SUBJECT RECONSTITUTION OF THE BIDS AND AWARDS COMMITTEE-A (BAC-A) AT THE NIA CENTRAL OFFICE

Pursuant to the provision of Section 11 of the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9184, otherwise known as the "Government Procurement Reform Act" and the approved Memorandum Circular No. 55, Series of 2017, dated 02 August 2017, RE: Revised Delegation of Authorities to NIA Officials, the Regular Members, Secretariat and the Pool of Technical Working Group (TWG) of the Bids and Awards Committee-A (BAC-A), are hereby reconstituted as follows: I - BAC (A) - REGULAR MEMBERS: Chairman BGEN ABRAHAM B BAGASIN (Ret)

The BAC-A Regular Members, Secretariat and all the TWG Members shall serve for a period of one (1] year commencing on the date of the approval of this Circular and shall end a year thereafter.

To expedite the procurement process, all the BAC-A Regular Members, Secretariat and the Pool of TWG Members shall give outmost priority to BAC assignments over all other duties and responsibilities, until all requirements for the said assignments are completed.

Likewise, the BAC-A Regular Members, Secretariat and the Pool of TWG Members are required to observe due diligence and transparency in the performance of their mandated tasks.

Outgoing Members of the BAC-A shall continue to discharge their functions until the completion of all on-going procurements for which they have been constituted. The new incoming procurements shall be handled by the duly reconstituted BAC-A in accordance with this Circular

This Memorandum Circular shall take effect immediately and shall supersede all existing memoranda and all orders inconsistent herewith and shall remain in force unless otherwise revoked.
