Action Information only. Background & Details Since its founding in July 2013, CDOT’s Division of TSM&O has become FHWA’s national model for organizing for Operations. TSM&O Reorganization Report, Statewide TSM&O Plan, TSM&O Evaluation, and COBRA Program have all become models that are emulated by other State DOTs. Why TSM&O for CDOT?• Over 606 traffic fatalities in Colorado in 2016

• 45 hours of annual delay for Denver commuters

• 59% of our system’s lane miles are congested

• $1.6 Billion annual cost of congestion

• $14 Billion annual economic cost of crashes

• 17 minutes of average daily delay, 44 minutes in 2022

• Incredible impacts to health, the environment, and the enconomy

Fixing these problems with only traditional methods is cost and time

prohibitive

– Based upon statistical analysis and influencing factors, projections for 2017 and 2018 fatalities are increasing
