1. Foundation of the Institute during year 2014. Motivation of the report.

1. FOUNDATION OF THE INSTITUTE DURING YEAR 2014. MOTIVATION OF THE REPORT

On this first page of the report, data related to the foundation of the University

Research Institute in Electronic Microscopy and Materials of the University of Cadiz

(IMEYMAT) and the motivation of report are presented. In first place, reference is made to

the starting dates of the Institute as a scientific unit (in year 2002), foundational report

ellaboration and application procedures (between years 2010 and 2013), and the approval as

an official Institute by the July 15th decree 113/2014 within July 17th BOJA 138 in the year 2014.

From that moment, the Institute works under the indications of Regulation (UCA /

CG07 / 2013) Framework of Operation of the University Research Institutes; and

consequently, the Vice-Rectorate for Research and Transference summons the first session of

the Institute Council on September 29, about the votations forDirector of the IMEYMAT.

According to the resolution UCA / R141RECN / 2014, dated October 15th, 2014, Dr. Francisco

M. Morales takes the position of Director of the IMEYMAT, and in the resolution UCA /

R170RECN / 2014, dated November 21st, 2014, Dr. David Zorrilla is appointed as Secretary of

the IMEYMAT.

The ellaboration of this report is required by Chapter III of the Framework Regulation,

regarding the "Annual Monitoring", which states, in its article 27 about the "Annual Report",

such document is to be delivered to the General Secretariat as a required substantiation. The

annual report should describe the following aspects of the previous year activities:

a) Members of the Institute by December 31st of the previous year, specifying removals

and incorporations during that period.

b) Developed activities, funded projects, contracts and deals.

c) Publications, scientific works and patents by members of the Institute.

d) Modifications made on the Institute infrastructure and equipment.

e) An economic report including previous year incomes and expenses and current year

budget.

2. IMEYMAT MEMBERS AT 12/31/2017, CEASES AND INCORPORATIONS

The IMEYMAT was formed by 71 members at 12/31/2017. 57 of these members are

Institute counselors. These numbers were the result of the cessation of 6 researchers as

members of the IMEYMAT, and the registration of 9 new members, as it was authorized by

the Institute Council during the 12/21/17 meeting. In addition, members of IMEYMAT hold

130 certified and active academic sexennials.

Finally, it is worth to mention the members’s academic status: 41 permanent

professors (19 University full professors, 1 University-School full professor and 21 associate

professors), 1 tenure-track assistant professor, 1 assistant professor, 4 doctor-substitute

professors, 4 Research professors (2 of them holding a "Ramón y Cajal" Grant, the other 2, a

"Juan de la Cierva " Grant), 5 doctors, 13 PhD students and 2 support technicians.

3. DEVELOPED ACTIVITIES DURING 2017, THESIS, SEMINARS, DIVULGATION EVENTS, ETC.

Among the developed activities within the IMEYMAT by its Members during 2017,

outstand 6 doctoral theses defended and/or directed by members of the Institute (2 of

them held the International Mention), 14 conferences organized partially or totally by the

IMEYMAT and contributions to 4 events for scientific divulgation.

Besides, remarkable events have taken place during 2017, related to meetings of

the Institute Council, approval and adaptation of the Institute Internal Regulations,

development of the 2011-2016 report for the evaluation of the Evaluation and

Accreditation Department (DEVA) of the Andalusian Agency of Knowledge, requests for

Technical Support Staff, diffusion of the IMEYMAT corporate image and IMEYMANT

affiliation to the ENMat Network, among others.

4. FINANCED PROJECTS, CONTRACTS Y AND DEALS DURING 2017

An amount of € 8.2 M income was obtained from 48 active funded projects obtained

in competitive open calls for the period 2013-2017. From that amount, € 1.2 M were

associated to 5 European Union financed projects; € 5.8 M correspond to 30 projects that

were financed by the National R+D+i Plan; € 1.2 M are linked to 7 projects financed by the

Andalusian Regional Government; and € 23.1K to 6 projects founded by the University of

Cadiz.

