Many organisation in South Africa have the necessary resources to provide Apprenticeship and Internship training in their organisations but don’t. These organisations lose millions in tax rebates, Government grants and B-BBEE points. The benefits of Apprenticeship and Internships are:

The laws that govern Apprenticeship and Internships are the Manpower Training Act, 1981, Skills Development Act, 1998 and Skills Development Levies Act, 1999. Employers are obliged to contribute money in the form of a skills levy, to ensure funding is available for Apprenticeship and Internships, and more than 24’000 Apprenticeship and Internships have been registered and paid by the SETA’s. In order for the organisation to successfully offer Apprenticeship and Internships in the workplace we guide and assist organisations with the entire, Apprenticeship and Internship process.

2 OPTIONS: Before the organisation starts an Apprenticeship, internship or Learnership it must decide if it wants assisted services or Self Service.

SELF SERVICE OPTION This option: This option entails the client using the active software guide and telephonic assistance from us to perform all the functions and services required by the SETA to complete the apprenticeship, Internship or Learnership without our fulltime assistance. This is the most cost effective and 90% of clients prefer this method of service delivery. As Appys and Artisans we prefer that clients empower themselves and perform the Learner management themselves.

Self Service Training All clients choosing the self-service option must complete the Appys and Artisans training, however only the company contact person have to complete the training, this person may then provide training to the rest of the staff.

Learner management The company may then select a learner from the recruitment area of the system or request the assistance of a recruitment agent to get a suitable candidate(s). Thereafter the company may proceed with the checklist and perform all the tasks and services as required to qualify the apprentice. We will only assist the company when needed.

The monthly management of the learner, quarterly tests and Portfolio of Evidence records for the SETA, as well as all SETA registrations and training centre records are completed by the company’s own staff. This fee excludes any additional training with the organisation during the experiential learning period with the company.

Software The company pays only for the use of the Appys software, to manage and track performance of the apprentice, intern of Learner. An unlimited number of learners may be added and managed and information may be shared with between users and the company or its branches and divisions 24/7.

ASSISTED EMPLOYEE LEARNER OPTION This option: In this option you appoint the learner as one of your employees, and register the learner for with associated regulations and statutory taxes. We act as contractor to the company and manage the Learner on a monthly basis providing the Learner with a quarterly tests and Portfolio of Evidence records for the SETA, we complete all SETA registrations and training centre records as required by the SETA. This fee excludes any training costs that the learner must obtain during the experiential learning period with the company.

What is an Apprenticeship and Internship?

Any person older than 16 with a minimum N2 qualification, of any GENDER or RACE may enter an Apprenticeship and Internship. Apprenticeship and Internships are a combination of on-the-job-training and related classroom instruction, in which apprentices or intern learn the practical and theoretical aspects of the designated trade or job.

Apprentices usually work with a qualified artisan Mentor for a period of between 4-18 months depending on the trade; the mentor coaches the apprentice on all practical aspects of his or her trade during this time, and keeps a detailed record of the apprentices progress.

At the end of their training apprentices do a trade test at the Institute for the Development of Learnerships and Learnership Assessment after which they are certified and recognised as artisans.

During the last couple of years the SETA’s and Department of Labour has gone out of their way to make Apprenticeship and Internships as simple and easily accessible as possible for employers and apprentices alike.

What do you require to start an Apprenticeship and Internship?

1. A workplace that is capable of providing apprentice training, i.e tools, environment and equipment.

2. A qualified and accredited Artisan that will act as mentor and coach; (this can be outsourced if required).

3. A suitably accredited qualified candidate to complete the Apprenticeship and Internship.

4. A Skills Development Facilitator and system to keep record of the Apprenticeship and Internship. (this can be

outsourced if required)

5. SETA registration, accreditation and approval by the CLO

6. Compliance with the SDA, EEA and LRA.

Qualification Types Section 26D and A-RPL qualifications There are different types of Apprenticeship and Internships; these are Section 26D and A-RPL artisan qualifications, referencing Sections of the Manpower Training and the Skills Development Act.

SECTION 26D (Old Section 13)

A Section 26D apprentice is an Apprenticeship Learnership, or Internship that is formally registered and approved by the SETA as an apprenticeship Learnership or Internship. In terms of the contract the company provides workplace experiential training. Companies are required to be accredited as Experiential Training Workplaces with a suitably qualified and accredited mentor for the Apprentice.

