Report for Agenda Item No 2 Prepared by Shaun Hardy, Chief Executive Officer Chief Executive Officer's Report Purpose The purpose of this report is to update progress on Council activities and inform about issues relevant to the governance and management of Council. Background Regional Plan and Budget Council’s Regional Plan and Budget sets out the goals and strategies for what we plan to achieve during the financial year. For 2018-19, Council’s Regional Plan and Budget was drafted and public submissions were invited for a period of 21 days, as required by the Local Government Act. The Regional Plan is now final and accessible via Council’s website and Council’s offices. Community Development Meetings were held with several stakeholders regarding the Wadeye Festival 2018, which Council took the lead on planning. Wadeye Festival was held from Friday 10 August to Monday 13 August and included a parade, disco, sporting activities, community BBQs and NAIDOC and recycled art awards. Nganmarriyanga’s Festival is being held on Friday 17 August and a similar event is being arranged for Peppimenarti. Council supports community events and assists with financial contributions for awards and community BBQs. For Sport and Recreation facilities:

• works are underway on bollards and seating, and the re-connection of lighting, at the resurfaced outdoor Basketball Court at Wadeye;

• works on the Softball Oval at Wadeye to re-align the fence have been completed and works for resurfacing is also underway;

• vandalism has occurred at both the Wadeye Swimming Pool and the AFL Main Oval, which affects community use of these facilities;

• works are being arranged for fencing, seating and other infrastructure at the AFL Main Oval at Nganmarriyanga.

Aged Care AACQA assessors visited the Thamurrurr Aged Care facility in Wadeye on 15 June 2018 and the preliminary findings discussed with staff were positive regarding noted improvements. Council is continuing to work through Continuous Improvement Plan actions for both NATSIFACP and CHSP and is in the process of recruiting an Aged Care manager, nurses and support staff. Homelands There has been significant work undertaken in Homelands over recent months sourcing quotations and rolling out projects and roads maintenance grading has recommenced. The second round of Council’s Homelands assessments visits is almost complete and discussions were held with residents about priority works including power, water and sewerage and house maintenance. Quotations for new works will now be sourced and applications will be prepared for additional grant funding. Roads Works on local internal roads damaged during the wet season have been progressing with many potholes and washouts fixed, particularly Wadeye. Discussions have commenced regarding the best approach to seek Government assistance for Council’s roads priorities: Emu Point Access Road; Peppimenarti Access Road; and Woodycupildya Access Road. Following long delays, Allan King and Sons have commenced works on the Nganmarriyanga Airport Road Upgrade project. The project is scheduled for completion around end-August 2018, which will be a great outcome for the community improving year-round access. A quotation has also been provided for repairs to Nganmarriyanga internal roads, which is being reviewed. Waste Management Sims Metal scrap metal collection of car bodies and other hard waste across the West Daly region has commenced and will continue over coming months. Council has raised the issue of upgrades required for waste management sites at Wadeye (new site required), Nganmarriyanga and Peppimenarti with assistance from the Big Rivers Waste Management Working Group meeting. Animal Management The first visit to Wadeye by AMRRIC and The Ark veterinarians held from 4-8 June 2018 was successful with over 80 animals desexed, and a range of vaccinations and other treatments provided.

A further veterinary visit by the University of Melbourne to Nganmarriyanga, Peppimenarti, Woodycupildiya, Emu Point, Merrepen, Nemarluk, Wudapuli and Nama was also successful with over 80 animals desexed and a range of other treatments provided. Staffing Community Services Managers – Nganmarriyanga and Peppimenarti have been finalised with Scott Page and Steve Loring the successful applicants. The recruitment of a second Mechanic, based at Peppimenarti, was also completed with Peter Balasopoulos the successful applicant. Council currently has advertised vacancies for a Community Service Manager, Administration Officer and Aged Care nurses (all Wadeye), and Team Leader Civil at Peppimenarti. Report for Agenda Item No 3 Prepared by Steve Horton, Director of Council and Community