In 2017, 6 projects, valued in € 726 K, started, and 23 (financed with € 3.1 M) were

still active.

On the other hand, and amount of € 2.3 M was obtained from 6 competitive

projects for infrastructure and equipment (executed in 2017) with an IMEYMAT member

as main researcher. IMEYMAT members, acting as main researchers, obtained themselves

32 proyects of this kind, with a global funding of € 9.1M. Finally, contractsbetween different

state or private entities and IMEYMAT members during 2017 led to revenues up to € 218.4

K. These contracts involved 14 research contracts (OTRI), 9 of which were initiated in 2017,

for a value of€ 28.9 K. (see ANNEX I)

5. CHANGES IN INFRASTRUCTURE AND EQUIPMENT DURING 2017

The equipment has been integrated into the IMEYMAT Institute through 3 different

adquisition channels: (1) Call for equipment and infrastructure acquisition (“ERDF”), of the

Spanish Ministery of Economy, Industry and Competitiveness; (2) Call for the acquisition of

scientific and academic software (“PROGRAMA“), of the University of Cadiz; and (3)

acquisition of inventariable equipment in the context of a Ministery of Economy, Industry and

Competitiveness project “Retos” managed by group FQM-166. Adquisitions during 2017 are

All in all, during 2017, approximately €850 K were obtained for equipment

investement. When this amount is added to the value of the equipment belonging to the

IMEYMAT prior to 2017, it is concluded that the investment in IMEYMAT members directly

managed equipment, by the end of 2017, was around € 13.5M.

6. PUBLICATIONS, SCIENTIFIC PAPERS AND PROPERTY REGISTRIES CARRIED OUT DURING

2017

In this section the scientific production by members of the IMEYMAT is presented,

including publications, scientific works, industrial and intellectual property registries

(patents and computer programs, respectively).

In this sense, the IMEYMAT members coauthorized a total of 82 publications during

2017, 79 of them indexed within the SJR database as well as in the JCR one. The annual

average of published articles by the IMEYMAT Members along the 2013-2017 reference

period (442 articles, 421 with SJR impact and 411 with JCR impact) is 73.7 (70.2 SJR and

68.5 JCR). The average impact factor values for the articles published along 2017 were

1,982 in the SJR database and 5,273 in the JCR one, these values being higher than the

average impact factor for the all the publications in both databases during the same five-

year period (1,859 in SJR and 4,658 in JCR).

According to the positions in their corresponding JCR thematic categories, it can be

concluded that there has been an increase in the quality of the IMEYMAT publications,

based on the following analysis: (i) increase in number of high impact publications (> 5 in

JCR), with 22 in 2017 compared to 14 registered in the 2016 report; (ii) a large increase in

publications in the first quartile (62 in Q1 in 2017, compared to 30 Q1 recorded in the 2016

report); and (iii) an increase in publications in the first tercile (65 T1 in 2017 compared to

42 T1 in the 2016 report). (see ANNEX II)

In the case of patents for inventions, between 2013 and 2017 the IMEYMAT

researchers participated in 19 applications (3.8 annual average), consequently this five-

year period has been very fruitful. Regarding the scientific-technical software carried out,

the recent upturn is considerable, keeping in mind that from 1994 to 2017 the members of

the IMEYMAT have made a total of 25 registries of their intellectual property, and 12 of

them were made in 2014 and 2015

7. ECONOMIC REPORT: INCOME AND EXPENSES DURING 2017 AND BUDGET FOR YEAR

2018

It corresponds to the IMEYMAT, according to the Framework Regulation to present

"an economic report that reflects the income and expenses of the previous year and the

budget of the present", "annually, and within the deadline set by the competent body, the

Council of the Institute will approve the proposal of income and expenses of the same one

for its incorporation to the preliminary draft of Budget of the University of Cadiz". The roles

of the Institute Council are to "prepare the proposal for the budget and staffing of the

Institute for its approval and incorporation into the project of the general budget of the

University by the Governing Council" and also "manage its own resources within its budget

and organize and distribute tasks among its members".

