Re: Dunlop Street West from Sarjeant Drive to Anne Street North Utility Relocation Memo – Dunlop Street Widening
1.0 INTRODUCTION
McIntosh Perry Consulting Engineers Ltd. (MP) has been retained by the City of Barrie to complete a Schedule “C”
Municipal Class Environmental Assessment (MCEA) for Dunlop Street from Ferndale Drive North to Anne Street
North including intersection improvements. This project will be completed in conjunction with Ontario Ministry of
Transportation (MTO) Contract Number: CR 2017-E-0032 (Phase 2 – DD 3 Underpass Structures and Reconstruction
of Hwy 400 and Dunlop Street). MP is responsible to confirm findings of Phase 1 and 2 completed as part of the
MMATMP Update and undertake Phase 3 and 4 of the MCEA process in order to determine City’s transportation
needs on Dunlop Street West as well as complete the preliminary design of the preferred alternative identified
during the MCEA process.
The current design footprint of the Dunlop Street, and the ramp terminals has been based on the original
conceptual design found in the approved Transportation Environmental Study Report (TESR). MP has since further
refined the TESR design to for the Dunlop Street improvements, for Design Option A. This design alternative
includes road improvements between Sarjeant Drive and Anne Street. It follows closely with the TSER conceptual
design and the MTO approved right-of-way requirements. It is a design solution to improve the Dunlop Street
corridor and accommodate the MTO’s Dunlop Interchange project, while minimizing property impacts.
The purpose of this memo is meant to outline any potential conflicts with the proposed widening of Dunlop Street
and corresponding utilities that may need relocation and/or protection in the detail design.
2.0 UTILITIES AND POTENTIAL CONFLICTS
The Dunlop Street corridor has many utilities, both above and underground that will be reviewed in this memo to
document potential conflicts that will need to be resolved as the project progresses through the design stages. The
following section will outline the known utilities from circulation in the summer of 2019 and previous MTO Study
(PDR) as both projects are in conjunction with one another.
At the time of the circulation in summer of 2019, the following utilities notified us that there were no conflicts:
Cogeco, Enwave, Group Telecom, Telus, Toronto Hydro, Hydro One (no underground transmission facilities).

can be found in Appendix B and the City of Barrie’s municipal infrastructure needs plan can be found in Appendix C.
2.1 Dunlop Street – Sarjeant Drive to Cedar Pointe Drive
2.1.1 City of Barrie
• 675 mm diameter concrete storm sewer, cover depth 1.2m crossing Dunlop Street (N-S) at Sarjeant Dr.
• 200 mm diameter D.I. water main, cover depth of 1.4m (north side)
• 2 x 300 mm diameter storm lead, cover depth of 1.1m crossing Dunlop Road (NW-SE)
• 2 x 375 mm diameter concrete storm sewer, cover depth of 1.3m crossing Dunlop
• 525 mm diameter storm sewer, cover depth of 1.1m along roadway (E-W)
• 525 mm diameter storm sewer, cover depth of 1.25m along intersection (N-S)
• 300 mm diameter concrete storm sewer, along intersection (N-S)
• 675 mm diameter storm sewer, cover depth of 1.6m (south side)
• 600 mm diameter A.C. sanitary sewer, cover depth 4.4m (north side)
• 200mm diameter sanitary sewer crossing Dunlop Street (N-S) and stub (E-W)
With the listed underground utilities, it is anticipated that some relocations will be required. With the widening of Dunlop
Street, the storm sewer infrastructure may be relocated as determined by the stormwater drainage design team. The
cover depths of the existing utilities will need to be confirmed in the later stages of the project to determine whether
relocation or protection is required. It was noted from a previous MTO study (PDR) that the existing watermain line and
storm sewer conflict with the reconstruction of the interchange. For further information, the City of Barrie’s municipal
infrastructure needs assessment plan can be found in Appendix C.
2.1.2 Bell
• Pedestal at 420 Dunlop St. West (north side)
• Pole at 420 Dunlop St. W (north side)
• 2 x Pedestal at 1 Sarjeant Dr.
• Pedestal at 404 Dunlop St. West
• Handhole at 395 Dunlop St. West
• Pedestal at 402 Dunlop St. West

