Since January 2011 835 substation attacks in Scotland. 871 substation attacks in Eng/Wales. Total = 1706 Average of £2600 for repairs for each attack. Total = £4.5m (Direct costs)

Actual and consequential loss estimated at approximately £10m over this period

Fatalities

Kelvinburn (Shotts) Fatality July 2013

Whilst trying to steal copper earthing, a person was fatally electrocuted when they made direct contact with 11kV equipment at Kelvinburn Pole Mounted Transformer.

• Use of marked Aluminium earthing tape in place of copper where applicable

• Sourced high security steel pin fixing system for copper tape

• Trial of concrete equipotential mat with integral earth to replace current exposed copper earth system

Point-of-Entry Strategy

• Introduction of new ABUS Locks – superior padlock with 14 year patent

• Deployment of Lock-Keeper Padlock Shroud devices at vulnerable sites and following break-ins.

• Large Scale Proactive fitting of Lock-Keepers across “high activity” areas resulting in a dramatic fall in the levels of Theft.

• Contracting security experts to undertake detection and facilitate arrests

• Steel security doors fitted at high risk sites

• Installation of monitored camera systems at large strategic sites

• Covert monitored camera operations, in conjunction with the Police, at High Risk Locations

• Working with Innovation Group to trial new Earthing Theft detection measures.

• Use of Security consultants to deliver intelligence analysis to target initiatives

Target Hardening Measures

Dealing with different Governments

• SP Energy Networks Unique – Deal with three Governments – Scrap Dealer Legislation has made a difference in England & Wales.

• There are some holes appearing (Setting up of cheque cashing businesses)

• Low level cash payments.

• Identification and records kept could be improved.

– Best Stakeholder action has been in Wales which has resulted in the least activity • “Action days”

• Close and swift co-operation from Police.

– Scotland is now the Main Activity Centre • Delay in licensing legislation means some activity has moved

up from the South.

• New Police Scotland organisation has meant starting again

with our established contacts

Results - We have had success

•Numerous Arrests (Over 20 prosecutions) – Quick Police response through use of Camera’s. (Grid Sites)

– Vigilance of Police and staff during campaign’s (Distribution sites)

– Some Public information. (Limited)

– Unfortunately Internal staff have also been identified.

• Sentences on the rise – Utilisation of “Impact statements “ have been very effective.

– Initiative with Procurator Fiscal to spend a day “Educating” judges.

• Some custodial sentences

• Some extensive fines (ability to pay)

• Mainly Community service

• Internal Threat – Unfortunately a reality.

– Insider threat training for managers, whistleblower line available.

– Some existing business tools have assisted this process (vehicle tracking)

In Summary

• We estimate the impact across our networks is £10m in lost revenue and repair costs

• Over twenty arrests overt the last three years. • Three fatalities and many injuries to perpetrators. • Significant risks and injuries to members of public. • ScottishPower will continue to invest to mitigate theft but….

• Can we pool resources to improve education of the public ? • As an industry do we share best practice as much as we should ?