The Apprentice must complete 26 weeks to 3 years of FORMAL theoretical College training with an accredited Training provider. On successful completion the apprentice starts with experiential learning with a duration of 18 months to 4 years depending on the trade and qualification under the guidance of the Mentor. The learner must complete the experiential training with the company in the workplace successfully before the learner are eligible for final testing of the practical experiential training by a Trade Test centre, Decentralised Trade Test Centre or approved and authorised FET Training Centre.

The Apprentice typically completes 2 to 4 formative phase tests, during the practical training. If the apprentice passes this final Trade Test assessment the apprentice qualifies as an artisan.

ARTISAN RECOGNITION OF PRIOR LEARNING – A-RPL (old SECTION 28)

Recognition of Prior Learning will replace A-RPL Apprenticeship and Internships in 26D. An A-RPL apprentice is an apprentice that obtains an Artisan qualification in the reverse order from a Section 26D apprentice and is based on first obtaining experience in the workplace and later obtaining institutionalised training.

The process of RPL entails that the people’s workplace experience is considered and credited towards the formal theoretical College training required.

The process entails the assessment of the person against a set trade specific guideline of skills and theoretical knowledge requirements of an artisan. All skills and theoretical knowledge already possessed by the person is credited, and are deducted from the training that the person needs to obtain from an accredited training college to become a fully qualified artisan.

It therefore shortens the institutionalised training time considerably. On successful completion of the institutionalised training the person applies for a Final Trade Test or Summative Assessment. If the apprentice passes this final assessment the person qualifies.

To qualify for an ARPL assessment the person have complied with one or more of the following categorical requirements.

Qualifying criteria categories:

A. Minimum three (3) years relevant work experience within South Africa and N2 four subjects certificate or equivalent qualification including relevant trade theory. OR

B. Minimum three (3) years relevant work experience within South Africa and Relevant Engineering NC(V) NQF level 3. OR

C. Minimum three (3) years relevant work experience within South Africa and Technical Grade 12 with Maths, Engineering Science and related theory subject. OR

D. Minimum Eighteen (18) months relevant work experience within South Africa, completed of all relevant work experience modules and Relevant Engineering NC(V) NQF level 4. OR

E. Minimum Eighteen (18) months relevant work experience within South Africa and relevant (directly related to the trade theory subjects) N6 certificate or National Technical Diploma (S and N Stream)

F. Minimum four (4) years work experience within South Africa with Grade 9 (Standard 7)

G. Successful completion of merSETA registered NQF Level 2, 3 and 4 trade related learnerships with minimum two (2) years, inclusive of the institutional and workplace components OR

H. Former apprentice who have met the section 13 trade test requirements and their contract got rescinded before qualifying as artisan.

I. Former apprentices under Section 13 terminated before they could qualify for trade test, and either have proven eligibility for Artisan RPL (Recognition of Prior Learning) trade test based on acquired skills from the formal training part under Section 13, or have undergone additional approved training to meet the requirement.

Recruitment

In order to place the more than +/-5’000 engineering students completing their theoretical studies every year Appys and Artisans have partnered with the Federation of African Professional Staffing Organisations (APSO) registered members to evaluate, sort and place qualifying learners with Organisations for their experiential learning.

As apprentices complete their institutionalised (college) training they register on the Appys website. Several private placement agencies around South Africa then have direct access to the Learners listed on the Appys and Artisans system, to assist organisations with the recruitment, qualification and placement of new Learners directly from system.

Company may also recruit their own Learners by using the search and filter of the Appys system, organisations can find and then recruit new apprentices based on their trade, gender, ranking and skills.

The Appys system allows the organisation to find gender specific apprentices for Employment Equity and BEE.

APPYS software

The APPYS system is designed by the engineering industry specifically for engineering and industrial organisations to manage their own apprentices more effectively and efficiently. The software help companies to set-up manage and control their apprentice training with focus on 3 key areas:

1. Company: - It uses a 943 intelligent logical step by step “to do” list to help the company set-up, implement and manage training and even termination of the apprentice, covering every eventuality during the Apprenticeship and Internship. From evaluating the company for an Apprenticeship and Internship to writing the trade test and claiming the tax grants from SARS. It keeps detailed real time records of all training spending, tax grants and discretionary grants.

2. Apprentice: - Increase performance, efficiency and standards by keeping a real time trade logbook and record of all training, grade results and performance. From start the apprentice to notifying the company when the apprentice is ready for the Trade Test, for both Section 26D and Section 28 and RPL apprentices.

