L’any 2010, la Fundació b_TEC ha continuat treballant activament per con-vertir el Campus Diagonal-Besòs en un nucli d’excel·lència en coneixement, amb un clar valor afegit per al territori. El campus està cridat a ser una eina de transformació econòmica i territorial, i això és especialment oportú en el context actual de crisi econòmica. Tot un repte.

La nostra nova seu ja és una realitat. Compartim noves instal·lacions amb l’Institut de Recerca en Energia de Catalunya, a l’edifici de la Fundació For-mació i Treball, que constitueixen el primer pol d’atracció de recerca i inno-vació del futur Campus. Les obres dels que han de ser els primers edificis del campus continuen avançant, a tocar de les actuals instal·lacions.

Els àmbits de l’energia, l’aigua i la mobilitat són crítics per al desenvolu-pament i la sostenibilitat de la societat. És per això que la Fundació b_TEC treballa d’acord amb els seus patrons (el Consorci Campus Diagonal Besòs, la Universitat Politècnica de Catalunya i la Universitat de Barcelona), i altres institucions participants per donar al projecte un clar valor afegit en la línia dels ecosistemes innovadors presents al voltant d’algunes de les universi-tats de referència al món.

La Fundació b_TEC ha apostat des del principi pel desenvolupament de la in-novació i de la tecnologia en una demarcació amb un gran potencial, a cavall de Barcelona i de Sant Adrià de Besòs. Aquest compromís amb el territori s’ha reforçat recentment amb el projecte d’Ecosistemes d’Innovació, que la Fundació desenvolupa al Barcelonès Nord, per encàrrec del seu Fòrum de Municipis que inclou Badalona, Santa Coloma de Gramenet, Sant Adrià de Besòs, Montgat i Tiana. Una aposta estratègica que ha de tenir un rol clau en aquest territori de l’àrea metropolitana.

1.1 La Fundació b_TEC aposta pel territori entre Barcelona i Sant Adrià de Besòs

La Fundació b_TEC treballa per la creació d’un nucli en coneixement al futur Campus Diagonal-Besòs. Des de l’inici, la Fundació ha apostat pel desenvolupament de la innovació i la tecnologia en un territori de gran importància estratègica, entre Barcelona i Sant Adrià de Besòs.

La Fundació està al servei de les universitats, de les empreses i dels cen-tres de recerca de més influència en els camps de l’energia, l’aigua i la mobilitat. Aquests sectors són considerats crítics per al desenvolupament i la sostenibilitat. En aquest sentit, es vol facilitar la generació i la trans-ferència de coneixement i tecnologia, i crear un ecosistema innovador a l’àrea del Besòs.

La Fundació fa aquesta feina per encàrrec dels seus patrons: el Consorci del Campus Diagonal-Besòs, format per les administracions locals; la Universitat Politècnica de Catalunya i la Universitat de Barcelona, i altres institucions participants en el projecte, com ara la Generalitat de Catalunya i la Cambra de Comerç de Barcelona.

Actualment, la Fundació està revisant els seus estatuts, amb vista a refor-çar la presència de la Universitat Politècnica de Catalunya en el projecte.

2.1 Un campus amb valor afegitLa Fundació b_TEC treballa per fer que el Campus Diagonal-Besòs sigui un campus de tercera generació, amb la voluntat de convertir el coneixement en activitat econòmica amb més eficiència i amb un compromís més alt amb el territori.

La creació del Campus Diagonal-Besòs respon a la voluntat d’establir un nou pol d’innovació i transferència de tecnologia.

La Fundació b_TEC agrupa projectes i iniciatives en el marc del futur cam-pus tecnològic i té com a tasca incentivar empreses, universitats i centres de recerca a participar en projectes conjunts per fomentar la innovació i la transferència de tecnologia en els àmbits de l’energia, l’aigua i la mobilitat a l’àrea del Besòs.

El Campus Diagonal-Besòs està format per tres parcs de recerca: el Parc de l’Energia, el Parc de l’Aigua i el Parc de la Mobilitat. El desenvolupament detallat de cadascun dels parcs es troba més endavant.

En la idea de parc és molt important l’accent que es posa en el parc de recerca. Aquest esdevé l’eix vertebrador del conjunt, un element necessari per al desenvolupament econòmic del sector. El parc de recerca contribueix a la qualitat de la docència universitària i posa en valor els coneixements desenvolupats i els ofereix al teixit empresarial dels sectors de l’energia, l’aigua i la mobilitat.

El paper de la UPCEl projecte Campus Energia UPC, Energia per a l’excel·lència, ha aconseguit la qualificació de Campus d’Excel·lència Internacional (CEI) en la convocatò-ria de 2010 del programa convocat pel Ministeri d’Educació. L’any passat, la UPC va ser, juntament amb la Universitat de Barcelona (UB), la universitat que va aconseguir el primer lloc d’aquesta convocatòria pel projecte Barce-lona Knowledge Campus (BKC). La UPC suma a aquesta iniciativa l’experiència actual dels seus grups cien-tífics i també l’oportunitat que implica la creació d’un nou pol de coneixe-ment en el futur Campus Diagonal-Besòs, que focalitzarà les activitats en la docència, la recerca, la innovació i la creació d’empreses precisament sobre l’energia i l’aigua.

