Meeting with Shri. Rajeev Soni, Sr CE Elect Mumbai: SNEA delegation led by
Com. Abhay Kesarkar Joint Secretary NRU SNEA MH comprising Com.
Sameer Shinde DS SNEA ACE Mumbai, Com. Ankit Gangar JS HQ SNEA MH
and Com. M. S. Adasul, CS SNEA MH, on 03/10/2017 had introduction
meeting with Shri. Rajeev Soni, Sr. CE Electrical Mumbai in his chamber.
We had details discussions of different HR as well as development issues related
to Electrical wing and discussions were very positive & result oriented. After
introduction of newly elected office Bearers of SNEA MH Shri. Rajiv Soni
congratulated all. The details of discussions are as follows.
1. Request Transfers of executives in Electrical wing and consideration
of all pending request transfers: Shri. Rajeev Soni, Sr CEE stared
discussions by expressing displeasure about the indiscipline among the
executives in Electrical wing in not following transfer orders and mainly for
not understanding need of BSNL. He specifically mentioned case of Com.
Vishwas Kulkarni SDE E Satara under transfer to Goa and expressed
displeasure that Com. Kulkarni has never represented his grievances
through proper channel and never met him representing his grievances but
trying for cancellation from other sources and creating undue pressure on
the management which is not correct and acceptable to him. We expressed
that we have no idea about grievances of Com. Kulkarni and he has not
represented his case to SNEA. CEE further added that there are lots of
works at Goa and there is urgent requirement of officer in Goa and Com.
Kulkarni is shifted under guidelines of non-sensitive posts and possibly at
nearby location to present posting, but till there is reluctance and this is
not encouraging. We have added that if there was so extreme need of SDE
Elect at Goa by transferring Com. Kulkarni then there was no need of
transferring Com Sudhir Nair from Goa to Pune that to be within two days
his transfer order was implemented, i.e. first day order issued by afternoon,
second day he was relived from Goa without posting proper substitute and
by giving additional charge of higher cadre to his JTO with wrong
precedence. Hence Com. Kulkarni may have reluctance in joining at Goa
with feeling that to adjust all of sudden and pick and choose transfer of
Com. Nair, he is being troubled by shifting from Satara to Goa. Sr. CEE

Mumbai expressed that there is nothing wrong in transfer of Com. Nair
from Goa to Pune and he is transferred to Pune to stop chain of complaints
against electrical wing Pune. He expressed that the officers presently
working at Pune are not efficient and on posting of Com. Nair only
efficiency of Pune has been increased and complaint has been stopped from
Pune against Electrical wing. We have expressed that it may be fact that
these complaints may have been made under influence of Com. Nair so
that he gets his request transfer to Pune. This is undue advantage given
to Com. Nair and wrong practice that one officer is being transferred
just on name of certain unwritten complaints and such pick and
choose transfer of single officer depriving other officers cannot be
justified on any base. We made it clear that complaints about any unit
cannot become justification of particular officer for popular station at Pune
and it is insult of other officers of Electrical wing working at Pune because
this interpretation and justification of transfer of Com. Nair from Goa to
Pune creates picture that all other officers in Electrical wing Pune are
inefficient and not capable to stop the complaints. Perhaps it may be fact
that it was only Com. Nair who has created environment that Electrical
wing at Pune is inefficient in his absence and hence complaints may have
been called for and once he got choice transfer to Pune, he may have
stopped calling for complaints and hence complaints have been stopped. If
it is matter of compliant, we will start making complaints and direct other
to complain so that left out officers in need of transfers will get transfers.
Also after joining of Com. Nair at Pune, it does not mean that everything is
right and till there are complaints at Pune, hence nothing is like that after
joining of Com. Nair, the Electrical wing Pune has improved. Then CEE
informed that it was compliant of PGMT Pune that performance of
Electrical Pune was worst and no one from Electrical wing Pune bothers for
issues raised even from PGMT Pune and hence under recommendation of
PGMT Pune who was also charge of CGMT MH due to 20 days foreign tour
of CGMT MH Circle and under these circumstances transfer of Com. Nair
was issued. We expressed that this justification is not correct and we
strongly believe as it is part of discussions among the other officers in