The above listed state the existing infrastructure for Bell along this section as per Bell markups. Locations and severity
of impact/conflict will need to be addressed by Bell in the detail design. Relocation, adjustments and/or protection
is anticipated to be required as there are potential conflicts with the reconstruction. Depths of buried conduit will
have to be confirmed through test pits to determine whether conduits need to be lowered underground or relocated,

as not to impact the reconstruction of Dunlop Street West and boulevard design with the proposed road cross
section.
In addition to the markups provided by Bell, the utility plan as referenced from the MTO Study provided additional
utility lines. However as per the utility plan, “any utility lines with a (QL’D’) designation could not be filed located and
is positioned on the map as accurately as possible by records only”.
2.1.3 Rogers

The above existing Rogers utilities are portrayed on Roger’s markup of the study area. Relocation will be anticipated,
as Roger’s states that the standard depth of their existing plant is 1 m. Rogers may have to lower their plant in order
to achieve a 1 m vertical clearance from proposed roadway cross section. As identified in the PDR, the Rogers buried
coaxial and fibre cable conflict with the reconstruction of the interchange and relocation is required. It is also noted
that Rogers plant is currently under construction.
2.1.4 Alectra
• 7 poles on Dunlop St. West
• 2 poles on Sarjeant Dr.
• 3 U/G Transformer along Dunlop St. West
• 1 U/G transformer on Sarjeant Dr.
• U/G primary cable
• Trench location for Alectra utilities cable
Based on the markup received from Alectra, the poles are located along the property line of the City’s existing Right-
of-Way (ROW). The underground transformers and primary cables are not within the City’s ROW on Dunlop St.
except for along Sarjeant Drive. Relocation plans is anticipated to be required as some of Alectra’s infrastructure
conflicts with the proposed design.

2.1.5 Enbridge
Enbridge submitted drawings providing the general location of their gas plant and would require detailed drawings
to be submitted before approval. As per these drawings, a gas main is located on the north side of Dunlop St. W,
3.6m offset to the south from the existing City’s ROW. Another gas main is located on the south side of Dunlop St.
W with an offset of 3.7m to the north of the existing City ROW. These two gas mains connect, crossing Dunlop Street.
The MTO Study (PDR) utility plans show a gas main on the north side of Dunlop St. from the intersection of Cedar
Pointe Dr. A gas main is also shown on the south side of Dunlop Street. As part of the Utility meeting for the PDR,
Enbridge had noted that they have a 4-inch plastic gas main near the intersection of Cedar Pointe Drive and Dunlop
Street. It was also noted that potential relocation or protection is dependant on the finalized proposed layout and
design.
2.2 Dunlop Street – Cedar Pointe Drive to West of Hart Drive West Side
2.2.1 City of Barrie
• 600 mm diameter A.C. sanitary sewer, cover depth 4.0m – 4.5m (north side at Cedar Pointe Dr.)
• 200 mm diameter D.I. water main, cover depth of 1.4m (north side at Cedar Pointe Dr.)
• 450 mm diameter concrete storm sewer, insulated (north side on Cedar Pointe Dr.)
• 250mm diameter storm lead, cover depth 1.7m (southeast corner at Cedar Pointe Dr.)
• 250mm diameter storm lead, cover depth 1.5m (southeast corner at Cedar Pointe Dr.)
• 300mm diameter storm (southeast corner on Cedar Pointe)
• 760mm diameter A.C. industrial trunk sanitary sewer (N-S on structure)
• 1400mm diameter tunnel liner, cover depth 8.0m (N-S on structure)
• 150mm diameter watermain, cover depth 1.6m (west of Hart Dr.)
• 1200mm x 1800mm culvert, cover depth 4.0m (NW at the intersection of Hart Dr.)
• 300mm diameter storm sewer, cover depth 1.6m (NW across intersection of Hart Dr.)
City of Barrie utilities conflicts with the reconstruction of Dunlop Street West. As mentioned in the MTO PDR, existing
sanitary sewer conflicts with the replacement of the bridge, and relocation will be required. The water main and storm
sewer near Hart Drive conflicts with the reconstruction of the interchange. It was also noted that field verification of the
watermain could not be located on the east side of the intersection of Cedar Pointe Drive. For further information, the
City of Barrie’s municipal infrastructure needs assessment plan can be found in Appendix C.
2.2.2 Bell
• Pedestal at 356 Dunlop St. West
• Pedestal OPP at 354 Dunlop St. West
• 4D manhole 4 at 354 Dunlop St. West

