July 2017 Board Meeting in Camp Hill, PA.

1. SUNSET REVIEW – Communication Committee Mideast: Opposed

Motion: Recommendation that the Communication Committee’s accomplishments and expertise should be promoted to the locals not the public. Also, the Committee should educate the locals on how to get the message out themselves. Motion carried

Motion: To change Membership Committee from sunset review to a standing committee. Motion passed with one nay vote.

All locals reported successful home shows and membership increases. Strong retention rate.

Supports the RAC fix bills but has concerns about SB 297 HIC amendments and does not support Tomlinson’s bill.

Members encouraged to send local newsletters and events to PBA for inclusion in PBA website calendar. Members interested in the report due at Summer BOD meeting from the Building Committee.

Good attendance at Regional Meetings. No changes in the meeting structure.

RVP Laskey reminded the members that he is in his last year of service as defined by PBA bylaws and encouraged members to consider candidates for RVP and RLO for the upcoming fall elections.

Members were urged to attend the Housing Finance Seminar at 3pm Friday as well as register for all meetings they plan to attend at the July PBA BOD Meeting.

Northeast:

Arner wants to make a motion to put HB 1213 into Cat B. Will do on Friday GA meeting.

Fall meeting will be a dinner meeting.

Motion made and passed to have Prohaska and Olson as RVP and RLO for 2018.

Motion made and passed to make Membership a standing committee again. Northcentral:

Concerns on HB 442 that licensure would extend past plumbing to all of the trades. Discussion in hopes that PBA will take a stand against this legislation. Nyman made a motion that legislation be opposed, Hilliard seconded – all in favor to oppose HB 442

PA State Representative Report: June 2017

• Hall of Fame Induction: Arthur Rutenberg• Legislative Conference Successes: PA team met with more than 15 legislators or chief of

staff: Issues discussed: Tax Reform, 30-year mortgage, GSE reform with governmentbackstop; Soft Lumber Import duty shortages and 20% cost increases. Governmentneeds to open federal lands for softwood harvesting; Regulatory Reform/OSHAregulations; Dodd-Frank reform; Flood Insurance renewal by September 2017 as writtenand we are against privatization; Workforce development requirement for the long term

• Membership: 140,941 (flat); recommend locals work on net growth; 78.4% retentionrate. Flexible Pilot payment program ongoing. Possible roll out in 2018. Also, a newALTERNATIVE REVENUE MODELS STUDY is underway for reporting and local duesstructure. Check NAHB website for further details.

• International Builders Show: Approaching one million square feet of floor space; lookingfor 60,000 attendance.

• Study underway about instituting a third board meeting. Expect recommendationeither to reinstitute or leave at two NAHB board meetings. Member concern about lostability to meet as committees and bring new younger members face to face andintegrate into committees or councils and develop future leaders.

• Two vice chair candidates for the Third Vice Chair position. They are Chuck Fowke, abuilder from Florida and Fred Hoppe, a builder from Nebraska. Both have been invitedto speak to the PBA board meeting in July.

• NAHB committee/council sign up opens online mid-July 2017 with a deadline of9/22/2017. All persons currently serving on a committee must sign up as well asindividuals that desire to serve on a committee. Contact Ray Venema if you havecertain interest that one would like help with.

• 75th-anniversary celebration featured Chris Wallace/Fox news analyst. No duesrevenue was spent on the event. Over $580,000.00 was raised as NON-DUES REVENUE.

• State and Local Government Affairs approved $5,000.00 to support passing locallegislation that would change the building code allowing for the use of PEX and PVCpipes in addition to steel and iron. Essentially making the city plumbing code productneutral.

• Financials: APRIL YTD Revenue is $46.6mm vs April YTD budget $46.1mm or $495,271positive. Expenses: $35.5mm April YTD vs Budget of $34.3mm or under budget by$1.7mm. Combined Net Operating Income YTD before Investments is $2.2mm betterthan budget.

• NAHB Resolution Status: # 1 Electrical Utility Generation Policy Update: Passed; No #2Energy Efficiency as a component of Greenhouse Gas Emission Reduction, Passed; No #3 Intellectual Property (Low Quality patents/trolling) Passed; No # 4 ForestManagement Practices and Sustainable Lumber Supplies: Passed; No # 5: Sunsetreviews/passed. No # 6 pulled; No # 7 FEMA’s 50% rule for substantial Improvement/Damage Repair policy position/passed.