Electrical wing that something wrong deal has been taken place and hence
pick and choose transfer of only Com. Nair has been issued. Then CEE
expressed that CEE has such powers to transfer officer on need basis and
he further justified that Com. Nair was transferred as he has completed
\Tenure at Goa. We expressed that if it was case tenure transfers and
really if his office was interested to issue transfer of tenure completed
officers then it should have applied for other request transfers from namely
from Com. Ajit Bhatkar JTOE Goa who has more stay (three and half years
) in Goa than Com. Nair (Two Years two months), Com. Gangal SDE E
Sindhudurg , Com. Pote SDE E from Ratnagiri etc also have requested on
basis of completion of tenure station but none of request was considered
and Com. Nair only is favored by giving transfer to Pune on pick and
choose basis. Then CEE informed that Com. Nair also has some genuine
personal issues and hence he was given priority on transfer. We informed
him that we have no issue if management gives consideration to genuine
family issues of Com. Nair, but why his management is not in position to
extend similar helping hand to other executives who are having more
genuine problems than Com. Nair. We brought to his notice that the
request of Com. Bhangale SDE Elect Parbhani is pending in his office and
he has requested for Aurangabad to take care of his father who is
undergoing medical treatment due to critical illness which has provision in
transfer policy to give due consideration to request on such medical
grounds, Com. S.O. Patil SDE E at Nandurbar which is also tenure station
at par with Goa and really tribal area and Com. Patil also has genuine
medical problems due to critical illness of his brother, but office of CEE
Mumbai never given aggressive consideration and their requests are
pending with EE HQ Mumbai since March 2017 without any action and
only request of Com. Nair who do not have any such genuine critical issues
which permits such pick and choose transfer and till he is favored by
issuing his transfer and relieving him from Goa on next day by illegally
handing over charge to junior and on third day Com. Nair joins at Pune
and from fifth day so called complaints from Pune are stopped is just
amazing. If ‘more number of complaints is only criteria acceptable to CCE

Mumbai then it is quite possible that in days to come more complaints are
expected against officers in Electrical wing and these complaints will be
stopped only on such transfers. CEE expressed that he has acted as per
requirement of PGMT Pune & then looking after CGMT MH and other
genuine cases can be considered if fits in transfer policy but transfer in
case of other officers is not possible as CGMT MH has given him
instructions not to transfer any officer from Electrical wing as it will affect
the roll out of GSM Phase VIII.4 Expansion project which is prestigious
project for Maharashtra Circle. We made it clear that transfer of 2-3 officers
having genuine problems can be given extra ordinary helping hand as
extended to Com. Nair who even do not have such genuine problem. But
CEE insisted that for all other request transfers, the action will be taken in
March 2018 and not before that mainly due to GSM expansion project. We
have added that the genuine request transfer of Com. Bhangale, Com.
Kunjekar, Com. S.O. Patil etc which are less than seven n number will
not affect this project as they are limited only for particular subdivision and
till GSM project is not started and by the time it starts the substitute
officer will take care of such issues. Finally CEE Expressed that he will
have review of the cases referred by SNEA and after ascertaining
genuineness of these requests and by confirming the genuineness of
medical grounds quoted in their requests, the request has been asked
for will be considered and other request will be given consideration in
March 2018.
2. Extension of Retention granted to certain officer: During discussions
we have pointed out that his office has granted retention to certain officers
in sympathetic grounds and some have requested for further extension up
to March 2018. Sr CEE Mumbai informed that he has already decided that
due to upcoming GSM expansion works all such officers who are granted
retention will be extended up to March 2018 in all such cases of retention.
3. Review of Tenure stations for Electrical wing executives : Then we had
discussions on confirmation of tenure stations for Electrical wing as
though for Telecom Stream executives Goa, Sindhudurg, Ratnagiri, Raigad,
Nandurbar and Gadchiroli are tenure stations, same is not case with