• Pedestal at 304 Dunlop St. West

• Underground conduit and buried cable
Relocation will be needed along this section as the Bell infrastructure conflicts with the proposed replacement of the
bridge as well as the reconstruction of the road and interchanges. Coordination with Bell will be required once the
geometry and general layout is finalized for Bell to proceed with relocation drawings. It is also noted on MTO PDR
that Rogers plant is running in Bell duct along Dunlop Street West.
2.2.3 Rogers
• Existing spare buried coaxial cable along Dunlop St. West
• Pedestal on Dunlop St. West
• 2 x manhole on Dunlop St. West
Relocation of the above noted infrastructure is anticipated due to the widening of the Dunlop Street West.
Confirming with the PDR, relocation is required. As stated previously, Roger’s plant is under construction and thus
coordination with Rogers will be required for relocation updates.
2.2.4 Alectra
• 3 poles on Dunlop St. West
• 1 U/G Transformer on Dunlop St. West
• U/G primary cable
• Trench location for Alectra utilities cable
Alectra poles are within the City’s ROW along this section, as well as underground cable crossing Dunlop Street
West. A relocation plan will need to be provided for the poles and possibly some of the underground
transformers.
2.2.5 Enbridge
The gas main discussed in section 2.1.5 crosses the Cedar Pointe Drive intersection from the north of Dunlop
Street West along Cedar Pointe Drive. In addition, as mentioned in the PDR, the existing Enbridge utility also
conflicts with the replacement of the culvert and reconstruction interchange at Cedar Pointe Drive.
Just west of the Hart Drive and Dunlop intersection, the PDR utility plan shows a gas main crossing Dunlop
Street West. Enbridge will need to review and confirm whether utility relocation or protection is required along
this section. The drawings obtained from Enbridge shows a gas main offset of 0.9m from the property line at
304 Dunlop Street West, but does not cross south to 297 Dunlop Street West as it shows on the PDR utility
plans.
2.3 Dunlop Street – East of Hart Drive to West of Anne Street
2.3.1 City of Barrie
• 150mm diameter water main, cover depth 1.6m (E-W)
• 200mm diameter D.I. water main, cover depth 2.3m (N-S at Hart Dr.)
• 1200mm x 1800mm culvert, cover depth 4.0m (NW at the intersection of Hart Dr.)
• 1800mm diameter concrete storm sewer, cover depth 3.2.m (N-S at Hart Drive)

• 300mm diameter storm sewer, cover depth 1.6m (NW across intersection of Hart Dr.)
• 225mm diameter storm sewer, cover depth 1.0m (E-W)
Relocation and protection will be required as the storm sewer and water main conflicts with the reconstruction of the
interchange as mentioned in the MTO PDR. It was also noted that the 200mm watermain was unable to be field verified.
For further information, the City of Barrie’s municipal infrastructure needs assessment plan can be found in Appendix C.
2.3.2 Bell
• Pedestal at 285 Dunlop St. West
• Pedestal R at 281 Dunlop St. West

As similarly discussed in section 2.1.2 and 2.2.2, utility relocation, adjustments and protection will be required
due to the road reconstruction widening along this section. Location of infrastructure will need to be confirmed
by Bell during circulation.
2.3.3 Rogers

It is noted that PDR utility plan that Rogers record indicate plant is running in Bell duct along Dunlop. Coordination will be

As stated previously, a relocation plan will be required as Alectra poles are within the City’s existing ROW and
conflicts with the proposed design. Although the underground transformers are not within the City’s existing ROW,
potential relocation may be required as per Alectra’s plans.
2.3.5 Enbridge
The gas main discussed in section 2.2.5 at 304 Dunlop Street West continues along the northside of Dunlop
Street to the east to Anne Street. A gas main along Hart Drive, with an offset of 3m to the west from 285 Dunlop
Street West continues north connecting to the previously discussed gas main, crossing Dunlop. As stated
previously, Enbridge will have to review and comment on whether protection and/or relocation is required.
3.0 NEXT STEPS
Proceeding through preliminary and detail design, the circulation of the design plans should follow for all the stated
utilities in this memo. Coordination with all affected parties will be required to discuss the potential conflicts and
relocation and daylighting plans in order to mitigate risk of unexpected utility conflicts in detail design.
