One country cannot do everything at one time !
We need to prioritize projects considering science merit.
The energy frontier (TeV scale) is most important.e.g. EPP2010 (NAS-USA), Strategy document (CERN) JAHEP report (Japan)
However, an energy frontier machine is most expensive.

on to the ILC is beneficial not only for its own sake but also other domestic projects such as ERL and/or SNS.