2.2 Projecte del Campus Diagonal-Besòs: evolució

Campus Diagonal-Besòs-El Campus compta amb una superfície total de 77.332 m2 de sòl i 174.112,15 m2 de sostre edificable dedicat a la docència, la recerca i l’empresa per a ús de les universitats i les empreses.Es preveu que diàriament desenvolupin la seva activitat al Campus més de 6.000 estudiants i professors de la UPC, prop de 1.000 investigadors i 5.000 persones d’empreses que treballen les àrees que s’hi desenvolupen.

Campus Diagonal-Besòs-L’avinguda Diagonal uneix dos pols deconeixement de Barcelona, on la Universitat Politècnicade Catalunya té un paper clau. El campus nousituat a l’àrea del Besòsconnecta amb les àreesde coneixement situadesal Barcelonès Nord, unpol econòmic emergent.

A l’edifici Torre Espiral, projectat per ZahaHadid, es gestionaranels serveis del Campus, i hi haurà la formació continuada, la sala d’actes i també l’espai destinata les empreses.

2.3 Construcció del Campus Diagonal-Besòs

Actualment, s’estan edificant les pantalles de contenció que permetran cons-truir les plantes subterrànies dels edificis que s’ubicaran al Campus. El Cam-pus tindrà 12 edificis dedicats a universitats, empreses i centres de recerca.

2.4 Parcs de recerca del Campus Diagonal-Besòs

La Fundació b_TEC ha treballat durant el 2010 per desenvolupar els pro-jectes dels tres parcs de recerca vinculats al futur campus.

2.4.1 Parc de l’Energia

El Parc de l’Energia és l’eina que promou la innovació i l’activitat eco-nòmica del sector, la cohesió del conjunt del parc i les activitats que en potenciïn la recerca dels participants.

El parc pretén desenvolupar una base de recerca i transferència de tecno-logia que contribueixi a l’evolució econòmica del sector, tot col·laborant amb les universitats catalanes, especialment amb les escoles d’Enginye-ria de la UPC, per millorar la qualitat de la docència, sobretot en els programes màster.

En aquest sentit, s’atrauen projectes, grups i centres, públics i privats, de recerca en energia, que contribueixin a la creació d’un espai d’excel·lència en recerca de prestigi internacional.

Per aconseguir-ho, cal tenir en compte la coexistència, en un mateix es-pai, de centres d’ensenyament, centres de recerca i empreses; la influèn-cia a l’eix Besòs; la proximitat a empreses innovadores i la pertinença a una comunitat industrial pionera.

• IREC

L’Institut de Recerca en Energia de Catalunya (IREC) es va constituir l’any 2008. Al llarg d’aquests dos anys, l’IREC s’ha consolidat com a centre de referència de recerca en energia a Catalunya, especialitzat en el camp de l’eficiència energètica. L’Institut té quatre línies tecnològiques comple-mentàries: xarxes elèctriques; captura, confinament i usos de CO2; bioener-gia i eòlica marina. I les àrees transversals de materials avançats per a l’energia, l’electricitat i l’electrònica de potència, i la recerca sociotècnica.

El Parc de l’Energia és l’instrument que promou, d’una banda, la innovació i l’activitat econòmica del sector, i de l’altra, la cohesió del conjunt del parc i les activitats que potenciïn la recerca dels seus participants.


• Fusion for Energy L’Agència Europea de Fusió (F4E—Fusion for Energy), constituïda l’any 2007, té seu al Parc de l’Energia, concretament l’oficina de contractació per a la construcció del Reactor Termonuclear Experimental Internacional (ITER), que actualment està en construcció a Cadarache (França).

L’ITER és un projecte internacional que té com a socis els EUA, l’Índia, la Xina, el Japó, Corea del Sud, Rússia i la Unió Europea, i l’objectiu és demostrar la viabilitat científica i tecnològica de construir un reactor de fusió a gran esca-la. Fusion for Energy és responsable del subministrament de la part europea, aproximadament el 45% dels costos totals del projecte. L’agència col·labora amb la indústria i els centres de recerca de tot Europa per promocionar els components necessaris per construir l’ITER.

• b_FUS

L’objectiu de b_FUS Barcelona Fusion Center és apropar la participació de l’empresa catalana en els programes europeus de Fusió, i en concret la par-ticipació en les licitacions de Fusion for Energy.

b_FUS fomenta l’accés de les institucions de R+D i la indústria a l’entorn d’alta tecnologia que implica el programa de fusió, també decideix posicions en l’operació ITER i estableix grups i instal·lacions d’excel·lència.

Un altre dels objectius que té b_FUS és establir un grup d’excel·lència en física i tecnologia de fusió. Per fer-ho treballa en la creació de programes de

formació específica per a les universitats catalanes en disciplines associades a la fusió nuclear. Facilita l’accés d’estudiants de les universitats catalanes a les activitats de R+D de F4E i programes de fusió. Finalment, també afavo-rirà la comunicació i l’intercanvi entre el personal tècnic i científic altament qualificat de F4E i l’ITER amb les universitats catalanes.

• Grups d’investigació universitaris / Espais per a la innovació

La presència de grups de recerca especialment de la UPC, però també de la UB, és clau per potenciar la col·laboració entre la docència, la recerca i l’em-presa al Campus.

• Projecte b_TEC|MIT

La Fundació b_TEC és membre associat del MIT Energy Initiative (MITei) i forma part de l’Industrial Liaison Program. És una de les poques institucions públiques del país que col·labora regularment amb el Massachusetts Institu-te of Technology, un dels centres de docència i investigació més prestigiosos del món, i és l’única que ho fa prioritzant els aspectes relacionats amb l’ener-gia. La Fundació connecta, per tant, les empreses catalanes del sector amb el principal centre d’investigació mundial. b_TEC organitza conjuntament amb el MIT la Conference Barcelona Tech Summer Sessions, que aplega al-guns dels principals experts mundials per tractar de les darreres novetats tecnològiques en energia, aigua i mobilitat.

