PPP Model
What is PPP?
• Public Private Partnership (PPP or P3) is a funding model for
building or improving Public Infrastructure by Government or
Public Organizations
• The GoI defines it as ‘an arrangement between a government /
statutory entity / government owned entity on one side and a
private sector entity on the other, for the provision of public assets
and/or public services, through investments being made and/or
management being undertaken by the private sector entity, for a
specified period of time, where there is well defined allocation of
risk between the private sector and the public entity and the
private entity receives performance linked payments that conform
(or are benchmarked) to specified and pre-determined
performance standards, measurable by the public entity or its
representative’
• A P3 typically involves a private entity financing, constructing,
or managing a project in return for a promised stream of
payments directly from government or indirectly from users over
the projected life of the project or some other specified period of
time
PPP Model
Advantages:
• Government services with the help of private partnership is
main aim of PPP
• Sharing of risk between all stakeholders
• Collaboration, Innovation, latest technologies help implement
large government projects
• Long term successful relationship
• Public sector can utilize expertise, efficiency, money of private
sector to propagate government services
• History indicates PPP model as a successful model across globe
for government projects
Disadvantages:
• Could lead to monopoly by vendor over longer periods of
contract
• Since expertise is from private sector, government could lose
control of project through cost escalations

TWINS/eSEVA
• “MeeSeva” in Telugu means, ‘At your service’, is good governance
initiative that incorporates the vision of National eGov Plan “Public
Services Closer to Home” and facilitates single entry portal for entire
range of G2C (Government to Citizen) & B2C (Business to Citizen)
services.
• MeeSeva, a flag ship program started with a vision to bring public
services closer to the citizens by using most up-to-date technologies
to deliver hassle free service delivery to the citizens and enabling
‘Any Where Any Time’ access to Citizen Services through MeeSeva
centres (CSCs) and Online Mode.
• The objective of MeeSeva is to redefine governance in 21st century by
providing smart, citizen centric, ethical and effective governance
facilitated through technology. This entails universal and non-
discriminatory delivery of all government services to citizens of all
strata be it urban or rural, rich or poor and improve efficiency,
transparency and accountability at the government-citizen interface
at all levels of governance.

APOnline, CMS & Sreeven were selected as Service Center Agencies for rural areas.
Agreements were signed with SCAs namely CMS Computers Ltd for Zone I,III,V, Sreeven
Infocom Ltd for Zone II and AP Online for Zone IV, VI to set up CSCs.
GoI provided Revenue Support / Viability Gap Funding of Max. of Rs. 3304 per month per
CSC, but SCAs CMS and Sreeven quoted for ‘Zero’ and AP Online has quoted for Rs.
2441.
Agreements valid till 31.03.2017 subsequently extended till the implementation of CSC 2.0
In Urban areas, CSPs were selected through bidding process to run the
erstwhile eSeva centers converted into MeeSeva centers
Karvy, RamInfo were selected as Contract Service Provider for Urban areas in March 2016
New MeeSeva centers in Urban areas can be set up with the approval of DeGS
Exclusive B2C centers can be set up by CSPs on there own

Categorization of ServicesServices are classified into two categories.
• Category “A” services can be delivered across the counter by the Mee
Seva operator.
– These are the services that can be given across the counter from the mee seva
centre.
– Essential prerequisites
• Availability of Digital Database
• Cleanliness of the Database
• Dynamism of the Database
– No Supporting Documents required to be given at the Kiosk.
• Category “B” services requires back end operations from concerned
office of the issuing authority.
– No electronic database available.
– Paper records may be available
• Need to scan, archive and digitally sign and place in the SECR to move to
the Category A.
• Many cases require a field inspection/ discreet or detailed enquiry to
confirm and corroborate the available information.
– Applicant to submit supporting documents as per predefined checklist.

Service Delivery MechanismMeeSeva services are categorized into 2 categories namely A and B
Category A services:
▪ Data has to be digitally signed by the officer and stored in a central database
▪ Data is fetched from the central database and the data authenticity is verified with PKI at Source
as well as MEESEVA .
▪ If the data is authenticated, the certificate is generated with Current Official’s facsimile signature
as Certified By and with the details of the Official who has signed the data as Verified By.
▪ The Certificate is issued across the counter within 15 minutes.
Category B Services:
▪ The category B services will be provided after due verification of the request.
▪ Request is accepted at the Kiosk along with supporting documents (scanned and uploaded into
MEESEVA) and routed to respective Official workflow for further processing.
▪ Officer does the due verification of the application and approves or rejects the requests with his
Digital Certificate.
▪ Upon approval, Certificate is generated with Official Digital Signature and stored in the repository
and SMS is being sent to applicant for collecting the certificate from MEESEVA Operator.
▪ The minimum period of days is fixed differently as per the service. This period is known as SLA
(Service Level Agreement).

Status of CSC 2.0 Implementation
• SERP requested to extend MeeSeva services through OSS (which
are established as part of World Bank Project) and were
considered under CSC 2.0.
• 135 proposed SERP OSS locations all over the state of Andhra
Pradesh were approved for delivery of MeeSeva Services.
• The District Administration are informed about the SERP
proposed location and to establish MeeSeva Centers through
SERP OSS.
• Initially, 33 SERP OSS locations were identified in the Districts of
Nellore, Prakasam, West Godavari to roll out MeeSeva Services
through existing Service Providers.
• Later 100 Locations are identified in the districts of East
Godavari, Visakhapatnam, Vizianagaram and Srikakulam
• The above 7 District Administration are requested to issue
necessary orders to rollout MeeSeva services to SERP OSS (133
Locations) through existing Service Providers.
