1. FOREWARD This report summarises the results for the eighteenth round of a proficiency

testing program on the chemical analysis of metal alloys. This round covered a series of chemical tests on ferrous alloys.

The program was conducted by Proficiency Testing Australia (PTA) in April 2009.

The program coordinator was Mrs K Cividin. The aim of the program was to assess laboratories’ ability to competently perform the tests examined.

2. FEATURES OF THE PROGRAM (a) A total of 15 laboratories participated in this round. Their results are presented in

Appendix A. (b) Participants were supplied with one ferrous alloy disc sample, 41mm diameter x

14mm thickness, which had been used in a previous program (Report No. 69, 1990)

(c) The following tests were performed on the sample in duplicate:

• Aluminium • Carbon • Copper • Chromium • Calcium • Manganese • Molybdenum • Nitrogen • Nickel • Phosphorus • Sulfur • Tin • Niobium

(d) The samples had previously been analysed for homogeneity. Based on the

results of testing at that time it was concluded that the samples were sufficiently homogenous, therefore any results later identified as outliers could not be attributed to any significant sample variability (see Appendix B).

(e) Laboratories were requested to perform the tests according to the Instructions to

Participants and to record their results on the Results Sheet (see Appendix C).

(f) Each laboratory was randomly allocated a unique code number for the program

to ensure confidentiality of results. Reference to each laboratory in this report is by its code number.

3. FORMAT OF APPENDICES

Appendix A contains: (a) The duplicate results reported by laboratories for each test on each

sample, their average and the calculated robust z-score. (b) A table of robust statistics for each test – number of results, median,

normalised interquartile range (IQR), robust coefficient of variation (CV), minimum, maximum and range.

(c) A z-score chart calculated for the robust z-score for each test.

Appendix B contains details of sample preparation and homogeneity testing data.

Appendix C contains a copy of the Instructions to Participants and Results Sheet as supplied to participants.

4. OUTLIER RESULTS AND SUMMARY STATISTICS

A uniform level statistical design was used in this program. The duplicate results reported for each test formed the basis of the statistical parameters.

To achieve the program’s aim of assessing laboratories’ testing performance, a robust statistical approach has been utilised to generate z-scores and summary statistics for the sample to assess participants’ performance - number of results, median, normalised IQR, robust CV, minimum, maximum and range. The z-score is a measure of how far the results are from the consensus value – a normalised value which gives a “score” to each result relative to the other results in the group. Robust Z-score = ([Laboratory Average – Median]/Normalised IQR) Therefore a z-score close to zero means that the result agrees well with those from other laboratories. The median is the middle result, and it is a measure of the centre of the data. The normalised IQR is a measure of the spread of the results, and it is calculated by multiplying the interquartile range (IQR) by a factor (0.7413) which relates it to the ‘normal’ distribution. Table A – Summary Statistics provides a summary of the results.

An outlier will be any result(s) which has an absolute z-score value greater than three and is marked by the symbol §.

Table B – Outlier Results summarises the outliers detected. Each determination was examined for outliers with all techniques pooled.

5. PTA AND TECHNICAL ADVISER'S COMMENTS

Overall, the results by the Atomic Emission Spectroscopy – Arc/Spark (AES) technique for this round were quite good. The robust CV was low (≤6%) for the majority of elements, except aluminium, calcium, nitrogen, tin, niobium and sulfur. This level of variation is consistent with previous rounds. Measurement uncertainty values generally appear to be at the expected level, however, laboratory code 7 should consider calculating an MU budget for all elements. It is recommended that the MU section on the NATA website be reviewed for details on the calculation of MU budgets.

Results reported by laboratory code 3 using the ICP-OES technique for calcium, manganese, phosphorus and tin should review the selection of analytical line (if others are available), calibration standard preparation and any potential interferences as the results reported are significantly higher than the median, indicating a matrix effect. The results reported by the same laboratory for silicon by this technique are significantly lower than the median indicating that the silicon most likely has precipitated out of the solution prior to the measurement. Laboratories reporting outlier results by the AES technique should review their selection of calibration standards, investigate any potential spectral interferences and check the performance of their AES instrument in accordance with AS2883 – 2000.

Sample Preparation and Homogeneity Testing

The ferrous alloy samples were supplied by Graham B Jackson Pty Ltd Victoria, who acted as import agents for the Brammer Standard Company, Texas.

The samples were cut into discs of 14mm thickness and 41mm diameter.

Brammer Standard Company supplied homogeneity data as described in ASTM E826 (“s”, “w”, and “t” values) for C, Mn, P, S, Si, Cu, Ni, Cr, Mo, Sn and Al.

Based on the results the samples were considered homogenous.

INSTRUCTIONS TO PARTICIPANTS Please read instructions carefully BEFORE commencing testing.

1. For this round each participant will be supplied with one ferrous alloy sample. 2. Participants are asked to test the percentage composition (in duplicate) for the

following elements: Aluminium, Carbon, Copper, Chromium, Calcium, Manganese, Molybdenum, Nitrogen, Nickel, Phosphorus, Sulfur, Silicon, Tin and Niobium If the analysis of any element is not possible, please note this on the results sheet.

3. These tests are to be conducted by the methods used routinely in your laboratory. 4. Results for Nitrogen and Calcium are to be reported as a % to four decimal places.

The remaining elements are to be reported as a % to three decimal places. Do not report any values as “<” .

5. For each test note the appropriate technique code no. on the Results Sheet:

1. AES – Arc/Spark (Atomic Emission Spectoscopy – Arc\Spark) 2. AES – ICP (Atomic Emission spectroscopy – Inductively Coupled Plasma) 3. AAS (Atomic Absorption Spectrometry) 4. Gravimetric 5. Photometric 6. Other (please specify)

6. Laboratories are also requested to calculate and report an estimate of measurement

uncertainty (MU) for each reported measurement result. All estimates of measurement uncertainty must be given as a 95% confidence interval (coverage factor k 2)