El 12 i 13 d’octubre de 2010 es va fer a Brussel·les la MIT Europe Conference, on es va analitzar quins són els factors clau d’èxit per incrementar el creixement empresarial a través de la innovació estratègica.


• Clúster d’Eficiència Energètica de Catalunya (CEEC)

El Clúster d’Eficiència Energètica de Catalunya (CEEC) és una Agrupació Em-presarial Innovadora (AEI) formada per empreses del sector amb seu a Cata-lunya que dediquen una part del seu pressupost a R+D+i.

El CEEC va néixer l’any 2008 amb el suport de l’ICAEN, ACC1Ó i la Fundació b_TEC amb la finalitat d’oferir al mercat solucions integrades i innovadores en eficiència energètica i fomentar la sinergia entre empreses i entitats que participen d’aquest àmbit.

A diferència de les associacions o agrupacions sectorials, el nexe comú del CEEC no és el tipus de producte fabricat ni el fet de compartir el mateix mer-cat, sinó la voluntat dels seus integrants d’accedir a uns objectius comuns per incrementar el valor del seu producte o servei, per augmentar-ne l’eficiència energètica i per aprofitar-ne les noves oportunitats de negoci existents.

El CEEC es constitueix com una agrupació empresarial sense afany de lucre que reuneix les empreses, les activitats de les quals ofereixen, promocionen o desenvolupen productes o serveis relacionats amb l’eficiència energètica en els sectors següents: edificis, mobilitat, serveis públics, indústria i formació.

Assistents a la presentació dels grups màster i de treball del Clúster d’Eficiència Energètica de Catalunya (CEEC) el 5 de maig de 2010 a l’Hotel Silken Diagonal, a Barcelona.


El CEEC va presentar, el 5 de maig a Barcelona, les principals línies d’actua-ció dels seus grups de treball davant de més de 100 associats. El CEEC impulsa 17 grups de treball amb propostes innovadores.

També cal destacar que aquest any s’ha millorat de manera rellevant el web del CEEC (www.clustereficiencia.org), en el qual s’inclou tota la informació re-lativa als membres del CEEC, informació sobre els esdeveniments organitzats per l’associació (jornades, fires, etc.) i informació i enllaços relatius a l’àmbit de l’eficiència energètica.

• Plataforma Tecnològica Espanyola d’Eficiència Energètica

La Plataforma Tecnològica Espanyola d’Eficiència Energètica (PTE-EE) es va constituir a l’octubre de 2008. Es tracta d’una iniciativa del Ministeri de Ciència i Innovació i s’hi han unit empreses i centres de recerca. El seu objectiu és comú: fomentar l’R+D+i en tecnologies d’eficiència energètica i afavorir la col·laboració entre els sectors públic, industrial i científic.

Assemblea General del CEEC on es pot veure l’aleshores conseller d’Economia i Finances, Antoni Castells, presidint l’acte, juntament amb el president, el vicepresident, el tresorer i el secretari del CEEC.


2.4.2 Parc de l’Aigua

L’any 2009, b_TEC crea el Parc de l’Aigua amb la col·laboració de les universi-tats de Catalunya liderades per la UPC i conjuntament amb les empreses més importants del sector, com ara Cetaqua, centre d’investigació format pel grup Agbar, UPC i el CSIC, i amb el suport de la Generalitat de Catalunya.

El Parc de l’Aigua s’ha creat per ser l’espai de recerca, innovació i intercanvi de coneixement en l’important àmbit de l’economia i la tecnologia de la ges-tió de l’aigua, i té com a missió crear valor en productes i serveis relacionats amb el cicle integral de l’aigua i contribuir a un desenvolupament econòmic sostenible.

El Parc aspira a convertir-se en un centre d’excel·lència de referència interna-cional mitjançant la formació, el desenvolupament i la innovació tecnològica.

2.4.3 Parc de la Mobilitat

L’esforç de b_TEC està dirigit a crear un espai per al desenvolupament de coneixement orientat a la mobilitat sostenible.

Amb referents innovadors internacionals a la vista, com ara els espais de coneixement al Regne Unit a l’entorn del Living Labs Global, s’està disse-nyant un entorn tecnològic universitari que englobarà tots els esforços per aconseguir la millora en la mobilitat en les grans àrees urbanes; així mateix, es millorarà el consum energètic (amb el constant repte de perfeccionar la qualitat de l’aire i reduir l’impacte del soroll), s’innovarà en la gestió de la demanda i es posaran les TIC al servei de la mobilitat.

