APPROVE REVISED HIGH SCHOOL MUSIC COURSE OUTLINE – CHORUS VOICE
3-8 Approve the revised Music course outline for all LBUSD high schools, entitled Chorus Voice 3-8. The revised course outline reflects the Linked Learning guiding principles and the LBUSD Strategic Plan’s goals and objectives. Chorus Voice 3-8 is a course for the study and performance of standard choral repertory selected from many periods and styles arranged for soprano, alto, tenor, and bass. The course is proposed for high school fine arts elective credit. Additionally, this course has been submitted to UC for ‘f’ approval. 2. APPROVE THE 2021-22 SPECIAL EDUCATION LOCAL PLAN Approve the submission of the Long Beach Unified School District's Special Education Local Plan, which includes the governance structure, the Annual Service Plan, and the Special Education Annual Budget Plan, according to California Education Code, Section 56205 (b)(1) and (2). The service plan and budget plan are a yearly requirement for the California Department of Education. This submission is for the 2021-22 school year. The Annual Service Plan describes the full continuum of options/services offered to all students with disabilities from birth to age 22. The plan demonstrates that all individuals with exceptional needs have access to services and instruction appropriate to meet their needs as specified in their Individualized Education Programs (IEPs). The Annual Budget Plan identifies expected expenditures for all items required, including, but not limited to, the following:
Funds received in accordance with Chapter 7.2 Administrative costs Services to pupils with severe disabilities and low-incident disabilities Services to students with non-severe disabilities Supplemental aides and services to meet the individual needs of pupils placed in regular
classrooms and environments Regionalized operations and services Direct instructional support by program specialists in accordance with Article 6
The governance section of the Local Plan highlights the District Governance Structure for Special Education, how funds are received and allocated, and the responsibility of service provisions in the Long Beach Unified School District. This is required once every three years.

These plans may be revised during the fiscal year according to the district's Special Education Local Plan and the District's policy making process. Both plans, as well as a list of locations where services are provided, are available for review in the Office of School Support Services. Date: May 17, 2021 BACKGROUND: At the Board of Education Meeting on December 15, 2020, the Board approved the consolidation of Hudson K-8 School and Gompers K-8 School to K-5 only (elementary) campuses effective at the start of the 2021-22 school-year. The Board considered an analysis of data and information related to K-8 Schools including historical data, enrollment patterns, long-term trends in student achievement as well as both the cost and educational implications associated with the K-8 school model. Facilities staff has since performed an assessment to develop an appropriate boundary adjustment recommendation. Gompers K-8 did not have a formal middle school boundary therefore a boundary adjustment is not necessary for the school. Currently there are 138 middle school students in the Hudson area, of which 116 attend Hudson. There are currently a total of 221 middle school students attending Hudson from all attendance areas. Enrollment at Stephens Middle School has dropped significantly due to district wide declining enrollment, students participating in school of choice and having two K-8 schools in the vicinity (Hudson and Muir.) There are currently 76 Stephens attendance area students attending Hudson. When added to the current 116 Hudson area students, it brings a total of 192 students currently attending Hudson that would be moved to Stephens beginning in the 2021-22 school year. The following adjustments are being recommended: Approve the boundary adjustment detailed below and shown on Exhibit A. The area would be added to the Stephens Middle School attendance boundary and the Hudson Middle School attendance boundary will be dissolved.
• The proposed area would include the entire (current) Hudson Middle School attendance boundary.
• From the western City of Long Beach boundary at Willow St. East on Willow to Santa Fe Av. South on Santa Fe to Pacific Coast Hwy. East on Pacific Coast Hwy to the Los Angeles River. South along the Los Angeles River to the extension of Pier G Av Southbound, further extended through the ocean to the breakwater. West along the breakwater to the City of Long Beach boundary. North along the City of Long Beach boundary to Willow St.
The boundary changes, if approved, would be effective at the start of the 2021-22 school year.

The community advisory committee shall have responsibilities that include:
(a) Advising the policy and administrative entity of the district regarding the development, amendment, and review of the local plan. The entity shall review and consider comments from the community advisory committee;
(b) Recommending annual priorities to be addressed by the plan; (c) Assisting in parent education and in recruiting parents and other volunteers who
may contribute to the implementation of the plan; (d) Encouraging community involvement in the development and review of the local
plan; (e) Supporting activities on behalf of individuals with exceptional needs; (f) Assisting in parent awareness of the importance of regular school attendance.

All voting members of the Community Advisory Committee must submit a membership application to the Assistant Superintendent of School Support Services. BACKGROUND:
The District must comply with various accounting standards, including those from the Governmental Accounting Standards Board (GASB). GASB Statement No. 84 gives new guidance regarding the recording of fiduciary activities effective for the current fiscal year. The District’s Associated Student Bodies have funds that are governed by GASB Statement No. 84. Associated Student Body funds are now to be reported as a component of the District’s finances through Fund 95, if the District has discretion in the use of the funds, or newly established Fund 08 – Student Activity Fund, a special revenue fund, if the District performs an advisory (non-fiduciary) role only.
The District has determined that the proper accounting treatment for its Associated Student Body funds is to open the Student Activity Fund, Fund 08. The related resolution gives authority to open this fund.

A FIDUCIARY ACTIVITIES REVENUE FUND (FUND 08)
WHEREAS, the Governing Board of the Long Beach Unified School District will adhere to the reporting requirements as set forth by Governmental Accounting Standards Board (GASB) Statement No. 84 Fiduciary Activities; and
WHEREAS, GASB Statement No. 84 establishes criteria for identifying fiduciary activities of all state and local governments. The focus of the criteria generally is on (1) whether a government is controlling the assets of the fiduciary activity and (2) the beneficiaries with whom a fiduciary relationship exists,
WHEREAS, the California Department of Education has established a new Special Revenue fund (Fund 08) to be used to account for the financial activities of student body associations that do not meet the definition of fiduciary under the new standard, commencing with fiscal year 2020-21;
NOW THEREFORE, BE IT RESOLVED that the Governing Board of Education of the Long Beach Unified School District, authorizes the opening of the Student Activity Special Revenue Fund (Fund 08).

BACKGROUND:
In November 2020 the Board of Education approved the engagement of the National School Public Relations Association to conduct an audit of the District’s communications efforts. The completed audit report was presented to the Board of Education on April 28, 2021. One of the audit’s key recommendations was to restructure the communications functions to be placed under one unified and cohesive communications and community engagement department. The audit indicated that “to manage the complex communication challenges and opportunities facing large urban systems today, [the District should] consider creating a chief communications and community engagement officer position that serves on the executive staff and provides ongoing, high-level strategic communication counsel to the superintendent and executive leadership team.”
The Personnel Commission approved the establishment of the position of Chief Communications and Community Engagement Officer at its meeting on May 6, 2021.
California Education Code Sections 45100.5 and 45256.5 provide that the Governing Board of a school district may adopt a resolution designating certain positions as senior management of the classified service. A senior management designation affords the District more flexibility in selection of a candidate in that it must be filled from an unranked list of eligible candidates who have demonstrated managerial ability and have been found qualified. In addition, an individual in a senior management position, although part of the classified service and afforded all rights of other classified employees, shall be exempt from all provisions relating to obtaining permanent status in the position. It is recommended that the new position of Chief Communications and Community Engagement Officer be designated as senior management. Once a candidate for this position has been selected, an employment contract will be brought forth for Board approval.

Experience communicating effectively, both orally and in writing, in Spanish is highly desirable.
