Meeting Notes I. Present:

II. Old Business
A. Freezeway Update:
The Freezeway is still closed. With ice rinks closing in the next couple of weeks due to increases in temperature, the Freezeway will most likely not open this season.
Staff from the GF Park District and City of GF met with Nick Jensen about the project on January 22. Nick gave an overview of the project so far and was looking for advice on how to move forward.
He tried to fill the Freezeway trail again but it leaked out again. He used Flex Seal tape to try sealing the holes and seams but that did not work.
He felt that the company that provides the liner should have been present to help with the set up but they did not come to GF.
It is estimated that 100,000 gallons of water was leaked out into that area of the Greenway.
City of Grand Forks crews have been chipping away at the ice on the sidewalks for the Frozen Feat Event that is taking place this month.
B. Solar Lights:
A solar light was installed at the Public Works Facility on January 1.
The light is removable and utilizes LED, which helps with lower battery usage. This should keep the battery from draining down and freezing.
The cost for the one light was $6,676.00 ($5376/Light Pole, $1300/Installation).
The committee will need to look at where the lights would be best suited. It would be too expensive to put them along the entire trail system but the dog park and other high-use areas might be an option. Reid will look into what other parks are currently doing for lights.
The solar lights could be used as a memorial by placing a plaque on the pole.
C. Annual Report DRAFT:
The Draft of the Annual Report is included with the agenda for today’s meeting.
Review and make suggestions to Kim by February 20.

D. Brochure Reprinting:
The committee would like to keep the current design for the brochures.
Kim will get quotes for printing.
III. New Business
A. 2018 Invoices:
MN DNR is behind on their contribution. Reid will add the 2017 amount to the 2018 payment and get reimbursement from the MN DNR.
IV. Bicycle, Pedestrian & Greenway Advisory Group Update:
A. No Greenway information to report.
V. Agency Updates A. City of EGF: Kim has heard from city staff that there is at least 40 deer on both the North
and South end of the city. These deer show no fear to humans. There have been no updates from City Council as to the survey relating to the deer. There are a couple of upcoming events happening this Spring/Summer. EGF Parks and Rec are teaming up with Altru again this year and a special event highlighting the Greenway will take place on May 12th.
B. City of GF / Greenway: Kim will schedule an open meeting with disc golfers to discuss course plans for 2018. The meeting would start around 5:00-5:30pm with no Tuesdays or 3rd Wednesdays.
C. GF Park District: The Park District will be closing six outdoor rinks on February 25. Five rinks will remain open with a partial closure during the day time hours.
D. Minnesota DNR: Roof repair will be taking place on the office at the campground.
E. GF Police: Officers will be helping out at a couple of upcoming events. They will help with street closures for the Frozen Feat and the St. Patty’s Day Parade.
F. MPO: Jairo distributed a draft of the 2018 Bikeway Map of Grand Forks/East Grand Forks. The proposed size of the Bikeway Map is 23.5” x 16” but it will be folded down to brochure size. There are 13 panels available on the brochure for Public Service and Community Outreach announcements. The deadline for submitting public 6E’s (Engineering, Education, Encouragement, Enforcement, Evaluation & Planning, and Equity) will be February 23rd. Bike repair stations should be added to the map. The Bikeway Map will be launched at the Grand Forks Home and Garden Show on March 23, 2018.

VI. Other: A. Homeless population: GF officers have utilized the Social Detox Center for persons
picked up but only if they are under the influence of alcohol and narcotics. Sgt. Simon stated that the homeless population has been finding other places to stay. Some are staying in the police station entryway where there is no other place to house them for the night.