3.1. b_TEC Transferència de Coneixement

3.1.1 Conference b_TEC/MIT

El mes de juny, la Fundació b_TEC va tornar a convocar, conjuntament amb el Massachusetts Institute of Technology (MIT), alguns dels experts més impor-tants en els camps de l’energia, l’aigua i la mobilitat, els tres vectors en els quals la Fundació es basa per desenvolupar el futur Campus Diagonal-Besòs. La V edició de la Conference de les Tech Summer Sessions, organitzada per la Fundació b_TEC, la Universitat Politècnica de Catalunya i la Universitat de Barcelona, va tenir lloc a l’auditori de Barcelona Activa, on es va tornar a oferir coneixement, pràctica i intercanvis, en un marc de treball rigorós i proactiu.La Conference, que en aquesta V edició de les TSS ha guanyat pes, ha connec-tat investigadors del MIT i altres organismes de referència amb investigadors i emprenedors del país. El resultat de la trobada: 25 ponents, 15 hores d’intensa i fructífera feina i intercanvi, més de 100 persones inscrites, i una significativa representació dels professionals interessats en la part més innovadora en els àmbits de l’energia, l’aigua i la mobilitat. La V edició de la Conference de les Tech Summer Sessions (http://tss10.btec.org) va ser clausurada per l’aleshores conseller d’Innovació, Universi-tats i Empresa, Josep Huguet, que va subratllar el paper de la recerca en l’estratègia de futur del país.Antoni Giró, rector de la UPC, que també va participar en la clausura, va des-tacar el paper clau de la UPC, en el projecte, i Miquel Barceló, president de la Fundació b_TEC, va remarcar que les TSS han tornat a servir de “punt de trobada entre els actors que participaran del futur Campus Diagonal-Besòs”. Actualment es troben en marxa nou edificis dels 12 previstos que asseguren espai per a empreses, un fort impacte universitari amb més de 5.000 alum-nes d’Enginyeria Industrial i un espai important per a la recerca.

Dins les TSS, es van fer tres workshops en els quals els participants van poder intercanviar informació amb els ponents en un format més afí i un perfil més tècnic i professional.

El periodista Lluís Foix i Miquel Barceló van mantenir un diàleg obert en el curs de la Conference al voltant dels reptes energètics que afronta el planeta.

Els seminaris tècnics d’Eficiència Energètica i d’Energia de Fusió van tenir lloc al Tech Talent Center, seu de la UPC School of Professional & Executive Development, tot coincidint amb la Setmana de l’Energia, els dies 28 de juny i 1 de juliol, respectivament.- Seminari d’Eficiència Energètica: es va presentar el programa d’implan-tació del vehicle elèctric a Catalunya i els ajuts corresponents: també es van analitzar les barreres i limitacions existents per a la seva introducció, així com les diferents solucions tècniques d’infraestructura i punts de recàrrega.- Seminari d’Energia i Fusió: jornada orientada a la indústria, amb especial èmfasi en les oportunitats per a les pimes.- Energia Eòlica: aquest seminari va ser organitzat per la Fundació b_TEC i Alstom Wind. La jornada va comptar amb la participació de Peter Bjørn, especialista en smart rotors i investigador a la Riso Technical University de Dinamarca, que va exposar els resultats d’un estudi que millora l’eficiència dels motors eòlics. Per la seva banda, Jan-Willem van Wingerden, investiga-dor i professor a la Delft University of Technology, va presentar la seva tesi sobre els sistemes de control en la generació de turbines eòliques.

3.1.3 Workshop Ecosistemes Innovadors

La Fundació b_TEC va participar el dimarts 18 de maig en l’Innovation Ecosystem Workshop organitzat per l’Industrial Liason Program del Massachusetts Institute of Technology (MIT). Aquesta activitat va tenir lloc dins la 12a edició del BDigital Global Congress i va tenir per objectiu analitzar l’estat actual dels anomenats ecosistemes d’innovació, els espais on univer-sitats, empreses i centres de recerca interactuen i generen activitat econò-mica nova, atrauen talent i promouen el creixement econòmic de sectors i les activitats intensives en coneixement.

Miquel Barceló, president del b_TEC, va explicar com s’està articulant un eco-sistema d’innovació a la confluència del Besòs amb la Diagonal. El workshop va oferir una anàlisi de les polítiques de promoció dels ecosistemes d’innova-ció en un àmbit internacional, amb vista a detectar aliances, sinergies i potencials col·laboradors, a través d’un espai de networking.


Aquest programa específic contribueix a la cohesió funcional i estructu-ral del Campus Diagonal-Besòs a través de serveis específics que ofereix la Fundació b_TEC que afavoreixen l’atracció d’empreses al territori i permeten la creació i transferència de coneixement entre els parcs de recerca del Campus.

3.3 Desenvolupament dels ecosistemes innovadors al Barcelonès Nord

Durant el 2010, el Fòrum de Municipis del Barcelonès Nord ha encarregat a la Fundació b_TEC el desenvolupament del projecte “Ecosistema d’innova-ció del Barcelonès Nord”. El Fòrum de Municipis del Barcelonès Nord és una organització pública for-mada pels municipis de Badalona, Santa Coloma de Gramenet, Sant Adrià de Besòs, Montgat i Tiana. La creació de l’ecosistema d’innovació del Barcelonès Nord ha de permetre començar la transformació de l’activitat econòmica del territori prenent com a base els criteris d’innovació i d’oportunitats noves, i també a partir de la transferència de coneixement i tecnologia cap al sector productiu.

El projecte identifica les tres zones universitàries de la demarcació com els motors de coneixement generadors d’oportunitats noves per al sector pro-ductiu. Així, la Universitat Autònoma de Barcelona en el Campus de Salut de Can Ruti, la Universitat de Barcelona en el Campus de l’Alimentació de Torri-bera i la Universitat Politècnica de Catalunya en el Campus de Diagonal Besòs d’Innovació Tecnològica, han de generar iniciatives i projectes compartits que l’ecosistema promociona i accelera.