Services Director of Council and Community Services Report Purpose To advise Council of the current situation with Homelands, Aged Care and Council Services. Homelands A report received from the Department of Housing and Community Development on the annual Homelands assessments for 2017-18 identified works that could or should be done as soon as possible. Council have been working tirelessly to arrange for works to commence in the outstations and several contractors have been engaged to complete works. Financial Year 17/18 saw approx. $1.3m committed to works in the Homelands. Council staff are now following up on Contractors to ensure that works in the Homelands are progressing. Council staff have been conducting inspections on each of the Outstations to ensure that the works are up to standard and completed as per the agreed quote. Several outstations have had works already undertaken and feed back from residents so far is good. There have been a few instances where a contractor has not complied with the agreed quote and they have been asked to redo the work as per the agreed quote or they will not have their invoice paid until work is corrected. At the same time of the inspections, new Homelands Extra Allowance applications for FY 18/19 are being completed and will be submitted to the Department for approval. Council Staff are also seeking feedback from residents on what they perceive to be the major infrastructure requirement for their Homeland with most saying that the need is as follows:

• Solar Power for all homes • Road construction, including culverts in problem areas, • Phone reception, Telstra Booster This information will be submitted to Head Office for consideration in any proposed ABA applications. Council has applied for Funding for the Purchase of new equipment such as Tractors, Slashers, Mowers, Mobile Boosters and Water Tanks etc. and if approved items will be purchased and sent to those outstations that requested the equipment, to date we are still waiting to hear back from the Department on the success of these applications Aged Care Staffing still is a concern with Local staff not turning up for work. Council has introduced the employee of the month scheme to encourage Local staff to come to work and have introduced Store vouchers as an incentive, this is applicable to all three communities. Council has reviewed the staffing structure required to run the Aged Care Facility effectively and have developed a structure that should ensure that WDRC are compliant and meet its obligations under the Funding Agreement. It has been noted that on occasion meals were not being delivered to the elderly at Nganmarriyanga. Council is looking at ways to ensure that meals are delivered to the elderly and are reviewing its staffing structure at Nganmarriyanga with the thought to have a full time position based at Nganmarriyanga. Council have also ordered new equipment for Aged Care in all three communities and are waiting on delivery of these items. Council Services Council recently employed and additional Mechanic who is based in Peppimenarti but should be available to provide support to Nganmarriyanga and Wadeye. The swimming pool at Wadeye continues to be vandalised by children and this has caused the swimming pool to be out of operation and unfit for use. If the school from Nganmarriyanga is intending on using the pool they should contact the Council Office at Wadeye to ensure that it is open. New garbage trailers for Nganmarriyanga and Peppimenarti have been ordered and we are awaiting delivery. These trailers will replace the rubbish trucks that continue to break down.

Report for Agenda Item No 4 Prepared by Scott Page, Community Services Manager Community Services Manager's Report WDRC sponsored a Community clean up day, vouchers and pushbikes were donated to school children as prizes. Council also put on a Community BBQ following the prize presentation . Alan King and sons have commenced work on the Airport road upgrade. Meetings NT police regarding alcohol and drugs coming into Nganmarriyanga. Community Issues Alcohol coming into the Community continues to be a problem, with an increase in fighting and domestic violence being the main areas of concern. It has also come to notice that some community members are making their own home brew, this will be followed up and findings will be passed onto NT Police. Staffing Damian Blair has been employed as the new Civil Team Leader, so on behalf of WDRC we would like to welcome Damian to Nganmarriyanga. CORE/INFRASTRUCTURE SERVICES Parks, Gardens and Ovals As Nganmarriyanga has no tractor or slasher we have borrowed 1 from Wadeye to help with the slashing around the Community and airstrip. Vehicles, Plant and Equipment A mechanic is needed in Nganmarriyanga for a week to service machinery, and do repairs on plant and machinery. Maintenance Buildings And Fixed Assets Civil staff have painted the concrete in front of the Council office, and will paint the visitor quarters in the next few weeks. A new concrete slab has been constructed at the front of the Council building for the new seating to be placed on. Stuart and Jobfind members are helping with the construction. Cemetery Assistance A plan of the cemetery has been drawn up and is 75 % completed. Animal Welfare and Control Vets visited the Community for 2 days in June doing a pet program. Local Road Maintenance All internal roads are in a sad state after the wet season, bitumen needs replacing in most areas. Traffic Management on Local Roads Nil to report Waste Management and Litter Control Rubbish continues to be collected twice weekly. And the rubbish dump is pushed weekly. Plant and Equipment The 3 ride-on mowers are currently broken down, Aaron has been to Nganmarriyanga and gone over each of them to do a parts list of what is required. The tip truck back door on the tray is bent and needs to be straightened, Aaron is aware of this and it will be fixed at the earliest possible time. The tip truck is currently being used in Wadeye. Airport Maintenance Slashing has started on the airstrip in the last day or so, and civil staff will poison around gable markers, runway lights and boundary fence.
