Subject: U-4714/U-4713A Traffic Forecast Report

Date: February 26, 2018

Please find attached the traffic forecast for State Transportation Improvement Program (STIP)

Projects U-4714 and U-4713A. These projects fall within the Charlotte Regional Transportation

Planning Organization (CRTPO) planning area. The North Carolina Department of Transportation

(NCDOT) proposes the following improvements as part of these two projects:

» STIP Project U-4713A proposes to construct a two-lane roadway (McKee Road Extension) on new location beginning at the intersection of McKee Road (SR 3440) and Pleasant Plains

Road (SR 3448) to tie into E John Street / Old Monroe Road (SR 1009) just north of

Morningwood Drive. This project is located in Mecklenburg County, NCDOT Division 10.

» STIP Project U-4714 proposes to widen E John Street / Old Monroe Road to a multi-lane facility from Trade Street (SR 3448/3474) in the Town of Matthews to Wesley Chapel-

Stouts Road (SR 1377) in the Town of Indian Trail, a total of 6.5 miles. This project is

located in Mecklenburg and Union Counties, NCDOT Division 10.

This forecast was requested by Stuart Basham, NCDOT Division 10 Planning Engineer, and includes

the following scenarios:

» 2017 Base Year No Build (BYNB)

» 2017 Base Year Build (BYB)

» 2040 Future Year No Build (FYNB) (3 Scenarios)

This is the second traffic forecast for U-4714 and the first forecast for U-4713A. A project level

traffic forecast was prepared for Project U-4714 on July 22, 2013.

Certain Assumptions were made during the development of this forecast.

Fiscal Constraint:

The Metrolina Regional Travel Demand Model 16v1.0 (MRM), adopted in October 2017, was used

to produce this forecast and included all fiscally constrained projects documented in the CRTPO

2040 Metropolitan Transportation Plan (MTP) and the NCDOT Current STIP – August 2017 projects

funded for construction.

Methodology:

The traffic forecasts and traffic factor estimates for the 2017 Base Year No Build Conditions were

developed based on project specific traffic counts and historic Annual Average Daily Traffic (AADT)

trends projected to 2017.

The 2040 Future Year No Build Conditions traffic forecasts were estimated by linearly extrapolating

the 2017 Base Year Conditions traffic forecasts using the growth rates calculated based on the

MRM model output, historic traffic and population growth rates, and population and employment

forecasts regarding projected growth in the study area. Additional development and travel

pattern changes were taken into consideration for the 2040 FYNB traffic forecasts.

The 2040 FYNB Scenario A and Scenario B Conditions traffic forecasts were primarily developed

using the changes in travel patterns obtained by comparing the MRM model output of the 2040

No Build Conditions to Scenario A and the 2040 Build Conditions to Scenario B.

The 2017 BYB and 2040 FYB Conditions traffic forecasts were primarily developed using the

changes in travel patterns obtained by comparing the MRM model output of the respective years’

No Build and Build Conditions.