El projecte potencia les oportunitats generades a partir de la capacitat de l’espai industrial, la força del teixit empresarial i la capacitat i el talent de les persones, amb la qual cosa genera opcions productives noves. Es basa en les experiències d’èxit del territori, com el districte de 22@ de Barcelona, i en referents internacionals tant europeus com nord-americans. Una de les claus d’èxit és poder assolir un desenvolupament i equilibri efectius entre els subsistemes físic, corporatiu i d’innovació, i alhora aconseguir més eficàcia en el processos de comunicació i governança.

Durant 2010 s’han iniciat les primeres fases del programa i s’ha aconseguit un suport econòmic i institucional de la Generalitat de Catalunya a través del SOC. El 2011 s’obre una fase intensa de comunicació i de desenvolupa-ment operatiu i institucional.

Miquel Barceló, president de la Fundació b_TEC, va assistir a l’Exposició Universal de Shanghai 2010 acompanyant la delegació de l’Ajuntament de Barcelona per reforçar l’aposta de la ciutat i el Besòs pel sector de l’energia.

3.4 Promoció econòmica Barcelona-Sant Adrià

La Fundació b_TEC actua com a nexe de promoció econòmica de Barcelo-na i Sant Adrià de Besòs en els àmbits de l’energia, l’aigua i la mobilitat.

Durant l’any es presenta el projecte a empreses i delegacions governa-mentals de l’àmbit internacional per donar a conèixer el futur potencial de la zona i afavorir col·laboracions futures.

La Fundació b_TEC estrena oficines noves i comparteix l’edifici de Formació i Treball amb l’IREC i també l’ús d’una sala d’actes perfectament equipada i amb capacitat per acollir actes i jornades de treball.

3.5 Entorn: actualitatLa Fundació b_TEC està implicada amb l’entorn territorial i lidera ini-ciatives concretes a la zona amb la missió de vertebrar el Campus Diagonal-Besòs fomentant la interrelació entre centres de docència, recerca, empreses i territori.

3.5.1 La nova seu de la Fundació b_TEC

La Fundació b_TEC ha estrenat la seu nova, a l’edifici de la Fundació Formació i Treball situat molt a prop del que serà el futur Campus Diagonal-Besòs, als jardins de les Dones de Negre, a la cantonada del carrer Llull i carrer Sant Ramon de Penyafort, al municipi de Sant Adrià de Besòs. La Fundació és al mateix edifici que l’Institut de Recerca en Energia de Catalunya (IREC) i altres unitats de recerca, la qual cosa la converteix en el primer pol d’atracció de recerca i gestió del futur Campus.


3.5.2 Educació Besòs: programa de beques

Durant els darrers anys, l’augment d’estudiants d’Enginyeria Tècnica proce-dents de Sant Adrià ha augmentat significativament.

El servei d’Educació de l’Ajuntament de Sant Adrià de Besòs, juntament amb la Fundació b_TEC i l’Escola Universitària d’Enginyeria Tècnica Industrial de Barcelona (EUETIB), té un conveni mitjançant el qual s’ha creat un programa d’ajuts econòmics dirigits als estudiants de batxillerat i de cicles formatius de grau superior de Sant Adrià de Besòs, amb la finalitat de potenciar el seu accés a aquests estudis universitaris. L’ajut també s’adreça als alumnes que ja cursen estudis d’Enginyeria Tècnica a l’EUETIB, i que van cursar l’últim any d’educació secundària postobligatòria a qualsevol centre educatiu de Sant Adrià.

Un any més, Fundació b_TEC, representada per Ramon Garriga, va organitzar una taula rodona a la Mina sobre estalvi energètic a la llar.

3.5.3 Divulgació a la Mina

La integració amb l’entorn sempre ha estat un factor molt important per a b_TEC; per això, s’apropa el projecte del Campus Diagonal-Besòs a diferents públics, i com a conseqüència les Tech Summer Sessions tenen lloc al cor de la Mina. Ramon Garriga, director del Parc de l’Energia de la Fundació b_TEC, va parlar sobre l’estalvi energètic a la llar. Aquestes xerrades permeten ex-plicar als veïns els aspectes de repercussió social més rellevants dels camps de l’energia, l’aigua i la mobilitat.

In 2010, the b_TEC Foundation continued its efforts to make the Diagonal-Besòs Campus a center of excellence in knowledge able to offer clear added value to the local community. The campus is intended to help trigger economic and regional transformation, an especially timely goal in light of the current economic crisis. It is ready to rise to the challenge.

The foundation’s new headquarters are now a reality. It shares its new facilities, which are located in the Fundació Formació i Treball [Training and Employment Foundation] building, with the Catalonia Institute for Research in Energy (IREC in Catalan). The facilities constitute the future campus’s first research and innovation hub. Meanwhile, work continues on what will eventually be the campus’s first buildings, right next to the current headquarters.

The fields of energy, water, and mobility are critical for social development and sustainability. That is why the b_TEC Foundation collaborates with its trustees (the Diagonal Besòs Inter-University Campus Consortium, the Technical University of Catalonia (UPC), and the University of Barcelona (UB)) and other participating institutions to ensure that the project offers clear added value, in the same vein as the innovation ecosystems found around some of the world’s leading universities.

From the start, the b_TEC Foundation has been committed to promoting innovation and technological development in an area with enormous potential that straddles the border between the cities of Barcelona and Sant Adrià de Besòs. This commitment to the local community was recently reaffirmed with the Innovation Ecosystems project, which the Foundation was commissioned to carry out in the Barcelonès Nord region by the region’s Forum of Municipalities, a body comprised of the town councils of Badalona, Santa Coloma de Gramenet, Sant Adrià de Besòs, Montgat, and Tiana. It is a strategic move intended to play a galvanizing role in this part of the greater metropolitan area.

