RICE, DIRECTOR, DIVISION OF TSM&O DATE: MARCH 15, 2017 SUBJECT: TSM&O Workshop Purpose To inform the TC on current performance of Safety and System Performance (Planning Time Index), the purpose of the Division of TSM&O, and current main efforts of the Division to improve safety and mobility. Action Information only. Background & Details Since its founding in July 2013, CDOT’s Division of TSM&O has become FHWA’s national model for organizing for Operations. TSM&O Reorganization Report, Statewide TSM&O Plan, TSM&O Evaluation, and COBRA Program have all become models that are emulated by other State DOTs. Since 2013 TSM&O has developed 10 new robust programs that previously did not exist at CDOT since its founding in 2013:

• Statewide Traffic Signal & Ramp Meter Program; • Traffic Incident Management; • Operations Policy & Support; • Planning, Performance, & TDM; • I-70 Corridor Operations; • I-25 Corridor Operations; • Statewide Traffic Management Centers Program; • TSM&O Evaluation; • COBRA Program; • Connected & Autonomous Technologies Program

Key Benefits Current benefits of TSM&O efforts are as follows:

• Effective real-time management of I-70 Mountain Express Lane and I-25 North Express Lanes; • 1,580 miles of fiber optic cable, 178 miles of fiber optic installed in the past two years; • Established CDOT’s second TMC at EJMT and increased staffing at the CTMC in Golden; • Cutting edge video analytics for incident detection and increased TMC efficiency; • Expanded Safety Patrol and Heavy Tow coverage hours and improved vehicles and equipment; • Increased Colorado First Responders trained in Traffic Incident Management from 8% to 22% the past two

years; • Bottleneck Reduction projects studied and designed; • TSM&O Evaluation being conducted on all CDOT projects; • Ramp meter expansion; • Traffic Signal controller upgrades, central software system upgrade, and adaptive signal expansion.

• National Safety Performance Measures– Submit national performance targets for 2018 to FHWA and NHTSA by August 1 - fatalities,

fatality rate, serious injuries & rate, pedestrians and bicyclists fatalities

– Based upon statistical analysis and influencing factors, projections for 2017 and 2018 fatalities are increasing