This context motivates the present section, in which the income and expenses of

2017 are exposed first. Part of IMEYMAT incomes in 2017 (€ 5,780.13) derive from

remnants from the year 2016, while another small portion (€ 411.65) came from the

indirect costs (ICs) which were linked to contracts with associated staff during 2016 and

2017. Contributions that should be included in this balance are the ones received in 2017

(a) for the Contract Program financiation plan for Research Universitary Institutes (€ 30,000

in case of fulfilment of 95% of accepted commitments, (b) an additional 5% for success in

talent attraction calls), (c) for Basic Financiation (€ 3,720 thanks to the 124 combined

academic sexennials held by IMEYMAT members, € 15,225 reverted from 50% of the total

of the ICs of 2 national projects obtained in 2016 (MAT2016-77491-C2-2-R and MAT2016-

8118-P), and (d) € 2,002.08 for ICs returned from research contracts managed by members

of the Institute during 2017.

The summary table presented next collects the income items previously listed,

which constituted 2017IMEYMAT total budget, a total of € 57,138.86. This budget was

partly dedicated to the development of 12 IMEYMAT projects (€ 28,230.82). A total of €

8,929.86 was also invested in a “Talent Retaining” program for young people, in the form

of two 6-month “ÍCARO” scholarships, and € 1,428.95 in order to update the Institute

specialist technician salary. € 3,373.88 werededicated to incoming mobility actions

(invitations for foreign lecturers) and outgoing mobility (co-financiation of “WIDI-UCA”

grants for attendance to courses and conferences), which include the expenses derived

from one visit to Belgium by IMEYMAT Director and Secretary to lobby in favor of the

IMEYMAT candidature for the European Network ENMat. € 1,000 € were also reserved to

the annual membership fee of the ENMat in case of the candidacy had succeeded, as it

finally did.

The IMEYMAT budget also included € 3,763.51 to the co-financiation, in the context

of UCA “PROGRAMA” call, the acquisition of 4 software applications which ownership

corresponds to the Institute, and another one, with a value of € 17,228.13, owned by UCA

Sciences Faculty that will be managed by a IMEYMAT member., Finally, management minor

expenses (€ 4,021.53) include the following: € 1080 to develop a Spanish version of the

Institute promotional English presentations, € 920 for equipment reparation (damaged

during the recording of this presentation), 960 € for promotional IMEYMAT souvenirs for

the participants of "The Night of the Investigators" workshops, organized by the Institute,

553 € for two laptops computers for IMEYMAT administration, and the rest in a variety of

minor office material and different representation expenses for meetings between the

Institute Director, the Secretary, and/or managers with UCA Government Team, with other

Institutes directors, in the context of divulgative events. € 6,645.31 from 2017 budget

remained unspent. This amount is requested as a remnant to be added to the Institute

2018 budget.

Predicted expenses for IMEYMAT own activities, are presented in the following

table, considering an estimated 2018 budget (€ 115,315.61). This estimation has been

made taking in consideration the remnant amount from 2017 budget, the application of

the 2018 Basic Financiation Plan and the funds that will be obtained from the level of

acquired commitments (considering they will be met) in the context of 2018 IMEYMAT

“PROGRAMA” Contract.

PROPOSAL FOR IMEYMAT 2018 OPERATION EXPENSES

For 2017, 2018 and 2019 there is a commitment to increase the funds assigned to priority IMEYMAT lines. In this way, the action entitled "Arrange own funding to assign priority research lines by the Institute's management" may be developed. It is considered reasonable to finance 11 projects in 2018, as in 2017, adjusting their amounts according to budget availability. The distribution quota will be made by thematic areas, considering a balance between the amount of members belonging to the Insitute, the impact articles, and the financial liquidity in the current annuity. Each research team will choose their priority line in a motivated manner and a principal researcher who preferably was a researcher of "high scientific productivity in 2017", with preference for researchers that had not acted as Main Researcher in previous projects. In this way, the planned action for 2017, 2018 and 2019 regarding the incorporation of research productivity to the distribution criteria of the Institute own budget will also be met.