THE b_TEC FOUNDATION

1.1 The b_TEC Foundation, Committed to the Area Between Barcelona and Sant Adrià de Besòs

The b_TEC Foundation is working hard to create a knowledge hub at the future Diagonal-Besòs Campus. From the start, the Foundation has been firmly committed to promoting innovation and technological development in the strategically important area that straddles the border between the cities of Barcelona and Sant Adrià de Besòs.

The Foundation offers its services to the most influential universities, businesses, and research centers in the fields of energy, water, and mobility. These sectors are considered crucial for development and sustainability. To this end, the Foundation aims to facilitate the creation and transfer of knowledge and technology and to create an innovation ecosystem in Besòs River region.

The Foundation was charged with this task by its trustees—the Diagonal-Besòs Inter-University Campus Consortium, consisting of different local authorities, the UPC, and the UB—as well as other participating institutions in the project, such as the Catalan Government and the Barcelona Chamber of Congress.

The Foundation is currently in the process of amending its by-laws in order to assign the UPC a greater role in the project.

2.1 A Value-Added Campus

The b_TEC Foundation aspires to make the Diagonal-Besòs Campus a third-generation campus with a view to translating the knowledge it generates into economic activity more efficiently and fostering a greater commitment to the local community.

The Diagonal-Besòs Campus was created to meet the need for a new hub for innovation and technology transfer.

The b_TEC Foundation has put together a range of projects and initiatives within the framework of the future technology campus and is tasked with providing incentives for businesses, universities, and research centers to participate in joint projects in order to promote innovation and technology transfer in the fields of energy, water, and mobility in the Besòs area.

The Diagonal-Besòs Campus is made up of three research parks: the Energy Park, the Water Park, and the Mobility Park. A detailed description of each one is offered later. Within the concept of these parks, the fact that they are specifically research parks is vital. Indeed, as such they will provide the backbone for the project as a whole and will play a key role in the economic development of the sector. The research parks will enhance the quality of university teaching and allow the training students receive more valuable, allowing them to put their skills to use in companies from the energy, water, and mobility sectors.

The Role of the UPCThe UPC Energy Campus project, “Energy for Excellence,” was classified as an International Campus of Excellence (CEI in Spanish) in the 2010 grant program held by the Spanish Ministry of Education. Last year, the UPC, working in conjunction with the UB, took the top slot in the program with the Barcelona Knowledge Campus (BKC) project.

50 |The UPC brings the accumulated experience of its research groups to the initiative, as well as the opportunity to create a new knowledge hub on the future Diagonal-Besòs University Campus, where the teaching, research, innovation, and start-up activities will all be focused precisely on the fields of energy and water.

2.2 The Diagonal-Besòs Campus Project: Current Status

The campus grounds span a total of 77,332 m2, with a gross floor area of 174,112.15 m2, devoted to teaching, research, and business for use by universities and businesses.

Some 6,000 students and faculty members from the UPC, nearly 1,000 researchers, and some 5,000 employees of private companies from the sectors in which the campus will specialize are expected to carry out their daily activities on the campus.

| 512.4 Diagonal-Besòs Campus Research Parks

The b_TEC Foundation worked hard in 2010 to carry out the plans for the three research parks to be linked to the future campus.

2.4.1 Energy Park

The Energy Park is responsible for promoting innovation and economic activity in the energy sector, ensuring the cohesion of the park as a whole, and providing support for activities that foster the research of park participants.

The park seeks to build up a research and technology transfer base that contributes to the economic development of the sector and to work with Catalan universities, especially the UPC’s engineering schools, to improve the quality of teaching, above all at the master’s degree level.

To this end, it aims to attract public and private energy projects, groups, and research centers that will contribute to the creation of an internationally renowned venue for excellence in research.

In pursuit of this goal, it must take several factors into account, including the co-existence in a single space of schools, research centers, and businesses, its influence in the Besòs River region, its proximity to innovative businesses, and its membership in a cutting-edge industrial community.

• IRECThe Catalonia Institute for Energy Research (IREC in Catalan) was founded in 2008. Over the last two years, the IREC has established itself as one of Catalonia’s premier energy research centers, specialized in the field of energy efficiency. The Institute pursues four complementary lines of technological research: electricity grids; CO2 capture, storage and use; bioenergy; and offshore wind energy. It moreover focuses on the crosscutting areas of advanced materials for energy, electricity and power electronics, and socio-technical research.

• Fusion for EnergyThe EU agency Fusion for Energy (F4E), created in 2007 and headquartered at the Energy Park, is the procurement office for the construction of the international thermonuclear experimental reactor (ITER) currently being built in Cadarache (France).

52 |ITER is a joint international project by the United States, India, China, Japan, South Korea, Russia, and the European Union that aims to demonstrate the scientific and technological viability of building a large-scale fusion reactor. Fusion for Energy is responsible for supplying the European share of the project, which amounts to approximately 45% of the total cost. The agency works with industry and research centers across Europe to promote the necessary components to build the ITER.

• b_FUSThe objective of the Barcelona Fusion Center (b_FUS) is to facilitate the participation of Catalan companies in European fusion programs and, specifically, in Fusion for Energy tenders.

b_FUS promotes access by R&D institutions and industry to the high-tech environment of the fusion program, awards positions in the context of ITER operations, and sets up groups and facilities of excellence.

b_FUS moreover aims to set up a group of excellence in physics and fusion technology. To this end, it is working on the creation of specific training programs for Catalan universities in disciplines related to nuclear fusion and facilitates access by Catalan university students to F4E R&D activities and fusion programs. Finally, it also promotes communication and exchanges between senior technology and research staff from the F4E and ITER and Catalan universities.