Electrical wing and it has ample executives in area of Goa, Sindhudurg,
Ratnagiri and Raigad SSA and situation at Solapur, Parbhani, Beed,
Nanded etc SSAs is worst and hence matter needs separate review as per
requirement of executives working in Electrical wing as being done by
Account wing for Account officers and there is no need to blindly follow the
transfer policy at par with telecom wing which is defeating very purpose of
Tenure stations and its use for the executives working at difficult and non-
popular stations.. CEE Mumbai agreed to have relook at this issue by
ascertaining facts and taking decision on tenure stations specially for
officers working in Electrical wing.
4. Unrest among Electrical wing Executives due to mass Charge sheets
even on Petty amounts and solutions thereof: We have detail
discussions on this issue and we have brought to notice of Shri. Rajiv Soni
CEE Elect Mumbai that at present the entire team of Electrical wing in
Maharashtra Circle is demoralized and there is mass unrest due to action
of Circle Management in issuing Mass charge sheets to the executives in
Electrical for some minor procedural mistakes or rather no mistake on
their part. It is fact that everybody is aware that who is culprit in this case
and who has swallowed the lakhs of rupees of BSNL and who is misguiding
BSNL for last ten years. But it is unfortunate that knowing the facts also
the culprit is given free hand and other innocent are being charge sheeted
by quoting only facts that the ACG -17 with their signature is available on
the records. In case of grant and submission of temporary advance there
are different steps which are followed in routine manner from written
application , recommendation of controlling officer, sanction of competent
authority, disbursement of amount, its utilization for said purpose,
submission of bills with ACE -2 account , its acceptance by Account
Officers, its accounting to each head, accepting cash balance , its entry in
the cash book, Temporary Advance register, closure of Temporary Advance,
its incorporation in monthly/quarterly. Six monthly and yearly accounts,
completion of Journal Slips etc and here in this case every step has been
followed in case of real advances and in case of fake advances also
everything is followed by said master mind culprits in the Account office. It

is unfortunate that when none of documents is available just on basis of
ACG -17 which are also manipulated by the said culprits, more than 18
executives of Electrical wing are issued with minor charge sheets with just
petty amounts in hundreds of rupees & 7 executives are issued major
charge sheet penalty and in most unwanted manner one executive has
been reverted from EE regular post to SDE Post & about 6 executives are
transferred and posted at non-sensitive posts. We expressed that entire
stress is given on only one step and only one paper ACG -17 without
mentioning exact amount for accepting the money of Temporary advance
which also these executives may have given under faith of Account officers
as all were in field units. It was mistake on part of Electrical wing that
when they have noticed fraud immediately action would have been taken
against concerned Account Officer , but much time was consumed and it
seems that time was given to concerned AO Shri. S.B. Bhosale, and his
special assistant Shri Kallepalli to play with records and accounts and
finally picture is created that officers in Electrical wing are only
culprits and it has demoralized all the officers in Electrical wing and
there is mass unrest among executives due to casual approach in
dealing this case. If action was taken against concerned AO and his
Assistant in time, BSNL Money would have been recovered and these
innocent officers would not have been troubled after 10 years to search and
submit the concerned documents proving their innocence. The officer who
was responsible for keeping custody of the relevant documents is not asked
for such documents at right time, when asked he has never produced said
documents and as documents are not available the officers who are not
responsible are being punished blindly. We also expressed displeasure that
in case of minor charge sheets double punishment is awarded in some of
cases settled i.e. censure as well as recovery of the amount from the official
and it most unfortunate and demotivating manner the action is being taken
for recovery of the amount from monthly salary of the concerned officers
without their consents. As per records available, it is clear that claimed and
unclaimed temporary advances are settled and nothing is pending on part
of these officers in Electrical wing. Also cash balance shown against these

officers from claimed Temporary advances cannot possible as n BSNL there
is no procedure to accept partial ACE-2 account Temporary Advance and
officer concerned has to submit bills of total expenditure of amount or
balance amount is to be deposited with cashier. If balance amount is not
deposited in such cases Temporary Advance bill is not accepted and
temporary advance is not closed and here all cases of claimed and
unclaimed temporary advances are closed as official procedure and now
balance amount of Temporary advance cannot be marked against names of
these officers. Not only this, there are many strong points in support of
innocence of officers in electrical wing and SNEA MH will submit detail
representation in this matter in coming days. We further made it clear that
all the actions on part of management are discouraging as management is
not ready to punish real culprit and mastermind in this case who has
swallowed lakhs of rupees of BSNL and this has created mass unrest
among executives of electrical wing. If no corrective and supportive action
is taken in time, then every officer in Electrical wing will try to save his skin
from procedural lapses and this will have greater impact on the works and
achievements of targets of Electrical wing including the GSM Expansion
project of this year. This matter has been taken in single unit of Solapur
Division and officers affected are spread all over Maharashtra and there is
need of corrective action from competent authority. We have made it clear
if matter was not handed over to Vigilance and corrective actions would
have been taken by CEE this present unwanted situation would not have
been occurred as much time has passed and main culprit Mr. Kallepalli
has opted for VRS after playing with official records and he is not traceable
now. We requested Shri. Rajiv Soni, Sr CEE to come forward as a family
head of Electrical wing to protect of innocent executives with corrective
action by understanding depth of their representations on charge sheets,
outcome of Inquiries undergoing in major charge sheets, appeals against
the punishment in minor charge sheets given to CGMT MH. We added that
in any fraud all are not culprits and only one or two are mastermind
culprits and here till now only two names of mastermind have been noticed
and it is responsibility of management to punish real culprits and save