Inclusive projects

For 2017, 2018 and 2019 there is a commitment to increase consecutively the number of projects funded by IMEYMAT. In this way it will be possible to develop the action titled "Conducting own calls for projects to initiate new lines of research for the aggregation of our activities". It has been considered reasonable, given the budget, to finance two projects with € 7,000 each during 2018. This implies an increase of one founded project regarding to the amount founded during 2017, with plans to increase the number of projects to at least three by 2019, depending of budget availability. The proposed for inclusive project must involve at least three IMEYMAT research teams from different areas of knowledge, and generate synergies among them, promoting multidisciplinarity, the use of various techniques and the commitment to co-authorize articles. The inclusive projects will constitute by themselves the an advising platform, a link between complementary research lines or groups and an enhance for the collaboration and its effectiveness about achieving autonomic, national and European financiation for projects or transference contracts. This is explicitly one of the Institute Master Plan foreseen actions for 2017, 2018, and 2019, for which the test vector would be the increment in the number of achieved projects. Regarding the priority lines projects, their number was increased from 12 to 13, as well as thefunds that will be dedicated to new projects, from € 28,230.82 (2017), to 30,500 € (2018); it is both parameters are expected to keep rising in 2019.

Mobility expenses: courses or congresses

The Institute Master Plan for 2017, 2018 and 2019 foresees the outline of (i) an incentive program for international mobility, complementary to the one funded by University of Cadiz, to co-finance small grants, and (ii) another mobility program for predoctoral researchers to be trained in new techniques. The IMEYMAT will complement the University of Cadiz grants for these actions (once granted by the University of Cadiz, for expenses not covered, and up to a moderate limit of 200 €) until the value of this item was exhausted budgetary

IMEYMAT Master Plan for 2017 foresaw to justifiably solicitate funds from the University of Cadiz for prestigious visiting researchers short/medium-term stays. The management team gives support to any member of the Institute who wants to claim from the Vice-Rector for Research the complementary funding to the budget of the IMEYMAT to cover the expenses of half-time stays of a prestigious researcher. Increasing the number of such stays is not established as a commitment in the Master Plan for 2018 and 2019. However, the IMEYMAT will continue to finance a series of invited conferences in the context of the Doctoral Program of Nanosciences and Technology Materials, and invitations for speakers at the training school "TEM-UCA", in addition to small expenses by other visiting speakers in the context or for the benefit of the Institute, such as "Ramón y Cajal" contract candidates , or researchers in a project meeting, or who are members of official tribunals (for academic positions or thesis), and who would liketo extend their stay.

The Master Plan establish as an action for 2019 to identify researchers in managing positions in the field of materials international networks, in order to hold meetings where the potential of the institute was presented (through invitations to seminars, conferences, etc. organized by the Institute). This implies an increase in the number of managers of international networks to whom the IMEYMAT would be related. IMEYMAT incorporation to the European Network of Materials Research Centers aims to this objective, in order to strength a coherent network of international contacts.

A 20-month full time contract for a specialist technician is expected to be signed starting November 2018, through the reissue of a research and innovation project titled "Improvement of management capabilities, visibility and indicators of IMEYMAT scientific and technological productivity". In this way, the commitment of 2017, 2018 and 2019 of the Master Plan would be achieved regarding the increment of investment for hiring and training specialized personnel in the maintenance and good functioning of the available equipment and infrastructure.

“ÍCARO” grants

Since 2017, a commitment was done to establish the Institute distinctive grants, and the Master Plan indicator establishes that there will be an increment of this grants compared to the previous year. It would be reasonable, given the budget, to fund at least 4 6-months "ICARO" grants with € 700/month (taxes not included) during 2018 (2 grants were financed in 2017), and to increase the funds dedicated to these scholarships for the year 2019, increasing their number or its duration, depending on budget availability.

Current expenses

In case ofaddressed actions by the 2018 Master Plan: Reinforce the Institute corporate image (visual identity, web page, presence in social networks, merchandising products). Preparation of a IMEYMAT corporate identity manual. Enable economic resources for IMEYMAT dissemination events. In addition, also in case of meeting expenses, representation, office, maintenance, minor contingencies, etc.