3. Mentor: - It assists the mentor to grade and manage the apprentices work and progress in real time as the apprentice progresses.

Back-up and Onsite Servicing

The appys software is backed-up by Appys and Artisans a registered company with more than 25 years’ experience in Skills Development and Apprenticeship and Internships. The Appys and Artisans consultants will install, set-up, train and induct all users on the Appys software before starting the application.

Companies and users have 7 days of FREE telephonic back-up and service. If a company requires onsite or personal service we are more than happy to assist and the organisation can request onsite assistance from their service consultant, as and when required.

Large organisations or Organisations that does not have the capacity to manage their own Apprentices may sign monthly service delivery and assistance agreement with Appys and Artisans. A consultant will then visit the organisation on a monthly basis to perform all tasks required to complete the Apprenticeship and Internship successfully.

In order for us to enhance the cost effectiveness and efficiency of our clients we do a complete skills transfer to our clients, allowing the organisation to perform the function in future without the assistance of a consultant.

Apprentices linked to Mentor

APPYS was designed to accommodate the many different methods of training methods utilised by companies. You can link one mentor to an unlimited number of apprentices or vice versa the combinations are endless. Thus if a mentor is not available another mentor may take his place.

Cross Link Companies APPYS allows Apprentices to be linked to different companies and mentors enabling organisations with different divisions operating as independent companies to be cross-linked to apprentices, mentors, assessors and moderators.

Secured Login Every user to the system has only access to his or her own personal or Apprenticeship and Internship relevant information and cannot access any other person’s information. Security levels ensure user unique access control.

24/7 Worldwide Login Authorised users can log into their profiles and workspaces 24/7 from anywhere in the world, where they have access to the internet. Users can also access the system via their smart Cell phones, I-Pads, Tablets, Laptops, Netbooks, Desktop Computers, basically any device that can access the internet.

Service & To do list.

A to do list of 943 individual service items ensures that a predetermined process based on project management and ISO principles. Every item addresses a job or task requirement for the Apprenticeship and Internship that must be completed prior to moving to a next item. Service items are automatically allocated to different people in the organisation best equipped to perform the task. Tasks are also scheduled with reminders.

Custom Reminders. An individual can add custom service tasks or to do items to the schedule at any time, and allocate the job to any person for completion with notifications when the jobs have been completed. Thus, HR can allocate tasks to mentors, and vice versa to ensure effective and efficient management of apprentices.

Reports A real-time overview and report can be viewed on any apprentice during any stage of the training of the apprentice. This report shows what the APPYS has completed and his/her average score as well as, how much income the apprentices generated for the company

Apprentice Logbook. The MERSETA trade logbook is linked directly to the apprentice, the logbook is interactive and tracks the apprentice training in real time, as the apprentice learns the relevant objective is completed and sent to the mentor electronically for weekly grading and analysis.

SETA’s APPYS currently contains the logbooks and operating procedures of MERSETA, CHIETA, TETA and ESETA, other SETA’s will follow as Apprenticeship and Internships are made available by the SETA.

Section 26D or 28 with training or without

The software provides for any type of Apprentice, new raw apprentices (section 26D) or oupa apprentices (Section 28). The software also includes procedures for apprentices that did not complete their college training or N training.

Mentor Objective Grading Once a week all the apprentice objectives are posted on the mentor wall for grading with the objective requirements, job number and costing and linked to a 5 star grading system. The mentor will then grade every objective based on the apprentice performance and award the apprentice a grade.

Training Tracking.

The logbook keeps track of all objectives that apprentice have to complete and notifies the apprentice and mentor in-case of an objective not being completed on time schedule or to a required standard. Apprentices have to perform and objective 3 times with a 100% grade to complete the objective. Incomplete or poorly performed objectives are identified and flagged for further training.

Accelerated Training

The APPYS system makes it possible to accelerate apprentice training based on the efficiency of training and the speed of objectives achieved, rather than just rushing through the work and hoping the apprentice retains the information. By focusing training on completing the objectives and moving to the next objective as efficiently as possible you are not diminishing the quality of training but merely increasing the speed of learning by effective management.

Assessor Verifications. On a bi-annual basis the apprentice logbook is electronically submitted to the Assessor to verify that the learning is on track and on standard. The Apprentice and Mentor are notified automatically if any issues or problems arise.