• University Research Groups/Forums for InnovationThe presence of research groups, especially from the UPC, but also from the UB, is key to strengthening the synergies between teaching, research, and business on the Campus.

• b_TEC|MIT ProjectThe b_TEC Foundation is a member of the Massachusetts Institute of Technology Energy Initiative (MITei) and participates in the Industrial Liaison Program. It is one of the few public institutions from the country that regularly collaborates with MIT, one of the world’s most prestigious teaching and research centers, and it is the only one that does so prioritizing energy issues. The Foundation therefore connects Catalan companies from the sector to the world’s leading research center. As part of their collaboration, b_TEC and MIT jointly hold the Barcelona Tech Summer Sessions (TSS) Conference, which brings together some of the world’s leading experts to discuss the latest technological developments in the fields of energy, water, and mobility.

| 53• Catalonia Energy Efficiency Cluster (CEEC)The Catalonia Energy Efficiency Cluster (CEEC) is an Association of Innovative Businesses (AEI in Spanish) made up of companies from the energy sector that are based out of Catalonia and allocate a portion of their budgets to RD&I.

The CEEC was created in 2008 with the support of the Catalan Energy Institute (ICAEN in Catalan), the Catalan Agency for Competitiveness (ACC1Ó), and the b_TEC Foundation for the purpose of offering the market integrated and innovative energy-efficiency solutions and promoting synergy between companies and institutions that are active in the field.

Unlike industry associations and groups, CEEC members are not united by a type of manufactured good or a shared market, but rather by their desire to meet certain common goals that will add value to their products and services by increasing their energy efficiency and their ability to capitalize on the many new business opportunities arising in the field.

The CEEC was set up as a non-profit business group comprised of companies that, as part of their business, offer, promote, or develop energy-efficiency products or services for the following sectors: buildings, mobility, public services, industry, and education.

On May 5, 2010, in Barcelona, the CEEC presented the main action lines of its work groups to more than 100 members. The CEEC sponsors 17 work groups with innovative proposals.

• Spanish Energy Efficiency Technology PlatformThe Spanish Energy Efficiency Technology Platform (PTE-EE in Spanish) was set up in October 2008. Several businesses and research centers have since joined this initiative by the Spanish Ministry of Science and Innovation in pursuit of a common goal: to promote RD&I in energy efficiency technology and to encourage cooperation between the public, private, and research sectors.

2.4.2 Water Park

b_TEC created the Water Park in 2009 with the collaboration of the Catalan university system, led by the UPC, and major players in the water sector, including the CETaqua Water Technology Center, a research group whose founding partners include the Agbar Group, the UPC, and the Spanish National Research Council (CSIC in Spanish), as well as support from the Catalan Government. The Water Park is intended to serve as a forum for research, innovation and the exchange of knowledge in the critical field of water management economy and technology. Its mission is to add value to products and services related to any point of the water cycle and to help achieve sustainable economic development.The Park aspires to

Aspiring to the meet high standards set by leading international institutions, such as the knowledge hubs built around the Living Labs Global project in the United Kingdom, b_TEC is working to design a technological university environment that spans the full range of efforts to improve mobility in major urban areas, decrease energy consumption, and tackle the long-standing challenges of improving air quality and reducing noise pollution by innovating with regard to managing demand and finding new ways to use ICT to enhance mobility.

3.1. b_TEC Knowledge Transfer

3.1.1 b_TEC/MIT Conference

In June, the b_TEC Foundation, in conjunction with the Massachusetts Institute of Technology (MIT), gathered together some of the leading experts in the fields of energy, water, and mobility, the three main fields to be addressed on the future Diagonal-Besòs Campus.

The 5th edition of the Tech Summer Sessions (TSS) Conference (http://tss10.btec.org), co-sponsored by the b_TEC Foundation, the UPC, and the UB, was held in the auditorium of Barcelona Activa. Once again, participants were given the chance to engage in knowledge, experience, and other exchanges within the framework of rigorous, proactive work.

The TSS Conference connects researchers from MIT and other renowned institutions with researchers and entrepreneurs from Spain. The results of this year’s edition, the largest to date, included: 25 talks, 15 hours of intense and productive work and exchanges, and more than 100 registered attendees, including a wide range of professionals interested in the most innovative aspects of the fields of energy, water, and mobility.

In his closing address for the 5th edition, the then Catalan Minister of Innovation, Universities and Enterprise, Josep Huguet, underscored the role of research in the country’s future strategy.

Antoni Giró, president of the UPC, who also participated in the closing ceremony, highlighted the key role played by the UPC in the project, and Miquel Barceló, president of the b_TEC Foundation, noted that the TSS Conference had once again served as “a meeting point for the many stakeholders of the future Diagonal-Besòs Campus.” To date, nine of the 12 projected buildings for the Campus are underway, ensuring space for businesses, a strong university influence due to the more than 5,000 industrial engineering students, and significant research facilities.

| 573.1.2 Seminars

This year, within the framework of knowledge and technology transfer, the b_TEC Foundation held seminars on the following topics: energy efficiency, fusion energy, and wind power.

The technical seminars on energy efficiency and fusion energy were held at the Tech Talent Center, the headquarters of the UPC School of Professional and Executive Development, and, taking place on June 28 and July 1, respectively, coincided with Energy Week.