innocent ones and this natural justice. We made it clear that we will not
come in way while management is punishing real culprits and we cannot
be silent spectator when the innocent are punished by one sided action by
issuing Charge sheet, awarding punishment by neglecting their genuine
say, making entry in service Book & awarding forced recovery of amount
without consent of the innocent officers just to safe guard the influential
culprit and master mind of this fraud. We added that SNEA MH will extend
full support & come forward to take up this matter with CGMT MH for
given real justice to innocent executives of electrical wing.
While listening to our say CEE has added some supportive information on
our say and expressed that on prima facie he also feels that there is
something wrong in this case and someone has played deliberate
mastermind game and he has gone through the certain cases. He also
informed that he has discussed this issue with CGMT MH also and assured
that his office will take at most care that innocent is not punished and
responsibility is fixed with real culprit in this fraud case. He further added
that there is no need of fear in minds of executives in Electrical wing as
everything is being done as per official procedure and assured to complete
all the processes as early as possible. He added that there are instructions
to all IOs to complete inquiries in time bound manner, and was optimistic
that unrest among executives in Electrical wing will be settled in days to
come.
5. Bifurcation of Electrical sub division Panjam and Madgaon in Goa SSA:
We explained difficulties faced by executives in Goa SSA due to non-
bifurcation of Panjim and Madgaon subdivisions and this case has been
recommended by GMT Goa as well as EE Goa. After detail discussions, Sr
CEE Mumbai assured that he will personally look into this matter and
approval for separate sub divisions of Electrical wing at Panjim and
Madgaon will be conveyed shortly.
6. Utilization of ideal manpower in Electrical wing & distribution of
workload: With classic examples we have brought to notice of CEE
Mumbai that some of officers in Electrical wing are underutilized or even
not having minimum required work and some are loaded with heavy work

load and this needs to be corrected. Besides there is a lot of scarcity of
officers in field now a days Ph. VIII project is likely to come. But these
officers are enjoying by sitting merely in the planning section where already
enough staff is available. Sr CEE agreed that there are some officers
enjoying without work and assured to allot proper work to these officers by
decreasing work load of officers overloaded.
7. Misuse of Immunity of some of officers to save from long stay
transfers: We have detail discussions on the misuse of immunity and
misuse of medical documents in support of cancellation of transfer orders
by some officers in electrical wing and misuse of the facility available for
needy executives. Sr CEE Mumbai informed that he also is not satisfied
with such actions of misuse of facilities and assured that in days to come
all such cases will be settled as by ascertaining facts of medical grounds
and as per the policy for grant of immunity to any office bearer as approved
by BSNL.
8. Out dated practices followed by Electrical wing in Electrical rewiring
wiring in Staff Quarters and need of review thereof: We have brought to
notice of Shri. Rajeev Soni Sr CEE Mumbai that there is unrest among the
officers staying at Wadala and Dadar Staff quarters as the Electrical wing is
not following the current trend in the Electrical Rewiring works. When in
modern life the interior of the house has much importance, the Electrical
wiring carried out by Electrical wing at some of these staff quarters, has
damaged interior of the staff quarters due to ‘n’ number of pipes on walls,
the hard clips of iron used for fitting pipes, the flexible pipes caring
electrical current crossing on windows, the height of switches placed at odd
locations and mainly we have objected on the way the concealed wiring is
done partially. We explained him how Electrical wing has followed wrong
trend that when pipe carrying electrical wiring is coming up or going down
the pipe carrying fittings is kept concealed and when this pipe/fitting is
moving horizontal then it is open surface pipe fitting and also such open
pipe are running on all walls and all corners of all walls. This has made
these staff quarters shabby and it looks like that quality officers Staff
Quarters are converted in hutments areas flats and about all executives