Documents and Records

All the apprentice and mentor documents and certificates are saved directly on the system to ensure that when the apprentice applies for the Trade test that all documentation is available. The system also holds all the relevant documentation required by the company to apply, submit and claim tax, discretionary grants and registrations.

Notes and Notifications. Employees on the APPYS system can leave written notes on the company bulletin board, for all to see. This may involve notifications, notices or communications regarding the Apprenticeship and Internships.

Diary APPYS has a diary view allowing participants to see all tasks and services due for the current or coming months at a single glance. It also helps when scheduling and planning future events.

Training providers Several training providers are listed on the website, only Appys and Artisans approved, SETA accredited and registered training providers are listed on the website and direct links to CEO of the training providers are available to APPYS users.

Apprentices Available The software also contains lists of apprentices by trade available to APPYS clients, for their practical experiential learning. Clients can view, filter, select and interview as many APPYS for future employment.

Back-up. Because APPYS run on the internet, a complete back-up is automatically created by the ISP and the management company, so no data can ever be lost or accidentally destroyed.

User Training Due to the massive amount of automation and user the APPYS system is very simple to operate so user training is restricted to videos and webinars. On average training to operate the software takes about 15mins to 1 hour. Training videos are provided free of charge but onsite training are charged at our normal consultancy fees.

What is the cost of an Apprenticeship and Internship? The organisation pays the apprentice to work fulltime at a rate determined by industry, as follows.

SETA Discretionary Grants The Discretionary Grant is a grant made to support company, training programmes in accordance with legislation, Skills Development Levies Act no 9 of 1999 and funding regulations. A discretionary Grant is the grant approved to applicants at the SOLE discretion of the SETA governing board, taking into account scarce and critical skills within the SETA. Discretionary Grants may be retracted at any time if the Organisation do not comply with or changed the conditions of the Learning Program. Discretionary Grant is ONLY paid to the following organisations and has met the following criteria:

A. Are up to date with SDL levy payments (where applicable). B. Have submitted WSP/ATR’s and received Mandatory Grants payments for last three years (if applicable). C. Have an average pass rate of 65% in implementation of learning programmes including Apprenticeship and Internships. D. Must comply with the SLA, Star 1 and SDA. E. Have a training committee in place if they employ more than 50 employees. F. Have a progression or placement average of more than 50%.

Discretionary Grant payments are made in 4 tranches in line with the MoA/SLA and progress made by learners in their specific learning interventions. Trance payment amount differs, depending on the funding window and learning area. Tranche payment is triggered by achievement of the set milestones by learners.

SARS Tax Rebates In terms of section 1.8 Taxation Law Amendment Bill 2010, Revision of The Learnership Allowance Incentive [Applicable provisions: “registered Learnership agreement” definition in section 12H(1), 12H(2)(b) and 12H(6)] “The Income Tax Act contains an incentive for employers that conclude Learnership agreements with their employees. Under this Learnership incentive, employers may claim a deduction in addition to the standard deduction for salary and associated employee costs. This additional deduction seeks to incentivise employers so as to facilitate training and skills development (typically involving new or early entrants to the formal employment sector). To qualify for the Learnership incentive, an employer must register the Learnership with the applicable sector education and training authority. The incentive contains two benefits.

1. The Learnership generates a R30’000 additional allowance for an employer while the agreement is in force. 2. An employer obtains another R30’000 additional deduction upon the learner’s successful completion.”

The amendments will be effective for Learnership agreements that are concluded on or after 1 January 2026D in respect of years of assessment commencing on or after that date. Going forward a Learnership is deemed registered throughout the period of the agreement during the employer’s year of assessment if registered within six months after that year of assessment.

Cost and Contracts You never own or purchase APPYS as it is by nature a virtual system running on our servers in Germany, APPYS are rented from Appys and Artisans (Pty) Ltd on a month to month basis, with access based on a pay as you use basis,

there is no long term or locked in contracts. The costs of APPYS are based on the number of apprentices, mentors and administration staff using the system, and are broken down into categories.

The Client herewith acknowledges that he perused the service Agreement and herewith approves the services from Appys and Artisans (Pty) Ltd and accepts all terms and conditions of the Service Agreement and Mandate. The Client herewith approves the above monthly service fees per learner, and software costs. This agreement will come into effect on this day and will continue on a month to month basis, and may be terminated with 30 days’ (1 Month) notice, thus done and signed for and on behalf of the Client and Appys and Artisans Services.