- Energy Efficiency Seminar: The plan to introduce electric cars in Catalonia and the corresponding grants available to do so were presented, and the current barriers and limitations affecting their rollout were discussed, as were the different technical solutions in terms of infrastructure and charging points.

- Fusion Energy Seminar: Symposium aimed at industry members, with special emphasis on opportunities for SMEs.

- Wind Power Seminar: This seminar was held jointly by the b_TEC Foundation and Alstom Wind. Peter Bjørn, a specialist in smart rotors and researcher at Risø Technical University of Denmark, presented the results of a study on improving wind turbine efficiency, while Jan-Willem van Wingerden, a researcher and professor at Delft University of Technology (Netherlands), presented his thesis on control systems in wind turbine generation.

3.1.3 Innovation Ecosystem Workshops

On Tuesday, May 18, the b_TEC Foundation participated in the Innovation Ecosystem Workshop held by the MIT Industrial Liaison Program. The event took place within the framework of the 12th edition of the BDigital Global Congress, and the aim was to analyze the current status of so-called innovation ecosystems, that is, those areas where universities, businesses, and research centers interact, generating new economic activity, attracting talent, and promoting the economic growth of knowledge-intensive economic sectors and businesses.

Miquel Barceló, president of b_TEC, explained how an innovation ecosystem is currently being created at the intersection of the Besòs River and Barcelona’s Avinguda Diagonal. The workshop looked at policies to promote innovation ecosystems in an international environment, with a view to identifying alliances, synergies, and potential for networked cooperation.

3.3 Development of an Innovation Ecosystem in the Barcelonès Nord Region

In 2010, the Forum of Municipalities of the Barcelonès Nord Region commissioned the b_TEC Foundation to carry out the project “Barcelonès Nord Innovation Ecosystem.”

The Forum of Municipalities of the Barcelonès Nord Region is a public organization comprised of the municipalities of Badalona, Santa Coloma de Gramanet, Sant Adrià de Besòs, Mongat, and Tiana.

The creation of the Barcelonès Nord innovation ecosystem is intended to help spark the transformation of the region’s economy based on criteria of innovation and new opportunities arising from the transfer of knowledge and technology to local industry.

The project identifies the region’s three university areas as knowledge engines able to generate new opportunities for local industry. To this end, the Autonomous University of Barcelona (UAB) Health Campus at Can Ruti, the UB’s Food and Nutrition Campus in Torribera, and the UPC’s Technological Innovation Campus in the Diagonal-Besòs area are expected to generate joint initiatives and projects that the ecosystem will promote and accelerate.

The project will leverage the opportunities arising from the combination of the region’s wealth of industrial space, its strong business network, and the capacity and talent of its people to generate new production opportunities.

Its success will hinge, in part, on being able to effectively develop and balance the physical, corporate, and innovation subsystems, while at the same time ensuring the effectiveness of the processes in the spheres of communication and governance.

In 2010, work began on the initial stages of the program, and economic and institutional support was obtained from the Catalan Government through the Catalan Employment Service (SOC in Catalan). The year 2011 will see the start of an intense communication and operational and institutional development stage.

3.4 Barcelona-Sant Adrià Economic Development

The b_TEC Foundation acts as a nexus for the economic development of Barcelona and Sant Adrià de Besòs in the fields of energy, water, and mobility.

Over the course of 2010, the project was presented to international companies and government delegations in order to raise awareness of the area’s potential and foster future collaborations.

3.5 Community Outreach

The b_TEC Foundation is engaged with the local community and has taken the lead on specific initiatives in the area intended to serve as the backbone of the Diagonal-Besòs Campus, promoting the interrelationship of schools, research centers, businesses, and the region at large.

3.5.1 The New b_TEC Foundation Headquarters

In 2010, the b_TEC Foundation inaugurated its new headquarters at the Fundació Formació i Treball building in Jardins de les Dones Negres park, on the corner of Carrer Llull and Carrer Sant Ramón de Penyafort in the town of Sant Adrià de Besòs near the site of the future Diagonal-Besòs Campus. The Foundation shares the building with the Catalonia Institute for Energy Research (IREC in Catalan) and other research units, in an effort to create an initial research and management hub for the future campus.

60 |3.5.2 Besòs Education: Scholarship Program

Recent years have seen a significant increase in the number of technical engineering students from Sant Adrià de Besòs.

The Sant Adrià de Besòs Town Council’s Education Service signed an agreement with the b_TEC Foundation and the Barcelona School of Industrial Engineering (EUETIB in Catalan) under which scholarships will be awarded to secondary and higher vocational education students from Sant Adrià to pursue university studies with a view to increasing university access for students from the town. These scholarships are also available to students who are already enrolled in the technical engineering program at the EUETIB, as well as those who completed their final year of post-obligatory secondary education at any Sant Adrià school.

In order to increase access to industrial engineering programs, a scholarship program has been launched for secondary and higher vocational education students from Sant Adrià de Besòs

3.5.3 Engaging the La Mina district

Integration with the local community has always been an important factor for b_TEC. That is why it aims to bring the Diagonal-Besòs Campus project closer to a variety of stakeholders. To this end, the Tech Summer Sessions are held in the heart of the La Mina district. As part of the sessions, Ramon Garriga, director of the b_TEC Foundation’s Energy Park, spoke about household energy savings. Such talks offer a way to explain those aspects of the fields of energy, water, and mobility with the greatest social impact to local residents.