who have carried out works in their staff quarters have expressed his/her
disappointment about the quality of and style of electrical wiring and has
demanded for changes these wrong practices. We added that Internal
Electrical wiring work at Prabhadevi & Wadala Staff quarters has been
stopped due to this poor quality and poor standard works in quarters
rewiring works. We have requested that if Electrical wing is so concerned
about the open wiring then it should use PVC Casing-Capping wiring work
instead of Half Concealed & Half surface wiring system. We have informed
that we have taken up this matter with then CEE Electrical Mrs. Neelam
Singhal, and then looking after CEE Electrical Mumbai Shri. R.I Yadav and
both have issued instructions to EE/SE Electrical Mumbai and his team to
take immediate action to review the specifications and adopting fitting
either entire concealed i.e. both horizontal and vertical fittings as concealed
one and if it is not possible to go for concealed wiring then to go for non-
concealed wiring with casing capping to maintain high quality of interior of
the staff quarters with assurance for approval of any such proposal for left
out staff quarters with justification. But unfortunately till there is no
action on part of SE/EE Electrical Mumbai and on the contrary they are
compelling the residents for accepting wiring with present lacunas which is
causing hardship to residents. We are sorry to inform that nothing has
been done concrete on resolution of this issue and the work of Electrical
wiring is held up since last 4-5 months and electrical rewiring is being
done in staff quarter which is vacated and not allotted to next officer. If
Electrical wing continues in this manner then it will take years together to
complete the rewiring works. We requested CEE Mumbai to look into
matter to make good alternative arrangement in this regard to avoid future
difficulties and to make a very good quality work in staff quarters.
In response CEE Mumbai informed that that as per CPWD work pattern
Electrical wing can go ahead with use of casing capping wiring work in
Residential buildings and due to objections by Chief Engineer Civil, we
have not made provision for full concealed piping work in estimates itself
and advised us to take up matter with CE Civil Mumbai Shri. Kumar Manoj
and if he agrees then his office will take action for entire concealed wiring

except few points/locations where concealed wiring is not possible due to
beams and pillars. It was finally decided to review matter after confirmation
of facts from Shri. Kumar Manoj CE Civil Mumbai and his office approval
for concealed horizontal wring and assured to direct concerned officers to
review the matter.
9. Individual Request for transfers by Electrical wing Executives: SNEA
MH has received following request and we have requested CEE to consider
these cases on sympathetic and genuine medical and personal grounds.
i. Com. Prashant Bhangale (JTOE) has requested for transfer from
Parbhani to Aurangabad, on completion of two years at unpopular
station Parbhani to take Father’s Oncology Medical treatment at
Aurangabad. Father is facing Lung-Cancer of fourth Stage & Doctor
has recommended personal attention for his reaming life of some
years.
ii. Com. Sudhir Patil (JTOE) Nandurbar has requested for transfer
from Nandurbar to Mumbai who completed two years tenure at
Tribal and unpopular tenure Station. Com. Sudhir Patils younger
brother undergoing Cancer treatment ,his son is also undergoing
some medical treatment which requires keen attention & his parents
are old age and he is in badly needed of request transfer to Mumbai
for cancer treatment of his brother.
iii. Com. Suhas Kunjekar (JTOE) has requested for transfer from Nasik
to Pune, who has completed three years stay at Nashik and his name
was excluded from transfers issued in April 2017. Officer has
personal family issues of school gong children residing at Pune and
he is unable to shift family from Pune.
iv. Com.Riyaz Shaikh (JTOE) has requested for transfer from Solapur
to Sangli who has completed two years tenure at this most
Unpopular Station of electrical wing. Then CEE Mumbai Mrs.
Singhal has assured him in writing that his tenure will be of two
years and he will be given choice posting after two years but yet his
name was not considered in last transfer orders.

v. Com. Sadashiv Kudale (JTOE) has requested for transfer from
Solapur to Satara who has completed two years tenure at this most
Unpopular Station of electrical wing. Then CEE Mumbai Mrs. Signal
has assured him in writing that his tenure will be of two years and
he will be given choice posting after two years but yet his name was
not considered in last transfer orders.
vi. Com. Ajit Potdar (JTOE) Kolhapur has requested to change his
Nanded posting to Satara or retention at Kolhapur as he has already
served for 7 years at most unpopular tenure station of electrical wing
i.e. Solapur SSA
vii. Com.Jitendra Gharat (JTOE) Goa has requested to Madgaon
Electrical Section or transfer to Telecom wing (Mobile/Broadband) as
Madgaon is commercial Capital of Goa & not a single electrical
executive posted at Madgaon section.
The details discussions held for more than one and half hour concluded with
our request to CEE Mumbai to have transparent and uniform transfer and
posting of executives in Electrical wing to give equal justice to all executives with
true spirit. If required some policy can be framed at par with Telecom wing or
even same policy can be followed with minor changes in tenure stations for
Electrical wing and assured total support from Representative Association SNEA.
Lastly we conveyed thanks to Shri. Rajiv Soni Sr CEE Mumbai for holding
healthy and positive discussions on different issues and his assurance for
resolution of issues at the earliest.
