be correct for the excavator model.

The breaker attachment may be used in two ways: (1) to push material into a better position or push it into the jaws; or (2) The breaker is ‘fired’.

The risk from material being ejected increases if the breaker is fired, therefore under no circumstances shall anyone be standing on the platform when this takes place.

If the crusher is located on the ground there should be no requirement for the crusher operator to access the platform to guide the excavator driver and breaker into position. If the crusher is located on a raised pad the operator is likely to be required to access the plant to guide him into position.

Once into position it will require the plant to be operation to crush the material and enable the blockage to be cleared unless the breaker is being fired at which time the crusher remains switched off. This will require the crusher operator to be located outside the exclusion zone.

If the blockage cannot be removed / dealt with remotely i.e. using a breaker attachment as per the NFDC Guidance and there is a need to enter the crusher, this may only be undertaken following the issue of a Permit by the Site Supervisor following discussion of the problem. No works shall commence without a Permit to enter to remove the blockage.

360 Excavator will load the Crushing Plant with concrete/ hardcore from a safe position. A fully trained and certified Operative will operate the Crushing Plant

All deleterious material will be picked prior to crushing and any further material will be

picked from the stockpile area following the crushing operations. A Loading Shovel will clear the processed material from the belt of the Crushing Plant

and stockpile in at the north of the site.

Any maintenance requirements shall be undertaken by a competent fitter following the approved risk assessment and method statement / operators manual. This shall be reviewed by the fitter, Contracts Support Department Manager and the Site Supervisor prior to commencing work. A permit to work shall be issued by the Site Supervisor.

If crushed materials need picking this must not be undertaken off the end of the belt due to the risks involved including falling materials and entrapment. The arisings are cleared onto stockpiles and picked ensuring operators are segregated from plant at all times.
